Project Overview
This 95-acre Master Planned Retail Center is situated inside the city of Redding, CA adjacent to
Interstate 5 on the NEC and SEC of Oasis Road. Total build out will be over 1,000,000 square
feet of GLA (gross leasable area). The site features excellent visibility from I-5, which includes
approximately ±46,000 cars per day and is easily accessed from the West and East along Oasis Road.
The area’s gentle rolling hills and terrain lends itself to this open air lifestyle center, as well as the native
oaks and grey pines that form the westerly side of the property.
The Redding Towne Center will offer new restaurants and entertainment venues, high-quality apparel,
other retail stores not currently in Redding and a state-of-the-art multiplex cinema. The site offers
restaurants and retail pad opportunities for lease, build-to-suit or ground lease and is anchored by
Home Depot. Additionally this site is the perfect opportunity for a hotel with freeway visibility and
Redding known as the gateway to Shasta County’s abundant recreation activities.
The north site layout consists of one large-format retailer with tire center and fueling station on the
west half of the project, with the building backing up to the northbound on-ramp, 148,663 square feet;
three conjoined major retailers, totaling 102,575 square feet, located at the northeast corner of the site
with the rear of the building backing up to Churn Creek Road; a cluster of office and retail buildings
at the southeast corner of the site, with office use on the second floor of the two corner buildings; and
two satellite pads for fast-food uses centered between the two Oasis Road driveway entrances to the
site.
The south site layout consists of three large-format retailers with the buildings strategically positioned
on the site, totaling 276,000 square feet; four major retailers with one building backing up to the
northbound off-ramp, and the other buildings centered down the main entrance driveway, totaling
109,600 square feet; various retail buildings and pads also line the driveways, totaling 167,400 square
feet; and 5 satellite pads for fast-food uses along Oasis Road between the main entrances to the site.

Shasta County Overview - Redding
Nestled in the north end of the Sacramento Valley, Shasta County is 150
miles north of Sacramento, and 433 mile south of Portland, Oregon. There
are three incorporated cities in Shasta County: Redding, Anderson and the
City of Shasta Lake.
Redding, the county seat, with a population of 88,000 is the largest city
north of Sacramento, it is the center of trade and commerce and a regional
hub for retail, education, professional services and government.
Shasta Lake
Shasta County enjoys a Mediterranean climate of warm, dry summers and
mild winters. The location makes it a pleasant blend of cool summer nights, clean air and bright
unfiltered sunlight. The climate is characterized by an average rain fall of 33 inches per year, a mean
temperature of 63 degrees, an average daily temperature with a high of 75 degrees and a low of 49
degrees, and infrequent snowfall, flooding and ice.
There are numerous major shopping areas including 2 enclosed malls, multiple major shopping centers
and a factory outlet center. National chain retailers include: Barnes & Noble, Big 5 Sporting Goods,
Circuit City, Costco, Gottschalks, JCPenney, K-Mart, Longs Drugs, Mervyns, Office Max, Rite
Aid, Sears, Target, Wal-Mart, Walgreen Drugs, WinCo, Home Depot, Macys, Office Depot, Ross,

Shasta County Overview - Redding New Housing
SHASTINA RANCH, to be constructed by Palomar
Builders, is a 220-acre, master planned community
located west of Airport Road, bisected by the
proposed extension of Shasta View Drive. Clover
Creek runs through the project. A comprehensive
process of analysis, planning, and design were
applied to this development; and regional and local
circulation, land use relationships, and natural and
environmentally sensitive systems were carefully
studied as well. Architectural styles were derived
from historic examples within Redding’s established
neighborhoods. Landscape treatments were designed to complement and blend with the existing natural
environments. Five distinct neighborhoods will be developed, with lot sizes ranging from 6,600 square feet
to 14,250 square feet. Home sizes will range from 1,200 square feet to 2,800 square feet. The architectural
styles proposed for Shastina Ranch will be French Country, Traditional, Craftsman, Prairie, Italianate,
Spanish Revival, and European Cottage.
The City is in the process of developing the OASIS ROAD SPECIFIC PLAN—a land use plan for 762
acres of largely undeveloped land at the northerly gateway to the City. This plan will ensure the orderly
development of Redding’s next major regional commercial area, addressing infrastructure and circulation

Recent Performance. Redding’s economy has
steadily lost momentum over the year and is
now performing below the national average. Declines in services brought on mainly by losses in
the oversized leisure/hospitality and education/
healthcare industries are the biggest drag on job
growth. Although manufacturing is also shedding
payrolls, the impact of these losses is not as pronounced, as the sector accounts for a very small
fraction of overall employment. Weak household
finances are an additional weight on the performance of consumer-driven industries in RED given sub par median household income levels.
Government. Fiscal shortfalls in RED’s local
budget for the 2005 to 2007 period will keep
the government sector in a tight crunch. Local
government employment is expected to decline,
as additional costs and a 10% reduction in revenues forces a reduction in general fund expenditures. The squeeze is mainly due to dramatically higher retirement and workers’ compensation costs. Local government accounts for 76%
of the government employment, but has shed
around 1,400 jobs since late 2002.
On the state government side, California’s improving budget is helping to paint a more positive picture. An anticipated shrinkage in its fiscal deficit from $10 billion to $4 billion due to a
sharp increase in expected revenues may help
sustain near-term growth in RED’s much smaller
state government employment base. While the
dominance of local government increases the
downside risks to the government sector in the
near term, over the long run, robust population
growth will help to buffer government finances.
Healthcare. Despite a recent dip in payrolls,
the large healthcare industry is an integral part
of the local economy and will support growth
going forward. As three of the top five employers in RED are medical centers, economic conditions in healthcare are vital to the general health
of labor markets. A steady increase in the metro
area’s pool of retirees will underpin much of the
future demand. In addition, a location quotient
of roughly 1.25 suggests that the RED metro area
is more than adequately served by its healthcare
facilities and others outside its borders could
benefit from its services. Consequently, exports
of healthcare services to surrounding counties
in northern California has been on the rise and
will also prop growth in healthcare, adding to the
need for expansions in the medical centers.
Demographics. With a cheaper cost of living
relative to other metro areas in the state, RED’s
location in northern California is prompting
steady net in-migration that will support its economy. Since 2001, the metro area has received an
average of 3,400 migrants each year. RED is increasingly drawing in a pool of retirees attracted
to a warm climate and quiet lifestyle compared
to the bustling metro areas of San Francisco, Sacramento, and other bay area metros. Easy access
to a strong healthcare network is also serving as
an incentive for the expeditiously expanding 65+
population cohort. In turn, stronger demand for
healthcare will bring in much needed higherskilled labor to RED. While increased in-migration will generate activity in retail and other service industries, below average per capita income
levels relative to both the state and nation will
hamper strong spending.
In the near term, growth in Redding will slow
as the California and U.S. expansions mature.
Over the long run, RED’s low business costs
compared to the rest of California, strong
population growth, and a good transportation
network will be positives helping to outweigh
below average per capita income and low educational attainment. Several industries in the
metro area, including professional/business
services and retail, reflect potential for future expansion in the economy. RED will see
growth near the statewide and national averages over the forecast horizon.
