Appoint Temp Assistant Nate Schwartz
WHEREAS, Nate Schwartz is a student of the High Bridge Elementary School who
participated in the visit to the Borough of High Bridge Borough Hall, and
WHEREAS, Nate Schwartz submitted an essay about how the Borough helps her and the
public and has been selected for recognition.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough
of High Bridge in the County of Hunterdon and State of New Jersey approves the
appointment of Nate Schwartz as temporary Assistant Administrator from 12:30 pm to
the end of business on April 14, 2016.

Authorization To Seek Interest in Private Sale of Borough Real Property
WHEREAS, the Borough has identified non-conforming Borough owned lots Block 4.02, Lot 9,
Church St.; Block 4.06, Lot 8, Taylor St.; Block 7, Lot 19 McDonald St.; Block 22, Lot 7,
Beavers St that are not needed for Borough use, and
WHEREAS, NJSA 40A:12-13(b)[5] also known as Local Land and Buildings Law allows the
Borough to sell non-conforming lots through private sale to neighboring property.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of High
Bridge, in the County of Hunterdon, State of New Jersey, that the Clerk’s office is authorized to
send letters of interest to purchase, to the neighboring properties of these non-conforming lots
and to start surveys of the identified properties should the owner indicate positively they are
interested to take over the lot.

Authorization To Contact the Highlands Council
WHEREAS, the Borough has identified Surplus real property identified as Block 19 Lot 32,
3.11 acres that not needed for Borough use, and
WHEREAS, NJSA 40A:12-13 et seq., also known as Local Land and Buildings Law allows the
Borough to sell surplus real property via auction or bid, and
WHEREAS, the lot identified as surplus and is subject to various Highland restrictions, and
WHEREAS, the location of the lot is zoned R-4 “High Density” and the Borough would like
subdivide the lots to provide the most benefit to the Borough
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of High
Bridge, in the County of Hunterdon, State of New Jersey, that the Clerk’s office is authorized to
reach out to the Highlands Council regarding the options available via Highlands’s regulations
regarding subdivision and sale of the lot.

Authorization of solicitor’s permit
WHEREAS, Michael Rasile has applied for a solicitor’s permit, marked Solicitor’s Permit 0012016, in the Borough of High Bridge, and
WHEREAS, Michael Rasile wishes to solicit financial advising services, and
WHEREAS, the Chief of Police, Health Officer, Zoning Officer, and Fire Official have
reviewed the application as per the Borough Ordinances, and
WHEREAS, the results of such investigations have been found to be satisfactory, and
WHEREAS, the application process requires Council approval,
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of High
Bridge, in the County of Hunterdon, State of New Jersey, that the stated solicitor’s permit,
above, is approved pending all outstanding information and fees are provided to the Borough to
complete the application.

Authorize Counter Petition for Tax Appeal
WHEREAS, the owner of certain real property located in the Borough of High
Bridge has filed a Petition of Appeal with the Hunterdon County Board of Taxation
challenging the assessment established by the Borough Tax Assessor for purposes of
local taxation for tax year 2016, as follows:

WHEREAS, the Mayor and Council of the Borough, on the advice of the tax
assessor for the Borough, have determined that it is in the best interest of the Borough to
defend the above appeal and to file a counter petition with the Hunterdon County Board
of Taxation claiming that the 2016 assessment for the property should be increased to the
fair assessable value thereof;
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the
Borough of High Bridge as follows:
1)
The Borough shall defend the above appeal; and
2)
The execution and filing, on behalf of the Borough, of a counter
petition of appeal with the Hunterdon County Board of Taxation by the Borough
Attorney be and is hereby authorized, ratified and confirmed; and
3)
The Borough Attorney be and he is hereby authorized to prosecute
the defense of the appeal and counter petition to conclusion; and
4) Certified copies of this Resolution shall be forwarded to appropriate persons
by the Borough Clerk

WHEREAS, the following capital budget appropriation balance(s) remain unexpended

WHEREAS, the capital project(s) for which these funds were originally appropriated
have been completed or cancelled and no further expenditures are anticipated and:
WHEREAS, it is necessary to formally cancel said balances so that the unexpended
balances may be credited to fund balance or to the capital improvement fund from which
the appropriation originated:

Authorization to Sell Surplus Property
WHEREAS, pursuant to NJSA 40A:11-36, the governing body of the Borough of High
Bridge may sell surplus property no longer needed for public use; and
WHEREAS, the Borough will utilize GovDeals for an online auction, and
WHEREAS, the following is a list of the surplus items the Borough wishes to sell:

Authorization To fund Econsult as Requested and fund a Somerset, Hunterdon, Warren
Consortium
WHEREAS, the Borough is in litigation with Fair Share Housing in regards to recent Court
Orders placing Affordable Housing under the jurisdiction of the Courts, and
WHEREAS, Econsult represents the Borough and other municipalities statewide regarding the
current litigation process regarding Affordable Housing, and
WHEREAS, Econsult has requested and additional $2,000 to continue representation in this
litigation, and
WHEREAS, the Somerset, Hunterdon, Warren vicinage judge as divided the Borough into a
subgroup for the Counties of Somerset, Hunterdon, and Warren, and
WHEREAS, this new consortium requires representation separate from the Econsult
representation, and
WHEREAS, Jeff Surenian, the attorney who has taken the lead for the state-wide consortium,
has agreed to take on the lead position for our counties, but there will need to be a fund to pay for
his legal fees in presenting legal arguments that benefit all municipalities in our counties.
WHEREAS, the Somerset-Hunterdon-Warren group has asked for an initial deposit of $1,500 to
pay for these legal fees. This is a cost effective measure to assist the Borough in addressing the
major compliance issues
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of High
Bridge, in the County of Hunterdon, State of New Jersey, hereby authorize the treasurer to pay to
Econsult the additional $2,000 requested, and
BE IT FURTHER RESOLVED by the Mayor and Council of the Borough of High Bridge, in
the County of Hunterdon, State of New Jersey, hereby authorize the treasurer to send an
additional as escrow for the Somerset, Hunterdon, and Warren County consortium.
