Expert: Klaus Haasis– Director of TCI Network
About Expert: Klaus Haasis is an international innovation coach, trainer and business angel. He is recognized
as one of Europe´s most experienced designers and managers of innovation systems, cluster initiatives and
collaboration processes. With his motto “Ask Klaus!” he is committed in supporting and coaching
entrepreneurs, executives, clusters and teams in innovation management and creative thinking. Klaus has for
more than 30 years successfully built companies and agencies, cluster initiatives and networks, he serves as a
Director of the Board of Directors of TCI.

Workshop Description: Cluster management is an art which is based on facts and figures, statistics, research,
financial calculations, expert knowledge etc. Klaus Haasis invites you to have a broader perspective on how
to develop a human framework for creativity, innovation and collaboration in times of uncertainty - based on
his long experience in cluster management. He presents some new findings from neurobiology and new
methods for collaboration coming from entrepreneurship research (effectuation) and software development
(scrum) bundled in the agile management 3.0 concept for cluster managers.
Management 3.0 for cluster management will cover topics like
-the turkey illusion - can I rely on the experiences of the past?
-uncertainty profiling - how to become risk savvy?
-the effectuation grid - a systemic tool box for dealing with uncertainty
-commitments - an underestimated factor in cluster management
-neurobiological findings for cluster management – learning for better collaboration
-making networks more agile – psychological, behavioural, cultural and systemic perspectives

Expert: Reza Zadeh– Director of the European Foundation for Cluster Excellence
About Expert: Executive Director of European Foundation for Cluster Excellence (EFCE), focused on the
development and training needs of Cluster Management Excellence and he frequently acts as an expert /
advisor to governmental bodies including the European Commission on Competitiveness and Innovation
policies. He was recently responsible for advising DG Research and Innovation and DG Regional Policy on the
development of Smart Specialisation Strategies in Malta and Latvia respectively. He has over 20 years
experience of regional innovation and competitiveness policy in a UK and European context, focusing on
economic development through innovation systems. He combines this with over 12 years of international
management experience in technology and innovation management in telecommunications and aerospace
sectors. Reza is a technologist with a B.Sc. and a research degree in Systems Engineering both from Leeds, UK
and a joint MBA from Cranfield School of Management, UK and Nanyang Technological University, Singapore.
Workshop Description: Workshop is dedicated to people working in clusters, cluster managers and people
creating cluster policy - both local and national governments. Training will be led with use of case study
method. Reza is going to present his own experience in increasing competitiveness of clusters. As a Regional
Development Agency Consultant in York he worked with Seafood Cluster and managed to change local
economy. His activities saved hundreds of companies from bankruptcy and thousands of people from losing
jobs.
The aim of the workshop to give a sample of most professional cluster training provided by European
Foundation for Cluster Excellence. There are plans to implement full training programme in Poland - called
Polish Cluster Academy, which consists of crucial topics, useful for cluster managers. You will find there:
strategy, market segmentation, value chain analysis, change management, benchmarking, project
management and cluster management and creation and evaluation of cluster policy.
09.00 a.m. – 11.30 a.m. – Workshop III - Fundamentals of excellent cluster management
Expert: Helmut Kergel– Director of European Secretariat for Cluster Analysis
About Expert: Helmut Kergel graduated from the Technical University of Berlin in 1986 (Diplom-Ingenieur) in
precision engineering. He then worked as a R&D engineer for production technology of thin-film sensors in a
SME for several years before joining VDI/VDE-IT as consultant in the department of electronics packaging
technology. Today he is deputy head of the department “International Technology Cooperation and Cluster”.
Besides being involved in the management, coordination and evaluation of collaborative innovation projects
on the EU level, he was/is as well responsible for a number of international projects. Mr. Kergel as well is
carrying out several internationalisation and benchmarking activities for innovation networks in the context
of the German “Initiative Kompetenznetze”, and is coordinating specific tasks of the European Cluster
Excellence Initiative aiming for the development of methodologies and tools for improving network and
cluster management.
Workshop Description: Participants of the workshop should be actively involved in cluster management.
They should be prepared to actively contribute and to share some of the aspects of their cluster
strategy/service portfolio.
Workshop is suggested for cluster managers and members of cluster management teams, members of the
board of clusters, participants of clusters being interested to improve activities within the cluster. Workshop
participants should be able to present and discuss the strategies and services of their cluster as the workshop
includes interactive parts.
Aims of Workshop are:
- Reflection of cluster strategies and strategies of the cluster organisation
- Reflection of service portfolios of cluster organisations…
- Show the difference between participants and “customers of the cluster”
With the general aim to achieve a mutual learning effect among the participants for improving their own
cluster management activities.

Expert:EnricPedros – Manager at FEMAC, The Cluster of Agricultural Machinery in Catalonia
About Expert:EnricPedros assists companies of FEMAC, and supporting them to achieve the competitiveness
in a Global Market. FEMAC is an in ternational reference Cluster on Agricultural Machinery.
He is promoting Cluster Projects in Innovation and Internasionalization among the companies and
institutions members of FEMAC. Cooperates with other international and National Clusters. He is member of
Cluster Excellence Expert Group.
Workshop Description: During workshop you will learn how to run cluster awarded with Gold Label. FEMAC
aims to improve the competitiveness of Catalan manufacturers of agricultural machinery as well as firms
involved in their value chain activities. The Cluster is based on three main strategic axis :
COOPERATION: In the same strategic segment and share common competitive challenges
INNOVATION: In value activities
INTERNATIONALISATION: Of commercial business and productive structures
Participants will obtain practical knowledge how those activities are implemented in the cluster.

Expert: Joan MartiEstévez – Director of Cluster Development at ACCIÓ (Catalan Agency for Competitiveness)
About Expert: He is Director of Cluster Development at ACCIÓ, which stands for the Catalan Agency for
Competitiveness, which belongs to the Catalonia Government. That is to say that Joan Marti is in charge of
cluster implementation in Catalonia. He is involved in 30 different clusters, for instance, the gourmet food,
motorcycles, fashion textiles, optics, habitat, medical devices or water. Cluster development in Catalonia is a
strategic change process, a trip from obsolete strategies to winning business models, where cooperation
arises as an instrument for that, never as the goal.
He has an experience of 17 years being involved in innovation policy, having worked with around 2.000
companies. Nowadays, he is working with 1.200 companies which are involved actively in the Catalan
clusters.
Author of book "Clusters: winning strategies and teamwork" (2013).
Workshop Description: Workshop is suggested for industry participants, policy makers, cluster managers,
technology centres.
Aims of Workshop are as followed:
1) Explain a success model of cluster policy.
2) Describe different cluster realities: sectors, projects, organizations.
3) Discuss about highs and lows in cluster development.
Some concerned topics: cluster policy, cluster development methodology and cluster governance.
