Challenges and Solutions February 10-111, 2015, The Imperial, New Delhi “Early Bird” discount ends on January 20, 2015 “Register Now” and save 20 per cent COAL-BASED POWER GENERATION Mission z z z z z z z Just a few months ago, the coal-based power generation sector in the country was dealt a severe blow by the Supreme Court judgment, deallocating 204 of the 218 captive coal blocks. The deallocation impacted close to 50 GW of generation capacity, including operational and under-implementation projects. Since then, however, the government has acted fast to salvage the situation by issuing an ordinance and the draft rules for re-allocation of these blocks. The first set of blocks is expected to be awarded by March 16, 2015. In addition, the government has taken a number of initiatives to improve coal supplies to thermal power stations. Some of these include optimisation of coal linkages, reduction in e-auction coal quantity, expediting critical rail linkages, etc. Another positive development has been the double digit growth in production by Coal India Limited (CIL) in the past two months. This has allayed the concerns regarding domestic coal supply to some extent. Sustaining this performance in the long-term by CIL will bode well for the power generation sector. The government has set a production target of 1 billion tonnes by 2020 for CIL. The sector has maintained the momentum in generation capacity addition. The year 2013-14 saw the addition of 15 GW of coal-based capacity. However, the capacity addition has not led to a commensurate growth in power generation. This is because plants have been running at low PLFs due to the shortage of coal. In order to meet their coal needs, generators have increasingly had to rely on imported coal. The rising share of imported coal in the fuel mix is putting pressure on the cost of generation, which is reflected in the tariffs realised through competitive bidding. Further, developers are increasingly being exposed to the volatilities of the global coal market, which has led to some projects becoming unviable at the quoted tariffs. Compensatory tariff, which was being seen as a solution to such issues, is being contested by distribution utilities in the courts and the matter is still unresolved. The operations and maintenance (O&M) requirements of coal-based power plants have also evolved with the size and complexity of these plants. The need for blending, energy efficiency, and environmental considerations are among the parameters impacting O&M practices. The mission of this conference is to provide a platform for discussing the key challenges facing the coal-bbased power generation sector and also the strategies/solutions required to address them. The conference will examine the developments regarding reallocation of coal blocks, key initiatives to increase coal supply, and the outlook of the key stakeholders. It will also focus on operational issues for power plants such as O&M, energy efficiency, coal blending, and environmental concerns.
