Halcrow has been instrumental in developing the alternative finance
and project delivery solution for the PANYNJ’s Goethals Bridge
Replacement Project. The 80-year-old bridge that links Staten Island
to New Jersey is a key regional crossing for commuters and goods
movement. The Halcrow team collaborated closely with PANYNJ staff
to select a Design-Build-Finance-Maintain delivery model that would
allow the PANYNJ to retain operational control of the new bridge;
would encourage the private sector to manage key construction,
life cycle and financing risks; and would allow technical innovations
within project constraints to deliver a high-quality and cost-effective
new bridge. Following acceptance by the PANYNJ of the delivery
model, Halcrow was retained as procurement engineer and is advising
and supporting the PANYNJ project team on development of the
procurement strategy, technical requirements, and management of
the project delivery program.
IH 35 & IH 69 Corridors and IH-635 Managed Lanes,
Texas Department of Transportation (TxDOT)
Halcrow has been assisting TxDOT with strategic procurements,
including the structuring of two comprehensive development
agreements for implementing multi-modal corridors along IH 35 and
IH 69. Halcrow has advised on procurement strategy and processes,
and developed technical documentation based on the firm’s
international expertise with performance specifications for designbuild, operations, maintenance, and quality.
Halcrow also provided transaction advice to TxDOT for the IH-635
project, a complex $2.7-billion urban managed lanes initiative in
Dallas. Halcrow developed payment mechanisms, the approach
to commercial terms, and the approach to risk management and
mitigation. While assisting in the structuring of the project, Halcrow
also developed a non-compliance strategy to encourage developer
performance and quality, and supported TxDOT with the appraisal of
alternative technical concepts and proposals, enabling a successful
competitive procurement and close of finance. Solutions developed
by Halcrow now serve as models for other P3 projects in the U.S.
and abroad.
Denver Eagle P3 Project,
Denver Regional Transportation District (RTD)
Halcrow is providing Independent Engineer and Lenders’ Technical
Advisory services on the Denver RTD’s FasTracks Eagle P3
Project—the first-of-its-kind P3 railroad project in the U.S. The
project comprises the design, construction, finance, operation and
maintenance of three new commuter rail lines and a new operational
control and maintenance facility. The East Corridor will provide
improved access to Denver International Airport from downtown
Denver. The Gold Line and a short segment of the Northwest Rail
Electrified Segment will connect the cities of Arvada and Wheat
Ridge and the communities in Adams County with downtown Denver.
Revenue service is expected to begin in 2016. This new marquee
project lays the foundation for all future rail P3 projects in the U.S.
Evergreen Line Rapid Transit — British Columbia Ministry of Transportation and Infrastructure

The Evergreen Line is a planned 6.8-mile-long rapid transit line of the
South Coast British Columbia Transportation Authority (TransLink) in
Vancouver, British Columbia. It will run from Lougheed Town Centre
SkyTrain Station in Burnaby through Port Moody to Coquitlam. The
transit line will begin operations by the end of 2014 and serve 70,000
passengers per day by 2021.
CH2M HILL is serving as the owner’s engineer for the British
Columbia Ministry of Transportation and Infrastructure. Preliminary
services included project definition, business case preparation,
reference concept design, procurement planning, and preparation of
the request for qualifications and request for proposal documents.
Chicago Midway International Airport, Confidential Client
CH2M HILL provided the due diligence work that was necessary to
produce a competitive bid for one of the teams submitting for the
private management of Midway Airport.
Primary project components included the recommendation of a
private organizational structure, recommendations on areas of
potential cost savings, and the development of a 99-year operating
expense database that was sensitive to all possible operating
expense fluctuations.
CH2M HILL’S privatization analysis on Midway Airport identified a
potential $30-million reduction in annual operating expenses.
I-95 Corridor Program,
Pennsylvania Department of Transportation (PennDOT)
CH2M HILL is supporting a 10-year program of redevelopment
projects for the 57-mile I-95 corridor in the State of Pennsylvania. The
scope of work includes program management and design management.
In addition, CH2M HILL is advising PennDOT on funding and
financing strategies, including an overall financial plan, procurement
methodology, tolling strategies, alternative project financing, and
strategic consensus development to gain political/public support for
new funding sources and alternative project delivery mechanisms.
Chicago Midway International Airport
Windsor Essex Parkway, Infrastructure Ontario and the Ministry
of Transportation Ontario
The Windsor Essex Parkway represents Ontario’s single largest
highway investment. This $1.6-billion, 6.8-mile-long project will
connect Highway 401 to the planned Detroit River International
Crossing, and ultimately to the U.S. interstate system. This is a
critical link for international trade, as the current Windsor crossings
serve as the transportation routes for 28 percent of Canada’s trade
with the U.S.
CH2M HILL is the technical advisor for the development, procurement,
and contract implementation of the Windsor Essex Parkway.
The project is being procured under an alternative finance and
procurement P3 model, with a partnership agreement between
the public and private sectors for design, construction, finance, and
long-term maintenance of the corridor.
Highway 407 East Extension Project, Infrastructure Ontario
The $1.5-billion extension project in the Greater Toronto Area
comprises 31 miles of new east-west roadway and 12 miles of new
north-south roadway. The 407 East Extension will better serve
residents and businesses along the highway route, relieve congested
areas of Highway 401, and allow efficient movement of goods and
people across Ontario.
A multidisciplinary CH2M HILL-led team is serving as both combined
technical advisor and owner’s engineer for the technical development,
procurement, and contract oversight for Infrastructure Ontario’s P3
procurement of the design-build-finance-maintain project.
Anacostia Waterfront Initiative,
Washington D.C. Department of Transportation
The Anacostia Waterfront Initiative integrates multiple transportation,
land use, and economic development projects in the southeastern
sector of Washington, DC, with special emphasis placed on the
development and revitalization of the Anacostia Waterfront.
CH2M HILL is the program manager for the $800+ million in
transportation improvements related to the initiative. In addition, we
are serving as an advisor on the project’s financial plan, including
alternative project delivery; funding and financing strategies; and
strategic consensus development to gain political/public support.
Chicago Skyway Toll Bridge, Skyway Concession Company
Halcrow acted in the role of Lenders’ Advisor on the Chicago Skyway
Toll Bridge providing traffic and revenue forecasting and technical due
diligence services to the bank club financing the winning bid team
of Cintra/Macquarie. This was the first privatization of an existing
toll road anywhere in the U.S. Halcrow’s role was central to the bid,
enabling the bidder to raise the debt needed to complete the deal.
Halcrow audited the concessionaire’s proposals for construction,
maintenance and operation of the highway, reporting their findings
to potential lenders. Halcrow is continuing the Lenders’ Advisor role,
auditing capital and operational expenditure and draw down of debt
following re-financing of the loan by Assured Guaranty.
Deh Cho Bridge, Sun Life Assurance Company of Canada and
Ontario Teachers’ Pension Plan Fund
The Government of the Northwest Territories entered into a P3 with
the Deh Cho Bridge Corporation to develop a bridge to span the
Mackenzie River near Fort Providence. The $200-million Deh Cho
Bridge is a 3,175-foot-long crossing that will replace the Merv Hardie
Ferry and the Mackenzie River Ice Crossing operations.
Elgin O’Hare–West Bypass Project,
Illinois Department of Transportation
This $3-billion transportation expansion project encompasses more
than 60 miles of roadway improvements, including construction of the
new Elgin-O’Hare Extension and West Bypass with a new westerly
multimodal transportation gateway to O’Hare International Airport.
I-15 Corridor System Master Plan,
Nevada Department of Transportation
The Departments of Transportation in California, Nevada, Arizona,
and Utah formed a cooperative alliance to develop a long-range
multimodal transportation system Master Plan that will address
current and future mobility needs along the I-15 corridor from
Southern California to northern Utah. CH2M HILL is leading the team
developing the long-range multimodal transportation system vision,
governance, and project prioritization needed to serve all modes of
transportation along the corridor.
Having delivered the Tier 1 Environmental Impact Statement (EIS),
CH2M HILL is now working on the Tier 2 EIS which includes
advising on the potential to deliver the project using a public-private
partnership model, high-level financial modeling of illustrative P3
scenarios, review of existing funding sources, and identification and
analysis of potential new funding mechanisms.
Deh Cho Bridge was the first major infrastructure project of its type
led by a First Nations developer in Canada. CH2M HILL served as an
independent engineer to the project and as a special advisor to the
lenders. Our preliminary services included lender’s due diligence prior
to financial close.
As part of the Master Plan, CH2M HILL is advising the alliance in
identifying alternative funding mechanisms such as tolling, local
option fuels and sales taxes, and vehicles miles traveled fees, as well
as alternative financing and delivery mechanisms such as P3 to deliver
and finance the needed transportation infrastructure improvements
along the I-15 corridor.

VDOT selected Halcrow to provide business management services,
across all modes of transportation, starting in 2007. Halcrow’s
responsibilities included developing negotiation strategies, conducting
negotiations, providing expertise on business and policy decisions,
developing reports and contract language, and overseeing contract
management and administration. In 2010, Halcrow was also appointed
to develop project selection guidelines including a Value for Money
guidance manual, published by VDOT, which is the first of its type in
the U.S. Most recently, Halcrow was selected by the Commonwealth
of Virginia’s Office of Transportation Public-Private Partnerships
(OTP3) to support the OTP3 with business management and financial
services capabilities. The OTP3 has been charged with creating
an environment that encourages private investment in Virginia’s
infrastructure and proactively identifies, assesses, and implements
the commonwealth’s priority transportation projects.
Contracts Advice, UK Highways Agency (HA)
Since 1994, Halcrow has continuously supported the HA in
developing project business cases and developing and implementing
procurement strategy and processes for all of the HA’s privately
financed road projects, including the M25. Halcrow has been at the
forefront of the development of design-build-finance-and-operate
(DBFO) contracts for the HA since they were first put forward as a
procurement option.
P3 Policy Study, Ohio Department of Transportation (ODOT)
ODOT appointed Halcrow to lead a team of technical, legal, and
financial advisors undertaking a P3 policy study. The scope of work
includes review of legislation to determine permissible activities
under the current law, the provision of best practice papers based on
national and international practice as they relate to implementation
of a policy in Ohio, and assisting ODOT with the development of a
comprehensive policy for screening projects and implementation of
public private partnerships. Halcrow’s recommendations will provide
ODOT with information required to evaluate and rate P3 proposals.
P3 Strategic Advice, Illinois Department of Transportation (IDOT)
Halcrow was appointed as technical advisor on the team providing
strategic and financial planning assistance for alternative contracting
methods to IDOT. As IDOT evaluates options for meeting the state’s
growing transport needs, design-build and P3 models are recognized
as important tools for realizing the strategic vision. Halcrow’s work
with other jurisdictions is allowing IDOT to leapfrog many steps by
drawing on the experience of other states in developing their policies
and procedures. Halcrow’s scope also includes screening planned
projects for alternative contracting suitability.
Following award of the first eight DBFO Contracts in 1996, HA
established a Post Contract Management Coordination Group whose
responsibilities were to monitor and review the management of
DBFO Contracts. Halcrow has been represented on the Group since
1997 and is now fundamental to its operations providing necessary
resources, experience, and key skills to undertake tasks such as
technical reviews, training for specific individuals, producing guidance
manuals, and provision of technical advice to HA contract managers.
M25 Beltway, UK Highways Agency (HA)
The UK’s $10-billion, 30-year P3 project, the largest privately
financed highways initiative in the world, comprises the operation
and maintenance of 249 miles of M25. This is one of the busiest
motorway and trunk road networks in Europe, and includes the
design and widening of more than 37 miles motorway. Halcrow
has been at the forefront of developing new and innovative asset
management, performance, payment, and handback procedures that
deliver maximum value for money and meet the existing and future
business objectives of the HA. For the M25 project, Halcrow has
also monitored the performance of the contractor during the design,
construction, operation and maintenance stages, and has provided
contractual support necessary to ensure compliance and successful
delivery of the Agency’s objectives.
Sea-to-Sky Highway Improvements — British Columbia Ministry of Transportation and Infrastructure

The award-winning $600-million Sea-to-Sky Highway Improvement
Project involved making safety, mobility, and reliability improvements
to the highway linking the City of Vancouver with the resort
municipality of Whistler, approximately 62 miles to the north. The
project was successfully completed in the fall of 2009, in time for the
2010 Winter Olympic Games.
Golden Ears Bridge,
South Coast British Columbia Transportation Authority (TransLink)
The award-winning $800-million Golden Ears Bridge Project involved
the design-build of a 3,175-foot-long, six-lane, cable-stayed bridge
across the Fraser River in Vancouver. This signature bridge provides
a quick, easy, and convenient link for the community, and it enhances
the economic competitiveness of the Lower Mainland by opening up
access to employment, markets, services, and recreation.
The Sea-to-Sky Highway Project represented the first time that the
P3 delivery model was used to deliver transportation infrastructure in
the Province of British Columbia. CH2M HILL managed the advisory
team, led the procurement process, and represented the government
as the design-build-finance-operate contracts manager.
The Golden Ears Bridge Project was developed under a P3 delivery
model between TransLink and the Golden Crossing General
Partnership, which included CH2M HILL in a fully integrated designbuild joint venture with Bilfinger Berger Civil.
