WHAT IS NEARS?
We are a professional organization dedicated to improving communication between railroads,
suppliers, and shippers. Our twice-yearly conferences are well attended by logistics
professionals, shippers, railroads, receivers, and others in the rail transportation field. The
NEARS predecessor organizations include the Atlantic States Shippers Advisory Board, the
New England Shippers Advisory Board, and the Allegheny Regional Shippers Advisory
Board.
The NEARS territory is composed of CT, DE, ME, MD, MA, NH, NJ, NY, PA, RI, VT, DC, the
Canadian provinces of ON and PQ and the Maritime provinces. However, NEARS welcomes
and encourages attendees from everywhere!
NEARS is one of five regional associations under the North American Rail Shippers
Association (NARS). The other four regional associations are the Pacific Northwest, the
Southeast, the Midwest, and Southwest.
NEARS conferences are held in the Spring and Fall of each year in various locations in the
Northeast. Recent conference sites have been at State College Pennsylvania, Lake George
New York, Cape Cod Massachusetts, Providence, Rhode Island, Killington Vermont, Bretton
Woods New Hampshire, and Newport Rhode Island.
NEARS is THE forum for rail shippers doing business in the Northeast. The value that
NEARS brings to their members is unmatched in the industry. We attract the best and most
informative speakers in the industry and area to speak at every meeting. We provide the
podium for a variety of subjects – railroading and shipping trends, shippers panels and
success stories, intermodal industry updates, wall street and main street analysis and
outlooks, new technology introductions and discussions, short line railroad advancements,
and many other subjects. We provide ample time and opportunities to network with
representatives from all facets of the industry. NEARS is the twice a year event that active
professionals in the rail shipping industry should not miss.

ANTITRUST COMPLIANCE POLICY AND PROCEDURE
It shall be the policy of the Northeast Association of Rail Shippers (NEARS) to be in strict compliance
with all Federal and State Antitrust Rules and Regulations.
Therefore;
Be it resolved, that the following are adopted as the NEARS Antitrust Compliance Policy and Procedure:
NEARS has an Antitrust Compliance Policy which applies to all Officers, Directors, Employees,
Committees, Members, and Non-members participating in any Association meeting or function. The
policy requires full compliance with all applicable federal and state laws in all dealings on behalf of
NEARS.
NEARS shall not be used by any officer, director, employee, committee member or non-member for
any anti-competitive or unlawful purpose, or unreasonable restraint of trade. Conduct expressly
prohibited includes the following:
Any discussion or efforts to directly or indirectly fix, peg, stabilize, raise, lower, or affect
prices on products, advertising, freight or credit terms.
Any discussion of prices or price levels are prohibited (This limitation shall not extend to
discussions of methods of operation, maintenance, and similar matters in which cost and
efficiency is merely incidental.)
Any discussion or efforts with any member, nonmember or competitor to not compete, or to
divide or allocate territories or customers, or to limit the nature of business carried on or
products sold or to be sold.
Any discussion or efforts to engage in any group boycott or concerted refusal to deal.
Any discussion or efforts to injure or disparage the business or trade of anyone.
If, during any NEARS meeting or functions, a topic is raised which appears to involve a violation of
the Antitrust Compliance policy, anyone in attendance has the right to interrupt and request the
discussion be stopped. Those in charge of the meeting or function are responsible to see that the
policy is enforced and that prohibited conduct is stopped. If prohibited conduct persists, the meeting or
function will be canceled and the matter referred to the President and/or NEARS legal counsel for
further action to assure compliance with the NEARS Antitrust Compliance Policy.

Clarence W. Gooden, President, CSX Corporation
Clarence Gooden was appointed President in September 2015 with responsibility for Operations and Sales and Marketing. In
this role, he is responsible for the safe, reliable operation of more than 1,200 trains daily and a highly diversified market
portfolio serving all facets of the North American economy.
As a member of the leadership team since 2004, Gooden has helped CSX become a highly focused and increasingly profitable
leader in freight rail and logistics services over its 21,000 route-mile network in the eastern United States and two Canadian
provinces.
Gooden’s career with CSX spans more than 40 years, and has included senior management positions in both Operations and
Sales and Marketing. In addition to front-line Operations roles, he served as Vice President-Network Operations and Senior
Vice President-Field Operations. He began his Sales and Marketing service as Senior Vice President of Coal and later
transitioned to President of CSX Intermodal followed by Senior Vice President of Merchandise. In 2004, he was named
Executive Vice President, Sales and Marketing, responsible for CSX’s transportation portfolio that now exceeds $12 billion
annually.
Gooden is a member of the board of directors of the National Freight Transportation Association, TTX Corporation and the
National Association of Manufacturers. He is also a member of St. Vincent’s Hospital and the Atlanta Federal Reserve Bank’s
Trade and Transportation Advisory Council.
Robert Roberson, Corporate Logistics Manager, Nucor Corporation
W. Rob Roberson is the Corporate Logistics Manager for Nucor Corporation. Rob is responsible of logistics strategy and
transportation best practices across Nucor’s 24 steel making divisions and 20 product divisions. He joined Nucor in 1993 at
their Nucor Yamato Facility in Blytheville, Arkansas in Shipping and Transportation. Prior to joining Nucor, he served in the
United States Army, including a tour in Germany during Desert Storm. Rob has held several leadership positions within
transportation at Nucor, including responsibility for the start up of the new Beam Shipping Operation at Nucor Steel Berkeley
constructed in 1998 in Charleston, SC. He was appointed Material Handling Manager for the facility’s Sheet Mill and Beam Mill
in 2001. Rob served on the National Freight Advisory Committee formed by then Secretary of Transportation Ray Lahood to
advise the Department of Transportation on national freight policy and to develop a national freight strategic plan. He has also
served as chairman of the Southeast Chapter of the Association of Iron and Steel Technology, and on the Board of Directors of
AIST, the South Carolina Maritime Association, and the South Carolina Transportation, Distribution and Logistics Council.
Joan Kovacevich-Corporate Account Manager, GATX Rail Corporation
Joan Kovacevich began her Railroad career in the 80’s working with several short lines located on the East Coast, Virginia &
Maryland, Maryland Midland and with Emons Transportation. While at Emons she was a Supervisor and Manager of Special
Projects.
With Emons she assisted in relocating the headquarters and dispatching functions of the railroad from Berlin, NH to Auburn,
ME. In this role she assisted Arthur Anderson in the installation of the railroads computer network and the IT interface with
Emons Transportation, Canadian National Railroad, Springfield Terminal as well as US Customs Service. In addition to the
railroad she managed the establishment of the administrative functions for the new wholly owned intermodal company in
conjunction with Canadian National Intermodal Service. Negotiating freight agreements with CNI for loaded/empty rates, trailer
and container hire, chassis pool changes.
In 1999, Joan joined Locomotive Leasing Partners which was a Joint Venture between GATX Capital and General Motors Electro
Motive Division developing the locomotive marketing database with San Francisco based GATX Capital. While working with
LLP, she instituted the use of GPS tracking devices for locomotives moving to/from customers and shops. GATX Rail
purchased the joint venture of LLP and Joan relocated in 2009 to Chicago working as the GATX Rail Sr. Transportation
Specialist. In 2010 she was promoted to GATX Corporate Account Manager-Sales with responsibility of Norfolk Southern
Railway and all Regional and Shortline Railroads with the exception of GWRR lines and handles selected biodiesel accounts.
Joan is originally from Detroit and earned her degree in Business Management from York College of Pennsylvania. Joan enjoys
golf, skiing and kayaking and rooting for all Michigan professional sport teams and University of Michigan. She resides in the
Northwest Suburbs of Chicago with her husband, Al Smith.

Cynthia M. Evans, Director of Sales – Chemicals East, CSX Transportation
Cynthia (Cindy) Evans is the Director of Sales, Chemicals East, for the Chemicals and Fertilizer Business Unit of CSX
Transportation. She joined CSX in 2010 and is currently located in the Mount Laurel, NJ field office.
Cindy has advanced through various logistics and transportation roles as both a shipper and a carrier. She began her
Marketing and Sales career with Conrail working as a Business Development Analyst in the Coal, Coke and Iron Ore business
unit and Senior Account Manager for Utility Coal. She then became the Transportation Manager for FMC in Philadelphia prior to
her recruitment to Union Pacific Railroad. Within one year, she was promoted to the Senior Business Director of Chemical
Sales.
In 2006, Cindy was offered a position with Sunoco in Philadelphia, PA, where she managed the Freight Economics team for the
liquids and polymers lines of business for Sunoco’s Chemicals business unit. In April, 2010, she joined CSXT and is looking
forward to productive future.
Cindy earned a bachelor’s degree from Rochester Institute of Technology in Rochester, NY and a master of business
administration degree from Temple University in Philadelphia, PA. Cindy resides in Doylestown, PA with her husband, David.
Kasia Strojwas, Manager of Logistics Planning and Analysis, Essroc Cement Corp.
Kasia Strojwas, Manager of Logistics Planning and Analysis for Essroc Cement Corporation, Italcementi Group, is a SME in the
logistics field who builds optimal efficiency in transportation and supply chain operations. She combines strategy with hands
on experience to develop efficient supply chain processes. She has a strong commitment to teamwork and integrity.
Kasia built her expertise in the field of domestic and international logistics with companies including: Olympus, Avantor
Performance Materials, and LMS Logistics-3PL (logistics provider for: BASF Chemical Company) before joining Essroc's team
in Nazareth, PA. Under Kasia's leadership, Essroc's team has improved its processes of managing railcar fleet and currently
working on implementing a: Transportation Management System (TMS) for all other transportation modes. She also brings
expertise in: international trade compliance, logistics, forecasting and analysis.
Kasia is originally from Poland and brings her rich, cultural heritage as well as her international business knowledge to better
understand diverse needs to achieve optimal results. Kasia earned her Bachelor of Science in Quality Engineering from
University of Economics in Krakow, Poland. She also earned a Master of International Business and Marketing degree from
Kean University.
Outside work, Kasia’s interest’s including: Running, skiing, photography, and overall health and wellness. Kasia is always in
pursuit of: learning and is passionate about self-development at home with her family life and growth in her career. She resides
with her two beautiful daughters, Zosia and Emilia, and husband, Albert, in PA.
Ronald L. Batory, President & Chief Operating Officer, Consolidated Rail Corporation
Ronald L. Batory is a career professional with more than 44 years of field and system experience in the railroad industry,
serving in various administrative and operating management positions of considerable responsibility. He spent the first 23
years of his career working for both eastern and western Class 1 railroads in addition to serving a court appointed Trustee’s
successful oversight of regional railroad bankruptcy.
Then in 1994 he was appointed President of The Beltway Railway Company of Chicago, a multiple owned switching and
terminal subsidiary of then nine (9) competing Class 1 carriers. His leadership success of serving their needs in the Chicago
Gateway led to CSX and Norfolk Southern Corporation later recruiting him to Consolidated Rail Corporation in preparation of
the STB approved partitioning of eastern carrier and establishing what is now commonly known as the Shared Assets Areas.
Accomplishment of that unique task in providing a plane of equality for joint competition later favored him in being appointed to
his current position of President & Chief Operating Officer for the entire corporate entity.
Ron is a graduate of Adrian College, Adrian, Michigan, with a B.A. degree along with an M.A. degree from Eastern Michigan
University. He serves on various governing boards associated within the sectors of both industry and education.

Ted Dahlburg, Manager, Office of Freight & Aviation Planning, DVRPC
Ted Dahlburg is the Manager of the Office of Freight and Aviation Planning for the Delaware Valley Regional Planning
Commission (DVRPC). DVRPC, the officially designated Metropolitan Planning Organization for the Philadelphia-CamdenTrenton region, builds consensus on improving transportation, promoting smart growth, protecting the environment and
enhancing the economy for the nation’s sixth largest metropolitan region.
Mr. Dahlburg manages DVRPC’s freight and aviation planning programs and the freight and aviation advisory committees. His
primary responsibilities include integrating freight and aviation considerations into DVRPC’s long-range plans and capital
programs, promoting strategies to maximize the benefit of freight and aviation activity, and managing specific technical
studies. In these efforts, Mr. Dahlburg works closely with the local freight and aviation communities, DVRPC member
governments, DVRPC staff, and many external partners.
Mr. Dahlburg has been a member of DVRPC’s Planning Division since 1988. Prior to joining DVRPC, he was a Senior
Transportation Planner for the Delaware County Planning Department. Mr. Dahlburg holds a Bachelor of Arts from West
Chester University and a Masters of City and Regional Planning from Rutgers University.

Dennis Rochford, President, Maritime Exchange for the Delaware River and Bay
Dennis Rochford is President of the Maritime Exchange for the Delaware River and Bay, a nonprofit trade association serving
port businesses throughout Pennsylvania, New Jersey and Delaware. In addition to managing the association’s staff and
overseeing the development of the port community’s automation network, Mr. Rochford represents the regional port community
to government officials in Washington, DC; Harrisburg, PA; Trenton, NJ; and Dover, DE, concerning a range of key issues
critical to the success of the Delaware River regional port complex.
Since becoming president in 1994, Mr. Rochford has worked to increase the profile of the Maritime Exchange throughout the tristate region and nationally. The most significant accomplishment to date is the development of Maritime On-Line, a computer
network that captures and disseminates vessel, cargo and crew list information between and among port-related businesses
and federal regulatory agencies. Also noteworthy is the Exchange’s initiative in partnership with the Transportation Security
Administration in the development of the Transportation Worker Identification Credential (TWIC), a national electronic
credentialing system.
Mr. Rochford is a founding member and past president of the National Association of Maritime Organizations and serves as
Chairman of the North Atlantic Ports Association Maritime Committee. He serves on the board of directors of the American
Institute for International Steel, Ports of Philadelphia Maritime Society, the Port of Wilmington Maritime Society, the Chilean
American Chamber of Commerce, and the PENJERDEL Council. Mr. Rochford was elected a Member of the American Bureau of
Shipping in 2001. He serves on the board of directors of the Delaware Military Academy and the New Castle County Chamber of
Commerce. Mr. Rochford is current Chairman of the Delaware First Media board of directors. He is a Commission Member of
the Delaware Health Care Commission and is former Chairman of the New Castle County Chamber of Commerce Economic
Development Council. Mr. Rochford’s expertise on issues of governmental and business importance resulted in weekly Monday
evening appearances as a commentator on the former WHYY-TV 12’s news program, Delaware Tonight., for a period of 11
years.
Following his graduation from LaSalle College, where he was a ROTC Distinguished Military Graduate, Mr. Rochford served as
Captain in command and general staff positions in the U.S. Army in Germany and Vietnam. Mr. Rochford earned a master of
business administration degree from Temple University, where he was inducted into the Beta Gamma Sigma National

Jay Jones, Deputy Executive Director, South Jersey Port Corporation
Jay Jones joined the South Jersey Port Corporation in 1991 and is currently the Deputy Executive Director / Administrative
Services. He also serves the Port Corporation as the Public Information Officer, Ethics Liaison Officer and Facility Security
Officer and was appointed as the Board Secretary in 2011. He also manages the Port Corporation’s information systems and
corporate communications. He is a graduate of Wesley College and the Rutgers Camden South Jersey Regional Leadership
Institute program. He is a certified Facility Security Officer through Hudson Trident.
Jay serves as the Board Secretary for the Home Port Alliance for the USS New Jersey. He is a member of the U.S. Coast

Nicholas Walsh is a Director of Strategic Planning & Development with The Philadelphia Regional Port Authority (PRPA), the
PRPA is responsible for the management and promotion of the region’s public marine and intermodal facilities.
Prior to joining the PRPA in 1998, he was employed with The Delaware River Port Authority as an employee of their World Trade
division. He also serves as Treasurer of the American Society of Transportation and Logistics, Philadelphia Chapter, and
represents Philadelphia on the North Atlantic Ports Association board that collectively promotes and enhance infrastructure for
the movements of goods.
Nicholas has received a Bachelors of Arts in International Relations with a concentration in Business from St. Joseph’s
University; he has continued his post-graduate education at St. Joseph’s completing his Masters of Business Administration

Michael E. Lesniak, Director – Business Services, Association of American Railroads
Michael Lesniak joined the Association of American Railroads in June, 2007, as Director of Business Services in the Safety and
Operations Department. Mike has 34 years of railroad industry experience, and another four years in private industry as a
consumer and purchaser of rail service. Mike spent the first seven years of his railroad career in operations and transportation,
serving as an Assistant Trainmaster and later moving into staff positions in transportation planning, interline operations and
quality control. The remaining years of Mike’s railroad career prior to joining the AAR were spent in marketing and sales where
he worked with the automotive, paper, grain and food industries. Mike’s private industry experience was in the grain and food
business as well.
At AAR, Mike supports the Customer Service Committee, Transborder Committee and Intermodal Operations Committee among
others as well. Mike received his BA from Aurora University and his MBA from the Kellogg School of Management at
Northwestern University before beginning his railroad career. Mike is a native of Chicago and currently lives in Northern
Virginia with his wife and daughter.
John F. Wetzel, Vice President Congressional Affairs, Association of American
Railroads
John Wetzel serves as vice president for government affairs at the Association of American Railroads, a national trade
association whose members include the major freight railroads in the United States, Canada and Mexico -- as well as Amtrak.
Mr. Wetzel’s responsibilities include guiding the development and implementation of policy on safety, hazardous materials,
highway, energy and environmental issues affecting the rail sector.
Mr. Wetzel holds a bachelor's degree from the honors program at Villanova University, and a master's degree in public
administration from American University.

Tony Hatch, President, ABH Consulting
Tony Hatch has been a senior transportation analyst on Wall Street for over twenty years, starting at Salomon Brothers;
proceeding to Argus, PaineWebber, and most recently at NatWest Markets (USA) prior to starting his independent
analyst/consultantcy in 1999 and working with partner MillerTabak beginning in 2009. Mr. Hatch's coverage has been focused
on the freight transportation segment, particularly surface transportation. Mr. Hatch is known for his knowledge of the
intermodal area, where the various modes of freight transport converge, on which he has held several dozen specialized
conferences.
Recently, Mr. Hatch has been providing not only “traditional” institutional transport research but also providing due diligence
and other services to “new” forms of (to) transport investment such as private equity, infrastrcuture and hedge funds in such
areas as intermodal, rail maintence and construction, railcars and 3pls. He has a research partnership with plg consulting and
an equity marketing partnership with CV Securities. Along with Progressive Railoading Magazine he co-founded, co-presents
and leads “Railtrends”, the most comprehensive railways conference every fall in NYC.
With over a quarter century’s experience in the field, Mr. Hatch has been active as an independent analyst and consultant, doing
work for major railroads such as Norfolk Southern, CSX, Union Pacific, BNSF, Kansas City Southern, Canadian National as well
as the Association of American Railroads, the American Short Line and Regional Rail Road Association, the United
Transportation Union, the Canadian Transportation Agency, the Railway Association of Canada, THE Intermodal Association of
North America, The North American Association Of Rail Shippers, AREMA/NRC/RSI, the Railway association of the UK,
Australian Railways, RailInc/Steelroads, various other freight shipper and supplier organizations (including NiTL, NGFA, and
NEARS/SEARS/MARS/SWARS, etc), and management consulting firms such as Oliver Wyman/ Mercer Management, and
Mitchell Madison Group / USWeb. He has also worked with an extensive list of private equity firms in the space, both here and
in or involving Europe, Brazil, China and Australia.
Mr. Hatch, when directly on “the street”, was named to various honor rolls, including the Institutional Investor (“ii”) and Wall
Street Journal All Star teams and He has garnered the top spot in the prestigious Greenwich Poll. He is a past President of the
Motor Carrier Analysts association. He was just recently named to the board of Axion, a recycled-materials rail tie
manufacturer. His career highlight had been testifying before Congress on railroads, starting in 1998, among other testimonies.
Mr. Hatch graduated from Harvard College with an A.B. in American History in 1982. He lives in New York City, and enjoys
baseball (watching – LA Dodgers! - and playing), English soccer (SPURS) & history, US politics, and sports cars.
Kelvin MacKavanaugh, Secretary, New Jersey Short Line Association
Kelvin MacKavanagh was appointed as the first Class I short line liaison person by Conrail in 1982.
Kel began his railroad marketing career with the New York Central in 1964. He subsequently worked for Penn Central, Conrail,
and CSX Transportation.
While with Conrail, Kel was credited twice with the direct responsibility for Conrail winning the annual Golden Freight Car
Award competition sponsored by Modern Railroads and Railway Age. The first award was for the development and
implementation of Conrail’s operation of what was then the world’s longest petroleum unit train for Niagara Mohawk Power
Corporation. The second award was for Conrail’s short line marketing program.
He was also instrumental in the creation of the Standard Transportation Commodity Codes for hazardous materials and
initiated the AAR program for handling bulk shipments of hazardous materials in COFC service.
Kel has an AB degree in economics from Holy Cross College and an MBA degree in transportation from the Wharton School of
the University of Pennsylvania.
A railroad consultant, Kel is also consulting editor for The Official Railway Guide and secretary of the New Jersey Short Line
Railroad Association.
Daniel R. Gilchrist, Vice President, Marketing & Sales, Reading & Northern Railroad
Dan has been in the railroad industry for 36 years now, including 20 years with Consolidated Rail Corporation and 16 years with
the Reading and Northern Railroad. His career has focused on business development, identification of new markets,
successful market penetration and account management.
He began his career with Conrail in 1979 as a Territorial Sales Representative in Buffalo NY and held several positions in sales
and marketing before becoming the Business Group Manager for Waste Products in 1995. In 1999 Dan separated from Conrail
after the acquisition by NS and CSX and began doing consulting work for the Reading & Northern in 2000. He was appointed
Vice President Marketing & Sales in 2001 and in 2013 Dan was named Executive Vice President Marketing and Sales.

Scott Harris, General Manager/Director of Marketing, Maryland & Delaware Railroad
Company
Scott Harris began his transportation career working as a freight train conductor and yardmaster. After graduating from
Salisbury University with Bachelors of Science degrees in Management and Finance, Harris managed a dedicated temperature
controlled trucking fleet for Werner Enterprises of Omaha, Nebraska. Since 2009, Harris has managed the day-to-day
maintenance of equipment, maintenance of way and train operations activities for The Maryland and Delaware Railroad
Company (MDDE) of Federalsburg, Maryland.
In addition to those duties, Harris works with MDDE shippers, as well as local and regional economic development agencies, on
marketing objectives and innovating service design to meet changing needs. Harris led the redevelopment and implementation
of all Federal Railroad Administration-required safety training programs at MDDE by fostering relationships with MDDE
employees, FRA officials, Norfolk Southern and other shortline railroads to develop industry best and compliant
practices. Additionally, Harris works with MDDE's Board of Directors on corporate strategy, railroad industry lobbying, and acts
as the company's liaison to the Maryland Department of Transportation for contractual and strategic matters.
Jeremiah Pauley, Spokesperson, Wounded Warrior Project
Jeremiah Pauley grew up in the blue collar town of Massillon, Ohio. When he thinks back, he says his mind can still hear the
National Anthem playing at local sporting events. Massillon is a hotbed of high school football action – so popular you can hear
the roar of the crowd from miles away. “I come from a very patriotic family,” says Jeremiah. “I remember watching television
during Operation Desert Storm and how I admired those men and women. I figured I owe it to them, and the many that came
before, to dedicate myself to serve our country.” For Jeremiah, his dedication motivated him to walk into the Army recruiting
office in 1996 and tell them he wanted to be airborne infantry. It took nearly 10 years before he was deployed to Tal Afar, Iraq.
Four months later, the unthinkable happened. “I was injured by an IED. Shrapnel from the roadside bomb entered my right arm
above the elbow.” If not for the immediate treatment he received by the medic on hand, Jeremiah would have probably bled out.
“I was at a hospital in Mosul for about a day, then at Landstuhl, Germany for about a week,” says Jeremiah. “I then spent about
three months at Walter Reed Army Medical Center.” Due to his wounds he was medically retired from the Army as a staff
sergeant in 2007. Jeremiah says it took him a long time to adapt and overcome negativity. He worked hard on developing the
right perspective on life and practicing a positive attitude. A lot of his inspiration in life comes from his kids. “I see them smile,
and it inspires me to be even better. I also see things that fellow warriors are doing – some with injuries much worse than mine.
They inspire me to carry on and be positive, and they fuel my desire to help others.”

Eric is a Portfolio Manager at WideAngle, a transportation-focused consulting and investment firm. Prior to this he was an
investment analyst at Citadel LLC with a specialization in freight transportation. He received a B.A. in Mathematics from

Keith E. Ferguson, CFA, Director, TimesSquare Capital
Keith is a Director and Analyst in TimesSquare’s growth equity group. He is responsible for research coverage of the
aerospace, defense, communications, lodging, and transportation industries. Keith joined TimesSquare in 2002 from Alkeon
Capital, a technology hedge fund, where he held a similar position. His previous research analyst experiences were as a Vice

Bernard Weinstein, Associate Director, Maguire Energy Institute
Bernard L. Weinstein is Associate Director of the Maguire Energy Institute and an Adjunct Professor of Business Economics in
the Cox School of Business at Southern Methodist University in Dallas. From 1989 to 2009 he was Director of the Center for
Economic Development and Research at the University of North Texas, where he is now an Emeritus Professor of Applied
Economics.
Dr. Weinstein studied public administration at Dartmouth College and received his A.B. in 1963. After a year of study at the
London School of Economics and Political Science, he began graduate work in economics at Columbia University, receiving an
M.A. in 1966 and a Ph.D. in 1973.
He has taught at Rensselaer Polytechnic Institute, the State University of New York, the University of Texas at Dallas, and the
University of North Texas. He has been a research associate with the Tax Foundation in Washington, D.C. and the Gray Institute
in Beaumont, Texas. He has worked for several U.S. government agencies including the President's Commission on School
Finance, the Internal Revenue Service and the Federal Trade Commission.
Dr. Weinstein has authored or co-authored numerous books, monographs and articles on the subjects of economic
development, energy security, public policy and taxation, and his work has appeared in professional journals such as Land
Economics, Challenge, Society, Policy Review, Economic Development Quarterly, Policy Studies Journal, and Annals of
Regional Science. His op-eds have been published in The New York Times, The Wall Street Journal, The Washington Times,
Investor’s Business Daily, The Financial Times, The Los Angeles Times and a number of regional newspapers and magazines.
He is also a regular contributor to the National Journal’s Energy and Environment blog and The Hill.
Dr. Weinstein has been a consultant to many companies, non-profit organizations and government agencies, and he testifies

member of the Dallas-Fort Worth Association for Business Economics and serves on the boards of directors of Beal Bank

Robert is Senior Vice President for Marketing and Sales for National Steel Car, responsible for marketing and sales of new

with R.L. Banks & Associates, Inc.,Conrail, Southern Pacific Railroad, USL Capital and Flex Leasing Corp. He holds a Master of

Paul Titterton is Senior Vice President and Chief Commercial Officer for GATX’s North American railcar leasing business. In this
role, he has responsibility for portfolio management, sales, customer service, structured finance, strategy, and marketing. Mr.
Titterton has served in a variety of increasingly responsible roles within GATX in the areas of business development, strategy,

Paddy O'Neill serves as Norfolk Southern’s Senior Director Equipment Planning managing a fleet of 80,000 railcars. In this role
he gets to work with industry partners on the MultiLevel Pooling Reload Steering Committee, the Association of American
Railroads’ Equipment Assets Committee, and the North American Boxcar Pool. Prior to this he served in Norfolk Southern’s
Operations Planning and Strategic Planning groups.
He graduated from Notre Dame in 1988 with a BS in Mechanical Engineering and joined the US Navy as a construction manager
(SeaBee-Can Do). While managing construction of new military facilities in Italy, he met his future wife, the mother of their four
angelic daughters, on the train between Naples and Rome forever cementing in his mind the association of trains with good
fortune. Upon return to civilian life, he completed an MBA in 1999 at the Kellogg Graduate School of Management then worked
as a project manager for a medium sized conveyor manufacturer until joining Norfolk Southern in 2001 therein deepening the
romance of the rails. Having thrown caution to the winds – scuba diving, sky-diving, and motorcycling – in his youth, he now is
a season ticket holder for five separate sports teams and is close personal friends with many of the athletes.

Donald F. Cameron Jr. was born in Boston, Mass on July 1958. The oldest of 3 boys, he grew up in Scituate, Mass. He attended
Archbishop Williams High School, in Braintree, Mass, then pursued a bachelor’s degree in Marine Biology and Chemistry at Roger
Williams College in Bristol, RI.
After serving briefly in the United State Coast Guard , he started his career in transportation with Ryder/PIE Nationwide in Braintree,
Mass. He worked in various terminals and positions for 5 years before joining North American Van Lines, Commercial Transport
Division in 1988. In 1993, he accepted a sales position with APL Distribution Services in the northeast and remained with them till the
division was sold to Hub Group. For the next 10 years he worked for 2 truckload carriers, Paschall Truck Lines and West Side
Transport, before joining the Hub Group in 2005. He left Hub Group in 2010 and joined Yusen Logistics ( Americas) where he is
currently Manager of Business Development.
Donald is the past President of the Transportation Club of New England, and joined the Board of Directors for NEARS in 2009.
Donald is married to Kathy and they have 2 children, Molly and Ryan.
2ND Vice President:
Barbara Horton, Rail and Stockpile Administration, American Rock Salt Company LLC.
Barbara Horton currently resides in Gainesville, New York and has been an employee at American Rock Salt Company, LLC., since
October 2000. American Rock Salt Company, LLC is a leading producer of road salt for the New England markets. In her many years at
ARSC she has worked primarily in the Transportation/Logistics Department.
Prior to Barb’s ARSC employment she worked for three years in the Accounting Department of an office furniture manufacturing
company where she was responsible for inventory and the scheduling of shipments. Prior to that Barb worked for Genesee and
Wyoming Industries in the Car Accounting Department for 10 years, where she handled all the aspects of the car accounting as well as
the car leasing responsibilities.
Barb is a 1987 Graduate from York Central School and has an Associate’s degree in Accounting, she is also the Vice President of the
Gainesville Ladies Auxiliary.
Hobbies: Skiing, long walks, camping, baking and supporting all of her daughters school activities. Barb has one Daughter Cassandra.

Joseph Gearin, Executive Director, NEARS
Joe was born in Lowell, Massachusetts on January 5, 1942 the first of 6 boys. Educated in the Billerica, MA school system, Joe
graduated in 1959 and entered Trinidad State Junior College in Trinidad Colorado.
In January 1964, Joe joined the US Army serving his last 16 months in Vietnam with the 1st Cavalry Division, class of 1965-1966.
Joe completed his education at U-Mass Lowell, obtaining a Bachelors degree in Business Administration.
Joe was employed at Bay State Shippers as Operations Manager, and then VP Sales, later moving to Romar Transportation Systems
where he retired in 2000 as VP Intermodal Sales.
Joe has been the NEARS Executive Director since April 2004.
Joe has served as President, Transportation Club of New England, President, Boston Traffic, and two terms as President, Northeast
Association of Rail Shippers.
Joe has been married to Eileen since 1967, with 2 sons, and 5 grandchildren.
Dana H. Burleigh Jr., Director, Business Development, Schneider Logistics, Inc.
Summary of Career:
Has worked more than 20 years in the logistics field. Managed Transportation and Purchasing Functions for Great Northern Paper and
it’s affiliations from 1993 -2004. In 2004 took a position with Hub Group, as Senior Account Director. In 2008, joined Schneider Logistics
as Senior Supply Chain Manager. In 2013, he took over the role of Director of Business Development for the East Coast for Schneider
Logistics and also is a Director of Account Development for the Van Truckload division in New England. Dana is a past President of
NEARS and also serves as an officer on the Board of Director’s for the National Association of Rail Shippers (NARS) currently holding
the office of 1st Vice President.
Personal:
Resides in Gorham, ME, with his significant other, Bonnie, and has two children; Ashley, a graduate of Saint Joseph’s College, with a
Masters from Stony Brook University is a Neo-Natal Nurse Practitioner at Maine Medical Center in Portland, ME and Jordan, a graduate of
Bentley University is employed as a Market Research Analyst for Pioneer Investments in Boston. Dana is also a proud Grandfather to
Granddaughter Ruby Mae Shamos. His hobbies include Sports Broadcasting and he is an avid sports fan of basketball, football and
baseball. Loves to travel, when time allows, and enjoys spending time with and entertaining family and friends.
Sam Buchholz, Senior Director – Locomotive Sales & Marketing, GATX Locomotive Group
Sam is the Sr. Director – Locomotive Sales & Marketing for the GATX Locomotive Group. He has been with GATX since 2009. Sam has
marketing responsibility for GATX’s owned fleet of locomotives across North America. Previously, he spent nine years with Wabtec
Corporation in various analyst/marketing roles out of the Wilmerding, PA offices. Sam holds an undergraduate degree in business
management from Indiana University of Pennsylvania (IUP) and a graduate degree from Duquesne University in Pittsburgh, PA. He is
also a recent graduate of the Michigan State Railway Management Program. Sam is an active member of the ASLRRA, New England
Railroad Club, HTPA along with other rail shipper organizations including NEARS. Sam and his wife Natalie reside in Greensburg, PA
with their children Carly, Owen, Jacob and Julie.

I am director of Marketing for the North Shore Railroads. I oversee business development, marketing and sales for the 6 shortline
railroad companies operated by North Shore. I started with North Shore Railroads over 15 years ago in customer service. Prior to
that my career was in the food industry in both retail and wholesale including a 10 year stint with the Campbell Soup Company.

Keith Kelsey, Regional Account Manager, The David J. Joseph Co
Keith is from Omaha, Nebraska. He has been married for 25 years to his lovely wife Sandy and has a fifteen year-old daughter named
Courtney. He attended the University of Nebraska-Lincoln and has been in the Rail industry for eight years now. Keith is in his
eighth year with the David J Joseph Company where he serves as Regional Manager. He focuses on Railcar leasing, the purchasing
of rail assets, and the selling of railcars for the Joseph Company. Currently his territory encompasses the Northeastern US, Eastern
Canada, and a portion of the Midwest. He currently serves on the Board of Directors with NEARS, is part of the Manhattan
Discussion Group, and has served in various positions with his Church and lodge. Keith enjoys the outdoors, travel and college
football which are among some of his pastimes he shares with Family and friends.
Michel Pelletier, Sales Account Manager, Canadian National Railway
Michel Pelletier has been at CN since 2002 and has acted as a sales account manager covering a wide range of different national
accounts in the industrial products sector. Michel has a wide range of logistics and transportation knowledge having worked in
those areas at Cola-Cola Enterprises, Avenor ( forest products ) and Cast marine shipping line. Michel has a BADM from the
Royal Military College of Canada ( served 4 years as a Naval Officer ) and a MBA from the HEC ( University of Montreal ).
Michel is married with Line and they have 2 children. Hobbies: Downhill and cross country skiing, mountain biking and reading.

Scott McCalla, Director of Business Optimization, Maxem Consulting
Scott was born in Philadelphia PA on March 16, 1971. His family moved to Vermont when Scott was 10 years old. Scott graduated
from Lamoille High School in Hyde Park, Vermont in 1989. In 1993, Scott received his Bachelor of Science in Computer Information
Systems and Business at Castleton State College, in Castleton Vermont.
Soon after graduation, Scott went to work as an Administrative Assistant at Vermont Railway in Burlington Vermont. In 1994, Scott
went to work for Omya Inc. in Proctor, Vermont, and spent 16 years with Omya Inc. as a Fleet Coordinator, Logistics Manager,
Business Analyst, and SAP Process Champion .
In April 2010, Scott started his own business, Maxem Consulting, specializing in rail logistics, business analysis and business
modeling. Scott is currently successful in helping clients find money saving solutions, optimizing business processes, and bringing
value to his clients. Some of his most recent clients include Casella Waste Systems, Evonik Degussa, Colgate Palmolive , Cogent

In 2013, Scott also founded a new business called SaucyVT, which markets, sells and distributes a line of unique food enhancing
pepper sauces, made in Rutland Vermont. The website is www.saucyvt.com.
Scott has been attending NEARS meetings since 1994, and has been a member of the Board of Directors since 2006. Scott served as
President of NEARS from 2012-2013, and is currently the Liaison to the North American Rail Shippers Association (NARS) and chairs
the NEARS Awards Committee.
Scott has been married to his wife, Karen, for 17 years. They have two children – eleven year old twins - Maxwell and Emelia. They
reside in Rutland, Vermont.
Gerry Racette, Vice President Business Development, Vermont Rail System
Gerry started his career with Omya, Inc. in 1979, with construction of the first Omya plant in North America, located in Florence
Vermont. He grew with the company throughout the addition of the facilities in North America, and was responsible for managing the
overall Logistics operations and functions for 10 facilities throughout the United States, Canada and Mexico. Gerry’s career with Omya
over 33 years included a corporate relocation to Cincinnati in 2009, with a subsequent return in to Vermont in 2012 to join Vermont
Rail System.
Gerry is presently employed at Vermont Rail System in Burlington Vt., assisting in Business Development, Marketing & Sales.
Gerry is a graduate of the University of Vermont with a Bachelor of Science in Business Administration. He is a past president of the
Northeast Association of Rail Shippers, present Chair of the Scholarship Committee and has served on the board over 15 years.
Gerry and his wife Mary Anne reside in Essex Junction VT. During his leisure time Gerry is an avid hunter and fisherman, and both
Gerry and Mary Anne enjoy time both boating, skiing and snowmobiling together.
Jack Rudnicki, Manager Sales – Industrial Products – BNSF Railway
Jack spent the first 12 years of his transportation career in Conrail’s Marketing and Sales departments analyzing coal transportation
efficiency projects and later managing all of Conrail’s initiatives in North American lime, cement, and scrubber limestone markets.
Since 2001, Jack has worked as Northeastern United States Sales Manager for BNSF Railway. Jack’s current responsibilities include
working with BNSF’s East Coast crude-by-rail customers.
Jack earned a B.S. and M.S. in Business Logistics from Penn State.
Jack lives with his wife Sharon and 17- year old Rachel and 14-year old Alexander in Wynnewood, PA.

Frank K. Rogers, Vice President, Providence and Worcester Railroad
Graduated from Northeastern University in 1984 with a BS in Business, Transportation and Logistics Major.
Began my railroad career in 1980 on Co-Op working in Vermont. Co-op positions with United Parcel Service and W.N. Proctor
Import/Export Brokerage. After college, worked track for Pioneer Valley Railroad, Mechanical and Train Service for the Bay
Colony and Cape Cod and Hyannis. Moved to Northern California in 1986 to work for the Eureka Southern Railroad in train
service. Promoted to Operations Manager/Director of Marketing in 1987, Assistant General Manager in 1989. Returned to New
England in 1993 and worked in operations for CN North America’s, Central Vermont subsidiary. Also worked as Director of
Marketing for start up Regional California Northern.
Despite all the moving around, have been with the Providence and Worcester Railroad since May of 1994. Promoted to Director
of Marketing in 1995 and to Vice President and Officer in 2005. It is good to be back in my native New England.
Returned from California with my wife of 23 years, Carol. We have two boys, Ethan 14 and John 10.
Enjoy down hill and cross country skiing, mountain biking and spending time having fun with my family.

Brian Smalley, President, Commercial, eRail Commerce
Brian Smalley is currently President, Commercial of eRAIL COMMERCE, a rail service company focused on providing three
main products to its clients: Logistics services, Rail Equipment Brokerage services and the creation of an e-commerce
technology platform for the railroad industry. The company is headquartered in The Woodlands, TX, and serves a wide variety
of clients and industries.
Prior to eRAIL, Mr. Smalley, held the position of Executive Recruiter for Edna A. Rice and associates. He was able to prospect
and close several opportunities for clients in the logistics and railcar services sector. Mr. Smalley served as Executive
Recruiter of the company from November 2012 to October 2013.
Mr. Smalley began his civilian career as an account manager and eventually, Sales Director, Northeast Region for Trinity Rail.
He was responsible for managing a geographic territory comprised of fifteen states and approximately $90 million in annual
revenue. Trinity Rail is the largest manufacturer of rail cars in North America and has the fifth largest rail car lease fleet. His
duties included management and growth of sales and leasing revenue for the railcar division from June 2007 – Oct 2012.
Mr. Smalley started his professional career in the United States Marine Corps Enlisting in 1991 he was selected for a
commissioning program and received his commission in 1998. He served in various roles while enlisted, deploying twice to
Asia and the Pacific Rim. While a commissioned officer he deployed as a Platoon Commander and a Company Commander
for 1st Light Armored Reconnaissance Battalion. He led 285 Marines during Operation Iraqi Freedom and was ranked in the top
10% of all Captains in the Regiment. He received numerous awards to include Navy Commendation Medal, Navy Achievement
Medal, Outstanding Volunteer Medal, Combat Action Ribbon, and various commendations. His last duty station was as the
Officer Selection Officer, OSO Spokane where he was injured and subsequently left the service as a Captain. He served on
active duty from December 1991 – December 2006.
He received a B.A. in Business with Honors from The Citadel in 1998 and an M.B.A. from Gonzaga University in 2006. He
serves as a business mentor to Veteran Owned startup businesses through the Jonas Project. Mr. Smalley is on the Board of
Directors for the North East Association of Rail Shippers. He is a past President for the National Marine Corps Business
Network, Metro Atlanta Chapter. He is the Co-Chair of the Membership Committee for the Transportation Club of Houston and
a member of several other professional organizations. Mr. Smalley has also spoken at several conferences on rail equipment
supply and demand factors and regularly consults for financial investment firms and hedge funds who are interested in
learning about railcar manufacturing and leasing markets. He has two children and resides in the Houston, TX.
Jason Seidl, Director, Cowen and Company
Mr. Seidl joined Dahlman Rose & Company in June, 2008 and focuses on the rail, trucking and air freight sectors. Cowen and
Company acquired Dalhman Rose in 2013. Prior to 2008, Mr. Seidl spent nine years on Wall Street following freight
transportation companies. Throughout his career, he has been recognized for his stock picking and EPS accuracy in several
national polls and surveys. Mr. Seidl also spent over four years working in trucking/parcel transportation. He has an MBA from
Rutgers University and a BS in Transportation Distribution Management from Syracuse University. Mr. Seidl is also Vice
President of the executive advisory board for Syracuse University’s School of Supply Chain Management and is a Contributing
Editor for Railway Age with his quarterly article “Wall Street Watch.”

Dennis Wilmot, President and CEO, Iron Horse Logistics Group
Dennis is president, CEO and owner of Iron Horse Logistics Group formed in 2002 to provide a comprehensive range of solutions to
rail and barge shippers. His rail career began in August 1974 with the Newburgh & South Shore RR in Cleveland, OH followed by
several years with the Cuyahoga Valley Railway (now CWRO in Cleveland). Beginning as a yard clerk Dennis held various positions
in multiple departments providing a broad background in rail operations and accounting. After 11 years working for RRs Dennis
served for 16 years with private corporations now known as PSC Metals and Derichebourg Recycling. As Director Transportation he
was responsible for all rail, barge, ocean, and truck transportation.
During his career Dennis has served on boards and committees for the Institute of Scrap Recycling Industries(ISRI) and National
Industrial Transportation League and has been a speaker at various conferences for ISRI, the American Metals Market, and Midwest
Association of Rail Shippers. Dennis is a graduate of the College of Advance Traffic, holds a BS in General Business Administration
and a certificate in Ship Chartering.
He and his wife, Helen, of 38 years live in Aurora, OH, and have four grown children and currently have eleven grandchildren to dote
on.
William E. Whitney, Director of Marketing, Pan Am Railways
Bill began his transportation career working on a Signal Gang with the Erie-Lackawanna RR during college. Following graduation
from Penn State in 1971, Bill went to work as a Traffic Trainee at Ralston Purina Company in Bloomington, IL. After stints in St.
Louis and Ft Worth, TX, Bill moved to Blue Seal Feeds as Corporate Transportation manager in 1987 and continued in that position
until 2011 when he joined Pan Am Railways as a Director of Sales for Maine and New Brunswick. Bill currently focuses on pricing
lumber, wood products, food, feed, grains and grain products.
Bill and Barbara live in Londonderry, NH as empty nesters with a daughter and son who are both happily married and living in
Boston and who have given us two beautiful granddaughters.
Brian A Wynne, North East Sales, The Judge Organization
Brian is the youngest of eight children born in Brooklyn New York. He attended Somers High School, New York where he ran both
Cross Country and Track.
1987 graduated from Concordia College with a Bachelor’s Degree in Business Administration.
1987-1995 Brian owned and operated Wynne-Blasi construction and Doorways Inc.
1995 Brian joins another family business P Judge & Sons Trucking.
He started in the mechanics shop and quickly moved to night shift manager.
2000 until present Brian is the Northeast Sales Person.
2001 joins NEARS for a better understanding of the rail industry.
2006 elected to the NEARS Board of Directors.
Brian is married to his wife Debbie and has 2 daughters Madison (11) and Emily(7) and currently lives in Nashua ,NH.
Hobbies are playing with his children, skiing, running, golf, and getting together with family and friends for a few laughs
