What is the Billhighway Prepaid Card?
The Billhighway Prepaid Card has the
appearance of a debit or credit card, but
acts as a prepaid reloadable card with
the “load as you go” method. The card
has a zero value until it is funded with
an amount of money. When a purchase
is made, the amount of the purchase
is subtracted from the card’s balance.
When the balance reaches zero, the
card is empty and cannot be used until
it is reloaded with additional funds.
ORDERING
How can prepaid cards be ordered?
As always with your Billhighway account,
permissions will remain tied to existing
user roles and can be configured to
define which roles in your organization
will have access to a prepaid card. You
will work with your Client Relations
Specialist to define which roles have this
page available.
If a chapter administrator is granted
access to order a card, they can order
directly through Billhighway’s site. The
necessary information will be collected
through an order form online and the
personalized card will be sent to the
administrator upon approval.
A few key items to note:
• Only one card is allowed per
administrator.
• Administrators cannot order cards on
behalf of another administrator.
• Cards can be disabled at any time.
What type of information is required
to order a card?
In addition to the administrator’s name,
we will require a date of birth and social
security number (SSN) for identity
verification. This information is not used
for a credit check. The request for this
information is guided by commonly
accepted government standards, such
as the Patriot Act, to prove that the user
is not fraudulently providing an invalid
identification.
LOADING
How does money become available
on the cards?
Once an administrator has their
prepaid card, they will need to load it.
Administrators will not be able to fund
their card with more money than they
currently have available within their
Billhighway account. Each card within
the chapter is loaded independently.
As with checks today, clients can
determine if another administrator
needs to approve all loading requests.
The role for this approval is defined by
the client. If chosen, email notifications
requesting approval and notifying that
approval has been granted will be
sent, just like the current check writing
process. Once requested, the chapter’s
available balance is reduced accordingly.
Once approved, the funds immediately
become available on the card and will
be reflected as an accounting entry and
on financial statements.
How will an administrator see their
current balance?
Within their Billhighway account,
administrators will have the ability to see
the current real-time balance on each
card within their chapter. Administrators
can also access the card balance
through a 24/7 interactive phone system.
SPENDING
Where can prepaid cards be used?
With prepaid cards, administrators can
now make purchases electronically with
any merchant that accepts Mastercard®
cards either online, by phone or in stores.
As each card will contain the name
of the authorized administrator, only
that administrator will be able to make
purchases with their personalized card.
CODING OF PURCHASES
How are purchases tracked in chapter
budgets?
As the administrator spends these
funds, the record of each transaction
is fed back into Billhighway for the
administrator to properly code within
their budget. Administrators will be able
to split a single transaction into multiple
chart of accounts.
REPORTING
What kind of visibility will
administrators have to usage
patterns?
Like other Billhighway functionality,
administrators will have the ability to see
funds that are spent using the prepaid
card. There will be a full suite of reports
available showing all of the detail
provided in your Billhighway account.

Will cards expire?
Yes, to ensure the utmost security, the
cards will expire on a predetermined
cycle.
How will the administrator handle
lost/stolen or cancelled cards?
Much like any personal debit card, a
card that has been lost or stolen can be
cancelled and additional protections
are in place to contest any fraudulent
charges. Administrators will have the
ability to cancel any cards in their
chapter directly through Billhighway.
Additional prepaid card support will also
be available outside normal Billhighway
business hours. Traditional Billhighway
support will remain the same during
normal office hours.

The Billhighway prepaid card is an alternative to writing checks as a way to access funds from a Billhighway
cash account. The program provides the security and accountability protocols that the current Billhighway
check program offers, with the flexibility to purchase items or pay housing-related expenses in a more
convenient manner.
Authorized administrators can load the card with a pre-approved amount to spend anywhere MasterCard®
cards are accepted – online, by phone or in stores. In appearance, the card will be similar to other personal
transaction cards, but it will function like a prepaid reloadable card (e.g., gift card). Authorized administrators
will only be able to spend the amount of money previously loaded on the card.

Certain types of vendors will be restricted, however, each organization can define any additional
