Comesa Lends Support for Establishment of EU-Funded Maritime Security
Centre in Seychelles
Victoria Seychelles is on track to establish a European Union-funded Operation
Coordination Centre to promote maritime security, after the Indian Ocean
archipelago of 115 islands received regional backing for the proposal from the
Common Market for Eastern and Southern Africa (COMESA). According to a
press statement issued on Sunday by the Seychelles Ministry of Foreign Affairs
(MFA), COMESA has "expressed its support for a bilateral agreement between
Seychelles and Madagascar on the establishment of two maritime centres" during
the 14th Meeting of the COMESA Ministers of Foreign Affairs held in Addis
Ababa, Ethiopia on Saturday, March 28.

Kenya charges 3 female university students over "terror links"
Three female university students were charged on Monday in Kenya for planning
to join the Al-Shabaab militant group, after they were arrested in a border town en
route to Somalia. The three, one Tanzanian and two Kenyans, below 21 years old,
appeared in the court in the port city of Mombasa, but were not allowed to make a
plea. Senior Resident Magistrate for Mombasa, Irene Ruguru, announced the court
grants police another 20 days to complete the investigation due to "the sensitivity of
the case." According to court reports, the Tanzanian Ummu-l-Khayr Sadir....

Kenya announces plans to reopen Nairobi mall after attack
Kenya's Westgate mall, the scene of a four-day siege in late 2013 that left dozens
dead, will reopen to the public in July for the first time since the attack, officials
said on Monday. The announcement came after officials toured the Westgate site,
once a symbol of Kenya's growing wealth and cosmopolitan flair, and later of the
security threat posed by the Somali Islamist group al Shabaab. "Terrorism could
have maimed and killed our loved ones but they did not succeed in killing our spirit
and resolve to rebuild," Nairobi Governor Evans Kidero said in a statement.

Senior Al-Shabaab intelligence commander surrenders in Somalia
Senior Al-Shabaab intelligence commander Mohamed Ali Hassan on Monday
surrendered to government forces in Bakol region, southwest of Somalia, military
authorities said on Monday. A military commander with the Somali National Army
Abdirahman Tima Ade said Hassan first made contact with government authorities
in Hudur town of Bakol region before ultimately giving himself in. Hassan who is
said to have been in charge of the Bakol and Lower Shebelle regions took
advantage of the government amnesty offer for Al-Shabaab militants to surrender
which began late last year.

Sudan jet flying over Somali airbase to hit Houthis
Federal government of Somalia has permitted Sudanese military jets to use Berbera
airbase to attack Houthi Shia rebels in Yemen. Sudan is part of Saudi led coalition
which is targeting Houthi rebels’ positions in Yemen to protect the legitimate
government of President Abdi Rabou Mansour Hadi. In an earlier Press statement
Federal government of Somalia has supported Saudi led the operation while
offering its airspace and water to be used against Houthi fighters. Week long
bombing campaign against Houthis in Yemen has destroyed group arm stores,antiaircraft batteries and killed several of fighters.

Ugandan public prosecutor in al Shabaab trial shot dead
A senior Ugandan prosecutor was shot dead late on Monday evening, in what
police said could be a targeted assassination linked to her prosecution of suspects in
bombings in the capital Kampala claimed by the Somali Islamist rebel group al
Shabaab. Joan Kagezi has been a chief prosecutor in the trial of around a dozen
people accused of organising two attacks that killed at least 79 people in crowds
watching screenings of the soccer World Cup final in July 2010. Al Shabaab
claimed the bombings as retaliation for Uganda’s despatch of troops to bolster the
Somali government.

La procureure chargée du procès des attentats de Kampala abattue
Des hommes armés ont abattu lundi la procureure ougandaise chargée du procès
des 13 hommes accusés d'avoir participé aux attentats de 2010 à Kampala qui
avaient fait 76 morts, a annoncé la police. Joan Kagezi, qui dirigeait la section antiterrorisme et crimes de guerre auprès du ministère public, a été assassinée par des
hommes à moto lundi en début de soirée alors qu'elle rentrait chez elle dans la
banlieue de la capitale ougandaise, a déclaré le porte-parole de la police de
Kampala, Patrick Onyango. "Ils l'ont suivie à moto (...) ils l'ont abattue", a dit le
porte-parole.

Terrorism Trial - Witness Reveals Al-Shabaab Rules
On Thursday, the fourth day of the trial of the July 2010 bombing suspects, defense
lawyers began cross-examining the first state witness, Mohamoud Mugisha, a
Rwandan national. Justice Alphonse Owiny-Dollo entered High court at 11am.
Unlike the 13 who pleaded innocent, Mugisha confessed and served a lenient fiveyear sentence in return for his cooperation with the state. (On trial are: Edris

Des bandes armées centrafricaines multiplient des attaques à lEst du
Cameroun
Plusieurs bandes armées en provenance de la Centrafrique multiplient depuis
quelque temps, des incursions en territoire camerounais dans sa partie orientale,
procédant à des enlèvements, se livrant à des agressions et perpétrant des actes de
vol. Selon des sources sécuritaires, après l’enlèvement d’une quinzaine de
personnes la semaine dernière par des bandes armées dans la ville de GarouaBoulai, non seulement Bertoua la capitale régionale de l’Est, les forces de défense
et de sécurité nationales ont déjoué d’autres attaques pendant le week-end.

Garoua-Boulaï: des preneurs d'otages venus de RCA tués par la population
Des hommes armés venus de la Centrafrique ont été tués par les habitants de la
ville camerounaise de Garoua-Boulaï à l’Est du Cameroun, alors qu’ils tentaient de
s’enfuir avec des otages. «Plus d’une dizaine d’hommes armés ont enlevé huit
personnes près de Garoua-Boulaï. Alertées, les populations munies de machettes
sont sorties comme un seul homme et ont empêché les ravisseurs de s’enfuir» ,
explique le gouverneur de la région de l’Est, Samuel Dieudonné Ivaha Diboua.

Cameroun - Boko Haram: Le cercueil dAbubakar Shekau exposé à Edéa au
cours dune marche de soutien aux soldats et aux victimes de guerre
Venus de tous les quartiers, des milliers de jeunes manifestants ont entamé dans les
artères de la ville, une marche de soutien aux forces de défense camerounaises
engagées dans la guerre contre les terroristes de Boko Haram dans le septentrion.

Lutte contre Boko Haram : Le Tchad renforce les troupes camerounaises
Le gouvernement tchadien, a déployé un millier de soldats supplémentaire dans la
ville de Mora, dans l’extrême-Nord du Cameroun, près des bastions nigérians de
Boko Haram, vendredi 27 mars dernier. Ce déploiement de militaires tchadiens, va
permettre de renforcer les offensives contre la milice Boko Haram , a indiqué Idriss
Deby, président tchadien. Depuis deux mois, le Tchad, le Cameroun, le Niger, ont
déployé leur force armée pour aider le Nigéria, à faire face à cette insurrection
qu’est Boko Haram. Mais, depuis que les offensives sont menées, les partenaires du
Nigéria dans cette guerre estiment qu’Abuja ne coopère pas assez.

Terrorisme : le sommet contre Boko Haram se tiendra à Malabo le 8 avril
Près d’un mois et demi après avoir été évoqué une première fois, le sommet
extraordinaire sur la stratégie de lutte contre Boko Haram réunissant les chefs
d’État de la CEEAC et la Cedeao aura finalement lieu le 8 avril, à Malabo, en
Guinée équatoriale. Un sommet extraordinaire sur la stratégie de lutte contre Boko
Haram réunira les chefs d’État d’Afrique de l’Ouest et d’Afrique centrale le 8 avril,
à Malabo, en Guinée équatoriale, au Centre international de conférence de Sipopo,
a confirmé à Jeune Afrique une source interne de la CEEAC. Les chefs d’État sont
attendus dès le 7 avril sur l’île-capitale.

Frontière Tchad-Libye : Violent affrontement à Gotrone, plusieurs morts et
blessés
Des groupes ethniques tchadiens armés se sont violemment affrontés, dans l'aprèsmidi d'hier, dimanche, à la frontière Tchado-libyenne, plus précisément à Gotrone,
en Libye, non loin de la frontière Tchadienne. D'après des sources concordantes
recueillies sur place par Alwihda Info, un groupe de Wagna (une ethnie gourane
originaire de Onianga Kebir) aurait tendu une embuscade et en même temps ouvert
le feu sur un véhicule d'éléments armés Toubous. Ces présumés assaillants auraient
emporté une quantité importante de drogues que dissimulait leur cible. Ce groupe
de Toubou a perdu deux personnes dans ses rangs et quelques blessés.

Nord du Mali: un mort dans l'attaque d'un convoi humanitaire, revendiquée
par des jihadistes
Un employé du Comité international de la Croix-Rouge (CICR) a été tué dans
l'attaque d'un convoi humanitaire près de Gao, dans le nord du Mali, qui a été
revendiquée auprès de l'AFP par un porte-parole du groupe jihadiste Mujao. Dans
un communiqué publié lundi après-midi, le CICR a annoncé qu'un de ses
collaborateurs au Mali avait été tué dans l'attaque d'un camion d'aide de l'ONG près
de Gao, la plus grande ville du nord de ce pays, et qu'un membre de la Croix-Rouge

Red Cross aid worker killed in Mali
A Red Cross employee has been killed and another injured in a gun attack by
suspected Islamist militants in Mali, the aid organisation says. Armed men opened
fired on an aid vehicle as it travelled from Gao to Niamey in neighbouring Niger to
pick up medical supplies. The International Committee of the Red Cross (ICRC)
said in a statement that it was "profoundly dismayed" by the killing. Islamist
militant group Mujao told AFP that it had carried out the attack. The nationality of
the ICRC worker who was killed has not yet been released. "He was driving to

Le Mujao revendique l'attaque d'un camion du CICR
Au nord du Mali, pas de répit dans les attaques terroristes. La semaine dernière, une
maison explosait dans le centre-ville de Gao et hier, lundi, c’est un camion du
Comité international de la Croix-Rouge (CICR) qui a été attaqué en périphérie de
Gao. Bilan : un mort et un blessé. Le camion du CICR venait de quitter Gao pour
aller chercher du matériel médical au Niger voisin et approvisionner l’hôpital de la
ville. Selon un responsable de l'organisation internationale, le camion a été attaqué
par plusieurs hommes armés à une quarantaine de kilomètres de la ville sur la route
d’Ansongo. Le chauffeur est tué dans l’embuscade.

MUJAO Jihadists Claim Deadly Red Cross Attack in Mali
An international Red Cross worker was killed and a local colleague wounded when
the aid truck they were driving came under fire in northern Mali on Monday, in an
attack claimed by the MUJAO jihadist group. The International Committee of the
Red Cross said it was "profoundly dismayed by the death of one of its staff in
Mali", after his aid truck was attacked near the northern city of Gao Monday
morning. The nationality of the victim was not immediately released. A member of
the national Mali Red Cross had been wounded in the attack, but was in stable
condition, it said.

Niger, Chad forces attack Boko Haram positions on Lake Chad -sources
Niger and Chad attacked Boko Haram militants on Monday on islands on Lake
Chad which the Islamists have used as a safe haven, military sources in Niger said.
A push by Nigeria's armed forces and troops from neighbouring Chad and Niger
has driven Boko Haram from most of the positions it controlled earlier this year,
reversing militant gains that forced Nigeria to delay a February election. "The
islands are not easy to access but we have located the enemy positions. The air
forces are bombing them right now," a Niger soldier based in regional capital Diffa
told Reuters.

Troops "Free" Women Held By Boko Haram in Gwoza
A number of women, the elderly and children who were locked up by fleeing
terrorists in Gwoza have been freed by troops as cordon and search along with
mopping up operations continue in the town, the Nigerian military has said. A
statement by the spokesperson, Chris Olukolade, said the freed hostages, some of
whom are weak, are being given medical attention while others are also receiving
necessary care pending the arrival and activities of aid agencies. Some of them are
also providing useful information for the intelligence in aid of troops operations in
the area, the statement said.

Boko Haram unable to disrupt election process in Nigeria: UN officials
Senior UN officials for West Africa said here Monday that Boko Haram was
unable to disrupt the electoral process in Nigeria and following the regional forces'
involvement in eastern Nigeria, the areas controlled by the terrorist group have
been reduced. The statement came as the head of the UN West Africa Office (
UNOWA), Mohammed Ibn Chambas, and the deputy UN emergency relief
coordinator, Kyung-wha Kang, briefed the UN Security Council on Boko Haram.
The 15-nation UN body met here Monday to discuss threats to international peace
and security caused by terrorism.

Draft Resolution on Boko Haram Submitted to UN Security Council
A draft resolution on the Boko Haram militant group, operating in Nigeria and
neighbouring African countries, has been submitted to the United Nations Security
Council (UNSC), France's envoy to the UNSC Francois Delattre said Monday.
"The military fight against Boko Haram must continue. In that regard a draft
resolution has been introduced by the African members of the Council and intense
discussions are ongoing in the view of an adoption as soon as possible," Delattre

UN: 7,300 Civilians Killed in Boko Haram Insurgency
A senior U.N. humanitarian official says more than 7,300 civilians have been killed
by Boko Haram militants since the beginning of 2014 in three Nigerian states under
siege by the group. Deputy Humanitarian Chief Kyung-Wha Kang told the U.N.
Security Council 1,000 people have been killed this year. Kang told the council that
more than 300 schools have also been severely damaged or destroyed by the
Islamist extremist group whose name translates as “Western education is a sin."

Eight suspected Boko Haram gunmen killed in NE Nigeria: residents
Eight suspected Boko Haram fighters were killed on Monday during fighting in
Gombe and Bauchi states, northeast Nigeria, police, residents and local hunters
said. Gunmen believed to be Islamist militants have been roaming Bauchi and
neighbouring Gombe since the weekend, when there was a series of attacks on

Why We Nearly Lost to Insurgency
It was from Sambisa that the kidnap of over 200 Chibok girls was carried out, plus
several other spiteful attacks on the soul of the Nigerian state. When nothing
happened by way of a resolute response from the Nigerian military, the insurgents
knew that something was amiss. Obviously emboldened, they left Sambisa and
began to openly parade the streets of North-East Nigeria. They struck their targets
at will and overran entire communities without resistance. So easily, in fact, that
they soon began declaring captured areas as part of a new "Islamic Caliphate.

Where are Nigeria's missing girls? On the hunt for Boko Haram
More than six weeks after the kidnapping, the Nigerian government and its forces
have done little to ease the agony of the girls' parents and those who have rallied
behind the cause. Last week, officials banned all protests in support of the "Bring
Back Our Girls" campaign , calling them "lawless," before reversing tack in the
face of a public outcry. Traveling outside of Maiduguri is a risk, and our time on
the ground is limited by security concerns. Just twenty minutes outside the city
limits we find entire villages empty after recent attacks. Maiduguri may be Boko
Haram's birthplace, but its terror is spreading.

6 Suspected Militants Killed in North Sinai - Security Sources
North Sinai Six suspected militants were killed in clashes with security forces south
of Sheikh Zuweid in North Sinai, security sources said on Monday. Sources said 21
"extremists" were arrested in the clashes, including suspects in road bombings and
security personnel's assassination. Militancy inside Egypt has seen a significant rise
since July 2013, with most attacks targeting security forces in North Sinai. Amid
intensified campaigns by Egypt's military to fight the insurgency, hundreds of
suspected militants have been killed in the past few weeks alone.

Policemen injured while defusing bomb in Alexandria
Two policemen have been critically injured while attempting to defuse an
improvised explosive device in Alexandria. The wounded were transferred to the
police hospital on Monday afternoon, a security source told Al-Ahram Arabic news
website. Officers working at the civil protection police department had moved the
bomb, which had been placed outside the building, inside to defuse it when it

A Turkish Airlines flight enroute to Sao Paulo, Brazil has made an emergency
landing in Casablanca, Morocco after a bomb threat, the airline has confirmed. The
flight, TK15, departed Istanbul in the early hours of Monday but was diverted to
Casablanca after a note was found on board alleging there was a bomb on the plane.
According to sources, the Boeing 777 jet, which landed safely at Casablanca, will

Bali police uncover new radical links
Police on Monday announced the formation of a special new taskforce to focus on
investigating, capturing and de-radicalising extremists. Investigators have already
discovered that a woman from Denpasar travelled to Syria in a group of 16 people
who left Indonesia in early March, police spokesman Hery Wiyanto said. The 23year-old woman referred to as "SA" married a man from Solo, Central Java,
referred to as "M" in 2013, and her Bali family hasn't seen her since. "Up to now
they haven't been found," Mr Hery said. "Both left for Syria from East Java taking
their one year old child.

Myanmar, rebels agree landmark draft peace deal
Myanmar peace negotiators on Monday agreed the draft text of a historic
nationwide ceasefire agreement, as the country edges closer to ending decades of
conflict between ethnic minority groups and the government. The tentative deal,
which comes as heavy fighting between the military and rebel groups continues to
ravage a northern border area, sets out the framework for a countrywide ceasefire a key target of the government as the nation heads towards crucial elections later
this year. But the draft still needs approval from all of the 16 ethnic armed groups
involved in the talks.

Azerbaijan starts trial of 6 alleged Islamic State militants
A trial of six Azerbaijani citizens accused of fighting alongside the Islamic State
group in Syria and Iraq has begun in Azerbaijan's capital. At the start of the trial on
Monday, the judge rejected defense appeals, according to Elmar Suleymanov, the
lawyer for one of the suspects. Suleymanov claimed the investigators have failed to
provide sufficient proof to back up the case. The six men are part of a group of 26
Azerbaijani citizens arrested in September on charges of joining IS. In Monday's

Bangladeshi blogger is hacked to death for speaking out against religious
fundamentalism
For the second time in a month an internet blogger has been hacked to death by
assailants using machetes in the Bangladeshi capital Dhaka. The family of
Washikur Rahman were visibly distressed when they visited the mortuary where
his body had been taken. Police have arrested two religious students who were
caught near the scene of the murder. They are said to have admitted to seeking out
Rahman and following him before launching their attack in a busy street. In
February a US-based blogger Avijit Roy was also hacked to death while returning
with his wife from a book fair in Dhaka.

Bomb explodes in flat in Patna, no casualty
A bomb exploded in a flat in Bahadurpur housing colony area here but there was no
report of any casualty, a police officer said. Senior superintendent of police Jitendra
Rana said while a bomb exploded at the flat last night, two other live bombs were
timely defused by the police. The explosen caused panic among the residents of the
area, he said. Station house officer of Agamkuan police station Vinay Sharma said
the flat in which the explosion took place was under illegal possession of a youth.
Investigation is on. (30/03/15) Low intensity crane bomb blast took place in late
night hours in Patna, no casualties reported.

U.N. Chief Ban Ki-Moon Holds Baghdad Talks
Secretary General Ban Ki-moon visited Baghdad on Monday for talks with Iraqi
Prime Minister Haider al-Abadi and other top officials. Ban met with Abadi as well
as President Fuad Masum, Foreign Minister Ibrahim al-Jaafari and parliament
speaker Salim al-Juburi during his visit, and also addressed the Iraqi parliament.
The U.N. mission in Iraq announced the meetings and speech on Twitter but
provided no details of the agenda of the talks. Iraqi forces are battling to retake the
city of Tikrit, the government's largest military operation yet against the Islamic
State (IS) jihadist group.
