The Specialized Carriers & Rigging Association is pleased to publish this Oversize/ Overweight Permit Manual. Each
state analysis includes information in a standardized format: contact, legal limits, special permit limits, general
restrictions, types of permits available, fees, escort needs, fines, and restricted travel areas. Telephone numbers,
locations, and hours of operation are listed for ports of entry and permit branches. However, readers are always
advised to check with the state offices on current laws and procedures. This project could not have been completed
without the advice and consultation of many state officials. We thank all of those who provided permit manuals,

Loads exceeding 10’ wide, 105’ length, and 14’ height have the following restrictions:
The Motor Carrier Division encourages the movement of oversize loads at night under the
following
conditions:

Loads may not exceed 12’ wide on secondary highways, 14’ wide on interstates, and 14’
high on all roadways.
Loads exceeding 10’ wide, 105’ overall length, or 10’ front or rear overhang are required
to have one certified pilot/escort on interstate highways and two on all secondary
highways.
Loads exceeding 92’ overall length are required to have proper lighting every 25’, with
amber lights to the front andsides of the load marking extreme width , and red to the
rear.
Six major holidays: New Year’s Day, Memorial Day, Independence Day, Thanksgiving Day, and
Christmas Day.
Curfew: Monday through Friday from 6:00 a.m. to 9:00 a.m. and 3:30 p.m. to 6:00 p.m. in the
following counties:

Operators of vehicles (and loads) that exceed legal limits for width, height, length (including front and
rear overhang), and weight must obtain a Special Transportation Permit before movement on Utah
Highways.
All oversize vehicles and loads must be reduced to the minimum practical dimensions.
The Department of Transportation will issue permits for moving oversize/overweight vehicles and
loads, including trucks, combinations of vehicles, multiple trailer combinations, and mobile and
modular homes, provided.
The applicant is judged competent and qualified to make the move, and application is made in person,
by mail, or by other approved means;
The applicant provides the point of origin, destination, and the desired route, and thoroughly describes
and identifies the vehicle and load for the permit requested;
The proposed move is compatible with traffic safety requirements; and
The applicant affirms that the vehicle is properly registered and licensed according to Utah law, that
drivers and owners of the vehicles have met financial responsibility requirements, and that drivers are
properly licensed to operate in Utah.
The Department of Transportation will not issue permits to any company that has not established a safety
program that complies with the Federal Motor Carrier Safety Regulations or the Federal Hazardous
Materials Regulations.
The granting of a permit does not release the permittee from complying with other existing laws, local
ordinances, or resolutions governing the movement. Also, the permit granted applies only to movements

over the highways and bridges under the jurisdiction of the Department of Transportation. The right to
use other highways is neither implied nor granted.
Only the Department of Transportation may authenticate changes made on the permit. The permit will
be cancelled without refund if violated. Expiration date cannot be extended except for reasons beyond
the control of the permittee.
The permit will be carried with the unit to which issued, and is void if defaced, modified, or obliterated.
The original, Transceiver or authorized copy is the only permit acceptable.
The permittee must agree to comply with applicable safety rules and with the Utah Occupational Safety and
Health Standards of the State Industrial Commission.
Width — Operators of vehicles and loads exceeding Utah’s legal width of 102 inches must obtain
oversize permits. On highways other than freeways or Interstate highways, the maximum width
permitted will be based on the merits of each application to assure the protection of the highways and
the safety and convenience of the traveling public.
Normally, the DOT will not issue permits for overwidth movements exceeding 17 feet on any
highway, except as follows:
1.The applicant must notify Headquarters Port of Entry of the dimensions of the oversize vehicle and/or
load and the proposed route to be used. If the Officer concludes that a state employee or police escort
must accompany the move, the applicant must pay for his time and service and obtain a receipt from the
Officer. This receipt must then be presented to the DOT before an oversize permit will be issued. Check
with the DOT for specific charges and costs.
2.Upon presenting the receipt as noted above or by notice of the District Permits Officer that a state
employee is not necessary to accompany the move, the applicant may obtain the permit.
3.The permittee must notify Headquarters Port of Entry Officer at least 48 hours before the move
is to take place to insure that the department employee who will accompany the move knows that the
move is imminent. The permittee’s failure to serve such notice may cause revocation or denial of the
permit.
4.The permittee must still provide his own escort service, whether or not a state employee
accompanies the move. See “Escort and Flagperson Requirements.”
Permittees must reduce overwidth vehicles and loads to the minimum width practicable. Bulldozer
blades exceeding 16 feet must be removed before transport.
Height — Operators of vehicles and loads (including mobile and modular homes) that exceed the
maximum height limit of 14 feet must obtain a special permit. UDOT will not grant permits for vehicles
and loads that exceed 17 feet 6 inches, until documentary authority to pass under overhead utility lines
is obtained from public utilities and municipalities.
Should you have a need for a permit in excess of 17 feet 6 inches, follow the same application procedure
as outlined for movements exceeding 17 feet in width (see “Width” immediately above). In all cases, the
maximum height permitted will depend on the route traveled.
Length — Operators of vehicles and loads that exceed the legal maximum length limits of Utah must
obtain oversize permits.
The Department of Transportation will issue permits according to the type of highway traveled, as follows:
Divided Highways — The Department of Transportation will allow combinations of vehicles with a
combined trailer length of up to 95 feet, to operate on designated, divided highways. Other length
restrictions for various combinations are also in force, as follows:
A truck and two trailers, the trailers of approximately equal length, not exceeding an
overall combination length of 95 feet. If in excess of 65 feet, cannot transport a non-divisible oversize
load.
A tractor and two trailers, consisting of a long and short trailer, not exceeding an
overall combined trailer length of 95 feet (Rocky Mountain Doubles).
A tractor and three trailers, the trailers of approximately equal length, not exceeding an
overall
combined trailer length of 95 feet (triple trailers).
A tractor and two trailers of approximately equal length, not exceeding an overall
combined trailer length of 95 feet (Turnpike Doubles).
An auto transporter combination, consisting of a truck and two stinger–steered semitrailers,
not exceeding an overall combination length of 105 feet.
While in transit no trailer must be positioned ahead of another trailer that carries an
appreciably heavier load. Empty trailers must not precede loaded trailers.

Two–lane Highways —
A tractor and double trailer can not exceed 81 feet combined trailer length.
The maximum overall length for a truck-trailer two-unit combination must not exceed 88
feet. A truck and two trailers combination, not to exceed an overall length of 92 feet.
Mobile Homes
When the legal dimensions are exceeded, an oversize permit is required. The maximum width shall not
exceed an outside wall–to–wall width of 14 feet 6 inches, including external appurtenances. Any mobile
home with an eave in excess of 12 inches shall be measured for total width, and if it is in excess of 14
feet, a pilot/escort vehicle(s) shall be required.
No permit is required for hauling mobile homes if the unit only does not exceed 45 feet, or if the
combination unit and towing vehicle do not exceed 65 feet. The state has tire, axle, and towing
vehicle requirements for mobile home movements. Otherwise, the same conditions and
requirements for other kinds of oversize movements also apply to mobile home movements.
Mobile homes with a wall-to-wall width in excess of 14 feet 6 inches will be considered on a case–by–
case basis. Contact Headquarters Port of Entry.
Overweight
The DOT may issue overweight permits for the movement of combinations of vehicles or loads (divisible
or non–divisible) or for special mobile equipment that exceed statutory weight limits. See above for
further explanation of overweight permits and movements.
To obtain an overweight permit for a divisible load, you must have registered your vehicle combination for
78,001 - 80,000 pounds. For a non–divisible load, your vehicle or vehicle combination must be
properly registered for 78,001 - 80,000 pounds. Overweight permits do not authorize operation of
vehicles that exceed other statutory dimensions.
Insurance – The Motor Carrier Division regulates any commercial vehicle over 10,000 lbs. The insurance
is tracked by the Port of Entry Division.
A motor carrier traveling in Utah is required to have a minimum of $750,000 in liability insurance
unless they are hauling hazardous materials.

As a condition for obtaining a permit, the applicant or permittee must also assume all responsibility
for accidents, damage, or injury to any persons, or damage to public or private property caused by
the transportation of the vehicle or combination of vehicles and loads or resulting from the operation
of the piece of equipment covered by the permit while on public highways of the state.
The applicant or permittee also agrees to indemnify and hold harmless the Utah Transportation
Commission, the Utah Department of Transportation, the Utah Highway Patrol, and the officers, agents,
and employees of these agencies, from any and all claims resulting directly or indirectly from the
transportation of vehicles, combinations of vehicles, multiple trailer combinations, manufactured housing,
etc., on any public highway
of the State of Utah.
Weekend/Night Travel – The movement of vehicles and/or loads exceeding 10 feet in width, 14 feet
in height, or 105 feet in length are further restricted as follows:
1.Travel is prohibited Monday through Friday in the following areas between 6 and 9 a.m., and
3:30 and 6 p.m. (travel may resume after 6 p.m. and continue until one-half hour after
sunset): Salt Lake, Davis, and Weber Counties
In Utah County, north of the North Springville Interchange (Exit #265)
In Box Elder County, south of Brigham City (Exit #357). Travel is also limited to daylight hours
on Saturday and Sunday, except where UDOT determines that it is in the best interests of safety
and convenience to the public.
Holiday – Travel is prohibited on the following holidays, from 2 p.m. Thursday to daylight Monday when
the holiday is observed on a Friday, or from 2 p.m. Friday to daylight Tuesday when the holiday is
observed on
a Monday, or from 2 p.m. on the day before a holiday to daylight of the day after a holiday when the
holiday is other than a “long holiday”:

Inclement Weather - Permittees must exercise extreme caution when operating a vehicle in
hazardous weather conditions, and may have to discontinue the move if conditions become dangerous.
Extreme caution in the operation of a commercial motor vehicle shall be exercised when hazardous
conditions are present, such as those caused by snow, ice, sleet, fog, mist, rain, dust, or smoke,
adversely affect visibility or traction. Speed shall be reduced when such conditions exist. If conditions
become sufficiently dangerous, the operation of the commercial motor vehicle shall be discontinued and
shall not be resumed until the commercial motor vehicle can be safely operated. Whenever compliance
with the foregoing provisions of this rule increases hazard to passengers, the commercial motor vehicle
may be operated to the nearest point at which the safety of passengers is assured.
No carrier shall operate an LCV combination, with a combined trailer length in excess of 81 feet, when
the following conditions exist:
Wind in excess of 45 mph
Snow and ice on the roadway
Visibility less than 1,000 feet
When any of the above conditions exist the carrier may choose one of the following
options: Cease operations until weather conditions improve
Driver may drop a trailer at a safe location
Note: Leaving a trailer on the roadway including exit or entrance ramps is not permitted.
PERMITS TYPES
Divisible Loads — Utah recognizes two classes of loads — divisible and non–divisible — for which it issues
three types of oversize/overweight permits: single trip, semi–annual, and annual. For
oversize/overweight loads in the divisible load class, the state issues a Special Transportation Permit
(STP), again for single trip, semi–annual, or annual durations.
All vehicles must comply with Bridge Table B–Extended. Virtually every overweight load must therefore
conform to the axle limits and spacing requirements of Bridge Table B — Extended.
Tire loading on vehicles requiring an oversize or overweight permit shall not exceed 500 pounds per inch
of tire width for tires 11 inches wide and greater, and 450 pounds per inch of tire width for tires less
than 11 inches wide. Single axle weight limit is 20,000 pounds, tandem axle weight limit is 34,000
pounds.
The use of single tires on any combination vehicle requiring an overweight or oversize permit shall not be
allowed on single axles. No wheel on steering axles and castering axles shall exceed 600 pounds per inch
of tire width.
All axles must have dual tires or super wide (14 inches or less) single tires to qualify for the
maximum allowable weight. All others will be allowed 10,000 pounds per axle.
Non–Divisible Loads — The Department of Transportation may issue an overweight permit for moving a
vehicle or combination of vehicles and load exceeding legal oversize/overweight limits under the
following conditions:

The vehicle or vehicle combination is properly registered for the weight authorized by
the permit.
The load is not reasonably divisible.
The routes used by the vehicle or vehicle combination are confined to those the
Department of Transportation specifically designates.
The speed must not exceed 45 mph over structures or bridges, or that stated on the
permit.
When gross vehicle weight exceeds 125,000 pounds, the Headquarters Port–of–Entry will
review the permit application. Only single trip permits will be issued for vehicles or
combinations exceeding 125,000 lbs. Weight will be calculated using the Utah NonDivisible Load chart and program.

Obtaining Permits — The procedure for obtaining a permit online or walk–in service is as follows:
1. Obtain the appropriate permit application form — Utah Overweight Permit for overweight vehicles
or Utah Special Transportation Permit for oversize vehicles — and provide the information requested.

maximum wheel loads, proposed maximum axle loads, and proposed maximum gross
vehicle weight.
Show all axle weights, spacing of axles, and total number of axles.
Show the recommended tire capacity of tires on all axles.
Indicate the desired duration of the permit (single trip, semi–annual, or annual).
Specify the routes requested under the permit.
When required for the permit, show horsepower and make of power unit, special
mobile equipment, or special equipment.
Oversize vehicle or combinations of vehicles.
Owner/lessee name and address.
Vehicle license number and state.
Load description (mobile home, modular home, other).
Dimensions — length, width, height, front overhang, rear overhang.
Indicate the required duration of the permit (single trip, semi–annual, or annual permit)
Indicate routes desired.
The Utah Department of Transportation will specify on the face of the permit any
restrictions that will apply.
Non–divisible loads may be exempt from these restrictions upon written approval of the Department of
Transportation.
Utah will also issue single trip permits through third-party (Permit) vendors.

ESCORTS AND SIGNS
This section will provide necessary information for obtaining certification as a Utah Pilot/Escort
with all vehicle requirements to meet the regulations for Pilot/Escort Vehicles.
OPERATING CONDITIONS REQUIRING PILOT/ESCORT VEHICLES
One pilot vehicle is required for vehicles/loads, which exceed the following dimensional
conditions:
12 feet in width on secondary highways (non-interstate) and 14 feet in width on divided
highways (interstates).
105 feet in length on secondary highways and 120 feet in length on divided highways.
Overhangs in excess of 20 feet shall have pilot/escort vehicle positioned to the front for front
overhangs and to the rear for rear overhangs.
Two pilot/escort vehicles are required for vehicles/loads which exceed the following
dimensional conditions:
14 feet in width on secondary highways and 16 feet in width on divided highways, except for
Mobile and manufactured homes with eaves 12 inches or less on either roadside or curbside
shall be measured for box width only and assigned escort vehicles as specified above in R912-91.
Mobile and manufactured homes with eaves greater than 12 inches shall be measured for
overall width including eaves and pilot/escort vehicles assigned as specified above R912-9-2; or
120 feet in length on secondary highways.
16 feet in height on all highways. Lead escort will run a height indicator pole.
When otherwise required by the Department.
As specified for night time travel.
Police escorts are required for vehicles with loads which exceed:

17 feet wide or 17 feet 6 inches high on secondary highways; or
20 feet wide or 17 feet 6 inches high on all highways; or
All loads in excess of 175 feet in length MUST have a minimum of one police escort; all loads in
excess of 200 feet in length will require a minimum of two police escorts. Exception: Loads that
are unladen (decked).
When required by the Department.
CONVOY ALLOWANCES FOR PERMITTED VEHICLES
The movement of more than one permitted vehicle is allowed provided prior authorization is
obtained from the Motor Carrier Division with the following conditions:
Number of permitted vehicles in the convoy shall not exceed two.
Loads may not exceed 12 feet wide or 150 feet overall length.
Distance between vehicles shall not be less the 500 feet or more than 700 feet.
Distance between convoys shall be a minimum of one mile.
All convoys shall have a certified pilot/escort in the front and rear with proper signs.
Police escorts or UDOT personnel may be required.
Convoys must meet all lighting requirements required in 49 CFR 393.11 and in the lighting
section for nighttime travel.
Convoys are restricted to freeway and interstate systems.
Nighttime travel is encouraged with Motor Carrier Division approval.
Insurance - Approval may be obtained by contacting the Motor Carrier Division or any Port of
Entry Note: The Motor Carrier Division on a case-by-case basis may grant exceptions to the
above. For further information please contact (801) 965-4892 or (866) 215-5399. Driver shall
possess a current certificate of insurance or endorsement which indicates that the operator, or
the operator's employer, has in full force and effect not less than $750,000 combined single
limit coverage for bodily injury and/or property damage as a result of the operation of the
escort vehicle, the escort vehicle operator, or both causing the bodily injury and /or property
damage arising out of an act or omission by the pilot/escort vehicle operator of the escort
duties required by the Rules. Such insurance or endorsement, as applicable, must be maintained
at all times during the term of the pilot/escort certification.
Pilot / escort vehicles shall have a minimum amount of $750,000 liability. This is not a
cumulative amount.
PILOT/ESCORT DRIVER REQUIREMENTS
Individuals who operate a pilot/escort vehicle must meet the following requirements:
Must be a minimum of 18 years of age.
Possess a valid drivers license for the state jurisdiction in which he/she resides.
The following state certification is currently accepted in Utah: Colorado, Washington, Oklahoma,
North Carolina, Florida and Arizona.
Pilot/escort drivers will be issued a certification card by an authorized Qualified Certification
Program as outlined in R912-10, and shall have it in their possession at all times while in
pilot/escort operations.

Initial certification will be valid for four years from the date of issue. One additional fouryear
certification may be obtained through a mail in or on-line re-certification process provided by a
Qualified Pilot/Escort Training Entity/Institution.
Pilot/escort drivers must provide a current (within 30 days) Motor Vehicle Record (MVR)
certification to the Qualified Certification Program at the time of the course.
Current certification for pilot/escort operators will be honored through expiration date. Prior to
expiration of pilot/escort certification it will be the responsibility of the operator to attend
classroom instruction provided by an authorized Pilot/Escort Qualified Certification Program. A
list of these providers can be obtained by calling (801) 965-4559.
No passengers under 16 years of age are allowed in pilot/escort vehicles during movement of
oversize loads.
A pilot/escort driver may not perform as a tillerman while performing pilot escort operations.
A pilot/escort driver must meet the requirements of 49 CFR 391.11 if using a vehicle for escort
operations in excess of 10,000 lbs GVWR.
DRIVER CERTIFICATION PROCESS
Drivers domiciled in Utah must complete a pilot/escort certification course authorized by the
Department. A list of authorized instructors may be obtained by contacting (801) 965-4892.
Pilot/escort drivers domiciled outside of Utah may operate as a certified pilot/escort driver with
another State's certification credential, provided the course meets the minimum requirements
outlined in the Pilot/Escort Training Manual - Best Practices Guidelines as endorsed by the
Specialized Carriers and Rigging Association, Federal Highway Administration, and the
Commercial Vehicle Safety Alliance; and/or
The Department may enter into a reciprocal agreement with other states provided they can
demonstrate that course materials are comprehensive and meet minimum requirements
outlined by the Department. For a current listing of these states, contact the Motor Carrier

Pilot/escort driver certification expires four years from the date issued. It will be the
responsibility of the driver to maintain certification.
FINES - Vehicles operating under an oversize/overweight permit shall not be operated in
excess of the posted speed limit or the speed indicated on the permit, whichever is less. In
no case shall a permitted movement proceed at a speed which shall endanger the safety of
persons or property. Permits shall be subject to confiscation for speed violations.
Violation of the terms or conditions of an oversize/overweight permit, including but not limited to:
speeding,
lane travel, weather, load securement, Federal Motor Carrier Safety Regulations, and/or
Hazardous Material Regulations may result in the revocation, suspension, or confiscation of the
permit. Before the vehicle can be moved, it must be made legal, properly permitted, and
violations corrected.
Patterns of non-compliance at a company level may constitute action taken against the
carrier's overall permit privileges and may result in additional civil penalties and an order
to cease operations.
RESTRICTED TRAVEL
Special permit vehicles may not travel in a direction opposed to the normal flow of traffic. The
traveled route must remain open for traffic at all times. In movements on two–lane pavements,
you must allow continuous movement of opposing traffic and for frequent passing by vehicles
traveling in the same direction.

Vehicles and/or loads exceeding any of the following dimensions are generally prohibited
from operating during the hours of darkness (daylight is one-half hour before sunrise to
one-half hour after sunset):

Load Overhang
10 t extending beyond the front and/or rear of a vehicle.
Front overhang(s) in excess of 3 ft shall be marked with an amber warning light and a
red flag. (overhang limitation does not apply to mobile and manufactured homes.)
Exceptions — The UDOT may allow operation after dark for movements that have front and rear escorts, or
in other special cases where the agency determines that movement after dark is in the best interests of
safety and convenience.
The Department of Transportation or the Highway Patrol may prohibit movements
during periods of anticipated high traffic volumes.
Convoys — Utah allows moving more than one special permit vehicle in convoy provided the
following requirements are met:

Distance between vehicles will not be less than 500 feet and not more than 700 feet.
The number of special permit vehicles in convoy must not exceed two. Each convoy must
have its own escorts as required.
The sign on the follow–up vehicle must indicate the number of vehicles in the convoy.
The distance between convoys must be a minimum of one mile.
The number of escorts required will be stipulated on the permit.
Exceptions to the conditions above may be directed by the UHP or UDOT.
Every oversize vehicle and/or load must maintain a minimum distance of 500 feet from another
commercial vehicle traveling in the same direction on the same highway.
To maintain reasonable flow of traffic, the vehicle and load must be moved to the side of the road to
allow traffic to pass. Traffic buildup should not exceed five vehicles.
The length of vehicles, with or without loads, allowed on freeways or interstate highways will be
governed by the curvature off ramps to be negotiated. All turns on ramps must be negotiated in one
attempt. Special attention will be given to extra long overhangs to prevent damage to freeway or
interstate signs, light poles, or other property when turns are negotiated.
Speed Limits — Vehicles must conform to legal speed limits on all highways. Permitted vehicles must
not be operated in excess of the posted speed limit or the speed indicated on the permit, whichever is
less. The minimum operating speed is 20 mph, unless otherwise specified on the permit. In no case
must a permitted vehicle be operated at a speed that endangers the public.
On freeways and Interstate Highways:

The minimum speed is 45 mph where the minimum speed is not posted, except where
special road conditions restrict speed to less than 45 mph. Special permit vehicles must
use the truck lane where such lane is provided.
Vehicles and loads unable to maintain a speed of 45 mph under practical grade conditions
must be operated under the terms specified on the permit.
Special permit vehicles must be driven in the rightmost lane of traffic, except where
the right lane must exit or when overtaking and passing another vehicle to the
immediate left of the rightmost lane.
No commercial vehicle combination of vehicles or RVs in excess of 10,000 pounds, or
any permitted vehicle may use the left most lane on interstates where posted.

(UDOT), Motor Carrier Division.

to entry. Permits may be purchased by major credit card and may be issued based on annual permit
dimensions and weight, or on a single trip basis.
