Constitutional Changes Committee
On Friday of last week, the Army began the
consultation process with the selected
committee from the National Assembly who
were looking for input into the proposed
changes to the Constitution of Nicaragua.
The Army team was led by Brigadier
General Leonel Gutiérrez López, the
Intelligence Chief of the combined Army,
Navy and Air Force of Nicaragua, known as
El Ejército (The Army). The Chief gave the
thumbs up to the legislators and commented
that “The Army of Nicaragua fully and
completely supports this initiative for
constitutional reform”. After the Army it
was the Police who would only say that they
were present at the invitation of the select
committee and would not give particular
comments. They simply stated that they had
expressed full support for the proposals. The
proposed changes affect about 20% of the
articles in the constitution and include the
Supreme Court decision which overturned
the two, non-consecutive term limits for the
position of President of Nicaragua. Another
proposal (already happening) is to allow
members of the military to hold government
and civilian positions (such as the current
head of the new Financial Analysis Unit or
UAF) who is Major General Denis
Membreño Rivas from the Ejército (Army).
Border Rehab for Costa Rica - A twenty
year overdue project to upgrade border posts
between Costa Rica and Nicaragua will cost

the Ticos US $100 million. A bill to
approvethe loan for this amount is in front
of the Members of the Legislative Assembly
and if approved, the Ministry of Foreign
Trade (Comex) will allocate monies to
construction, new equipment and
improvements to Peñas Blancas, Paso
Canoas, Sixaola and Las Tablillas. The
modernization project and the new
technology will be used to reduce waiting
times for the passage of goods and persons.
About 80 percent of the loan money will be
used for new structures and the remainder
for control systems.
Tourism Police Training
In order to provide a better service to
national and foreign tourists who visit
different destinations in Nicaragua, the
Tourist Police Unit of the National Police
(PN), together with the Nicaraguan Tourism
Institute (INTUR) implemented a course
called “Regional Manual of of Good
Practices in Tourist Safety & Security”,
which involved the training of 22 officers.
Officers learned about the experiences of
tourism and policing in countries from the
Central American region and how that
experience can be used in Nicaragua to
further strengthen the services offered
Nicaragua. Higher Commissioner Isabel
Largaespada the head of the Tourist Police
Unit of the PN said that this type of course
strengthens the officers capacity to respond
and attend to a foreign national who needs
information or police assistance as a victim
of a criminal act. Largaespada made it clear
that "There is no tourism without security",

a comment supported by Aurora del Socorro
Acuña, the INTUR Director of Care and
Protection of Tourists, who made reference
to the daily work of the Tourist Police in the
various departments including here in Rivas
where this division of the PM operate.
Empty Cells
Rafael Solís, Magistrado (Judge) of the
Supreme Court of Justice wants to send
almost 400 foreign jail inmates home under
treaties that various countries have for this
purpose. The idea is to free up space in our
prisons by sending prisoners home to finish
their sentence in their own country. Solís
said that 30 foreigners have already been
sent home under the initiative. Each case is
being examined to ensure that there are no
outstanding allegations or charges against
the inmate.

Comisión de cambios constitucionales
El viernes de la semana pasada, el ejército
inició el proceso de consulta con el Comité
de selección de la Asamblea Nacional que
buscaban para la entrada en los cambios
propuestos a la Constitución de Nicaragua.
El equipo del ejército fue conducido por el
General de brigada Leonel Gutiérrez López,
el jefe de inteligencia del combinado
ejército, armada y fuerza aérea de
Nicaragua, conocida como El Ejército (el
ejército). El jefe dio el visto bueno a los
legisladores y comentó que "el ejército de
Nicaragua apoya completamente esta
iniciativa de reforma constitucional".
Después del ejército fue la policía quien se
limitó a decir que estaban presentes en la
invitación del Comité de selección y no
darían comentarios particulares.
Simplemente declararon que habían
expresaron su pleno apoyo a las propuestas.
Las modificaciones propuestas afectan
alrededor del 20% de los artículos de la
Constitución e incluyen la decisión del
Tribunal Supremo que anuló los dos límites
de los mandatos no consecutivos, para el
cargo de Presidente de Nicaragua. Otra
propuesta (ya está ocurriendo) es permitir
que los miembros de las fuerzas armadas
puedan desempeñar cargos
públicos y
civiles (por ejemplo, el actual jefe de la
nueva unidad de análisis financiero o UAF)
que es mayor General Denis Membreño

Rehabilitación de la frontera de Costa
Rica - Un proyecto retrasado hace veinte
años para actualizar los puestos fronterizos
entre Costa Rica y Nicaragua costará a los
Ticos US $100 millones. Un proyecto de ley
para aprobar el préstamo para esta cantidad
esta frente a los miembros de la Asamblea
legislativa y si es aprobado, el Ministerio de
Comercio Exterior (Comex) destinará
fondos para la construcción, de nuevos
equipos y mejoras en Peñas Blancas, Paso
Canoas, Sixaola y Las Tablillas. El proyecto
de modernización y la nueva tecnología que
se utilizará, reducirá tiempos de espera para
el paso de mercancías y personas.
Aproximadamente el 80% del dinero del
préstamo se utilizará para las nuevas
estructuras y el resto en sistemas de control.
Capacitación en Turismo a la policía
Con el fin de proporcionar un mejor servicio
a los turistas nacionales y extranjeros que
visitan diferentes destinos en Nicaragua, la
unidad de policía turística de la policía
nacional (PN), junto con el Instituto
Nicaragüense de Turismo (INTUR)
implementó un curso llamado "Manual
Regional de Buenas Prácticas en Seguridad
Turística)”, que implicó la formación de 22
oficiales. Los oficiales han aprendido acerca
de las experiencias de turismo y policial en
los países de la región Centroamericana y
que la experiencia puede usarse en
Nicaragua para reforzar los servicios que
ofrece Nicaragua. La Comisionada Mayor
Isabel Largaespada, Jefa de la Dirección de
Seguridad Turística de la PN dijo que este
tipo de cursos fortalece la capacidad de los

oficiales para responder y atender a un
ciudadano extranjero que necesita asistencia
de información o de la policía como una
víctima de un acto criminal. Largaespada
dejó en claro que "No hay ningún Turismo
sin seguridad", un comentario apoyado por
Aurora del Socorro Acuña, Directora de
INTUR de cuidado y protección de los
turistas, que hizo referencia al trabajo diario
de la policía turística en los distintos
departamentos incluyendo aquí en Rivas
donde opera esta división de la PN.

Rafael Solís, Magistrado del Tribunal
Supremo de Justicia quiere enviar a casi 400
reos de las cárceles extranjeras a casa, bajo
los tratados que varios países tienen para
este propósito. La idea es liberar espacios en
nuestras prisiones enviando presos a casa a
terminar su condena en su propio país. Solís
dijo que 30 extranjeros ya han sido enviados
a cas bajo esta iniciativa. Cada caso está
siendo examinado para asegurar que no hay
cargos contra el reo ni alegatos pendientes.

First Community Assembly
on Citizen Security - SJdS

On Saturday, November 9th, the community
gathered at the Civic Center for the first
Community Assembly under the theme;
“Together the Community Strengthens
Security”, coordinated by the National
Police of Nicaragua (PN).
The main purpose of this assembly was the
presentation of the annual report of the
Security Plan for the Department of Rivas 2013 by the Higher Commissioner Sergio
Gutiérrez, Chief of Police for the
Department of Rivas. The community also
participated in group studies with 12
individual groups formed from young
students, teachers, local community leaders
and members from various communities of
San Juan de Sur who drew up a list of
activities that threaten citizen security in the
municipality. These will be included in the
planning of the 2014 National Police
Security Plan for Rivas.
The participating groups presented their
notes and detailed the most common
criminal concerns for them in the
municipality. Typically the perception was a
need a for a greater police presence for the
prevention of crime in public areas where
many people gather such as; beaches,
schools, the central zone, neighborhoods
and communities in the municipality.

El sábado 9 de noviembre se realizo la
primera asamblea comunitaria “Unidos a la
Comunidad Fortalecemos la Seguridad, en
el centro cívico de San Juan del Sur,
coordinada por la Policía Nacional.
Sergio Gutiérrez expressed his appreciation
to the participants for contributing and
participating actively in decision making on
important issues such as public safety,
“Which is everyone's responsibility” he
said.
El objetivo de esta asamblea fue la
exposición del informe anual del plan de
seguridad del departamento de Rivas 2013,
por el comisionado mayor Sergio Gutiérrez,
jefe departamental de la policía nacional,
también se realizo una mesa de trabajo con
la participación de doce grupos formados
por jóvenes estudiantes, maestros y lideres
habitantes de las comunidades, de San Juan
del Sur quienes elaboraron una lista de
actividades que atentan contra la seguridad
ciudadana en el municipio, estos serán
incluidos en el Plan de Seguridad de la
Policía Nacional para el próximo año.

Secretary for the FSLN Party gave the
closing remarks and said; "Young students
and community leaders attending today are
making use of citizen participation in direct
democracy, our government promotes this
type of participation through all of the
national programs”.
Los grupos participantes realizaron un
plenario expositivo sobre casos delictivos
más comunes en el municipio, plantearon la
necesidad de mayor presencia policial, para
la prevención del delito en aéreas públicas
de visitas masivas como; playas, escuelas,
zona central, barrios y comunidades del
municipio.

Commissioner Vilma Reyes, the Head of
Public Security for the National Police.
Reyes introduced a delegation of Police
Officers from Ecuador who are participating
in an exchange of experiences with the
National Police of Nicaragua.
La asamblea conto con la presencia de la
comisionada mayor Vilma Reyes, (Jefa de
Seguridad Pública de la Policía Nacional), y
la visita de una delegación del cuerpo
policial de Ecuador, quienes estaban
participando en un intercambio de
experiencias con la Policía Nacional de
Nicaragua.
El comisionado mayor Gutiérrez, expreso su
agradecimiento a los participantes, quienes
están aportando y participando de forma
activa en la toma de decisiones en temas tan
importantes como es la seguridad
ciudadana, que es responsabilidad de todos.
El Lic. Wilfredo Pizarro político municipal
del FSLN, dio las palabras de clausura, dijo;
“Los jóvenes estudiantes, dirigentes
comunales que hoy participaron están
haciendo uso de la participación ciudadana,
haciendo democracia directa, nuestro
gobierno promueve la participación atraves
de todos los programas que ejecuta a nivel
nacional”.

If at any given time you find yourself
visiting Nicaragua, between the months of
November through February, and have the
sensation that your senses are betraying
you, due to the fact that you are beholding a
snow covered tree in the midst of a dry
tropical forest, rest assured that it is the
truth. If you also feel in the surroundings a
perfumed air like the one of the Tiles in
Europe, that also is the truth. Your senses
are not deceiving you. The snowy spectacle,
in places where the temperature exceeds 30
degrees centigrade is due to the National
Tree of Nicaragua: the Madroño
(Calycophyllum candidissimun).
Also known as Sálamo, the Madroño shares
the same habitat of the National Flower of
Nicaragua: the Sacuanjoche (Plumeria
rubra). From within the golden background
of a delicate and candid white of the
Sacuanjoche flower, emanates a light and
sweet perfume, delight of the visitors of the
dry tropical forest. This occurs primarily
during the months of May through July,
though you can also find sporadic
flowerings throughout the year. According
to specialists, Sacuanjoche originates from
the Nahuatl “Zacuani”, -precious yellow
feather-, and “Xochitl”, flower.

Belonging to two different botanical
families (the Madroño, in the Rubiaceae and
the Sacuanjoche, in the Apocynaceae), they
constitute two flower species that defy
extreme environments even within the same
dry tropical forest. As a matter of fact, their
habitat extends throughout the semi-humid
forests of the interior of the country, and up
to the very dry coastline of the Pacific
Ocean.
It is not to our surprise to discover these two
magnificent species of trees growing, almost
magically, over amidst uncouth cliffs and
slopes, where the humidity of the soil is
almost zero and organic matter is
nonexistent. Excellent competitors and
pioneering plants, they not only establish
themselves in these extreme environments,
but they have no problem claiming vast
spaces with their closed stands; leafless
during the dry season and dressed with a
luxuriant emerald during the rainy season.
The Madroño and the Sacuanjoche also
grow intermingled in the coastal zone,
dominating the plant covering of an
extended strip of the littoral. Nonetheless,
the Sacuanjoche, for being more extreme in
its resistance to dryness and to soils deprived
of organic matter, tends to grow directly
above rocks, as it occurs for example, in the
skirts of lava of the volcano Masaya. The
Madroño, on the other hand, competes with
denser forests, since it is a tree adapted to
conditions of sun and shade.

Madroño en plena floración
Si en un momento dado se encuentra visitando Nicaragua, entre
los meses de noviembre a febrero y tiene la sensación de que sus
sentidos le están traicionando, debido al hecho de que usted está
contemplando un árbol cubierto de nieve en medio de un bosque
tropical seco, seguro que es verdad. Si se siente también en los
alrededores de un aire perfumado como uno de los azulejos en
Europa, también es la verdad. Tus sentidos no te engañan. El
espectáculo Nevado, en lugares donde la temperatura supera los
30 grados centígrados es debido al árbol nacional de Nicaragua:
el Madroño (Calycophyllum candidissimun).
También conocido como Sálamo, el Madroño comparte el
mismo hábitat de la flor nacional de Nicaragua: el Sacuanjoche
(Plumeria rubra). De dentro del fondo dorado de un delicado y
cándido blanco de la flor de Sacuanjoche, emana un perfume
ligero y dulce, delicia de los visitantes del bosque tropical seco.
Esto ocurre principalmente durante los meses de mayo a julio,
aunque también encontrará florecimientos esporádicos durante
todo el año. Según los especialistas, el Sacuanjoche proviene
del náhuatl "Zacuani" - pluma preciosa amarilla- y "Xochitl",
flor.
Sacuanjoches al amanecer en Villas Playa Madera
Pertenecientes a dos familias botánicas diferentes (el Madroño,
en la Rubiaceae y el Sacuanjoche, en la Apocynaceae),
constituyen dos especies de flores que desafían los ambientes
extremos incluso dentro del mismo bosque tropical seco. Como
cuestión de hecho, su hábitat se extiende a lo largo de los
bosques del interior del país y hasta la costa del océano Pacífico
muy seco y semihúmedos.
No es para nuestra sorpresa descubrir estas dos magníficas
especies de árboles que crecen, casi mágicamente en medio de
toscos acantilados y laderas, donde la humedad del suelo es casi
nulo y la materia orgánica es inexistente. Plantas pioneras y
excelentes competidores, no sólo se establecen en estos
ambientes extremos, pero no tienen problema alegando vastos
espacios con sus stands cerrados; sin hojas durante la estación
seca y vestida con una esmeralda exuberante durante la
temporada de lluvias.

El Madroño y el Sacuanjoche también crecen entremezclados en la
zona costera, dominando la cubierta vegetal de una prolongado tira
del litoral. No obstante, el Sacuanjoche, por ser más extremo en su
resistencia a la sequedad y a suelos desprovistos de materia orgánica,
tiende a crecer directamente sobre las rocas, como ocurre por
ejemplo, en las faldas de lava del Volcán Masaya. Por otro lado, el
Madroño, compite con densos bosques, puesto que es un árbol
adaptado a las condiciones de sol y sombra.

On November 7th, forty nine (49)
women from SJdS received credits from
the government program “Zero Usury”
offered by Banco Produzcamos (literal
translation: The Bank of “Lets
Produce”) benefiting thousands of
women in the country. Each of the
women received 10 thousand Córdobas
said the Program Manager Wilfredo
Pérez Rodríguez.
Unas 49 mujeres de San Juan del Sur
recibieron el 07 de noviembre créditos de
parte del programa gubernamental Usura
Cero, que ofrece el banco Produzcamos,
beneficiando a miles de mujeres en el país.
El monto para cada beneficiaria fue de 10
mil córdobas, así lo confirmó el técnico del
Programa Wilfredo Pérez Rodríguez.

entrega de los préstamos, charlas
educativas sobre el manejo de recursos
económicos, capacitación sobre
contabilidad de negocios y charlas de salud
con el objetivo de mejorar las condiciones
de vida de las mujeres beneficiarias.

Dengue Alert Continues

The alert against the Dengue virus declared
by the Government of Reconciliation and
National Unity continues and here in the
Municipality of San Juan del Sur, it has been
taken seriously with the massive
participation of health workers and support
from state institutions, said Rigoberto
Alvarado, Director of the local Centro de
Salud Gaspar Garcia Laviana. Alvarado said
that permanent brigades of abatement and
destruction of the breeding grounds of the
mosquitoes are continuing on a daily basis in
the neighborhoods and communities of the
municipality since the 24th of October when
the national alert against Dengue was
declared. They have been giving
educational talks on prevention. People with
fever have been identified, referred to the
health center and given consultations. Cases
of suspected Dengue fever and leptospirosis
were attended to for 24 hours by health
specialists before being handed back to
normal consultation by two doctors and two
nurses in rotating shifts.
Alvarado added; "At this time we the high
rates of patients being admitted to the health
center have exceeded its capacity. However;
they have developed a temporary room in
order to accept all patients who need a
consultation and have managed to so
because of the work of the team of
emergency specialists as well as doctors,
nurses, administrative staff and support staff
who have been so committed to care for all
the patients”. Lic. Alvarado considered "The
timely and specialized attention that has
been paid to the problem has proven to be a
huge success in counteracting the effects of
the disease in the Municipality of San Juan
del Sur”.

La Alerta contra la enfermedad del Dengue, declarada por el
gobierno de reconciliación y unidad nacional continúa y en el
municipio de San Juan del Sur se ha enfrentado con la
participación masiva de trabajadores de la salud y el apoyo de
instituciones del estado, informo a Del Sur News el Lic. Rigoberto
Alvarado, director del Centro de Salud, Gaspar Garcia Laviana
local.
El Lic. Alvarado expreso ; Se instalaron brigadas permanentes de
abatizacion y destrucción de criaderos de zancudos que visitan
diario los barrios y comunidades del municipio desde el día 24 de
octubre que se declaro la alerta nacional contra el Dengue. Se está
brindando charlas educativas de prevención, se ha identificado
personas con fiebre y han sido remitidas al centro de salud, se
ha prestado atención de consultas y emergencias de casos
febriles sospechosos de Denguey Leptopirosis las 24 horas por
especialistas de la salud, además se ha atendido las consultas
normales por dos médicos y dos enfermeras en turnos rotativos.
Alvarado agrego; “En este periodo se ha alcanzado alto índices de
pacientes ingresados, sobrepasado la capacidad del centro de
salud, se acondicionó una sala provisional para ingresar a todos los
pacientes que lo han necesitado ser ingresados, sea logrado
manejar la emergencia gracias a los especialistas; médicos,
enfermeras, personal administrativo y personal de apoyo que ha
trabajado de forma comprometida con la atención a todos los

The new Club Rotario (Rotary Club) of
San Juan del Sur received its official
Rotary International Club Charter,
denoting SJDS's inclusion into the
Rotary International family, during a
ceremony on November the 9th in the
new meeting room at El Globo
Restaurant in San Juan del Sur.
El nuevo Club Rotario (Rotary Club) de
San Juan del Sur recibió su carta oficial
como Rotary Club Internacional, que
denota la inclusión en la familia de
Rotary International, durante una
ceremonia el 9 de noviembre en la
nueva sala de reunión en el Restaurante
el Globo en San Juan del Sur.
Past Rotary District Governor; Rodrigo
Teran and his wife Sheila traveled from
Panama to present the charter. While he
was District Governor last year, Teran
had accepted the club's application for
the charter at a May event in SJDS. The
Present District Governor; José Rafael
Bolaños traveled from Costa Rica to
officiate the inaugural ceremonies. Luis
Contreras is Charter President of the
club; Patricia Grania is Vice President;
Heidy Herrera is the Charter Secretary;
Jane Mirandette is the treasurer; and
E d w i n Va s q u e z i s m a s t e r o f
ceremonies.
Ex gobernador del Distrito Rotario;
Rodrigo Terán y su esposa Sheila
viajaron desde Panamá para presentar
la carta. Mientras era gobernador el año
pasado, Terán había aceptado la
solicitud del club de la carta en un
evento en mayo de Rotario. El actual
gobernador; José Rafael Bolaños viajó
desde Costa Rica a oficiar la ceremonia
inaugural. Luis Contreras es Presidente
de la carta del club; Patricia Granja es
Vicepresidente; Heidy Herrera es
Secretaria de la carta; Jane Mirandette
es la Tesorera; y Edwin Vásquez es el
maestro de ceremonias.
Dinner and music and folkloric dance by
Asi Es Mi Tierra followed the ceremony.
Others attending the celebration at
Restaurante El Globo included
members of other Rotary Clubs in
Nicaragua, including the Granada
Rotary Club, the patron club for the
Rotary Club of SJDS, Tipitapa Rotary
Club, Estelí and Club Ciudad Sandino
Rotary. Meetings of the new club are
held at El Globo every Tuesday night at
7 p.m.

Sandino. Se realizan reuniones del
nuevo club en El Globo cada noche de

Rugby Nica
The San Juan del Sur Rugby 7's team
continues to have success on the Circuit.
After three rounds they have won 10
matches and lost two. Most recently the
squad played Saturday in Granada at the
Jockey Club, winning three and losing once.
The team is now happy to have two
Sanjuaneños contributing to the success.
Ramon Arana and Christopher have been
representing the Zona Central proudly,
making tackles and scoring points for the
first time in the last tournament!
San Juan will host the 4 other teams in a
tournament here on Saturday November
23rd. Three teams from Managua and one
from Granada will compete in the 4th (of 5)
rounds. Come on out and support the

Después de tres rondas han ganado 10
partidos y han perdido dos. La escuadra
jugó el sábado en Granada en el Jockey

El equipo ahora está feliz de tener a dos
Sanjuaneños contribuyendo al éxito.
