REQUIRES FOLLOWING POSITIONS PURELY ON
CONTRACTUAL BASIS FOR PUNJAB STATE CLIMATE CHANGE
KNOWLEDGE MANAGEMENT CENTRE
1.Scientist ‘C’ : One (Direct/Deputation)
Scale of Pay : Rs. 15600-39100 (Grade Pay – Rs.6600/-)
(A) Educational and other qualifications required for direct recruits :
(a)
Essential :
(i) Master’s Degree in Natural or Agricultural Sciences or
Bachelor’s Degree in Engineering or Technology or Medicine
from a recognized University or equivalent.
(ii) Four years’ experience in Research and Development in
Industrial and Academic Institutions or Science and
Technology Organization and scientific activities and services.
(b)
Desirable :
Doctorate degree in Natural or Agricultural sciences or
Master’s degree in Engineering or Technology or Medicine
from a recognized University or equivalent.
Note: Period spent on acquiring essential qualification shall not count
towards experience. However, period spent on acquiring
doctorate degree from a recognized University or Institute in
cases where doctorate degree is not an essential qualification,
subject to a maximum of two years, and period spent on post
doctorate research in a University or research Institute as
evidenced by certification by such University or Institute and
publications of research work in journals of repute, subject to
maximum of two years, shall be counted as experience.
Age limit for direct recruits as on the last date of receipt of
applications The upper age limit for direct recruitment shall not exceed 35
years (relaxable for Government servants upto 5 years).
(B) Grades from which deputation (including short term contract) to
be made :
Scientists or Technologists working in the Central Government or
State Governments or Universities or recognized research Institutions
or Semi Government or Statutory or Autonomous organizations in
India or abroad.
(a) (i)
(ii)
holding analogous post on regular basis; or
with five years’ service in the grade rendered after
appointment thereto on regular basis in the pay band-3,
Rs.15600-39100 with grade pay of Rs.5400 or
equivalent; and
(b) possessing the educational qualifications and experience
prescribed for direct recruits under serial number 1(A) above.
Note1: The period of deputation, including the period of
deputation in another ex-cadre post held immediately
preceding this appointment in same or some other
Organizations or Department of the Central Government
shall not ordinarily exceed three years, which may be
extended further on year to year basis, subject to a
maximum of 5 years with the approval of the competent
authority.
Note2: Departmental candidates in the feeder category, who are
in the direct line of in-situ promotion under Flexible
Complementing Scheme (FCS), shall not be eligible for
consideration for appointment on deputation except for
the ex-cadre post for which they are not the feeder grade
officers. Similarly, deputationist shall not be eligible for
consideration for in-situ promotions under FCS.
Note3: The maximum age limit for appointment by deputation
shall not exceed 56 years as on the closing date of receipt
of application.
2. Scientist ‘B’ : One (Direct/Deputation)
Scale of Pay : Rs. 15600-39100 (Grade Pay - Rs.5400/-)
(A)
Educational and other qualifications required for direct recruits:
(a)
Essential :
Master’s Degree in Natural or Agricultural Sciences or
Bachelor’s Degree in Engineering or Technology or Medicine
from recognized University or equivalent.
(b)
Desirable :
(1) Doctorate Degree in Natural or Agricultural Sciences or
Master’s Degree in Engineering or Technology or
Medicine from a recognized University or equivalent.
(2) Specialized experience in Research and Development or
Industrial or Academic Institutional or Science and
Technology Organizations.
Note: Period spent on acquiring essential qualifications shall not
count towards experience. However, period spent on obtaining
doctorate degree from a recognized University or Institution
subject to a maximum of two years or period spent on Post
Doctorate research in a University or research Institute as
evidenced by certification by such University or Institute and
publication of research work in journals of repute, subject to
maximum of two years, shall be counted as experience.
Age limit for direct recruits as on the last date of receipt of
applications The upper age limit for direct recruitment shall not exceed 35
years (relaxable for Government servants upto 5 years).
(B) Grades from which deputation (including short term contract) to
be made :
(a) Scientists or Technologists working in the Central Government
or State Governments or Universities or recognized research
Institutions or Semi Government or Statutory or Autonomous
Organizations in India or abroad.
i) Holding analogous post on a regular basis; or
ii) Scientists or Technologists or Junior Analysts with two
years’ service in the grade rendered after appointment
thereto on regular basis in the pay band -2, Rs.9300 –
34800 with grade pay of Rs.4800 or equivalent; or
iii) Scientists or Technologists or Junior Analysts with three
years’ service in the grade rendered after appointment
thereto on regular basis in the pay band -2, Rs.930034800 with grade pay of Rs.4600 or equivalent; and
(b) Possessing the educational qualifications and experience
prescribed for direct recruits in serial number 2(A) above.
Note1: The period of deputation, including the period of deputation in
another ex-cadre post held immediately preceding this
appointment in same or some other organization or
Department of the Central Government shall not ordinarily
exceed three years, which may be extended further on year to
year basis, subject to a maximum of five years with the
approval of the competent authority.
Note2: The departmental officers in the feeder category, who are in
the direct line of promotion, shall not be eligible for
consideration for appointment on deputation except for the excadre post for which they are not the feeder grade officers.
Similarly, deputationist shall not be eligible for consideration
for in-situ promotions under Flexible Complementing Scheme.
Note3: The maximum age limit for appointment by deputation shall
not exceed 56 years as on the closing date of receipt of
application.
3. Senior Research Fellow: Two (Direct)
Salary per month: Rs.28,000/- (consolidated)
Qualifications & Experience (Essential): Post Graduate Degree in
Basic Science with NET qualification or Graduate Degree in
Professional Course with NET qualification or Post Graduate Degree
in Professional Course. Two years experience in relevant area. In
case NET qualified candidates are not available, Council may recruit
SRF from among the candidates having minimum 70% marks in Post
Graduate Degree in Basic Science or in Graduate Degree in
Professional Course with two years experience in the relevant area.
Age: The upper age limit shall not exceed 32 years on the last date
of receipt of applications.
4. Junior Research Fellow: Two (Direct)
Salary per month: Rs.25,000/- (consolidated)
Qualifications & Experience (Essential): Post Graduate Degree in
Basic Science with NET qualification or Graduate Degree in
Professional Course with NET qualification or Post Graduate Degree
in Professional Course. In case NET qualified candidates are not
available, Council may recruit JRF from among the candidates having
minimum 70% marks in Post Graduate Degree in Basic Science or in
Graduate Degree in Professional Course.
Age: The upper age limit shall not exceed 28 years on the last date
of receipt of applications.
5. Project Assistant Level-II : One (Direct)
Salary per month: Rs.8,000/- Consolidated
Qualifications & Experience (Essential) : 1st Class M.Sc./BE/
B.Tech/MBA, etc. from a recognized University.
Age: Age 28 years (Relaxation is admissible in case of SC/ST/OBC
as per Govt. instructions).
6. Project Assistant Level-I : One (Direct)
Salary per month: Rs.5,000/- Consolidated
Qualifications & Experience (Essential) : 1st Class B.Sc./3 years
Diploma from a recognized University.
Age: Age 28 years (Relaxation is admissible in case of SC/ST/OBC
as per Govt. instructions).
Note: Knowledge of computers and Punjabi upto Matriculation
shall be essential qualification for all the posts, 1-6 above.
The posts will be filled on purely contractual basis for a period of one
year initially. The tenure may be extended based on the performance
and may be co-terminus with the project duration which is upto 5
years. HRA and EPF will be as per norms.
