Global Ranking Reveals Innovation Gap in South-East
Asia
Asian countries topped the global sustainable innovation and competitiveness
ranking according to a report published by Swiss-Korean consulting firm
SolAbility, citing information and data from World Bank and UN agencies. But
the ranking has also revealed the large gap that exists between various nations
in the region, with only three South-East Asian nations placed in the top 50 most
innovative countries.
Singapore was ranked first; South Korea came in second; Japan was number
four; and China was placed just outside of the top ten at the 11th place. Aside
from Singapore, two other South-East Asian countries managed to place among
the top 50 with Malaysia at the 40th and Thailand at the 47th place.
The ranking measured 176 countries based on data relating to education, basic
infrastructure, business environment, economic indicators, research and development (R&D) capabilities. The R&D data includes measures for research funding and patent applications.
The innovation ranking (published in April) was part of the overall Global Sustainable Competitiveness Index report which aims to serve as an alternative to
the gross domestic product (GDP), and be used to analyze future development
prospects of countries. The report says that countries with a high score in the
innovative ranking are more likely than others to develop successful economies
through research and knowledge-driven industries that enhance the value of
products and services.

Intergovernmental Agreement on Future Support for Human Frontier Science Program
A new agreement on a three year budgetary framework will extend the avenues
for interactions within the global scientific community. At an Intergovernmental
Conference hosted by the European Commission in Brussels, Belgium on
11 June, representatives from the governments that support the Human Frontier
Science Program came together to confirm a financial framework for the Program from 2014-2016.

Academies Urge Action on Drug Resistance and Development Policy
Presidents of the G8+5 science academies have urged developing countries to
take a lead in tackling increasing drug resistance and pledged to support policymaking for sustainable development. In two joint statements released on 29
May they noted the need for new drug discovery and development to tackle
growing drug resistance worldwide, and they pledged to support policymaking
for sustainable development through inter-academy and research collaboration.

An dem dreitägigen Jahrestreffen des Global Research Councils (GRC) nahmen
Spitzenvertreterinnen und -vertreter von rund 70 Forschungsförder- und Forschungsorganisationen aus aller Welt sowie zahlreiche hochrangige Repräsentanten aus Wissenschaft, Wissenschaftspolitik und Wissenschaftsverwaltung
teil.
Im Mittelpunkt standen die Beratung und Verabschiedung eines Aktionsplans
zur Umsetzung des freien Zugangs (Open Access) zu wissenschaftlichen Publikationen, gemeinsamer Grundsätze „Guter wissenschaftlicher Praxis“ sowie der
Statuten für den GRC.

Die von der Deutschen Forschungsgemeinschaft (DFG) und dem brasilianischen Nationalen Forschungsrat (CNPq) gemeinsam ausgerichtete Konferenz
war die bislang größte ihrer Art und repräsentierte rund 80 % der weltweiten

Treffen der G8-Forschungsminister in London
Am 12. Juni 2013 empfing der britische Innovationsminister David Willets die
G8-Forschungsminister in der Royal Society für eine Diskussion der wichtigsten
wissenschaftlichen Herausforderungen. Die Minister der traditionellen Industriestaaten trafen sich zum ersten Mal wieder im G8-Format, seit sie 2008 unter
japanischem Vorsitz in Okinawa zusammen gekommen waren. Die Vorsitzenden der G8-Forschungsakademien nahmen zum ersten Mal überhaupt an einem
G8-Ministertreffen teil. Ganz oben auf der Agenda stand der Umgang mit globalen Herausforderungen, vor allem die zunehmenden Resistenzen gegen medizinische Behandlungen mit Antibiotika.
Daneben diskutierten die G8-Forschungsminister andere globale Herausforderungen, einschließlich Klimawandel, Energiesicherheit und neurodegenerative
Krankheiten wie Alzheimer. In der Erklärung wird hervorgehoben, dass Wissenschaft und Forschung heute und in Zukunft eine wichtige Rolle bei der Sicherung von nachhaltigem Wachstum spielen.
Die G8-Kooperation wird zukünftig auf weitere Themen ausgedehnt. Dazu gehören globale Forschungsinfrastrukturen, der offene Zugang zu Forschungsdaten
und der erweiterte Zugang zu publizierten Forschungsergebnissen.

Im Fokus der OECD: Wissenschaft und Innovation in
Südostasien
Im Rahmen einer neuen Publikation zu Südostasien hat die OECD erstmals eine
ganze Region mit den sechs Ländern Indonesien, Kambodscha, Malaysia, Singapur, Thailand und Vietnam untersucht. Ko-finanziert wurde der OECD-Bericht
durch das deutsche Bundesministerium für Bildung und Forschung (BMBF), das
japanische Forschungsministerium MEXT und das EU-geförderte Projekt SEAEU-NET.
Südostasien gehört weltweit zu den Regionen mit der größten Wachstumsdynamik. Da die nationalen Volkswirtschaften sich derzeit in globale Wissensnetzwerke integrieren, befindet sich die Region in einer Übergangsperiode. Wissenschaft und Technologie bieten diesen Ländern Möglichkeiten, Produkte mit einer
höheren Wertschöpfung herzustellen. Ein besseres Verständnis der aktuellen
Kapazitäten ist eine Voraussetzung für Kooperationen in Wissenschaft und Innovation, von der sowohl Südostasien als auch die OECD-Länder profitieren.
Dieser Bericht bietet quantitative und qualitative Analysen zu den Wissenschafts- und Innovationskapazitäten der sechs südostasiatischen Länder. Ein
Synthesekapitel beleuchtet die derzeitigen Leistungen und die Wissenszirkulation sowohl innerhalb der Region als auch im Austausch mit den etablierten Wissenszentren EU, Japan und den USA. Die Länderprofile beschreiben die Dynamik der nationalen Innovationssysteme vor dem Hintergrund der internationalen
Wissenszirkulation. Die Beziehungen zwischen China und der Region Südostasien, die sich in den letzten zehn Jahren besonders dynamisch entwickelt haben, sind Gegenstand eines gesonderten Kapitels.

Future Earth Science Committee Announced
The International Council for Science (ICSU) and the International Social Science Council (ISSC), on behalf of the Science and Technology Alliance for
Global Sustainability, announced the members of the first Science Committee
for Future Earth, a new 10-year research programme on global sustainability.
Mark Stafford Smith, Science Director of CSIRO’s Climate Adaptation Flagship
in Canberra, Australia will be the inaugural Chair, Melissa Leach, Director of the
Economic and Social Research Council (ESRC) STEPS (Social, Technological
and Environmental Pathways to Sustainability) Centre in the UK and Belinda
Reyers, a Chief Scientist at the Council for Scientific and Industrial Research
(CSIR) in South Africa, will serve as Vice Chairs.
The Committee will make recommendations on new and existing projects, and
emerging priorities for research. It will oversee the transition of the International
Geosphere-Biosphere Programme (IGBP), the International Human Dimensions
Programme (IHDP) and Diversitas activities into Future Earth, secure strong
partnership with the World Climate Research Programme (WCRP) community
and provide guidance on new activities for Future Earth.
Märkte für Forschung an Hochschulen schaffen
Rund 300 hochrangige internationale Vertreter aus Industrie, Wissenschaft und
Politik nahmen vom 6.-7. Mai 2013 an der Konferenz „Creating markets from
research results“ in München teil, die gemeinsam von der OECD, dem Europäischen Patentamt (EPA) und der Technischen Universität München (TUM) organisiert wurde. Die zweitägige Konferenz konzentrierte sich auf die Frage, wie
Forschungsergebnisse durch das Zusammenwirken von Regierungen, Hochschulen und Unternehmen erfolgreich wirtschaftlich genutzt werden können.
Bereits heute werden viele Ergebnisse aus öffentlich finanzierter Forschung am
Markt verwertet, betonte Yves Leterme, stellvertretender Generalsekretär der
OECD. Dennoch sei es notwendig, die Kooperation zwischen Hochschulen,
Regierungen und der Industrie zu verbessern, um das Wachstum der Märkte zu
beschleunigen. "Wir müssen beginnen, die kommerzielle Verwertung von Hochschulwissen als neue Wachstumsquelle zu betrachten", sagte er. "Viele Länder
vor allem in Europa, befinden sich immer noch mitten in einer Phase wirtschaftlicher Schwäche. Um dieser zu begegnen, bedarf es nicht nur makroökonomiAusgabe 06/13 – 27. Juni | Seite 11
scher Instrumente, sondern auch eines Strukturwandels, um derzeit ungenutzte
Wachstumspotenziale zu aktivieren. Dabei stellt Innovation die größte Quelle
potenziellen Wachstums dar.“

an average of 48% of today’s young women and 32% of today’s young men
in OECD countries will complete tertiary education over their lifetimes.

More young women are graduating from vocational programmes than ever
before at upper secondary level. Their graduation rates are now approaching those of men: 45% compared to 49%. In Australia, Belgium, Brazil,
Chile, China, Finland, Iceland, Ireland, the Netherlands, Portugal and Spain,
vocational graduate rates are higher for women than for men.

The share of public funding for tertiary institutions has fallen steadily: from
77% in 1995, to 76% in 2000, to 71% in 2005 and then to 68% in 2010.

Value of Education Rises in Crisis but Investment in this
Area is Falling, Says OECD
The jobs gap between well-educated young people and those who left school
early has continued to widen during the crisis. A good education is the best insurance against a lack of work experience, according to the latest edition of the
OECD’s annual Education at a Glance.
Key findings include:

Enhancing the Role of Universities in Science and Innovation
Identifying good practices and challenges in linking universities and
businesses through innovation and
technology transfer – this was the
focus of the round table "JRCUniversities: how to increase the
contribution of universities to science
and innovation", held in April in
Brussels. The event attracted nearly
100 senior representatives from
academia and research organisations, industry, liaison offices, member states and regional authorities,
as well as EU officials.
JRC Director-General Dominique
Ristori, his counterpart at the Directorate General for Education, Training, Culture and Youth, Jan
Truszczyńsky, and the Chief Scientific Adviser to the President of the
Commission, Anne Glover, opened
the event. The key challenges of
connecting scientific research and
the needs of industry were discussed at the roundtable.
The European business sector needs innovation to drive its competitiveness and economic growth. Connecting the needs of universities and business therefore represents a
growth–boosting strategy vital for the European economy.
To achieve this, a series of challenges have
to be overcome. The fragmentation of the
public science and research landscape in Europe has to be tackled. The disparities between European universities in terms of
technology transfer rates have to be addressed. The links between the universities,
SMEs, and industry have to be strengthened.
An appropriate use of intellectual property
should be combined with creating a local innovation friendly-environment.
Technology commercialisation can be an important tool to achieve the above-mentioned
goals. The process of transferring technologies, new methods of manufacturing, and
new materials amongst universities and businesses could ensure that scientific and technological developments are accessible to a
wider range of users, who can then further
develop and exploit the technology into new
products, processes, applications or services.
In the first session, contributors explored the possibilities for the development of
an innovation-friendly environment for universities. The following session focused on the needs of the business sector and the areas which lack research to
support the development of new products and services. In the final session the
participants addressed tools, instruments and necessary conditions that can
enhance cooperation between scientific research and businesses.
In his closing remarks, the JRC Director General affirmed that organised cooperation among all actors is key to put the EU back on track to economic growth.
"Strengthening the connection between all the key stakeholders from academia
and businesses is fundamental," he said, stressing the need to reconcile the
interest of universities with the demands of businesses through structured dialogue.

1.8 Billion Euros Invested in Smart Grids Projects in Europe
The JRC has published the 2012 update of the 2011 report "Smart Grid projects
in Europe: lessons learned and current developments", which is the most comAusgabe 06/13 – 27. Juni | Seite 13
prehensive inventory of smart grid and smart metering initiatives across the European Union, Croatia, Switzerland and Norway. The current release of the inventory focuses specifically on the smart grid research, development and
demonstration projects. The recent developments and lessons learned from
smart metering activities in Europe will be discussed in a dedicated report to be
issued by the European Commission still in 2013.
In the 2012 update, 281 smart grid projects were identified, accounting for a total
investment of 1.8 billion euros. Project budgets of over 20 million euros have
been growing steadily from 27 % in 2006 to 61 % in 2012. The UK, Germany,
France and Italy are the leading investors in demonstration projects, while Denmark is most actively involved in R&D. EU-15 organisations are managing the
bulk of investment and are also tightly cooperating in multinational projects, of
these, 95 % are supported by EC funding. Together with national and regulatory
funding, they provide 55 % of the total budget for the smart grid projects surveyed; the remaining 45 % comes from private capital. Utility and energy companies are most involved in smart grid projects, followed by universities and
research centres, manufacturers, IT and telecoms businesses, and transmission
system operators.

Sechs neue wissenschaftliche Cluster zur Unterstützung
der EU-Strategie für den Donauraum
Am 16. Mai haben die Europäische
Kommission, Wissenschaftler und
politische Entscheidungsträger aus

Donau-Anrainerstaaten
den
Startschuss für sechs wissenschaftliche Cluster gegeben, mit denen die
Wirtschaftsentwicklung der Region
gefördert werden soll. Die sechs
Cluster konzentrieren sich auf die
Themen: Wasser, Land und Boden,
Bioenergie, Luft, Datenaustausch
und -harmonisierung sowie intelligente Spezialisierung. Die Cluster
werden
die
wissenschaftlichen
Grundlagen für die Donau-Strategie
liefern und auch die wissenschaftliche Zusammenarbeit in der Region
fördern.
Der Startschuss für die EU-Strategie für den
Donauraum fiel 2011, zwei Jahre nach einem
entsprechenden Antrag von EU-Regierungen
(IP/11/472). Sie umfasst vier Schwerpunkte:
Anbindung der Donauregion, Umweltschutz,
Aufbau von Wohlstand und Stärkung des
Donauraums. Die Europäische Kommission
hat in ihrem jüngst veröffentlichten Fortschrittsbericht über die Strategie für den Donauraum dazu aufgerufen, nach einem guten
Start
einen
Gang
hochzuschalten
(IP/13/307).
Zum Donauraum, in dem über 100 Millionen
Menschen leben, zählen die folgenden 14
Länder: Deutschland, Österreich, Ungarn, die
Tschechische Republik, Slowakei, Slowenien, Bulgarien, Rumänien, Kroatien, Serbien,
Bosnien und Herzegowina, Montenegro, die
Ukraine und Moldawien.
Fokus EU
Die Cluster werden die wissenschaftliche Fachwelt aus den 14 DonauAnrainerländern und damit die überwiegende Zahl der wissenschaftlichen Akademien der Region, die Donau-Rektorenkonferenz (die 54 Hochschulen vertritt)
sowie viele andere Forschungsorganisationen zusammenbringen. Die Partner
beteiligen sich – entsprechend ihren Schwerpunkten und ihrem Fachwissen – an
den Clustern ihrer Wahl. Die Teilnahme steht auch anderen Interessierten offen.
Die Cluster werden die Zusammenarbeit nicht nur zwischen den Wissenschaftlern, sondern auch zwischen Wissenschaftlern und politischen Entscheidungsträgern fördern und darauf hinwirken, dass wissenschaftliche Ergebnisse stärker
bei politischen Entscheidungen berücksichtigt werden. Während sich die Wissenschaftler regelmäßig treffen, werden die politischen Entscheidungsträger
einmal jährlich über den aktuellen Stand informiert.

Europäische Kommission und CERN unterstützen bedeutende Forschungsanlage im Nahen Osten
Die Europäische Kommission und das CERN haben am 28. Mai 2013 vereinbart, dass sie den Bau der Synchrotron-Lichtquelle SESAME, einer der ehrgeizigsten Forschungseinrichtungen im Nahen Osten, unterstützen werden. Sie
wird es den Forschern aus der Region ermöglichen, fortgeschrittene Werkstoffe,
biologische Prozesse und kulturgeschichtliche Artefakte zu untersuchen.
SESAME ist ein einzigartiges Gemeinschaftsprojekt mit Standort in Jordanien,
bei dem Wissenschaftler aus Ägypten, Bahrain, Iran, Israel, Jordanien, Pakistan,
der Türkei und Zypern sowie palästinensische Wissenschaftler zusammenarbeiten. Bei dem Projekt werden nicht nur Wissenschaftsziele verfolgt, sondern es
soll durch die wissenschaftliche Zusammenarbeit auch der Frieden in der Region gefördert werden.

Forschung: Neue Partnerschaft zur Bekämpfung armutsbedingter Krankheiten
Die Europäische Union und die Bill & Melinda Gates Foundation haben am 10.
Juni 2013 angekündigt, bei der Bekämpfung von HIV/AIDS, Tuberkulose, Malaria und anderen armutsbedingten Krankheiten zusammenzuarbeiten, von denen
weltweit insgesamt über eine Milliarde Menschen betroffen sind. Die heute vom
Ko-Vorsitzenden der Stiftung, Bill Gates, und der EU-Kommissarin für Forschung, Innovation und Wissenschaft, Máire Geoghegan-Quinn, in Paris unterzeichnete Vereinbarung legt den Grundstein für eine neue strategische Partnerschaft für Forschungsarbeiten auf diesem Gebiet. Von 2007 bis 2011 haben die
Stiftung und die Europäische Kommission bereits etwa 2,4 Milliarden Euro (3,1
Milliarden US$) in Forschung und Entwicklung auf dem Gebiet armutsbedingter
Infektionskrankheiten investiert und damit die Entwicklung von über 20 neuen
und verbesserten Produkten gefördert.

Rechnungshof legt kritischen Bericht zur öffentlichen Forschungsförderung vor
Der französische Rechnungshof hat am 10. Juni 2013, wenige Tage vor der
Debatte im Senat zum kommenden Bildungs- und Forschungsgesetz, den 283
Seiten umfassenden Bericht "Die staatliche Forschungsfinanzierung, eine nationale Herausforderung" veröffentlicht. Der kritische Bericht stellt fest, dass trotz
zunehmender öffentlicher Förderung die nationalen Anstrengungen im Bereich
Forschung und Entwicklung seit Jahren stagnieren. Als Hauptursache hierfür
wird auf die Schwäche unternehmerischer Eigenaufwendungen für Forschung
hingewiesen. Der ausführliche Bericht geht auf die vier unterschiedlichen Finanzierungsquellen für die Förderung von Forschung und Entwicklung ein:

French Biotech Sector Shows Lively Signs in Bad Economy
Despite the continuing economic crisis, the balance between start-ups and failures in the French life-science sector bounced back last year to the 2010 level,
after tilting sharply in 2011. The number of new firms created in 2012 rose from
24 in 2011 to 35, and the number of closures fell from 25 to 14.
Funding has rebounded, too, according to a report by France Biotech, a trade
group with 120 member companies. The report shows that in 2012 biotechnology firms raised 364 million euros, 27 % more than in 2011.

Commission on Future Proposes Major Changes for
Higher Education
Britain's high-powered Commission on the Future of Higher Education called for
vocationally focused 'fee only' degrees for local students, a new postgraduate
student loans system and credit recognition for MOOCs, among many other
recommendations. Top of the commission’s 23 recommendations was that higher education opportunities continue to expand. Second, universities should be
allowed to bid to provide an additional 20,000 student places, restricted to new
£5,000 ‘fee only’ degrees focusing on vocational learning, and offered to local
students eligible for fee loans but not maintenance support. While the current
proportion of 18- to 21-year-olds entering higher education would be sustained,
these locally available, flexible and low-cost courses would target those wanting
vocationally oriented learning.
The commission recommended that the government prioritise more and betterquality apprenticeships and a structured system of college-based vocational
learning, both to meet skills shortages and to provide more opportunities for
youngsters not on the ‘A-level-to-university’ track.

ist, denn es gibt ja noch nicht einmal ein Bafög wie in Deutschland. Von unseren
Steuern sollten wir ein Bafög finanzieren, denn unsere Hochschulen sind ja öffentlich, haben einen öffentlichen Auftrag.“

Japan Eyes U.S. National Institutes of Health as Model for
a New Agency
Japan's government may create its own version of the U.S. National Institutes of
Health (NIH) to foster medical innovation and bridge the gap between the laboratory and the clinic. The proposal is included in a draft Growth Strategy approved on 12 June by the administration's Industrial Competitiveness Council.
The plan notes that a "Japanese NIH" could better meld governmental, academic, and private sector efforts "in order to strongly support the commercialization
of innovative medical technologies."

Canada Gives US$ 10 Million to Health Innovations

More than 100 projects spanning the globe – including a number from SouthEast Asia – will share CAN$ 10.9 million (US$ 10.7 million) worth of funding from
the Canadian government to pursue novel and cost-effective innovations in disease treatment. Each project under the Stars in Global Health programme will
receive CAN$ 100,000 according to Peter Singer, chief executive officer of the
non-profit organisation Grand Challenges Canada, which is funded by the Canadian government.
As aircraft manufacturers from around the world strive to develop innovative
technologies to overcome important challenges, the National Research Council
of Canada (NRC) has announced five new programs to support the Canadian
aerospace industry.
Recipients are eligible to apply for scaled-up CAN$ 1 million grants if their project ideas prove successful as evaluated by an investment committee which will
look on the impact at scale and sustainability. Forty-three of the new recipients
are Canadian-based projects which will be implemented worldwide, while 59 are
from 13 low- and middle-income countries, Singer tells SciDev.Net.
Two of the programs focus on improving travellers’ safety and comfort. One
aims to create a more comfortable and safe journey for air travel passengers
and crew members by using new technologies to improve the flight experience.

Spitze der Akademie stand.

Russia Announces Space-Spending Plan
Russia will give its Roscosmos space programme a whopping US$ 52 billion
boost between now and 2020 in an effort to maintain its position as a leading
space power.
The announcement came from Russian President Vladimir Putin as he told
cosmonauts aboard the International Space Station that Russia will send up the
first mission from its new Vostochny launch pad by 2015. Russia has been
developing the Vostochny cosmodrome in the Russian Far East as a way to
reduce dependency on the Baikonur cosmodrome in Kazakhstan. Putin added
that the first manned missions would launch in 2018, with “super-heavy” rockets
capable of missions to the Moon ready by 2020.

Obama Administration Announces Manufacturing Institutes
The administration of US President Barack Obama announced on 9 May that it
is committing US$ 200 million to create three advanced-manufacturing innovation institutes, focusing on digital manufacturing, lightweight composites and
next-generation power sources.
The new institutes are another step in Obama’s plan to reboot America’s manufacturing sector with a National Network for Manufacturing Innovation. Obama’s
fiscal 2014 budget requested a one-time $ 1 billion investment to fund the network, which would consist of 15 more institutes around the country.
The institutes will mesh industry, universities and community colleges with federal agencies to design and implement innovations in manufacturing.

China Plans Research Centres to Aid Developing World
The Chinese Academy of Sciences (CAS) is planning a major new drive to extend science cooperation with developing countries, including setting up research centres outside China, as well as new offices of the World Academy of
Sciences (TWAS) within China. The move follows last year's election of the first
Chinese president of TWAS, Bai Chunli, who is also the president of the China's
science academy.
Senior officers at CAS have told SciDev.Net that the details of the initiatives are
still under discussion, though some centres have already been launched, such
as the 'China-Chile Joint Research Center for Astronomy' in February.
The planned new TWAS centres within China, which are still under discussion,
will aim to promote the cooperation and exchange of science, and the training of
scientists. CAS is also planning to launch a programme to train hundreds of new
PhD students, as well as senior scholars from developing countries at the Chinese research institutions. In March, as part of the programme, the academy
called for applications for a new CAS-TWAS President's Fellowship Programme,
which will offer 140 scholars a year from developing countries a chance to do
PhDs in China.
CAS's first overseas research centre is planned to be in Kenya and will be jointly
established with the Jomo Kenyatta University of Agriculture and Technology,
but the details and budget for the initiative are still in discussion.

China-Africa Joint Medical Research to Deepen
China will deepen joint medical research with Africa, particularly in training African medical scientists. Ren Minghui, director-general of the Department for International Cooperation within the National Health and Family Planning Commission of China, said research and development is one priority area of collaboration being explored.
"China can support Africa in technical areas of research such as having scientists train in institutions such as the Chinese Center for Disease Control and
Prevention, one of the most important institutes in China for research in preventive diseases," he told SciDev.Net at the Fourth International Roundtable on
China-Africa Health Cooperation in Botswana. Minghui said that joint research
programmes between universities and medical schools will benefit both China
and Africa, but especially the latter.
Minghui said China and its government also encourages technology transfer
with Africa. The problem, Minghui said, is that the government does not own the
technology, so it can only encourage the research institutes and businesses that
do own it, to give Africa access to this knowledge. It was for that reason, he explained, that the government brought pharmaceutical industry representatives to
the meeting in Botswana to allow them to interact and explore potential opportunities for technology access and transfer with their African counterparts.
Minghui said that, whereas there has been growing criticism of China's interest
in Africa – with some critics arguing that it is driven solely by commercial interest, for example, in African natural resources – the collaboration is based on
mutual interest with benefits for both parties.

A record 6.99 million students – an increase of 190,000 on last year's figure –
will graduate from China’s higher education institutions this year. But graduate
unemployment, a scourge in recent years, shows no sign of easing for the class

Juuli, a publications portal launched in early June 2013, is a comprehensive
source for bibliographic references of Finnish universities’ domestic and international publications. Juuli contains information on all research publications published by Finnish universities and, for the first time, also provides a comprehensive collection of their bibliographic references in one portal. It also provides
tools for scanning and searching for citations.
The Juuli portal provides service in English, Finnish and Swedish and helps
users find information on academic publications quickly and easily, because it
allows users to view the academic publications of all Finnish universities on one
interface. An alternative way is to search the publication registers of each university separately. Users can narrow down the search results by university, academic discipline, language of publication, publication forum or publication type.
The Ministry of Education, Science and Culture, which has financed the project,
aims at enhancing transparency in academic research and publication activities.
This is largely linked to the strongly growing role of academic publications in the
new funding model for Finnish universities. The model involves the allocation of
more than 200 million euros to universities on the basis of the rating of their publications in publication forums. The Ministry therefore finds it essential that information on publications is made harmonious and reliable.

The four-year programme generated a great deal of high-standard and innovative research knowledge of food and nutrition. A special focus was on the scientific, societal and economic impacts of the research. The underlying programme
theme was health: how to build and maintain good health and wellbeing with
healthy nutrition, how to produce tasteful foods supporting health-promoting
nutrition and make them better available, and how to ensure food safety.

Higher Education Reform Plan under Way
A substantial reform of Ireland’s higher education sector will see the creation of
three technological universities, four regional clusters and the rationalisation of
teacher training and art education. Proposals to accomplish this were published
by the Minister for Education and Skills Ruairí Quinn in May and will bring about
a major consolidation of the institute of technology sector and foster greater
coherence between the education system and national priorities, particularly
those in the economic and enterprise areas.

Mr. Sean Sherlock TD, Minister for Research and Innovation and Mr. Simon
Coveney TD, Minister for Agriculture, Food and the Marine announced Government funding, through the Department of Jobs, Enterprise and Innovation, of 36
million euros which will leverage a further investment of 14 million euros from
industry, for research at the Alimentary Pharmabiotic Centre (APC), Cork designating it as a national centre for food and medicine research excellence.
The APC spans across the University College Cork, Teagasc (Ireland’s Agriculture & Food Development Authority) and Cork Institute of Technology. 109 researchers will be employed at the centre over the next 6 years and that talent
pool will enable Ireland to leverage significant other investments, such as from
EU funding streams and additional industry partners in the years ahead.
The exchequer funding is through Science Foundation Ireland (SFI) Research
Centres programme and supports world-class research into how bacteria in the
human gut impacts on population health, leading to the development of future
foods and medicines.

Budgetzuwachs 2014 für SkatteFUNN-Programm zur
steuerlichen FuE-Förderung
SkatteFUNN ermöglicht norwegischen Unternehmen die steuerliche Abschreibung von bis zu 20 % der Kosten für FuE-Projekte. Das Förderinstrument soll
die Innovationsfähigkeit der norwegischen Industrie auf breiter Basis stärken
und Teil eines Gesamtwachstumspakets werden, mit dem die wachsende Diskrepanz zwischen der erdöl-basierten Industrie und den restlichen Wirtschaftssektoren eingedämmt werden soll.
The purpose of the centre is to compile systematic reviews of national and international research of relevance for all levels of the educational system: kindergarten, primary school, upper secondary school, higher education, and adult learning.
In 2011, the Research Council of Norway was been commissioned by the Ministry of Education and Research to establish a Knowledge Centre in the field of
educational research. The new centre was officially launched on 16 May.

Programme for User-Driven Research-Based Innovation
(BIA)
The BIA programme is announcing a total of up to NOK 305 million in funding
over a four-year period for new Innovation Projects for the Industrial Sector with
project start-up in 2014. Of this amount, approximately NOK 65 million will be
available in 2014.
The BIA programme provides funding for the best research-based innovation
projects across a broad spectrum of Norwegian trade and industry. The programme’s focus ensures that funding is distributed in an open competitive arena
and promotes learning across different branches of industry and thematic areas.
When awarding funding, emphasis is placed on the degree to which the projects
entail innovation, the quality of the research, the potential to generate financial
profit, and other benefits to society. It is expected that funding from the Research Council will trigger further R&D investments within the company and that
the project will be carried out in cooperation between partners that supplement
one another’s expertise. The BIA programme complements the Research Council’s other industry-oriented funding instruments and provides support to projects
that cannot be realised under the SkatteFUNN tax deduction scheme or other
activities under the Research Council.

Zwischenevaluierung bestätigt Laura Bassi Centres of Expertise
Nach der Evaluierung durch eine international besetzte Jury wurde nun die Fortführung aller acht bestehenden Laura Bassi Zentren empfohlen. 6,6 Millionen
Euro aus dem Budget des Wirtschaftsministeriums stehen für diese zweite Förderungsperiode zur Verfügung. Damit beträgt das Gesamtbudget einschließlich
der Beiträge beteiligter Unternehmen über die Gesamtlaufzeit rund 25,5 Millionen Euro. Aus dem europaweit einzigartigen Impulsprogramm „Laura Bassi
Centres of Expertise“, das auf Chancengleichheit und eine zeitgemäße Forschungskultur an der Schnittstelle Wissenschaft und Wirtschaft setzt, sind im
Jahre 2009 insgesamt acht „Laura Bassi Centres of Expertise“ hervorgegangen,
die alle von hochqualifizierten Forscherinnen geleitet werden. Diese Zentren
stellten sich nun der Zwischenevaluierung, die für das vierte Jahr ihrer Laufzeit
vorgesehen war.
Die Evaluierung zeigt: Das Erreichte kann sich sehen lassen. acht Forschungsleiterinnen sowie rund 87 weitere Forscherinnen und Forscher arbeiten in den
Zentren an gesellschaftlich relevanten Forschungsfragen in den Bereichen Medizin, Life Science und Informationstechnologie. In den acht Zentren sind bisher
230 Publikationen, 21 Dissertationen, 41 Diplom- und Masterarbeiten sowie zwei
Patente und zwei Lizenzen entstanden. Ein Laura Bassi Zentrum hat bereits in
der ersten Förderperiode ein Spin-off gegründet, weitere sind in Vorbereitung.

Mitterlehner: Junge Biotech-Unternehmen stärker fördern,
seltene Krankheiten besser erforschen
Wirtschaftsminister Reinhold Mitterlehner hat den neuen Aktionsplan Biotech
des Wirtschaftsministeriums präsentiert, mit dem insbesondere die finanziellen
Mittel zur Erforschung seltener Erkrankungen deutlich aufgestockt werden. Ganz
im Sinne der FTI-Strategie will das Wirtschaftsministerium seine Fördermittel für
die Biotechnologie-Branche bis zum Jahr 2015 um bis zu 50 Millionen Euro aufstocken. "Biotech-Unternehmen sind besonders wachstumsstark und innovativ,
was durch eine europaweite FuE-Quote von 15,9 % unterstrichen wird", betont
Mitterlehner. Ziel sei es, die Zahl der im heimischen Biotech-Sektor tätigen Unternehmen in den nächsten fünf Jahren auf über 200 zu verdoppeln.
Insgesamt gibt es in Österreich 113 biotechnologische Unternehmen mit rund
23.000 Beschäftigten. Deren Umsatz lag laut einer WIFO-Erhebung bei rund
drei Milliarden Euro, insgesamt liegen die direkten und indirekten Wertschöpfungseffekte bei 5,5 Milliarden Euro. Zuletzt meldete jedes Biotechnologie-

FFG: Österreichs System der Forschungsförderung ist im
internationalen Vergleich top
Über die Frage, wie staatliche Forschungsförderung am effektivsten eingesetzt
werden kann, diskutierten rund 70 Teilnehmer aus 19 Ländern bei einer Konferenz des TAFTIE-Netzwerks europäischer Förderagenturen unter dem Vorsitz
der FFG am 10. Juni in Wien.
Gesellschaftliche Herausforderungen wie das Wirtschaftswachstum oder soziale
und ökologische Probleme sind nur mit einem Mix aus verschiedenen staatlichen Maßnahmen zu lösen. „Die ‚Innovation Leader‘, die führenden Forschungsnationen Europas, haben ein ähnliches System wie wir es in Österreich
aufgebaut haben,“ so die FFG-Geschäftsführerin Henrietta Egerth. Auch die
starke Ausrichtung auf kleine und mittlere Unternehmen und der Fokus auf die
Zusammenarbeit zwischen Wissenschaft und Wirtschaft teilen die führenden
Länder mit Österreich.
„Gerade mit den thematischen Schwerpunktprogrammen, etwa in den Bereichen
Informations- und Kommunikationstechnologie, Energie, Umwelt und Mobilität,
kann das wirtschaftliche Stärkenprofil Österreichs gezielt weiter ausgebaut und
gleichzeitig der gesellschaftliche Wandel unterstützt werden“, so FFGGeschäftsführer Klaus Pseiner. „Und mit Förderprogrammen wie den COMETKompetenzzentren oder dem Innovationsscheck haben wir auch international

Korea EUREKA Day – a Milestone for Korean-European
Collaboration in Research and Development
After becoming an associated country in the EUREKA network of national research agencies in 2009, Korea has now incorporated EUREKA into its international innovation strategies to generate market-oriented tech projects. Under the
supervision of the Ministry of Trade, Industry and Energy (MOTIE) the Korean
Institute for the Advancement of Technology (KIAT) has built various mechanisms to set-up transnational collaborations between Korea and Europe. One
such mechanism is its annual matchmaking event, EUREKA Day.
Organised by KIAT, EUREKA Days were originally designed with four objectives
in mind. The event first became a forum where European and Korean industrial
research organisations could meet, exchange ideas and discuss common interests for the generation of EUREKA projects. It also enhanced the awareness
about EUREKA amongst Korean industrial research organisations. It has also
become a way to provide practical information to researchers, increasing the
probability of success for EUREKA projects involving Korean participants.
Its matchmaking sessions are praised as a way to promote international collaborations and EUREKA Days have now become a leading industrial R&D event,
proving to be a highly effective platform to strengthen initial stages in innovation
and fostering the development of consortia between Korean and European research organisations. According to data collected by the Korean EUREKA office,
since the establishment of EUREKA Days as an annual event the number of
funded project has increased by 60 % and the number of participants in EUREKA projects with Korean organisations has augmented by 43 % when compared
to the prior three years.
