E-Government A true Austrian speciality
In the past few years, Austria has made a significant
step toward becoming a worldwide leader in modern
E-Government.
For example, it is, according to the benchmarking commissioned by the EU Commission in 2006, one of 28 countries that have proven themselves to be “European champions” in providing basic services in electronic form. The EU
ranking shows that, in Europe, 75% of all public services are
available in digital form, and about half of procedures can
be done electronically, from start to finish. Austria, with figures above 90% for online services and 80% for complete
electronic transaction of official business, leads the pack by
far. Even the EU’s new members have improved greatly
thanks to transfers of technology and know-how from Austria. Germany, Switzerland, the Czech Republic, Romania
and Slovakia are just a few European countries that have
gradually copied the Austrian strategy or adopted certain
laws or applications.
In addition to the federal government’s E-Government
offensive, Austrian companies are the ones mainly responsible for this situation. They have played an important role
in creating the E-Government infrastructure required, also
enjoying considerable success on the export market.
In all, according to a recent survey by Austria’s Federal
Economic Chamber (WKÖ), a total of 34.5% of the country’s
firms are benefiting from the advantages of E-Government:
most commonly, forms are downloaded and information is
obtained in digital form. About half of all users have performed official business electronically. Particularly popular is
the chance to do such business outside the normal business
hours and without waiting in line.
Users also want a wide range of services and prefer not to
wade through bureaucratese, instead receiving explanations
that can be understood by normal citizens. To increase userfriendliness and acceptance, Austria’s companies are working on simple general procedures. This entails a uniform
appearance, easy-to-understand menus, simple authentication, digital signatures, delivery and document archives.
Austrian companies have taken the lead in a number
of areas, and the country as a whole is far ahead with
E-Government in Europe!

eine echte österreichische Spezialität!
In den vergangenen Jahren konnte Österreich auf dem Weg
zur modernen, elektronischen Verwaltung europaweite
Spitzenplatzierungen erreichen.
So ist Österreich beim Benchmarking im Auftrag der EUKommission 2006 unter 28 Staaten zum eindeutigen „Europameister“ für Basisdienste im E-Government gekürt worden. Das EU-Ranking belegt, dass in Europa 75 % der
öffentlichen Serviceleistungen elektronisch verfügbar und
in etwa 50 % vollständig elektronisch durchführbar sind.
Österreich liegt mit mehr als 90 % bei den Online-Services
und über 80 % bei der kompletten Online-Abwicklung
deutlich an der Spitze. Auch die neuen EU-Mitgliedsstaaten
konnten sich aufgrund des Technologie- und Know-howTransfers aus Österreich stark verbessern. Deutschland, die
Schweiz, Tschechien, Rumänien, Bulgarien und die Slowakei sind nur einige europäische Länder, die in den letzten
Jahren die österreichische Strategie sukzessive kopiert bzw.
Gesetze oder Applikationen übernommen haben.
Neben der E-Government-Offensive der Bundesregierung
ist dies in erster Linie den österreichischen Unternehmen
zu verdanken, die wesentlich am Aufbau der E-Government-Infrastruktur mitgewirkt haben und hier auch große
Exporterfolge erzielen.
Insgesamt nutzen in Österreich laut einer aktuellen Umfrage der Wirtschaftskammer Österreich (WKÖ) bereits
34,5 % der Unternehmen die Vorteile von E-Government:
Überwiegend werden Formulare heruntergeladen und auf
elektronischem Weg Informationen beschafft. Etwa die
Hälfte der Nutzer hat bereits einen gesamten Amtsweg elektronisch erledigt. Von den Unternehmen geschätzt wird
vor allem die Unabhängigkeit von Amts- und Wartezeiten.
Die Nutzer wünschen sich viel Service, kein „Beamtendeutsch“ und auch für Laien verständliche Erklärungen.
Um Benutzbarkeit und Akzeptanz weiter zu erhöhen, arbeiten Österreichs Unternehmen an einfach handhabbaren
allgemeinen Vorgangsweisen. Dies betrifft ein einheitliches
Erscheinungsbild, eine verständliche Menüführung, eine
einfache Authentifizierung, die digitale Signatur, die Zustellung und die Archivierung in Dokumentenspeichern.
Österreichische Firmen rangieren in vielen Bereichen
ebenso wie das ganze Land im Bereich E-Government europaweit an erster Stelle!

Administration? It’s all under control
Fast and easy use of E-Government services is the most effective way of decreasing administrative
system costs. Information from government offices is available round the clock, and the number of
communication channels has increased considerably, which represents a considerable advantage for
the country’s citizens. This also means significant savings of time and effort.

Durch rasche und unkomplizierte Nutzung von E-Government können die Systemkosten der
Verwaltung am effektivsten gesenkt werden. Der Bürger hat den Vorteil, dass Informationen
der Behörden „rund um die Uhr“ erreichbar sind und auch die Kommunikationsmöglichkeiten
erheblich ausgeweitet sind. Für ihn entfallen somit oft zeitaufwändige Wege.

he use of form servers developed especially for this
purpose not only makes providing this service possible, it also represents the future basis for additional
developments, which can then be implemented quickly
and easily. In Austria, E-Government is virtually synonymous with modern administration. Confirmation of police registration, information from the judicial records,
child-care payments, student grants and many other matters that normally require a visit to a government office can
already be taken care of entirely online with the aid of the
“Official Digital Assistant”, or “Amtshelfer”.
Each month, according to Christian Rupp, the Federal
Chancellery’s Executive Secretary for E-Government, more
than 300,000 clients in about 150 areas call up ten million
informational pages. Since 2003, more than ten million applications were filed electronically through FinanzOnline.
The land register, the trade directory and official decrees
are as easily available in digital form as all legal texts.
Public tenders can also be submitted and followed, from
their announcement to awarding of the contract, in electronic form.
But these are just a few examples of Austria’s best practices, which have won several awards. Also noteworthy is the
Central Register of Residents (Zentrale Melderegister, or
ZMR), the largest administrative registry in the country,
which authorities in all its communities, states and the fe-

können. „E-Government“ steht in Österreich geradezu als
Synonym für eine moderne Verwaltung. Meldebestätigung,
Strafregisterbescheinigung, Kinderbetreuungsgeld, Studienbeihilfe und viele weitere Behördenwege können bereits
über den digitalen Amtshelfer vollständig online abgewickelt
werden. Pro Monat rufen laut Christian Rupp, IT-Beauftragter des Bundeskanzleramts, mehr als 300.000 Kunden über
zehn Millionen Informationsseiten in über 150 Lebenssituationen ab. Seit 2003 wurden etwa bereits mehr als zehn
Millionen Anträge über FinanzOnline elektronisch gestellt.
Grundbuch und Firmenbuch oder Edikte sind genauso
elektronisch zugänglich wie alle Gesetzestexte. Öffentliche
Ausschreibungen können von der Bekanntmachung bis zur
Auftragserteilung ebenso vollständig elektronisch durchgeführt werden.
Das sind aber „nur“ einige von Österreichs mehrfach ausgezeichneten Best-Practice-Beispielen. Erwähnenswert ist
auch das Zentrale Melderegister, das größte Verwaltungsregister Österreichs, das allen Behörden und Dienststellen der
Gemeinden, der Länder und des Bundes für jeden Bereich
der Verwaltung Hilfestellung bietet. Die Bedeutung des ZMR

deral government make use of for all imaginable administrative matters. The ZMR’s importance extends far beyond
supplying information to registration authorities, and registrations are constantly updated in realtime with information from Austria’s 2,359 cities and communities.
All government offices and public corporations, including associations of local governments, have online access
to data round the clock. In addition, individuals who require registry information on a regular basis, such as notary
publics, lawyers, banks and similar institutions, have online
access to the ZMR’s unrestricted data. This has resulted in a
significant reduction in the time and cost involved with
providing registration data. Thanks to electronic requests,
the country’s citizens no longer have to present their registration form when conducting official business. Inquiries
can be made to the ZMR from anywhere, which is the foundation for further development of the one-stop-government
principle.
The introduction of the electronic file (ELAK) brought
the disappearance of the time- and resource-intensive paper
file in Austria: all official documents can now be processed
and forwarded electronically. For example, in the personnel
department of Styria’s state government, approximately
30,000 files, which involve several hundreds of thousands
of elements (applications, final decisions, notes, etc.), are
maintained and processed in digital form each year.

bilden Koordination, Einheitlichkeit und breite Kooperation im ganzen Land.
Meldungen werden laufend von 2.359 Gemeinden und
Städten Österreichs in Echtzeit aktualisiert.
Allen Behörden und Körperschaften öffentlichen Rechts,
einschließlich der Gemeindeverbände, ist die Möglichkeit
zu einem Online-Zugriff eingeräumt worden. Meldedaten
stehen somit überall rund um die Uhr zur Verfügung. Darüber hinaus kann Personen, die regelmäßig Meldeauskünfte
benötigen, wie etwa Notaren, Rechtsanwälten, Banken und
ähnlichen Institutionen, ein Online-Zugriff auf die Meldedaten des ZMR, für die keine Auskunftssperre besteht,
eingeräumt werden. Damit wird eine deutliche Reduzierung
des Verwaltungsaufwandes für die Erteilung von Meldeauskünften erreicht. Den Bürgern wird durch die Einbindung
der elektronischen Abfrage in Behördenverfahren die Vorlage des Meldezettels erspart. Anfragen an das ZMR können
von überall durchgeführt werden, was die Basis für die Weiterentwicklung des One-Stop-Government-Prinzips ist.
Mit dem elektronischen Akt (ELAK) ist in Österreich die
Ära des Zeit- und Ressourcen aufwendigen Papierakts zu
Ende gegangen, da sämtliche Unterlagen elektronisch bearbeitet und weitergeleitet werden können. So werden z. B. in
der Personalabteilung der Steiermärkischen Landesregierung
rund 30.000 Personal- und Sach-Akten mit einem Aufkommen von mehreren hunderttausend Aktenstücken (Anträge,
Erledigungen, Vermerke etc.) pro Jahr bereits digital geführt
und bearbeitet.

Service is the basis of our success
At the centre of all services provided by every Austrian community, even the smallest, is the
“Official Digital Assistant” (Amtshelfer), help.gv.at, which serves as a guide to all available services.

Im Zentrum aller Services bis in die kleinste Gemeinde in Österreich steht der
Amtshelfer „help.gv.at“, der als Wegweiser zu allen angebotenen Diensten führt.
I
n Austria, this technology is available to everyone, as are
the equipment required for digital signatures and other
interfaces. help.gv.at is a guide to the country’s government offices, and it quickly and easily provides all its citizens and businesspeople with help and information involving the law and government authorities.
Thanks to the “Mobile Water-meter Reading” (“Mobile
Wasserzählerablesung”) project, a model community in
Lower Austria, Weikersdorf am Steinfeld, made its first steps
in E-Government. The state’s citizens and communities were
given a method of easily calculating water consumption in
every household.
This online service makes use of a mobile solution: after
the user is authenticated by means of a four-digit PIN code,
the current reading of the water meter is sent directly to the
community’s authorities. The amount of consumption and
the resulting bill are then forwarded to the consumer.
FinanzOnline is the online data-transfer procedure employed by Austria’s fiscal authorities. Since 2003, all the
country’s communities, businesspeople, notary publics, lawyers, etc. have access to this service. FinanzOnline offers a

Mit dem Projekt „Mobile Wasserzählerablesung“ setzte die
niederösterreichische Mustergemeinde Weikersdorf am Steinfeld erste Schritte in Sachen E-Government. Bürgern und Gemeinde wurde eine unbürokratische Plattform zur Abrechnung des Wasserverbrauches der Haushalte ermöglicht.
Im Online-Service ist eine mobile Lösung enthalten: Nach
Eingabe eines vierstelligen PIN-Codes, durch den die Authentifizierung des Bürgers in der Datenbank der Gemeinde erfolgt, und der Eingabe des aktuellen Stands des Wasserzählers wird dieser direkt an die Gemeinde übermittelt. Der Verbrauch und die daraus resultierenden Kosten werden dem
Bürger retourniert.
FinanzOnline ist das elektronische Datenübertragungsverfahren der österreichischen Finanzverwaltung auf Onlinebasis. Seit 2003 haben neben Parteienvertretern alle Bür-

wide range of possibilities for every group of users, free of
charge and round the clock. This means that official business
can be conducted from the comfort of the user’s home.
The online service is browser-based, and no special software is required. Even annual declarations for turnover, income and corporation-income tax can be submitted online.
The Digital Upper-Austrian Geographical Information
System (Digitale Oberösterreichische Raum-InformationsSystem, or DORIS) in the regional intranet has for years now
provided all state-government employees with direct access
to a range of basic geographic and thematic data.
DORIS made its digital collection of maps available on the
Internet. So that business and trade, the local authorities,
schools and a number of other institutions have access to
this information.
These data can be examined interactively, and a wide
variety of searches is also possible.

Der Onlineservice ist browserbasiert, spezielle Software ist
keine vonnöten. Dadurch können auch Jahreserklärungen
zur Umsatz-, Einkommens- und Körperschaftssteuer online
erledigt werden.
Das Digitale Oberösterreichische Raum-Informations-System (DORIS) bietet bereits seit Jahren im Intranet des Landes
Oberösterreich für alle Bediensteten den direkten Zugriff auf
eine Fülle geografischer Basis- und Fachdaten.
Um auch dem Bürger, der Wirtschaft, den Gebietskörperschaften, den Schulen und vielen anderen Einrichtungen die
Möglichkeit zu geben, diese geografischen Informationen
des Landes zu nutzen, öffnete DORIS seinen digitalen Planschrank für das Internet.
Die raumbezogenen Basisdaten können interaktiv erforscht werden. Zudem gibt es unterschiedlichste geografische Suchmöglichkeiten.

A card for every citizen
The e-card also functions as a Citizen Card, thereby providing what is necessary for most electronic transactions. The addition of an electronic signature
will turn it into a Citizen Card for all Austrians, thereby permitting definite
identification of the applicant.
T
o ensure quick and easy activation of
the administrative signature for all citizens, the Association of Austrian Cities
and Towns initiated the “E-Government findet Stadt” campaign: since 30 October 2006,
the e-card’s administrative signature can be
activated at the service and information office in eight pilot cities around Austria - St.
Pölten, Wiener Neustadt, Krems, St. Valentin, Traun, Vöcklabruck, Leoben and Wolfsberg - as a service provided by the local government.
All that is required are an e-card and a valid official photo ID. Activation takes no
more than a few minutes, and the e-card
holder can then try it out immediately. For
example, e-card holders can register for electronic delivery of all official documents on
www.zustellung.gv.at under “behördlichen
Zustelldienst” (“Official Delivery Service”).
Going to the post office to pick up an official registered letter, which can be inconvenient, is no longer necessary. At the same
time, this saves public officials the high costs
involved with conventional delivery methods. Electronic delivery of official communications is just one of numerous electronic
services currently being worked on throughout Austria. The Association of Austrian
Cities and Towns, together with Microsoft
Austria, launched the EGORA initiative to
establish E-Government reference architecture for the purpose of providing valuable
support.

This includes modules for important EGovernment services such as an electronic
mailbox, an official signature for documents,
and a method of delivering documents in
electronic form. There is a great deal of interest in E-Government reference architecture
and the modules as a result of EGORA.
Another result of this activity are solutions
used to produce reliable systems and contribute to the acceptance of E-Government
among a broad public. Both the EGORA project and the “E-Government findet Stadt”
campaign welcome the participation of all
Austrian cities and communities. This began
with especially innovative pilot cities where
fully electronic services will be available to
all citizens in the near future.
The apc interactive solutions AG have
worked together with the Federal Chancellery and the DIGITAL AUSTRIA platform for
some time now. At present, the firm is working on the development of a Citizen Card
function for multimedia stations, thereby
helping make the Federal Chancellery’s EGovernment services available to everyone.
This means that a special card reader will no
longer be necessary in the future and multimedia stations will make trips to government
offices unnecessary, some additional steps to
counteract the much-talked about “digital
gap”. Some time in 2007, a pilot project
should be launched with the Citizen
Card function at five multimedia stations in
Vienna.

Jedem Bürger seine Karte
Die e-card als Bürgerkarte schafft die Voraussetzung für die meisten
elektronischen Abwicklungen. Mittels einer Aufwertung durch die
elektronische Signatur wird sie zur Bürgerkarte für alle ÖsterreicherInnen,
wodurch die eindeutige Identifikation des Antragstellers möglich ist.

Durch die Einbindung der Wirtschaft
und aller Gebietskörperschaften gilt
Österreich in vielen Bereichen der OnlineVerwaltung weltweit als Vorzeigemodell
z. B. bei der e-card als Bürgerkarte.

Verwaltungssignatur rasch und unbürokratisch zu ermöglichen, hat
der Österreichische Städtebund die Aktion
„E-Government findet Stadt“ gestartet: In
acht Pilotstädten in ganz Österreich – St.
Pölten, Wiener Neustadt, Krems, St. Valentin, Traun, Vöcklabruck, Leoben und Wolfsberg – können Bürger seit dem 30.10.2006
als Service der jeweiligen Kommune in der
Bürgerservicestelle die Verwaltungssignatur
auf ihrer e-card aktivieren lassen.
Die einzige Voraussetzung für die Aktivierung sind eine e-card und ein gültiger amtlicher Lichtbildausweis. Die Freischaltung
dauert nur wenige Minuten. Dabei wird den
Bürgern auch gleich die Möglichkeit geboten, die aktivierte Bürgerkarte sofort auszuprobieren. Sie können sich vor Ort unter
www.zustellung.gv.at beim „behördlichen
Zustelldienst“ für eine elektronische Zustellung amtlicher Erledigungen registrieren.
Der oft mühsame Weg zum Postamt, um
einen RSa- oder RSb-Brief abzuholen, fällt
damit weg. Gleichzeitig kann die öffentliche
Verwaltung damit die hohen Kosten der
eigenhändigen Zustellung sparen. Die elektronische Zustellung behördlicher Erledigungen ist nur eines von zahlreichen „elektronischen Services“, an denen derzeit in
ganz Österreich intensiv gearbeitet wird. Zur
tatkräftigen Unterstützung hat der Österreichische Städtebund gemeinsam mit Microsoft Österreich mit der Initiative „EGORA“
den Aufbau einer E-Government-Referenzarchitektur eingeleitet.

E-Government-Services wie z. B. einen elektronischen Posteingang, eine Signatur behördlicher Dokumente durch die Verwaltung (Amtssignatur) oder die Möglichkeit
der elektronischen Zustellung. Das Interesse
an der E-Government-Referenzarchitektur
und an den Modulen, die im Rahmen von
EGORA geschaffen wurden, ist sehr hoch.
Damit entstehen Lösungen, die verlässliche Systeme hervorbringen und dazu beitragen, E-Government in Österreich in die
breite Öffentlichkeit zu tragen. Sowohl das
Projekt „EGORA“ als auch die Aktion „E-Government findet Stadt“ stehen allen österreichischen Städten und Gemeinden zur Beteiligung offen. Gestartet wurde mit besonders
innovativen Pilotstädten, bei denen vollelektronische Services für den Bürger bereits
in naher Zukunft Realität sind.
Als langjähriger Partner des Bundeskanzleramtes bzw. der Plattform DIGITAL AUSTRIA agiert die apc interactive solutions AG.
Gegenwärtig entwickelt das Unternehmen
gerade als Zusatztool eine Bürgerkartenfunktion für Multimedia Stations und trägt damit
bei, die E-Government-Angebote des Bundeskanzleramtes für jeden Bürger erreichbar zu
machen. In Zukunft ist damit kein eigener
Card-Reader mehr notwendig; Amtswege
können bequem über die Multimedia Stations erledigt werden, was einen weiteren
Schritt gegen die viel zitierte „Digitale Kluft“
darstellt. Noch 2007 wird ein Pilotprojekt
mit der Bürgerkartenfunktion an fünf Multimedia Stationen in Wien angestrebt.

E-Government involves considerable advantages for businesses. The constant
availability of government services throughout the European Economic Area
encourages and supports the free flow of goods and freedom in the choice
of a business location.
I
n the Burgenland, for example, which has
provided services online since 1 February
2006, 40 different forms can currently be
downloaded, and the number made available and the amount of traffic are increasing
constantly. The highlights are inquiries to
determine the identity of an automobile’s
operator and appeals of orders imposing penalties. In the case of grants for residential
housing, applications can be submitted directly and the status of processing can also
be followed on the Web.
The state of Salzburg has also seen a great
deal of online traffic, and approximately 55
forms have been available for the past five
years. The quality of seamless transaction is
excellent, and this portal requires that users
log in and register. This facilitates access to
applications that have already been submitted, which can also be used in making new
applications. The acceptance of performing
certain procedures in this way is already so
great that all applications are made via the
Internet, for example for waybills for dangerous wastes. Salzburg also provides an
online form to reserve vanity automobile
license plates.
The services offered by the district authorities in Hermagor, Carinthia, are also excellent: in cooperation with the Chamber of
Notary Publics, authorizations relating to
real-estate transactions are documented in
the form of an electronic file, from the application for assessment of the value to issuance
of a decision. In this case, the value of a
digital signature is equal to that of a handwritten one, which makes seamless processing possible.
Upper Austria’s homepage has a separate
E-Government section to help the user find
his or her way, and easily understandable explanations of all available online procedures
are provided there.

For example, applications for the family
card and state jobs can be made, and businesses can be registered online - forms which
are in high demand.
Last winter, the state of Styria reacted to
fulfil current needs with an online form to
apply for a heating-expense subsidy. The
numbers clearly show its popularity, as of
the total of 25,000 applications, no less than
20,000 were made electronically. The city of
Graz’s E-Government platform, which provides instructions to help users navigate the
homepage, is another leader. User highlights
are forms for leaving the church and information about car operators, which can be
filed by the caseworker without personal
interaction.
CAMPUSonline is a campus management
informational system for Austrian universities which was developed at Graz’s Technical
University. This is part of the high level of
automation at Graz’s TU, from student administration to an RFID library. Identification is
possible with a Citizen Card environment
and an electronic signature, and transcripts,
information about exams and other administrative documents can be requested with
an electronic administrative signature.
The Institute for Applied Information Processing and Communication (IAIK) at Graz’s
TU focuses on IT security, for which it is
internationally recognized. Research performed at the IAIK covers several practically
oriented areas of use, such as computer and
information security and E-Government.
In Lower Austria, several communities
have joined to launch a project for implementation of E-Government services with a
uniform solution for forms. St. Pölten, Wiener Neustadt, Krems, Waidhofen/Ybbs, St.
Valentin and Schwechat have chosen and
standardized about 60 different forms in a
variety of areas.

m Burgenland etwa, das seit 01.02.2006 mit
seinem Service online ist, sind derzeit 40
Formulare im Einsatz. Das Angebot und die
Nutzung steigen stetig, Highlights sind die
Lenkererhebung und die Berufung gegen Strafbescheide. Bei der Wohnbauförderung können Ansuchen nicht nur direkt eingebracht,
sondern der Status der Verfahrensabwicklung
auch über das Web mitverfolgt werden.
Über hohe Zugriffe freut sich auch das
Land Salzburg, das mit rund 55 Formularen
seit bereits fünf Jahren im Netz vertreten ist.
Herausragend ist hier die medienbruchfreie
Verfahrensabwicklung, insbesondere sieht
das Bürgerportal vor, dass sich die Nutzer anmelden und registrieren müssen. Das vereinfacht den Zugriff auf bereits gesendete Anträge, die auch als Vorlage für neue Ansuchen
verwendet werden können. Die Akzeptanz
dieses Angebots ist in manchen Verfahren
bereits so groß, dass alle Anträge über das Internet erfolgen, so etwa die Begleitscheinmeldung für gefährliche Abfälle. Salzburg bietet
beispielsweise auch die Möglichkeit, Wunschkennzeichen für Pkw mittels Online-Formular zu reservieren.
Herausragend ist ein Angebot der Bezirkshauptmannschaft (BH) Hermagor in Kärnten: Genehmigungen zu Grundstückstransaktionen werden in Zusammenarbeit mit
der Notariatskammer und der BH vom Antrag über das Ermittlungsverfahren bis zum
Ausstellen des Bescheids als elektronischer
Akt durchgeführt. Die Digitale Signatur ist
dem Unterzeichnen der eigenhändigen Unterschrift gleichgestellt und macht diese
medienbruchfreie Erledigung erst möglich.
In Oberösterreich steht eine eigene E-Government-Seite auf der Homepage des Bundeslandes zur besseren Orientierung zur Verfügung. Alle möglichen Online-Verfahren
sind dort übersichtlich dargestellt. So kann
etwa die Familienkarte beantragt werden,
und Stellenbewerbungen für das Land oder

auch Gewerbeanmeldungen sind online
durchführbar – Formulare, die der Bürger
dringend braucht.
Auf aktuelle Bedürfnisse der Bürger reagierte die Steiermark im Winter mit der Beantragung des Heizkostenzuschusses mittels
Online-Formular. Die Zahlen sprechen dafür,
denn von 25.000 Anträgen wurden 20.000
elektronisch eingereicht. Top ist auch die
E-Government-Plattform der Stadt Graz, eine
Anleitung gibt neuen Usern schnell die nötige Orientierung auf der Homepage. Highlights in der Nutzung sind Kirchenaustritte
und Lenkerauskünfte, die dann ohne persönliche Interaktion von den Grazer Sachbearbeitern eingespeist werden.
CAMPUSonline ist das an der TU Graz entwickelte Campusmanagement-Informationssystem für österreichische Universitäten. Die
TU Graz besitzt damit einen hohen Grad an
Automatisierung von der Studienverwaltung
bis zur RFID-unterstützten Bibliothek. Nun
ist eine Identifizierung mit Bürgerkarten-Umgebung und elektronischer Signatur möglich
und Studienerfolgsnachweise, Prüfungsprotokolle, Zeugnisse und andere Verwaltungsdokumente können mit elektronischer Amtssignatur angefordert werden.
Das Institut für Angewandte Informationsverarbeitung und Kommunikationstechnologie der TU Graz hat einen international
anerkannten Schwerpunkt IT-Sicherheit. Die
Forschung am IAIK orientiert sich an mehreren anwendungsnahen Teilgebieten des Fachbereichs, wie etwa Computersicherheit, Informationssicherheit und E-Government.
In Niederösterreich haben sich mehrere
Städte zu einem interkommunalen Projekt
zusammengeschlossen und E-Government
mit einer einheitlichen Formularlösung umgesetzt. St. Pölten, Wiener Neustadt, Krems,
