Reconstruction:
This week, UNRWA was granted the approval on the detailed designs of the infrastructure in
Package 1, Package 2, and the UNRWA Compound. Works are still progressing in Package 1 and
UNRWA's consultant is preparing the tender documents for the 39 connector buildings in
Package 1 and N100 AO. In Package 2, Danash started foundation works in 3 buildings while
compaction and backfilling works continue in the area near the sea .The archeology team
continues the geo-physical survey in the upper parts and this is expected to be completed at the end of the
month enabling the archeology team to provide the Ministry of Culture with a report for approval.

In Package 3, preparation for tender documents is underway and will include the infrastructure of the secondary
lines. Design wise, UNRWA is still working on the participatory design with the families of Package 5. Package 6
and the edges of Packages 7 and 8 are undergoing the validation process.
UN Special Coordinator for Lebanon, Mr. Michael Williams Visits NBC:
On October 27, UN Special Coordinator for Lebanon, Mr. Michael Williams, visited NBC where he was briefed on
the ongoing reconstruction works and on UNRWA’s normal and emergency programs. Mr. Williams later met
the factions and Popular Committees who discussed issues related to: pace of reconstruction and funding,
totally destroyed buildings in the prime areas, security issues, access and permits, Palestinian rights and future
of the camp.
Mr. Williams was encouraged to see the progress made in NBC. He considered that the return of the families to
Package 1 will have a beneficial effect on the NBC community's spirit. Mr. Williams considered seeing people
return "for the first time will be very important for the UN to show what has been done and what else is needed
to be done. This will be also important for all donors to complete the funding for the whole process." Mr.
Williams assured that security measures are among topics of discussion with Lebanese Army high officials.
"Alleviating these measures and facilitating access to the camp would have a great impact not only for NBC
economy but for Akkar region too", Mr. Williams said. On the Palestinian rights issue, Mr. Williams considered
the recent Parliament decision as a step forward that needs follow up. Mr. Williams stated that the NBC
situation will be included in his report to the Secretary General and the Security Council in two weeks. He also
said that he will meet with foreign ambassadors to share his thoughts and hope for future and encourage them
to do more to accelerate the reconstruction.
Relief and Recovery:
The NMU and Popular Committee met last week to discuss the collective centers issue. They agreed to form a
committee consisting of the Head of Relief and Recovery, two members from the popular committee and the
north health coordinator to visit the families in collective center and to study the health and social situation to
every family. The NBC Women Program Center (WPC) started registration for new courses including pastry,
sewing and sweets. All interested women should go to the WPC in NBC before November 10, the final date of
registration.
"NLA Services & Camp News"
The Palestinian Affairs Department in Beirut has signed an agreement with Liban Post which enables
Palestinians registered at the department to be issued documents like IDs, birth, death certificates, etc…,
through all Liban Post branches in Lebanon effective September 1. The process of issuing such documents will
need between 7-10 days. Please refer to the supplement for detailed information as well as posters displayed in
UNRWA installations.
Education:
On October 28, NBC's Mazar School in Beddawi organized a lecture under the title" The Importance of Bones in
Building the Body". The lecture aimed at guiding the students on how to carry their school bags to avoid back
problems. The lecture was given by Dr Raed El-Haj (osteopath) to
the students in grades 7 and 8. Last week, on the occasion World
Day of Washing Hand, Samakh School in NBC held a fair that
included pictures on hygiene and the importance of washing hands.
On the same occasion, Ramleh School Health Committee made a
presentation clarifying the steps of hand washing to prevent the
spread of diseases transmitted through hands. The activity focused
on grade 6 and 7 students. 30 girls were chosen to participate and
then to teach others.
Beddawi Camp:
In response to the water shortages in Beddawi and in many other camps, the Lebanon Field Office has
appointed a team of engineers to work out both an immediate and long term plan to address the issue. More
will be shared with the community once the plan is finalized.

Facilitation of the obtainment of the Palestinians'
Documents through the LibanPost
The Directorate General for Political and Refugee Affairs/Directorate of Palestine
Refugee Affairs and LibanPost Company L.S.C. have signed a memorandum of
understanding for the to receive by mail identification cards, individual civil records
and family extracts, birth certificates in the case of newborns, certificates of
marriage, divorce or death, and replacement copies of these for the Palestinian
refugees . Obtainment of these documents can be done through all LibanPost
branches across Lebanon without the need to go to Beirut. The agreement has been
in effect since 15 September.
Notes:
- The obtainment of the documents will take between 7 and 10 days
- The documents can be sent to individual houses or to the LibanPost office from you
applied from near your place of residence
- In case the application is rejected, the application be sent back to the applicant
- Application can also be directly processed through the offices of Directorate of Palestine
Refugee Affairs as before
