1. The Ministry of Finance intends to dispose various Unserviceable Aircraft, Spare parts
and Scraps. The various Unserviceable Aircraft, Spare parts and Scraps are disposed on
“as is, where is” basis and the procuring entity shall have no further liability after sale.
2. The Ministry of Finance now invites sealed bids from eligible bidders for the purchase of
various aircrafts spare parts as shown hereunder:Lot

Bidder may quote for one lot or more lots but each lot should be quoted separately.
The Ministry will evaluate the lots and award the contract to the highest evaluated bidder
in each lot.
3. Bidding will be conducted through the National Competitive Bidding procedure
specified in the Public Procurement Regulations, 2013 – GN; No. 446 and is open to all
bidders as defined in the Regulations.
4. Interested bidders may inspect the various Unserviceable Aircraft, Spare Parts and Scraps

5. Interested eligible Bidders may obtain further information from and inspect the Bidding
Documents at the office of the Director of Procurement Management Unit, Room No. 3,
PAT Building, 1 Madaraka Street, 11468 Dar es Salaam from 09:00 am to 3.00 pm,
Mondays to Fridays inclusive except on Public Holidays.
6. A complete set of Bidding Document(s) in English and additional set may be purchased
by interested bidders on the submission of a written application to the address given
under paragraph 5 above and upon payment of a non refundable fee of Tanzanian
Shillings One Hundred Thousand Only (TZS 100,000/=). Payment should either be by
Cash, Banker’s Draft, or Banker’s Cheque, payable to the Permanent Secretary Ministry of
Finance.
7. All Bids must be accompanied by bid deposit in an acceptable form in the amounting to
25% of bid amount in Tanzanian Shillings or any other freely convertible currencies.
8. All Bids in one original plus two copies, properly filled in, and enclosed in plain
envelopes must be delivered to the Procurement Management Unit (PMU) Office, Room
No. 2, PAT Building, 1 Madaraka Street, 11468 Dar Es Salaam at 10.00am hour’s local
time on or before Monday, 24th November, 2014. Bids will be opened promptly
thereafter in public and in the presence of Bidders’ representatives who choose to attend
in the opening at the PAT Building Conference Room of the Ministry of Finance, 1
Madaraka Street, 11468 Dar es Salaam.
9. Late Tenders, Portion of Bids, Electronic Bids, Bids not received, Bids not opened and not
read out in public at the bid opening ceremony shall not be accepted for evaluation
irrespective of the circumstances.
