West Finland Film Commission started its activity under Turku Arts Academy in the year 2003. Since the start its mainpillar has been the education of media field in Turku. In the year 2006, WFFC became a part of
Turku’s business activity by joining Turku Region Development Centre.

Activity
Principles
WFFC’s purpose is to gather productional network of experts and services from different fields of Turku. This
register of assistants and experts, professional know-how and useful supplies consists of different unions,
cultural institutions and amateur groups.
WFFC supports every audiovisual production’s planning, developing, producing and distribution, which have
the possibilites to be distributed in movie theatres, television, as a salesproduct, in festivals or other occasions
and also in digital distributional channels. WFFC supports film-, tv-, video- and animationproductions by granting money and services to production company (see WFFC’s services).
Operational area
WFFC’s area consists of Turku region (11 towns). In the future, WFFC’s operational area will be expanded to
Loimaa, Salo, Åboland and Southwest Finland.
Regional productions
WFFC supports and/or gives its services yearly to 5-10 regional audiovisual productions. Audiovisual productions can be animation, documentaries, tv-films or -shows, dramafilms or other audiovisual productions, with
sound and moving image.
National productions
WFFC supports and/or gives its services yearly to 1-3 productions, which are produced in WFFC area. Productions can be animation, documentaries, tv-films or -shows, dramafilms or other audiovisual productions, with
sound and moving image.
International productions
From the year 2010, WFFC supports and/or gives its services to at least one (1) international film- or televisionproduction, which is produced in WFFC area.

Our services
WFFC offers equal services to regional, national and international audiovisual- and filmproductions under the
principles of Association of Film Commissioners International (AFCI).
WFFC offers information on funding, regions expertise and assistance on every field, locations, location scouting, recruiting of actors and assistants, productional spaces and equipment and other services from WFFC
area.
If necessary, WFFC may gather overall package for production company’s needs from WFFC’s productional
network of experts and services.
WFFC will also help with administrative and other practical or permit arrangements in WFFC area.
Centre for Audiovisual Culture and with televisioncompanies, regional operators and film commissions.
Supporting the productions
Private persons, workgroups and production companies can seek for WFFC’s contribution. Contributions are
given in these forms: a) grant b) partfunding tai c) consultant services
These productional fields may be given WFFC’s contribution:

Production planning; screenplay or productionconcepts (for example idea for a tv-show)
development.
Location scouting
WFFC gathers and maintains locationdatabase and a photoarchive of Turku region which is accessible for
productions.

Production developing; developing a production plan, creating a marketing plan
or arranging funding.
WFFC also offers tailored chargeable location scoutings for productions. For request, WFFC will inquire
through its network for potential locations and pictures of them. Location scouting is free of charge for three
days.
You may seek contributions all year by using WFFC’s application, which can be found on WFFC’s website. The
decision for contribution is made by the director of Turku Region Development Centre. Applications are presented to the director by WFFC’s coordinator, funding expert or both together.
Producing a piece of work; shooting preparations, shooting- and productioncosts
or post production.
Shooting arrangements
WFFC gives information on regions services, equipment, spaces and trafficarrengements and help for finding
the technical devices, properties and props from the region.
Recruiting of experts
WFFC maintains register of experts and services, which consists of the people with know-how and professionalism for media field and also the different kind of service providers from the region. If necessary, WFFC will
help finging the right people and services for your production. Comission will help in negotiations with the
regions schools for hiring trainees and renting spaces or equipment.
Financial counseling
Commission gives counseling on regional, national and international opportunities for production funding. In
matters concerning funding and grants, WFFC is in co-operation with Finnish Film Foundation, The Promotion

Turku is known as a cultural city. Due to its long history it has been an important stage long before movies
were made. Turku has witnessed many historical events and therefore influenced extensively to Finnish history.
During the year 2011 Turku has been designated to be the European Capital of Culture together with Tallinn,
the capital city of Estonia. In 1996 it was declared the official Christmas City of Finland.

Turku is the fifth largest city in Finland by population. As of 31 August 2008 there were 303,492 inhabitants
living in the Turku sub-region, which makes it the third largest urban area in Finland after the Greater Helsinki
area and Tampere sub-region. The city is officially bilingual as 5.2 percent of its population identify as speaking
Swedish as a mother-tongue.
Vaccine
When you film at Turku archipelago or coastline, it’s good to have vaccine for tick-borne encephalitis. TBE is typically two-stage disease, the second stage, approximately three weeks post infection shows varying degrees
of central nervous system symptoms, at the lowest headaches. Infections for more than half are not likely to
have symptoms. Incidence of the disease is locally very limited, but rather permanent. Finland has previously
found an annual 5-10 TBEs, however in year 2000 found 41 infections and in years 2001-2005, 16 to 33 cases in
which the majority was in Åland Islands.
One of the biggest rivers in Southwest Finland, Aura river floats through Turku. In addition to Aura river, Turku
has lots of small rivers and trenches. Biggest lakes are Kakskerranjärvi in Kakskerta island, Illoistenjärvi in Hirvensalo island and reservoir Maarian allas.
Ruissalo island is located to the south-west of the city, between Hirvensalo and Pansio in the mainland. This
culturohistorical island is a very valuable and versatile part of Finland because of its nature. One of the largest
old oak forests in Finland is situated in the island and many parts of it are included in nature conservation
programs. The island is probably most famous as the venue of the annual rock festival Ruisrock.
Archipelago Sea is a part of the Baltic Sea between the Gulf of Bothnia, the Gulf of Finland and the Sea of
Åland, within Finnish territorial waters. By some definitions it is the largest archipelago in the world by the
number of islands, although the islands are very small and tightly clustered. The larger islands are inhabited
and connected by ferries and bridges. The Archipelago Sea is a significant tourist destination.

Climate
Situated by the Baltic Sea and sheltered by the islands of the Archipelago Sea, Turku has a hemiboreal climate.
Like much of southern Finland, the city experiences warm summers, with temperatures ranging up to 30 °C (86

The vaccine is usually recommended for those who are at the age seven years or older and exposed to TBE,
while moving in the endemic areas of the disease. Admission to the vaccine may also consider to those who
are staying for extended periods of time (weeks or months) in areas which are known to have ticks. Children
under seven years of age are exposed less to this infection. TBE vaccine is not necessary at short period of

Turku Railway station’s departing passenger trains go to east along its coastal path to Helsinki
as well as to north via Toijala and Tampere to Jyväskylä, Pieksämäki and Oulu. Trains coming
from Tampere and Helsinki directions will also take up passengers to the port of Turku on
ships’ departure times. The first train travels to Helsinki every morning at 05.46 am and the
last at 09.00 pm with the rule of one train per hour between them. First train to Tampere leaves
at 07.05 am and the last train leaves at 09.05 pm with the rule of one train between them in
every 1-2 hours.
Kupittaa railway station is located about three kilometers from the railway station of Turku. It’s
near Turku Science Park. All the trains between Helsinki and Turku stop at Kupittaa.

Main road 40 is of its middle parts a highway like roadway with interchanges. Archipelago ring
road provides a unique opportunity to study the Turku archipelago, without a boat. Ring road
stroller moves between islands via bridges or ferries. Driving distance for the whole circular trip
is couple of hundred kilometers, when you stick to the main roads.

Turku Airport is an international airport in south-western Finland. It is situated 8 kilometers
from Turku central at the roadside of main road 40. It is Finland’s fifth biggest airport by its
passenger count and second largest by its cargo count. Scheduled flights are flown from Turku
to Helsinki, Tampere, Oulu, Gdansk, Mariehamn, Stockholm and Copenhagen. In addition,

Shooting permits
No permit is required for filming in public places. Filming on private property requires a permit either from the
owner or from city authorities. A permit from the police is needed if the filming requires special traffic arrangements (i.e. re-routing or stopping traffic). Filming of works (objects) protected by copyright law requires the
consent of the copyright owner unless the works are publicly accessible and not the main focus of filming.

Applied Sciences
In the Degree Programme in Communication and Media Arts there are following specializations:
In the specialization of film art, much emphasis is put on thinking and general knowledge about
film as a part of professional skills. Students can specialize either in script writing, directing,
cinematography, sound designing, editing or on combinations of these.
Digital Arts students gain knowledge in the main areas of creative multimedia development,
including 2 & 3D graphics, modeling and animation, and audiovisual design and production.
The aim of the animation training is to produce animators and animation directors with wide
scale of expertise. After four years´ training period student knows the whole production process of animated film in traditional puppet animation and drawing animation.
The goals for Media Management degree program are to give professional knowledge and skills
for students so that they can work in media production projects and are able to transfer their
knowledge and skills in different context.
Students from performing arts may come handy for film productions as well. Theatre studies
consist of the basic arts within theatre, dramaturgy, directing, acting, dance, music, scenography, light and sound design. The dance curriculum supports the development of the individual
student as a multifaceted dance educator and performer. In addition, Arts Academy also has
degree programmes of circus, fine arts, music, puppet theatre and photography.
