Centre should delegate powers
to regulate fishing by vessels
of 24 metres OAL and above to
maritime States.
In a letter to Prime Minister
Narendra Modi, a copy of which
was released to the press here,
Panneerselvam, said, ‘I wish
to bring to your kind attention a
serious issue relating to two recent decisions of the Ministry of
Agriculture, government of India
that could in effect lead to swamping by foreign fishing vessels in
India’s Exclusive Economic Zone
and also increase the regulatory
burden on domestic fishing fleets.
‘The new Deep Sea Fishing
Guidelines issued by the Department of Animal Husbandry
Dairying and Fisheries, Ministry
of Agriculture on 12 November,
2014, have changed the definition
of ‘Deep Sea Fishing Vessels’ reducing the Over All Length (OAL)
to 15 metres instead of the OAL
of 20 metres as per the original
guidelines issued in 2004 and
continued in the guidelines issued
in 2013. Further, the definition of
‘operator’ has been expanded to
include joint ventures with up to
49 per cent foreign equity. This
definition also includes now ‘Any
Indian Citizen’. ‘In this connection, I wish to point out that the
new Guidelines are per se illegal
because they are contrary to the
existing laws on the subject. As

Before the Bill for the new Act
is introduced in Parliament, this
should be discussed with the
Ministries in charge of Fisheries
of the coastal States and a consensus on the bill arrived at. The
Government of India should consider developing specialised infrastructure for landing of Deep Sea
Fishing Vessels, safe berthing,
reception and handling of high
valued deep sea catch (like cold
chain from harvest till consumption) to deliver premium quality
fish to fetch premium value in the
domestic and international markets’, he said.

had reached 7,040 as more bodies are found in the debris.
At least 38 Indians were among 54 foreigners killed in the
7.9-magnitude quake last week that left a trail of devastation and suffering.
According to police, 48 foreigners, including 10 Indians,
were injured and 82 foreign nationals were missing.

A departmental enquiry has been
initiated into the frequent false ceiling collapses at the Chennai airport,
Union Minister of State for Civil
Aviation Mahesh Kumar Agarwal
today said.
The Minister was on his way to
Puducherry today. He landed by a
flight from the national capital at the
airport here before leaving for the
Union Territory.
Addressing mediapersons at the
airport, Mahesh Kumar Agarwal,
said, ‘We have initiated a departmental enquiry of the frequent
collapse of the false ceiling at the
newly-inaugurated building of the
Chennai airport. There may be
structural defects.’
‘Only after a thorough enquiry, we
will find out the exact reason. We
will ensure that no such mishaps
occur in future’.
On the proposed expansion of Madurai and Tiruchi airports, he said,
‘We are analysing the possibilities
of expanding the airports. Work has
commenced in this regard.’

Chennai, Agarwal said, ‘a final decision in this regard would be taken
by the Cabinet. We will convene a
Cabinet meeting and analyse the

other movement on this stretch is
so difcult even for pedestrians.
‘Unfortunately VIP’s do not use
this route when they visit the temple. So this problem never draws
attention’, said a devotee.
Devotees request the temple
management to take appropriate
measures to keep the area around
the temple clean and decongested.

near the temple on important festival
days. The temple authorities should
have arrangements with P S High
School and also allot the reclaimed
land next to Mylapore club for parking purposes, said K Swaminathan.

The Southern Railway on Saturday
announced six special trains to clear
the extra rush of passengers in the
routes between Chennai, Tirunelveli
and Nagercoil and have opened the
reservation for the services.
On 8 May, one of the trains would
leave Tirunelveli at 10.55 pm and reach
Chennai Egmore at 11.55 am the following day through the Chord Line. But
on its way back, the train would take
the Main Line after leaving Chennai
Egmore at 10.45 pm on 9 May.
On 14 May, a superfast special train
would start from Tirunelveli at 9.15
pm and reach Chennai Egmore the
following day through the Chord Line.
The return service would start at 9.05
pm on 15 May and reach Tirunelveli at
9.45 am through the same route.
On 19 May, a superfast special train
would leave Tirunelveli at 6.15 pm and
reach Chennai Egmore at 7.20 am the
following day. The same day (20 May)
it would leave for Tirunelveli at 10.45
pm. Both the services would be through
the Main Line. On 24 May, a superfast
special train would leave Tirunelveli at
6.15 pm and reach Chennai Egmore at
6.05 am the following day. On the same
day (25 May), it would leave Chennai
Egmore at 6.50 pm and reach Tirunelveli at 6.30 am the next day. Both the
services are through the Chord Line.
A train would leave Nagercoil at 5 pm
on 17 May and reach Chennai Egmore
at 6.05 am the following day. Another
superfast train would leave Chennai
Egmore at 3 pm on 18 May and reach
Nagercoil at 4.15 am the next day.

UPASI welcomes hike
in rubber import duty

Opposing the Centre’s move to effect changes in the
interest subvention scheme for short-term crop loan for
farmers, Chief Minister O Panneerselvam said any reduction of concessionality was uncalled for and would be a
retrograde measure.
He urged Prime Minister Narendra Modi to discuss the
issues with the Chief Ministers of all States before taking
a final decision.
In a letter to the Prime Minister, a copy of which was
released to the media here, he said the Centre should
ensure that the farmers have access to concessional
credit. It was learnt that the Centre was contemplating
two major changes in the scheme.
‘The first, is reportedly allowing banks to lend at their
normal priority sector lending rate which is related to
their base rate. It is learnt that the second proposal is to
change the method of disbursing the interest subvention
to a Direct Benefit Transfer (DBT) based reimbursement
model, after the farmer has settled his liabilities to the
lending institutions’, he added.
‘Any reduction in the extent of concessionality of farm
loans is uncalled for and will be a retrograde measure.

Researchers from Johns Hopkins
University, as well as Columbia
University and the University of
Maryland, determined how the
sense of touch plays a key role in
powered flight.
In a paper published in
the journal Cell Reports,
they showed how sensory receptors in bat
wings send information about airflow to
neurons in the brain,
enabling the bat to make
split-second flight control
adjustments.
Until now no one had investigated
the sensors on the bat’s wing, which
allow it to serve as more than a pro-
peller, a flipper, an airplane wing or
any simple airfoil, said Johns Hopkins neuroscientist Cynthia F Moss.
These findings can inform more
broadly how organisms use touch to
guide movement, Moss said.
Moss and the team studied the big
brown bat, a common species found
throughout North America. Bats are
the only mammals capable of true
powered flight, able to reach speeds
of 7 to 20 mph with the sort of aerial
manoeuvrability humans only wish
they could engineer.
The team found that the evolutionary process that allowed bats to
form wings resulted in unusual tactile circuitry that not only enhances
control during flight, but also allows
bats to use their wings to climb, cradle their young and capture insects.
First, researchers discovered an
array of sensory receptors in bat
wings - a significant number of
which are clustered at the base of
tiny hairs that cover the appendages.
The placement of these touch
cells, both lanceolate endings and
Merkel cells, allows the bat, while
flying, to sense changes in airflow
as air ruffles the hairs.
When the team stimulated these
hairs with brief air puffs, neurons in
the bat’s primary somatosensory
cortex responded with precisely timed
but sparse bursts of activity, suggesting this circuitry helped guide bats
during fast, dynamic flight.
The team also found that the
innervation of bat wings - the distribution in and supply of nerves to
the wings - is unlike that of other
mammalian forelimbs, a
clue into how wings grew
in bats during evolution.
The researchers were
surprised to discover
that neurons in the wing
skin connected not only
to the higher parts of
the spinal cord where
forelimbs typically connect, but also to lower parts of the
spinal cord that would normally only
innervate an animal’s trunk.

eople with insomnia and other sleep problems have increased
sensitivity to pain, according to a new study.
The effect on pain tolerance appears strongest in people who
suffer from both insomnia and chronic pain, who may benefit from treatments targeting both conditions.
The study included more than 10,400 adults from a large, ongoing
Norwegian health study. Each subject underwent a standard test of pain
sensitivity - the cold pressor test - in which subjects are asked to keep their
hand submerged in a cold water bath.

The Serious Fraud Investigation
Office (SFIO), where more than
half of the sanctioned 130 posts
are vacant, is looking to fill up 12
positions soon, including five additional directors.
Besides, the government is
looking at various options such
as setting up a panel of chartered
accountants to ensure speedier
appointment of consultants and
experts.
SFIO, which mainly probes whitecollar crimes, had a staggering 75
vacant positions at different levels
as on March 23, according to data
compiled by the Corporate Affairs
Ministry. The agency comes under
this Ministry.
There are 130 sanctioned posts
at the probe agency but actual
strength on that date stood at
just 55.
Even as SFIO faces severe staff
crunch, the Ministry had referred
as many as 52 cases for investigation to the agency in the financial
year 2014-15.
Last week, the probe agency
sought applications for 12 positions, including five additional directors. Three vacancies of senior
assistant director are to be filled
up and two of assistant directors
(corporate law,
investigation) . Applications have
also been invited for one post
each of prosecutor-II and private

list its subsidiary Lavasa Corporation
to raise Rs 750 crore during JulySeptember quarter of this fiscal, top

The company, which was supposed
to launch the initial public offer (IPO)
for Lavasa last fiscal, had shelved
its plans citing unfavourable market
conditions.

IPO last fiscal, but we delayed the
decision as we did not find the right
appetite in the primary market mainly
due to uncertain economic environment. We may now look at launching
it (IPO) in the second quarter of this

In 2014, the company had filed draft
papers with the market regulator Sebi

IPO and was cleared in November.

booming and we are waiting for investors to return to the primary market. We
are seeing some QIPs being launched
in the market, but very little activity in
the primary market, Sood said.
He further added: But at the same
time, we are also seeing some signs
of improvement in the market conditions with some of the major projects

In the first week of April 2015, HCC
raised Rs 400 crore equity through
the QIP route.
At present, the HCC group holds
67.98 per cent stake in Lavasa Corporation, while the remaining 17 per
cent is held by Avantha Group.

which has been exploring possibility
of local assembly in India, is expected
to take a decision this year.
The plan is a part of the company’s
ongoing efforts to look at possibilities
of locally assembling vehicles in different part of the world.

across the world. It is also looking at
the possibility of having local assembly in India, said an industry source.

added. The company, which has

couple of years back.

10,000 units and capture around 10
per cent of the Indian luxury segment,
which is expected to touch 1,00,000
lakh units by that time.

Retail chain V-Mart will invest
around Rs 200 crore to add nearly
200 new stores in different part of the
country in the next five years.
The company is also targeting over
four-fold jump in revenue to touch
Rs 2,500 crore by 2020 with smaller
towns expected to be its key growth
drivers. We will have around 300
stores in the next five years with a
revenue of around Rs 2,500 crore by

India’s coffee
exports soar
Coffee exports from the country
have increased by 7.22 per cent to
31,060 tonnes in April this year compared to the same month in 2014,
but value realisation was lower due
to sluggish global prices.
The country had shipped 28,966
tonnes of coffee in the same period
last year, the Coffee Board said in its
latest report.
According to Coffee Board’s data,
export value realisation was Rs
1,64,078.56 per tonne in the period under review as against Rs
1,69,561.48 per tonne in the said
period last year.
The volumes of exports have increased, but value realisation has
come down due to weak global prices,
a senior Board official said.

scheme for sugar
The government has removed
a duty free import scheme for raw
sugar, a move aimed at curbing
supplies from overseas.
Import of raw sugar under Duty
Free Import Authorisation (DFIA)
scheme is withdrawn with immediate effect, Directorate General of
Foreign Trade said in a notification.
The scheme has been withdrawn
also to prevent leakages in domestic markets.
Under the scheme, refiners were
allowed to import raw sugar, which
had to be processed and then exported. To help cash-starved sugar
mills clear dues worth Rs 21,000
crore to farmers, the government
has recently hiked import duty on
sugar to 40 per cent from 25 per
cent and scrapped the excise duty
on ethanol made from molasses.

Scania to double
plant capacity
Mumbai, May 3 (PTI):
German auto major Volkswagen
Group-owned Scania, which opened
a Rs 300-crore bus plant near Bangalore last month, will more than
double the capacity and investment
in it over the next five years.
In mid-April, Sweden-based
Scania commissioned its first bus
assembly line near Bangalore at
an investment of Rs 300 crore.
The plant has an annual installed
capacity of 1,000 inter-city buses
and coaches.
By 2020 we are planning to ramp
this up to Rs 2,500 buses at an investment of another Rs 300 crore,

Law officers to
help reduce govt
litigation

In a bid to shed the tag of being
the biggest litigant, the government
has decided to attach law officers to
various Central Ministries to ensure
that courts are only approached as a
last resort and cases where chances
of winning are lean are not pursued.
The Narendra Modi government,
which is reviewing the 2010 National
Litigation Policy of the previous UPA
dispensation, has proposed to attach law officer to each Central
department to ‘take a holistic view
of litigation’ while filing new cases or
defending the pending cases.
The philosophy behind the new
policy is to approach courts once the
government department is fully satisfied that litigation is the only resort left.
The cases which have lean chance of
winning by the government will not be
pursued further. Majority of the cases
in which government is party relate
to service disputes and indirect taxes.
The pendency of cases in courts
besides being burden upon public
exchequer also diverts attention of
government from meaningful governance, the draft policy states. Though
there are no official figures available
as of now, Law Ministry believes that
government is a litigant in 46 per cent
of the cases in higher judiciary. As in
2010, 57,179 cases were pending in
the Supreme Court and 42,17,903
were pending in the 24 high courts
at the end of 2011.
The Parliamentary Standing Committee on Law and Personnel in its latest
report has quoted Law Secretary P K
Malhotra as informing the panel that
government is perceived as the largest
litigant in various courts and tribunals.
‘To reverse this image, the government is proposing a new National
Litigation Policy, whereby every court
case/order will be closely scrutinised
within the department itself with a
view to determine as to whether the
matter be agitated further or the department should accept the decision
of the court and implement it,’ the
committee quoted Malhotra.
A bill which seeks to try juveniles in
the age group of 16 to 18 years accused of heinous crimes under laws
for adults is likely to be introduced in
the Lok Sabha this week.
Overruling the recommendations
of a parliamentary panel for its reexamination, the Cabinet cleared
Juvenile Justice (Care and Protection
of Children) Bill, 2014 on 22 April.
Government sources said the bill is
likely to be introduced this week.
The bill states that in case a heinous
crime has been committed by a person in the age group of 16-18 years
it will be examined by a Juvenile Justice Board to assess if the crime was
committed as a ‘child’ or as an ‘adult’.
The trial of the case will take place
accordingly by the board which will
consist of psychologists and social
experts. The legislation, which would
replace the existing Juvenile Justice
Act, 2000, was proposed in view of increasing number of serious offences
being committed by persons in the
age group of 16-18 years.
According to data from National
Crime Records Bureau, crimes by
juveniles in the age group of 16-18
years have increased, especially in
certain categories of heinous crimes.
The number of murder cases against
juveniles rose from 531 in 2002 to
1,007 in 2013.
Similarly, cases of rape and assault
with intent to outrage the modesty
of women have gone up from 485
and 522 in 2002 to 1,884 and 1,424
in 2013 respectively. In 2013, 933
cases of kidnapping and abduction
were registered against juveniles,
which was 704 in 2012.
According to Women and Child
Development Ministry, more than
250 civil society organisations, individuals and experts had given their
comments on the draft Bill which
were taken into consideration before
giving it a final shape. New offences,
including illegal adoption, corporal
punishment in child care institutions
have also been incorporated in the
proposed legislation.

the government is likely to finalise
the guidelines for the Rs 48,000 crore

The NDA government’s flagship

This is not the Eoin Morgan we are

Q: The world is used to seeing a different Eoin Morgan and expectations
are high. How close are you towards
striking form like you own it?
A: Tonight watching myself clear the
ropes gave me immense joy. Watching
the ball sailing over the boundary ropes
from my bat was a huge confi dence
booster. I can take a lot from that. Getting runs in front of a full house is a very
good sight. Also, to spend some time in
the middle is satisfying especially when
you are under a bit of pressure. The IPL
is very unique in the fact that you can
only play four overseas players. When
you get that chance the team expects a
lot from you. I think I am making strides
towards moving forward, which is a big
step. If I can build on that with more
performances and games, it will be a
big thing for me.
Q: Do you reckon numbers don’t
always portray the right story and
one shouldn’t be judged solely on
numbers?
A: Absolutely. I think numbers in
T20s don’t always dictate what happened in the game. It is important to
have a look at certain situations the
guys have played in and the role they
were assigned for that match. Batting
performances are a lot like bowling.
You could have a situation where bowlers would have bowled a good couple
of overs upfront and then you could
have been taken apart at the death. It
is important to play the situation that is
in front of you.

Sources say that it is a rural mass entertainer
with comedy and action. After Thenavattu, Jivva
plays a rustic rural youth in the film.
Nayanthara plays the female lead and she will join
the sets by May-end. Music is by Sri.
Jiiva and Nayanthara acted together in E earlier.
The movie is produced by M Senthilkumar for
Kithandapani Films. Mahesh Muthusamy cranks
the camera and editing is by V T Vijayan.

V Prakash had sung a number in
Suseenthiran’s upcoming film Vil
Ambu. Now, composer Anirudh has
also sung a love track in the album.
The song is said to have a mass touch.
Music for the film is by Navin, who had
earlier composed for Kalyana Samayal
Saadham and Peruchazhi (Malayalam).
The film has Sree and Harish Kalyan
playing the lead and has three female
leads - Srushti Dange, Samskruthy
Shenoy and Chandini Tamilarasan.
