the starting of boat service between Belapur
and Elephanta without
seeking any permission from the authorities.
Mhatre visited the
boat jetty at CBD on
Sunday and inspected
the arrangement. “The

Pravasi Vahatuk Sahakari Sanstha, which
is operating the ser-
vice, could not produce
any permission obtained from any authority,” she said.

Controlling noise from
vehicle horns
Last week, the traffic police conducted a campaign where they reportedly
‘took action’ against nearly a hundred
vehicles for carrying banned ‘pressure
horns’. On probing what the action was,
we learnt that each offender was asked
to pay a fine of Rs 100 and let off! Is it
adequate or condign punishment for polluting the atmosphere and cause unease
to thousands and lakhs of citizens? Anyway, what is apparent from the incident is
that the authorities are not serious about
dealing with the problem.
If their action is to be effective, first,
they will have to increase the fine to say
Rs 1,000 per vehicle. Further, there must
be provision for doubling it for repeat offences. May, the law needs to be amended to include these provisions. At the implementation level, what we learnt is that
each policeman is given a ‘target’ to be
met. Once that is met, he feels relieved
and not responsible for anything more.
Those who want to blare horns and spread
pollution can continue to do so; the cop
is unconcerned; he is safe as he has completed his target. This sort of attitude is
not acceptable. Every person in authority should be made to feel concerned
about his responsibilities all the time. The
fine prescribed should be such as to pinch
and hurt the offender. It may be necessary to increase it to say, Rs 2,000 or
3,000! It should remind him about the
cost of his mistake. At the implementation level, it is better if the cop catches
two or three motorists and fines them
heavily. That will send home a graver message than collecting fines from a hundred
people. A small fine sends the message
that one is free to go on blaring the horn
as long as he is ready to pay the fine of
Rs 100, a pittance in today’s terms.
To be effective, it may be necessary
to check the type of horns at the factories and show rooms. If any vehicle is
found fitted with the offending horn, it
must be made to pay the fine instantly and
also remove it then and there. It is difficult to catch a vehicle once it is on the
road.
In fact, this is true of other areas of administration also. Whether it is a traffic offence or an auto rikshaw running without a
permit, the cops are least serious. For example, we see vehicles parked on the foot
paths blocking the movement of pedestrians. There are others who will ride through
prohibited pedestrians paths All that it requires is to tell the offenders that this will
not be permitted. Today, the cop feels unconcerned about these offences.

All is well
There is no need of bullet trains
As per statement made by Union railway minister Suresh Prabhu,
railways are not going for bullet trains atleast in the near future. This is
a good decision taken by the railway minister. Investing in bullet train
corridor will be a waste of huge amount of public money. Even if bullet
train corridor comes up, there may not be enough takers for that. Instead, Government should promote low cost airlines which will be preferred by the commuters. It is also a good decision taken by the railway
minister for agreeing to concentrate on increasing the speed of the existing trains instead of going for bullet trains. The money to be spent for
increasing the speed of the existing trains will be very much low as compared to huge amount of money to be spent for bullet corridors. Gatiman
express between Delhi and Agra travels at 160 kmph. If this speed can be
achieved for other existing and important trains, then, there won’t be any
need for bullet trains.

Fixing Fiasco
The writing is on the wall. Fixing saga takes Indian cricket to a
new low and the IPL cricket suffers the maximum in encouraging
betting as well as fixing. Players, Captain, the coach and even Team
mentors are involved in the fixing game from outside the ground. In a
startling revelation, even the cops protect bookies and thus opened up
the Pandora’s Box and the nexus is spreading like wild fire and IPL
cricket provide base for players to make short buck even without performing well.
From the weather forecast, toss, combination of team, the ringing of
bowling changes, hitting sixes and fours and the batsmen getting out at
an appropriate time all happens as per schedule. Signals were passed on
to the players from outside and players in turn oblige the bookies by
having a towel in the hip to reciprocate from inside the field. In all, the
game of uncertainties is slowly becoming a certain turnaround as per
the fixing and people watching the game are made fools and compelled
to shell out money only to watch a pre-arranged match.

Mumbai Indians completed one of the most remarkable turnarounds
in the eight-year history of the Indian Premier League by transforming a
terrible start to the tournament - they were at the bottom of the table for
the first two weeks - into a title win. The final, a repeat of their 2013
success at the same ground against the same opposition, turned out to be
one of the easier outings after an unbridled early onslaught by Rohit Sharma and Lendl Simmons, both of whom hit half-centuries, stunned Chennai Super Kings - veterans of IPL finals - into submission. Super Kings
were not even given a sniff.
MS Dhoni’s choice of bowling first on a patchy Eden Gardens pitch
was interesting, not because he might have over-compensated for the presence of dew later on but because it was a departure from a strategy that
had worked for Super Kings during in their two previous title wins - bat
first, score big, then apply the squeeze.
The start was perfect; Faf du Plessis ran out Parthiv Patel brilliantly
and Ashish Nehra ensured only one came off the first over. But the pattern changed and the match went ahead as per script. By winning for the
