FUNDAMENTAL
RESEARCH GRANT SCHEME (FRGS)
 Total Allocation : RM 250,000.00
 Duration
: 3 years
OBJECTIVE
Research carried out to increase understanding of
fundamental principles.
End results have no direct or immediate commercial
benefits: basic research can be thought of as arising
out of issues
However, in the long term it is the basis for many
commercial products and applied research.
Eligibility for Application
 Open to all academics from IPT and research institute:
 Malaysian citizen
 Permanent / contract academic staff (Professor, Associate
Professor, Senior Lecturer, Lecturer)
 Contract staff - requires co-researcher who is a permanent
academic staff.
 For non-Malaysians, co-researcher must be Malaysian
citizen who is a permanent academic staff.
 Malaysian Fellow Researcher - contract not less than 2 years
requires co-researcher who is a permanent academic staff.
 Principal investigator (PI) is allowed to lead only one project but
can be co-researcher in other projects per cycle.

Eligibility for Application
 New application can only be considered if the previous FRGS
project has achieved a minimum 75% of the
funding/milestone.
 Amount applied must not exceed the ceiling determined by
MOHE (RM 250,000)
 Every research project must produce:
i. Three year project - (1) Ph.D or two (2) Masters students or
combination of both.
ii. Two year project - (1) Masters student
 Academic staff on sabbatical/study leave is not allowed to be
the principal investigator but can be a co-researcher.
 Principal investigator who has transferred to another
university/institute must relinquish the leadership of the project
but can still be a co-researcher.

 Vote 11000 - (Salary and allowances for Graduate Research
Assistant (GRA)
 Salary and allowances for Graduate Research Assistant
(GRA) only.
 Maximum amount for salary and allowances is not more
than RM2300 for a PhD student and RM1800 for a Masters
student or in accordance with the institutions guideline.
 Vote 21000 - (Travel and Transportation)
 Travel includes all domestic travel and transportation
related to the project.
 Total expenditure for travel and transportation must not
exceed 40% of the total project budget.

 Overseas travel (subject to approval from Assessment Panel)
must meet the following criteria:





Overseas travel is allowed only if the grant approved is
enough. The principal researcher and co-researchers
are allowed to travel.
Overseas travel is only allowed for research paper
presentation in
conferences/seminars/workshops/colloquium
Travel destination must be to appropriate places and
economical in resources, expertise and technology
transfer.
Overseas travel must be in accordance with the
particular institution’s regulation.
Maximum 20% of the fund is allowed for attendance to
conferences and other activities other than field work.

Rentals are only allowed for buildings, equipment,
transportations and other items directly related to research.
• Vote 27000 – (Research Materials and Supplies)
Only expenditures related to the research is allowed.
• Vote 28000 – (Minor Repairs and Modification)
Only minor repairs and modifications are allowed for building,
laboratories or other items related to the research.
Maintenance of existing equipment is also allowed. Upon
completion of the project, maintenance of the equipment will
be borne by the institution and not by this grant.

processing and others related to the research.


Includes cost to attend courses, short-term programme (once (1) only) to learn
specific techniques related to the research.

Duration allowed is not more than three (3) months.

Total expenditure (b) must not be more than 5% of the approved amount of the
grant.
 Vote 35000 (Equipment and accessories)

Only purchase of specialised equipment and accessories (including upgrading of
existing equipments) related to the research are allowed.

Please provide the list and justifications for all equipment and accessories
requested.

Not Allowed to procure any telecommunication equipment that’s not related to
research project .

Total amount requested must not be more than 40% of the amount approved for
the grant.

 For projects financed by the FRGS scheme, Researcher are encourage to apply
intellectual property registration at the local level before going to the international level.
Intellectual property from FRGS grant become the joint property of Malaysia
Government and IHL.
 Intellectual property management is under responsibility of the university
• Commercialization
 Commercialization output from project funded by FRGS grant and other sources must be
shared according to the contribution made
 Commercialization output must be distributed according to existing commercialization
policy.
Research Output must be achieved
– MOHE will blacklist Project Leaders who have not achieved any outputs.
PROTOTYPE
RESEARCH GRANT SCHEME (PRGS)
 Total Allocation : RM 500,000.00
 Duration
: 2 years
Eligibility Criteria
This grant is opened to all government and private IHL academic staff :• Malaysian citizen
• Permanent /contract academic staff (Professor, Assoc. Prof, Senior Lecturer,
Lecturer)
• For contract staff including non Malaysian Citizen - must have permanent
staff (Malaysian Citizen) as research member.
• Academic staff on study leave are not allowed to be a project leader. However
they can be a research team member.
• PIs successfully completed national competitive grants can apply for this
grant. However, priority will given to those with FRGS.
• An applicant is only allowed to be the Head of Project of one project and only
one project will approved for each phase.
• New application for those who have been approved with PRGS from previous
phases will only be considered when their project is completed.
Budget
PRGS cannot be used for the following items:
i. Produce a business plan
ii. Market Studies (Market survey)
iii. Application and Registration of Intellectual Property
iv. The exhibition and promotion of products
v. Conference presentation
Vote 11000 (Allowance for Research Officer/ Assistant
Research Officer)
• Ceiling : not more than RM 36,000. RO/RA must
not be a student
Budget
Vote 21000 (Travel and transportation)
• Expenditure encompasses all domestic and overseas
travel and transportation related to the project.
• Not more than 15% of the total allocation
• If it more than 15%, researcher must get approval
from Evaluation Committee
Vote 24000 (Rental)
• Rental is only allowed for buildings, equipment,
transportation which is directly related to prototype
development.

Vote 27000 (Research Meterials & Supplies)
• Only expenditures related to the development of
prototype can be made.
Vote 28000 (Maintenance and Minor Repair Services)
• Only expenditures related to the maintenance and
minor modification of buildings, laboratory,
equipment or others related to the research.
• Maintenance cost of existing equipment used during
the course of the project is allowed. Once the project
is completed, the maintenance cost should no longer
be borne by the grant.

Vote 29000 (Special Services)
• Services include printing, hospitality, honorarium, professional
services, consultation, use of computer, data processing and other
services related to the development of prototype.
Vote 35000 (Accessories and Equipment)
• Only purchases of special equipment and accessories (including to
increase the capability of existing equipment) which is related to
development of prototype are allowed.
• Communication equipment which is not related to the project are
not allowed.
• Every application must have justification and quotation according
to Treasurer circular. Total amount request must not be more than
40 % of the grant budget

RESEARCH GRANT SCHEME (TRGS)
 Total Allocation : RM 1,500,000.00
 Duration
: 3 years
Criteria for Evaluation
 Research carried out must contribute to new idea,
theory, concept, method, model or new process.
 Enhancement of policy, methodology or new
approach of solving problem
 Issue on elevating the standard of living within the
community and the country
 Contribute to the country’s strategic agenda.
Criteria
 Minimum THREE (3) projects from different clusters
under the same institution. Exception for certain
cases in which one (1) project from other institution
 Total ceiling applications for the entire program is
RM1,500,000.00(1.5 M). The first year allocation
should not exceed 50% of the approved amount.
 Duration of project is 3 years
Eligibility for Application
 Open to all academics from IPT and research institute:
 Malaysian/non Malaysian citizen
 Permanent /contract academic staff (Professor, Associate Professor)
 Contract staff - requires co-researcher who is a permanent academic
staff.
 Minimum two (2) Project Leader must be a Malaysian citizen
 For non-Malaysians, co-researcher must be Malaysian citizen who is a
permanent academic staff.
 Application from foreign branch campus:
 For non-Malaysians, co-researcher must be Malaysian citizen who is a
permanent/tenured academic staff.
 Funding can only be utilized within Malaysia.
 Principal investigator (PI) is allowed to lead only one project but can be coresearcher in other projects per cycle.

Philosophy
Long Term Grant Scheme (LRGS) is able to promote excellence in research that
expands the boundaries of knowledge, especially in the areas of cutting edge
particularly in niche areas that have been identified.
Long Term Grant Scheme (LRGS) can promote peer cooperation across various
institutions and is multi disciplinary in nature, enabling Malaysia to get world
recognition in the area of fundamental research in specific niche areas.
Definition
LRGS is fundamental research involving more extensive scope, and a
long period of time and requires a high level of commitment.
LRGS can produce new theories and ideas in the forefront of strategic
niches for expansion of the boundaries of knowledge.
Objectives
This research aims to enhance excellence in the generation of theories, new
ideas and innovative creation in the forefront of strategic niche areas for the
development of the boundaries of knowledge.

• LRGS application are open to all research clusters that high
impact and strategic to the country and not limited to eight
(8) niche as follows :

3. Tropical Disease
4. Food Security
5. Energy and Water Security
6. Information and Communication Technology (ICT)
7. Advanced and value-added manufacturing
8. Societal Wellbeing
Terms of Application
The grant is open to all academic institutions of higher learning with the
following conditions: • The project must involve a variety of institutions with a minimum of three
institutions.
• The project must be multi-disciplinary, involving the corpus of science &
technology and the social sciences & humanities.
• Only Malaysians can lead LRGS program. Each individual is allowed to lead
one LRGS program only.
- permanent academic staff (Professor and Associate Professor).
- For a contract employee, it is compulsory to have a permanent
Malaysian citizen as a co-researcher.
• Each applicant is allowed to submit only one application in each
phase of the grant.
Terms of Application
Duration of Research
• Duration of the research project is 3 to 5 years.
• Monitoring is conducted annually. If the research project does not show any progress, it
may be terminated.
• Extension subject to the excellence of the progress / outcomes and the availability of
funds.
• Staff on study leave not allowed to be Head of Programme / Head of Research. However,
he may be a member of the research group.
