that 21,000 work permits were
issued for domestic employees
during the last 4 months.
The LMRA CEO made the
disclosure during a recent
meeting with Ghazi Al Rahma,
MP from the fourth district of
the northern governorate.
Stressing on the importance
of on-going coordination
between the Executive and
Legislative authorities, Al Absi
said of the 20996 transactions,
13,689 transactions were
carried out at the LMRA
premises while 8,313 were
done remotely.
“This a record not achieved
in the past years,” Al Absi noted
and added that LMRA had
vetted 424,241 applications
received last year of which 88
per cent was completed in 3
days while 56 per cent was
processed in one day.

Transport Company, is holding
on-road training programmes for the
new drivers much ahead of its launch
of new bus services. More than a dozen
foreign trainers have landed in Bahrain
to provide training to drivers.
According to one of the trainers, who
have come from the United Kingdom,
safety is their top most priority. “We
have to ensure the safety of the vehicle,
passengers as well as the driver. The
safety of the driver is also very important
as he is the one who controls the vehicle
on the road. Therefore, we are paying
utmost importance to the safety of the
drivers too,” he added.
He will be in Bahrain until the end
of April to ensure that the drivers are
up to the expectations of Ministry
of Transport, which is promoting a
massive facelift to the public transport
in the Kingdom.
During the on-road training sessions,
the trainers are not only using the new
buses manufactured by German bus and
truck manufacturer MAN company, but
they are also taking the help of used
buses to train new drivers.

According to the Ministry of
Transportation, a total of 35 new buses
would start plying on Bahrain roads on
February 15, while full-fledged service
will begin on April 1.

pilot project of new professional standards for
higher education teachers.
Doug Pearce a delegate from HEA, in an event
held at Gulf Executive Suite on Wednesday
conducted workshop on staff development and
training programme.
Around 40 teachers from different universities
across the Kingdom participated in the workshop.
On the occasion, Dough Pearce said that unlike
before, students are now consumers. “They have
clear idea of their needs from the universities. So,
the faculties should be equipped. The main aim
of the programme is to improve the standards
and bring a comprehensive methodology in
teaching,” he said.
Based on the evaluation by HEA, the professors
will be categorized into four different sections
viz. Associate Fellow, Fellow, Senior Fellow and
Principal Fellow.

Jail inmate’s death: Man sentenced

the 21-year-old alleged rioter
of the murder of Fateh Al
Redha Al Basri, 49, who died
from a blow to the head that
he allegedly suffered during
an argument in February last

issued a statement linking it with
vandalism acts that broke out in
the area. It said that saboteurs had
removed safety barriers from the site.

contents. His worry was that
his high-end bikes might lose
charm due to the use of salt
mixed water, which makes
metal rust faster.
Attwood, who serves as
the CEO of United Dredging
Company, was told by a
friend to try a new washing
technique called eco car wash,
which does not use water
while washing vehicles.
This waterless carwash uses
some chemicals to remove

surface contaminants and
leaves the vehicle absolutely
spotless. Instead of water,
some chemicals are used to
clean the vehicle. The formula
used to produce the chemicals
lifts the dirt away from the
vehicle’s paint and ensures
that the wash is scratch-free.
In the meantime, it eliminates
unwanted substances. The
biggest advantage is, it saves a
lot of water.
“The eco car wash system
does not require water or soap.
Therefore, there is no mess
around the vehicle. The vehicle
can be cleaned anywhere. You
need not take your vehicle
anywhere to wash your car,”
said Attwood. Currently he is
using eco car wash system for
his BMW 100RR and Honda
RC51. While his third bike,
Honda Hornet, which he uses
for racing purposes, is washed

South African national
Kenny Pastellides has been
using the eco car wash
system for two years. He
was also introduced to this
system by one of his friends
in the Kingdom. After that,
he has never used any other
methods to wash his bike,
BMW- R1200GS Adventure.
“It removes all grease and
oil components from the
vehicle. Moreover, it protects
the metal of the vehicle,” said
Pastellides.
According to N.V. Santhosh,
who heads the eco wash
company called, ‘Ecowash
Bahrain,’ run by MASY
Holding in the Kingdom, the
water wash leaves stains on
the surface of the vehicle. But
the eco wash system ensures
that the vehicle is free of any
stains. Currently they have
three mobile eco wash cars
with six people dedicated to
this work.
The owners of high-end
vehicles are their major
customers. They have even
cleaned training flights
and executive buses in the
Kingdom using this method.
According to him, the ecofriendly chemical used by them
was developed in Australia.

This is a make-or-break moment for Ukraine

Vladimir Putin and Petro
Poroshenko could scarcely
muster a handshake at the
beginning of the peace talks
in Minsk, and the fact that the
negotiations went on through
the night suggests they both
had to be arm-twisted into
making concessions they
didn’t like. It also means that
the deal they finally reached
is very fragile, hanging by the
slenderest of threads.
The immediate task will be to
establish a lasting ceasefire,
starting on Sunday. The
priority is to put an end to
the awful bloodshed that has
soaked eastern Ukraine for the
past year.
But it is the next part of the
Minsk plan – what Putin
referred to as a “political
settlement” – that will be
trickiest. The west’s ultimate
aim is to secure Ukraine’s
future as an independent
state, its territory whole again
and guaranteed. It would be a
disaster if the current situation
– self-declared “people’s
republics” based around the
-
cities of Donetsk and Luhansk
– were allowed to ossify into a
“frozen conflict”, establishing
de facto a separate rebel-run
state and partitioning Ukraine,
perhaps forever.
But for millions of Russians
now to live safely in the southeastern regions, after so much
bloodshed and fratricide, a
huge effort will be required
on all sides. The people of
Ukraine need Putin to do
all he can to persuade the
rebels that the deal is in their
interests, and for the west to
do nothing that gives Putin an
excuse not to do so.
Ultimately, the prospects
for peace in the region may
depend on how strong
Putin’s hold on the rebels
is. It hasn’t always been as
strong as it might appear on
the surface – they ignored
his plea not to hold a
referendum on independence
in 2014, for example, and their
determination to have their
own state has strengthened
since then.
Putin’s public position has
never been identical to that
of the separatists – he has
consistently said he supports
Ukraine’s territorial integrity,
but wants constitutional
reforms that will guarantee
the rights of Russians living
in the south and east of the
country. That is what the
Minsk agreement provides
for – and the west must put
pressure on Kiev to deliver
quickly on that promise.
The west also needs to
hold Putin to his words,
and to the position he has
signed up to. He must not
be allowed to pretend that
he can’t control the rebels –
he can, after all, easily turn
off the supply of weapons
to them. But realistically he
is unlikely to do that if he
fears that Ukraine, backed
by the west, is preparing to
resume its military offensive
against them. Putin needs to
be encouraged to drop his
military support for the rebels
rather than feeling compelled
to continue it in the face of
a western-armed Ukrainian
offensive.
It is to be hoped, therefore,
that the US will reconsider its
plans to send a battalion of
troops to Ukraine next month
to start training Ukrainian
forces. The situation is far
too fragile, and the stakes
are too high, for such easily
misinterpreted moves. The
same goes for any thoughts
about sending arms, even
defensive ones, to Kiev.
As the International Institute
for Strategic Studies warned
this week, “a decision by
the west to provide arms
to Ukraine could prompt a
rapid escalation of Russian
support
for
separatists
battling government forces
in the east of the country”.
That is why Chancellor Merkel
rushed into action last week,
desperately hoping to achieve
an agreement before the
Americans raise the stakes.
She understands, better it
seems than any other western
leader, that this is a makeor-break moment. If cool
thinking does not prevail, on
all sides, the consequences for
Europe could be cataclysmic.

US or UK administration that had

A disinterested outlook needed in killings of innocents

A couple of days back three
young innocent Muslims,
Deah Barakat (aged 23), his
wife Yusor Barakat (aged
21) and her sister Razan
Muhammad (aged 19) were
shot in cold blood at their
residence in Chapel Hill,
North Carolina, USA by a 46
year old Caucasian man with
a history of Islamophobia.
The newlyweds and Razan
were involved in community
and social initiatives and just
days before the massacre,
Deah was seen conducting
free dental checkups for the
people. The unwarranted
killings of these noble souls
have sent shockwaves across
the world and every rightminded person is aggrieved
by this dastardly act.
However, the mainstream
media is silent on this entire
issue. While FOX News and
CNN were quick to label
the recent Paris attackers
as terrorists, this ‘white’
attacker was not considered
worthy of such a tag. The
First Lady of USA is not seen
crying over these souls like
she was when some kids
were abducted by an African
group nor have world
leaders expressed anguish
at this massacre, let alone a
joint rally condemning the
murders like we saw some
weeks back in Paris.
While we squarely condemn
all extremist and unjust
activities in the same breath,
such racial and religious
prejudices are uncalled for.
This conspicuous silence by
world leaders and media
houses only serves to
indicate their tacit support
and encouragement to such
Islamophobes and sends
out wrong, and indeed
dangerous, signals. Every
drop of blood is sacrosanctbe it of a white, a black, a
Christian, a Hindu, a Jew, a
Buddhist or a Muslim. Every
human being should be
treated with equal dignity
and every criminal should be
treated with equal contempt.
All the more, these killings in
the name of religion should
stop. The authorities should
be more vigilant and ought
to crack down on all such
anti-social elements so that
similar hate crimes are not
committed henceforth. At
the same time, the citizens
should be educated and
sensitized about Islam and
its universal message of
peace, hope and justice so
that a sense of security and
civilization prevails in this
world.

an unlicensed university
that has been operating in the
Kingdom for quite some time,
Education Ministry cautioned
students of such unauthorized
academic establishments in
Bahrain.
In a statement on Thursday,
the Ministry said that the
unpermitted institution was
noticed after various students
approached the concerned
departments in the Ministry,
requesting to rectify the
certificates they obtained
from the university.
“The ministry discovered
that the so-called Nebraska
Independent Home Study,
located in a villa in Saar is
illegal and there’s no permit
issued to such an institution
in the Ministry’s records

out, in coordination with
the concerned bodies in the
Kingdom.
“The ministry will not
approve any certificate
issued from unauthorised
organisations,” the Ministry
stressed.

n Egyptian court ordered the release
of two jailed Al-Jazeera journalists
Thursday pending retrial, after they spent
more than 400 days in prison in a case that
sparked worldwide outrage.
Mohamed Fahmy, who is Canadian and
whose family hoped he would be deported,
must pay 250,000 Egyptian pounds
($33,000) bail. His colleague, Egyptian
Baher Mohamed, was freed without having
to pay bail.
The two must appear in court again
on February 23. Fahmy and Mohamed
entered the packed courtroom in white
prison uniforms, after Australian colleague
Peter Greste was deported home earlier
this month.
The three were accused of supporting
the blacklisted Muslim Brotherhood and
originally jailed for between seven and 10
years each.

Greste congratulated his two colleagues

at Al-Jazeera English, said: “We are very
grateful. This is a great, great day for us

Fahmy’s fiancee Marwa Omara tearfully
hugged those around her as the pair’s
release was announced while his mother,
Wafaa Bassiouny, said her happiness will
only be complete when he is acquitted.
Bassiouny also voiced concern about
raising the bail. “It is a huge amount, we
will do miracles to find it”.
Baher Mohamed’s wife, Jihan Rashid,
also broke out in tears. “Half of the
nightmare is over. Now I am waiting for
his acquittal.” Canada welcomed Fahmy’s
release but denounced the retrial.
“The prospect of Mr Fahmy standing
retrial is unacceptable,” said Canadian
Consular Affairs Minister Lynee Yelich.
Fahmy had renounced his Egyptian
citizenship to benefit from a law that allows
the deportation of foreign defendants and

Airbus A350 produces 90 percent less noise than what a
similar plane would have done 50 years ago; it is even below
the noise standards prescribed by International Civil Aviation
Organization.
Thanks to improved aerodynamics and the use of lightweight
composite materials, planes are becoming more fuel efficient.
And thanks to newer noise-reduction technologies in engines,
noise-pollution is declining.
However, on the flip side, air traffic worldwide is increasing
so rapidly that global carbon dioxide emissions from aviation,
which now represent just 2 to 3 percent of all CO2 pollution,
could jump as high as 500 percent by 2050, according to some
forecasts. And that is alarming.
From a global population of just 3 billion in 1960, to a
projected 9 billion by 2050, it will be a three-fold rise in the
number of human beings. In only one generation! And that is
alarming.
What are the nations doing about it? Are the world’s resources
enough? What about Food Security? Waste Management?
Environmental Equilibrium? And, are these the only challenges
ahead?
These were among the many topics I got to hear about at
the 2nd Bahrain International Corporate Social Responsibility
Conference held this week.
Not just in the aviation industry I mentioned earlier, but
in a whole range of industries including oil, construction,
petrochemicals, automobile and electronics, the key focus
of governments, businesses and individuals must now be on
‘sustainable development.’ That was the key-message from all
speakers.
The famous Brundtland Report defines “Sustainable
Development” as the “development that meets the needs of the
present without compromising the ability of future generations
to meet their own needs”.
In the past, organizations took pride in their contributions
to society through some financial donations, and some passive
involvement in medical, educational, entertainment and sporting
activities. They called it their corporate social responsibility.
But now, they must focus on wider environment concerns,
by strategizing all their operations with the aim of long-term
sustainability.
One of the serious concerns affecting sustainability is the
rapid growth of Electronic Waste.
My colleague and I presented a paper at this conference titled
‘Consumer Behaviour in E-Waste Disposal - A Case for Setting
up an E-Waste Collection and Recycling Facility in Bahrain.
We presented our findings from a survey of 200 households
in Bahrain, and showed how Electronic waste is accumulating in
our homes, with no proper disposal systems available.
And we recommended the setting up of an e-waste collection
center that can collect and recycle part of the waste; and send a
part of it outside Bahrain to e-waste treatment facilities.
Of course, it must be shipped in accordance with the UNEP
(United Nations Environmental Programme) Basel Convention
guidelines given for transboundary movements of e-waste.
I found it interesting to note that annual reports of
organizations must now, not only include CSR or sustainability
work, but they must follow ‘sustainability reporting’ guidelines
of the Global Reporting Initiative (GRI).
Also, GRI’s G4 guidelines – the latest – require most
organizations to make up-to-date disclosures on governance,
ethics and integrity, supply chain, anti-corruption and green
house gas emissions.
In keeping with the global shift in perspectives, I felt that the
organizers should have called it a conference on ‘Sustainability’
instead of on ‘Corporate Social Responsibility’. Somehow, CSR
sounds very old now.

its 2014 Financial Year compared
with US$ 18.6m it reported last
year. While its Islamic reinsurance
subsidiary, Takaful Re, produced
a loss of US$ 4.9m against US$

reinsurance operations continued to
perform well with net profits of US$
20.5m for the year .
Net profit for the fourth quarter
2014 was unchanged from the
previous year quarter at US$ 6.0m.
Consolidated gross premiums
grew by 20 per cent to US$ 315.3m
over the reporting period, while net
written premiums rose 6pc to US$
260.4m. Conventional premiums
made up 94pc of the Group’s
premiums, whereas Takaful Re
accounted for 6pc in 2014.

taking a short nap even if you are at work? There’s one
more reason for you to do so. Scientists at the Paris Descartes
University in France, have now revealed that cat nap of even
half an hour can help relieve stress and strengthen the immune
system which has been weakened due to poor sleep as little as
two hours the previous night.
Lack of sleep is recognised as a public health problem and
it contributes to reduced productivity as well as vehicle and
industrial accidents. The study found that napping restores
biomarkers of neuroendocrine and immune health to normal
levels.

11 healthy men between the ages 25 and 32 were examined.
After a night of limited sleep, the men had a 2.5-fold increase
in levels of norepinephrine, a hormone and neurotransmitter
involved in the body’s fight-or-flight response to stress.
Norepinephrine increases the body’s heart rate, blood
pressure and blood sugar. Researchers found no change in
norepinephrine levels when the men had napped following a
night of limited sleep. Lack of sleep also affected the levels of
interleukin-6, a protein with antiviral properties, found in the
subjects’ saliva. The levels dropped after a night of restricted
sleep, but remained normal when the subjects were allowed to
nap. The changes suggest naps can be beneficial for the immune
system.

To try and connect patients with
doctors, a team at the University
of Strathclyde in collaboration
with other institutions has come
up
with
smartphone-based
ophthalmic screening, with a
mobile app and lens adaptor,
called Peek Vision.
“The main problem is finding
out who needs help. With this
device, which works as a screening
tool, a community nurse, the
village head or any person with
some training can find out if there
is an eye ailment,” said Mario
Giardini, lecturer in digital health
at the University.
The smartphone can help screen
for visual acuity, colour sensitivity
and cataracts, can perform retinal
imaging and even maintain
patient records and, using location
mapping, keep track of patients for
follow-up treatment, he explained.

School of Medicine in Atlanta,
said that brain releases a cocktail
of three chemicals, oxytocin,
dopamine and opiates, which

the space, the sound, maybe the
smell of the partner.
Oxytocin, not to be confused
with the drug oxycodone, is
sometimes called the “cuddle

partners. Dopamine is involved
in exhilaration and excitement,
said the psychologist. Cocaine
and sex both cause the brain to
release dopamine. Opiates cause
feelings of warmth and pleasure.

whatever stage your child has reached
in their social development, they will
always forge friendships with some
children you cannot stand.
What sort of monster hates a
child?
The answer is, probably, quite a
few of us. Secretly disliking one or
more of your children’s friends may
be taboo, but it’s a fearfully common
taboo, particularly when you realise
that your children are naturally
drawn towards playground
baddies.

said, adding that the hostages

This chicken dinner party dish is great to make in
advance of people coming over.
IngredIents:
For the chicken
2 tbsp olive oil
4 whole chicken legs (drumstick and thigh separated)
225g/8oz chorizo, diced
6 shallots, peeled, finely chopped
2 tbsp plain flour
600ml/1 pint dry cider
150ml/¼ pint chicken stock
1 heaped tbsp Dijon mustard
salt and freshly ground black pepper
3 tbsp double cream
For the celeriac mash
1 celeriac, peeled, chopped
squeeze fresh lemon juice
25g/1oz butter
1-2 tbsp single cream
salt and freshly ground white pepper
steamed green beans, to serve
PrePArAtIOn
For the chicken, preheat the oven to 190C/375F/Gas 5.
Heat the oil in a large ovenproof frying pan and add all
the chicken pieces to the pan. Cook for 10-12 minutes
turning frequently until evenly browned. Remove
with a slotted spoon and set aside.
Add the chorizo and shallots to the pan and fry, stirring
frequently for five minutes, or until softened and the
fat is beginning to run from the chorizo. Sprinkle in
the flour and stir to coat.
Gradually pour in the cider and stock, stirring
continuously until boiling and thickened slightly. Stir
in the mustard, season well with salt and pepper and
return the chicken to the frying pan.
Cover the frying pan with aluminium foil and cook
in the oven for 35-40 minutes, or until the chicken’s
juices run clear when pierced with a skewer.
For the celeriac mash, place the celeriac in a saucepan
and cover with water and a squeeze of lemon juice.
Bring to the boil, then reduce the heat, cover and
simmer for about 15 minutes, or until tender.
Drain the celeriac well and tip it back into the pan.
Mash over a low heat with the butter and single
cream. Season with salt and white pepper.
To serve, stir the double cream into the chicken liquor
and serve the chicken and sauce with the celeriac
mash and steamed green beans.

and one key area he will need to focus
on will be his inability to convert pole
positions into victories.

to hold off determined Canadian
Vasek Pospisil 6-3, 7-5 on Thursday
and reach the semi-finals of the ATP
Rotterdam World Tennis event.
The Scottish top seed and 2009
champion will meet in today’s final
four eighth seed Gilles Simon after the
Frenchman needed just 67 minutes for a
6-4, 6-3 defeat of Jeremy Chardy.
Murray stands an overwhelming 12-1
in the series with number 19 Simon.
Murray battled for one and threequarter hours against the 59th-ranked
Pospisil to defeat the Canadian for a
second time.
The second set was filled with
momentum shifts, with ATP number
four Murray saving a set point which
would have taken the contest into a
third.
Murray finally prevailed with a break
of his opponent for 6-5 in the final set,
earning the win in the next game when
Pospisil’s return was ruled wide.
“It was a tough match physically and
mentally,” said Murray, who lost the
Australian Open final to Novak Djokovic
less than a fortnight ago.
“Vasek is a good athlete and gets to a
lot of balls. Thanks to this slow court, I
was able to move him around at the end
and control the points.
“We had some long games and tough
points, it was difficult.”
Murray is wary of playing Simon,
whom he last beat in Acapulco in 2014.
