A
n inability to communicate. Problem behavior. Difficulty
staying on task and paying attention. Obstacles related to
employment. Anxiety and depression. Challenges
associated with making friends and getting along with others.
Last year, more than 2000 children and adults, facing these concerns
and many others sought help from Summit Educational Resources.
And we responded.
We responded with innovative programs and services delivered
by our team of 550 highly-trained professionals who work to break
down the barriers that hamper progress and success. We responded
by partnering with parents, school districts and community groups to
create a pathway to inclusion for each individual’s school, work and
socialization.
Our theme for the year has been “discover the possibilities” – and
as you read through the pages of our annual report you’ll learn more
about how we’re helping the individuals we serve do just that.
Preschoolers who participate in our Early Autism Program discover the possibilities associated with
learning and communication as we work with each child to form the building blocks for lifelong
education. Older students enrolled in Project SEARCH or receiving supported employment
services from Summit discover the possibilities associated with learning job readiness skills and the
satisfaction that comes from holding a competitive job. Our new Behavioral Pediatrics Clinic helps
individuals struggling to make friends or perform better at school realize the possibilities
associated with improved social skills or coping strategies.
Throughout Summit, our dedicated staff works tirelessly each and every day helping each
individual we serve push the envelope, and reach a little bit further. Working as a team with
parents and community partners, and with the continued support of our growing family of donors
we can help every child in our care reach their fullest potential and discover the possibilities.

Focus: Early Autism Program / Summit Academy
E
very night before bed, Carson Hamilton would line up his
toy cars in a very particular way. When Carson was
sleeping, his father would come into the room and move
one or two cars to see if his son would notice. Carson always
did. He would quickly put the cars back where they were supposed
to be. While his parents assumed that it was just another one of
their son’s cute quirks, they would soon realize that it was
something much more serious.
At just 18 months, Carson’s parents, Mike and Michelle Hamilton,
began to notice some of the signs of autism. “Along with his
unusual play, he had very slow development with his speech. There
are a lot of kids in the family and I could tell he was way behind his
cousins in development. It made me believe that there was
something wrong,” said Mr. Hamilton.
Carson was then diagnosed with Pervasive Developmental Disorder (PDD), and Ms. Hamilton
recalls feeling worried after finding out. “It was hard. I felt bad because I knew that he was going
to have a long struggle ahead of him. I was worried he wasn’t going to have a normal childhood
like every other kid,” she said.
After consulting with educational specialists and those who had personal ties to Summit
Educational Resources, the Hamiltons referred Carson to Summit’s Early Autism Program.
“Results. I wanted results. I didn’t know anyone who had sent their kid through Summit and was
unhappy with the results. I thought that it was a no-brainer to send him here,” said Mr. Hamilton.
For half of the day, Carson received home-based services and for the other half, he attended
Summit’s Preschool Program. It was through the home-based program where Carson made his first
breakthrough: he started to talk.
“It was an emotional experience when he was able to talk to me. It was wonderful. I remember
listening to him and his teacher in the kitchen. She would ask him questions and he knew all the
answers to the things she was asking. I was just shocked at how smart he was. He just was never
able to tell me,” said Ms. Hamilton.
Shortly afterward, Carson attended Summit’s preschool
program full-time, so that he would be well-prepared for
kindergarten. He was enrolled in an integrated classroom
setting. In this type of classroom, children from the on-site
Discovery Kids Learning Center spend the day with children
with developmental disabilities to act as role models and
serve as positive influences.

of this integrated setting along with
the individualized attention for each
student helped Carson to succeed.
“They did a lot of one-on-one and
behavioral reinforcement, which is
important. I give the staff a lot of
credit. Everything was tailored to his
specific needs,” she said.
Carson is still as energetic as he
always was, except now when he
races around the classroom, he talks
and interacts with his classmates. He
graduated from Summit in August
2013 and attends an integrated
kindergarten at Sidway Elementary
School in Grand Island.
“His behavior has improved
tremendously. He isn’t so frustrated
now. He is able to tell us what he
wants. He interacts with other
children more. He is more focused.
It was hard for him, but he does
awesome now,” said Ms. Hamilton.
The Hamiltons strongly encourage
other families in similar situations
to seek out Summit as a source of
support. “I’m very proud of Carson.
I really wanted him to be ready for
Grand Island and I believe Summit
has set him on his path to being in
a regular class. I’m very thankful for
them and I am glad that we have a
school like that available to us,” said
Mr. Hamilton.

Donor Spotlight: Duane Paddock
D
uane Paddock, President
and CEO of Paddock
Chevrolet, is known as a
“World Class Dealer with
Small Town Values.” Because of
his small town values, he knows
how important it is to give back to
the community. His leadership and
significant contributions have made
him an invaluable supporter of the
Summit community for the past 13
years. But he also knows what it’s
like to need help. Mr. Paddock has
dyslexia, a disorder which he says
gives him a greater understanding
of those with disabilities.
“A lot of who I am comes from
having dyslexia. One of the
wonderful things that I’ve gained

from my life is having a disability,
because it gives you such an
appreciation and understanding of other individuals that also have some form of disability,”
he said.
His personal understanding has made him a highly valued supporter of Summit Educational
Resources. In 2009, he served as Chairman of Summit’s highly successful Signature Event and
Honorary Chair of Summit’s Walk for Autism Awareness. Also in 2009, Mr. Paddock contributed
$100,000 to help Summit open the Paddock Vocational Training Center in Amherst, which
provides academic, vocational training and life skills instruction for nearly 70 adolescents and
young adults with autism and complex disabilities.
In 2012, as Mr. Paddock saw the Centers for Disease Control adjust the incidence of individuals
affected by an autism spectrum disorder to 1 in 88, he continued to increase his own efforts.
“The more I got involved, the bigger the issue became. My sister-in-law gave birth to a child with
autism and it became more personal to us. There’s a lot of work to be done with more and more
families affected. We are committed to raising additional funds to ensure that the services are
being provided,” he said.
In 2012, Mr. Paddock teamed up with Jeffrey Zimmer, CEO of Reeds Jewelers / Jenss Décor,
secured a $10,000 lead gift from the Allstate Corporation, and along with many other local
sponsors, they helped the 2012 Walk for Autism raise an unprecedented $290,000. The 2013
Walk for Autism enjoyed even greater success with more than 3,000 participants and a total of
$342,156 raised.

As a dedicated family man, Mr. Paddock and his wife, Pamela, encourage their children to give
back to the community as well. In 2012, their daughter Lauren led the first international Walk for
Autism in Florence, Italy. Their son Shane also volunteers at a variety of Summit events.
“It is our way of teaching them to appreciate how lucky they are in the world, but also what it feels
like to give back and dedicate your time and effort to help other people. It’s very important to my
wife and me that they understand that, so that when they grow up, they will have the same values
that we were given,” said Mr. Paddock.
“Duane has been an invaluable supporter of Summit for the past 13 years. His passion, loyalty,
and dedication to Summit have been demonstrated through his fundraising efforts and generous
advertising contributions. His unwavering support and leadership have helped us strengthen our
mission and grow tremendously as an organization,” said Kathy Bunce, Director of Development.
Mr. Paddock encourages individuals to continue to donate as much as they can. “There are takers
in this world and there are givers. I don’t believe in being a taker. I want to be able to give what
I can give. You don’t have to just give money. You have to be able to give time and effort. At the
end of the day, we’re a very lucky family and we want to be able to give things to help others,”
he said.
He truly is “a world class dealer with small town values.”

Focus: Summer Programs
T
oday in Community Connections,
the kids are playing a game called
“River Crossing.” The camp
counselors use chalk to draw a
wavy river full of ferocious looking sharks
on the hot, black pavement. The goal of
the game is to get the whole group
safely across the “river” and not be
“eaten alive.” The participants can use
a number of supplies such as wooden
beams to help them, but they must
communicate with each other and use
the most important tool of all: teamwork.
Through Summit Educational Resources’
summer programs, not only are the kids
having memorable summer fun, they are
also learning critical social and behavioral skills that will last them a lifetime.
Community Connections is one of the two summer programs that Summit offers for children ages
5-16 with developmental disabilities. It is a five-week program designed for children with social
communication disorders related to Asperger’s Syndrome or high functioning autism.
Summit also offers the ADHD Summer Treatment Program (STP), a six-week, evidence-based
program designed for children with attention-deficit hyperactivity disorder who experience certain
academic or behavioral problems.
“In the Community Connections program, we target the challenges that kids with autism typically
face. That includes communicating effectively with others, making appropriate eye contact, and
speaking clearly. Kids with ADHD often have trouble staying in their area, following instructions,
or paying attention. We target those areas in our Summer Treatment Program,” said David
Meichenbaum, Ph.D., Director of Consulting Services.
For Community Connections, a team of well-trained clinical counselors and on-site coordinators
organize and follow a highly-structured schedule of skill training sessions that are interlaced with
fun camp activities. These out-of-classroom recreational activities are implemented to practice the
social skills taught in the skills training sessions.
The ADHD Summer Treatment Program is more recreationally based and the children have the
opportunity to spend the day playing basketball, softball, soccer, and other sports. They also
spend two hours each day in a classroom as a way to promote future academic and behavioral
success.

Timothy and Margaret Terrill are the parents of eight-year-old twin boys with autism who have
excelled in the Community Connections program.
“Since attending the camp, we have seen a huge improvement. We noticed that they were more
talkative and more willing to include and share things with us. We’re really happy with the camp
and we’re very happy with the results,” said Ms. Terrill.
Parent involvement is critical. The Terrills attend a weekly training session that is designed for
parents so that they can learn to maintain the social skills their children have acquired through
their time spent at the program.
“They can do as much as they can to the help the kids during the camp, but if we’re not on on
board with it once they come home or once they go back into the school setting, then it really is
not going to work as effectively,” said Ms. Terrill.
“Autism and ADHD are lifelong disorders. Coming to camp is just a start. What we need to do is
maintain the gains made during the camp. The biggest way to do that is to share that knowledge
with the parents,” said Dr. Meichenbaum.
While the treatment programs are essential for the child’s well-being and success academically,
behaviorally, and socially, having fun and building meaningful friendships is essential. With weekly
themes like “The Human Brain” and daily activities such as swimming, the participants in both of
the programs are never bored.
“It’s a really fun time. We have several returners every year. I think that speaks to how much the
kids enjoy it. We have children who are truly emotional come the end of the summer because they
have finally made a friend,” said Dr. Meichenbaum.

A
troubled 15-year-old boy in foster care was at
Erie County Family Court when he met Laura M.
Skotarczak, the Genesis Community Support
Services program director at Summit Educational
Resources. He first saw Laura behind a glass wall as he was
being detained for gang violence. Nine months later,
however; his life has completely changed. The 15-year-old
is no longer involved in criminal violence and is attending
school on a consistent basis. It is all because of Genesis.
“He did all the work, but he let us help him,” said
Ms. Skotarczak.

Although Summit is primarily known for educational and
family support services, its Genesis program supports
children with severe social, emotional, and behavioral
challenges that are at risk for out-of-home placement.
Established in 2006, Genesis Behavioral Consulting, Inc., became part of by Summit in August
2011 to expand the scope of Summit’s service and diversify its revenue stream. Ms. Skotarczak
strongly believes in the “Wrap Around” model to provide complete, home-based, mental health
and case management services that are designed to provide care for children in a very
unrestrictive setting.
“Families enter our program because they are in some sort of crisis. Wrap Around is a group of
people, brought in because of their unique skills set, who come together to begin the process
of helping a family to grow a support network and increase coping mechanisms. With the help
this team provides, the end result is a family who has not only moved out of crisis but is stronger,
has more appropriate coping skills, is better able to manage hardship and has a greater sense of
hope,” said Ms. Skotarczak.
Genesis provides eight different services, including Individual and Family Counseling, In Home
Community and Behavioral Services (IHCBS), Mentoring, Parent Aide, Respite, Rise and Shine, Skill
Building, and Psychological Evaluations. Each one of these programs is individually designed to
address the specific needs of the child and family. For example, if a child had trouble getting out
of bed and off to school in the morning, the Rise and Shine program would ensure that the child
went to school on time and on a consistent basis.
Children and families that receive Genesis and Wrap Around services have much success. Lori
Rosenthal is the mother of a 12-year-old boy with severe ADHD and oppositional defiant
disorder, a condition that makes him argumentative, aggressive, and difficult to handle. “His mom
was afraid of him. She was very unsure of her parenting ability,” said Ms. Skotarczak. With the help
of Ms. Skotarczak and the Wrap Around services, Ms. Rosenthal was able to learn how to cope
with the difficult situation. Ms. Skotarczak equipped Ms. Rosenthal with different ways to

handle challenging situations with her son. “We have a lot more tools in the toolbox now,” said
Ms. Rosenthal.
Her son has made significant improvements in managing his behavior and she recommends the
program to any family that might be in a similar situation. “We felt completely hopeless and
helpless before the program, but Laura would always come in with a listening ear. She would
come and see me and I would say, ‘Look this is what happened this week’ and we would discuss
how I handled the situation versus how I should have handled it,” she said.
To be eligible for Genesis services, a child must be at risk for out-of-home placement because of a
severe emotional, social, or behavioral disturbance. They must be referred by a parent,
caseworker, counselor, hospital, school, Family Court, Juvenile Justice Staff, Department of
Social Services or other agencies to Family Voices Network of Erie County, which can be contacted
at 716.858.1546. Genesis continues to grow and provide services for those who need it.
“We’re here to help you get through this,” said Ms. Skotarczak.

Amanda is just one of many
young adults participating in an internship through Summit’s Supported Employment Program
(SEMP), which is open to individuals ages 18 and older with a developmental disability. During her
internship, she will gain valuable job skills, training and experience that will last long after her time
at the internship ends. Shannon Standing, Employment Specialist with Summit, not only works
alongside Amanda during her internship to provide guidance and assistance, but helped Amanda
find the job as well.
“Employment Specialists work with interns or job seekers to help them search for a job and
practice for interviews. They figure out their likes and interests and help them pick out a job that
suits those interests. They will sit down in the interview and help the individual through the
process. If the individual is offered a position, the Employment Specialist will go along with them
to the job to provide the necessary training,” said Rebecca Tedesco, Coordinator of Respite and
Supported Employment.
Like any other good employee, Amanda takes immense pride in her work and dedicates herself
to every task. “The people that we assist are really some of the best employees. They are reliable
and extremely focused. They often love routine and are extremely appreciative of having a job,”
said Diana Schmit, Division Chief, Family Support Services. “They want to do well.”
Employers benefit from the internship and employment programs as well. Amanda’s manager,
Barb, finds that having Amanda in the workplace is tremendously beneficial. “Amanda is very
good. Some days she can do things and can do it for hours. She works hard and she’s always on
time. She tries to help customers, she’s dependable, and very pleasant. It’s a pleasure having her
with us,” she said.

In addition to SEMP, in fall 2013 Summit also launched Project SEARCH, a business-led transition
program for students with disabilities who want to explore careers and develop critical job skills.
This program is open to students ages 18-21 who have completed all academic requirements for
graduation.
“The program is a collaboration between a business, school, and supported employment agency.
This fall, the collaboration is between Beechwood Continuing Care, Erie 1 BOCES, Summit and
Aspire. Summit and Aspire provide Employment Specialists for the project. There are six students
in this first year with a teacher, teacher aide and Employment Specialists. It has been more than
two years since we started the planning for the program and are thrilled with the progress the
students are making,” said Diane Avecillas, Project SEARCH coordinator.
These immersions into the job experience are part of the changing landscape in employment
opportunities for adults and young people with developmental disabilities. In 2013, the Office for
People with Developmental Disabilities (OPWDD) announced its plan to close sheltered
workshops with hopes of integrating people with disabilities into typical workplaces.
Getting out into the real world is critical for those with developmental disabilities, who not only
receive a job, but a new outlook on life.
“For a lot of individuals the move from school to work is a complete lifestyle change. One girl I
worked with lost 30 pounds since she started working. She gets a paycheck every week and is
excited to spend it responsibly. It’s an incredible transformation from the time they start working,”
said Ms. Tedesco.

O
ur total revenues at June 30, 2013 were $22.6M compared
to $21.8M for the previous year ended, representing a
3.6% increase year over year. Most notably, increases
occurred in Behavioral Health and Family Support Services
Divisions as we continued to make investments in and expand our
programs and services.
Our school-aged programs remained stable with 98.4%
enrollment through June 30, 2013. We have not received any
increase in our state approved tuition rate in more than five years.
This contributes significantly to our operating deficits each year.
Outreach services, primarily community-based services of
psychology, speech, physical and occupational therapy provided
to children from birth to five years of age, continued to reflect
declining revenue trends, supporting our decision to refocus
provision of these services solely to children with a diagnosis
of autism.
We finished Fiscal 2013 with a deficit of ($355k) compared to Fiscal 2012 of ($370k). We
expect some relief in Fiscal 2014 as the State has approved a 3% tuition rate increase for
our school-age programs.
Looking ahead, we continue to evaluate our staffing needs and renegotiate vendor contracts to
decrease general and administrative costs. We believe the strategic investments we are
making in the development of new products and service offerings will increase our net cash
flow and lessen our dependency on reimbursements from government agencies, enabling us
to further our mission driven activities.

Growth and Expansion
S
ummit Behavioral Pediatrics Clinic continued to grow in 2013 with
the opening of a new office at 415 N. French Road, Amherst,
and the addition of two new practitioners. Julia Mundy and
Brigid Vilardo, both with Ph.D’s in psychology, joined our team of
licensed psychologists which includes Amy Jablonski, Psy.D., BCBA-D,
David Meichenbaum, Ph.D., Jennifer Toomey, Ph.D., Justin Naylor, Ph.D.,
and Kathleen Honer, Psy.D., BCBA-D.

All our clinicians are experienced in working with children, young adults,
and families struggling with anxiety, disruptive behavior disorder, mood
disorder, pervasive developmental disorder, and other common
childhood problems including sleep problems, behavior challenges, and
social delays.

n summer 2013, Summit launched ABAworks Autism Clinic to provide long- and short-term
evidence-based treatments for individuals with autism. Under the Autism Insurance Law,
these services may be covered by private insurance.
ABAworks offers skill building in most areas of development as well as highly-focused intervention
for individuals with feeding or sleeping disorders, aggression or self-injury. The clinic can also help
with acquisition of skills for greater independence. Parent Training is available to equip caregivers
with the necessary tools to promote success outside the clinic setting.
Services are provided by Summit’s team of licensed psychologists, board certified behavior
analysts, and highly-trained paraprofessionals. Appointments are available at our 415 North
French Road office in Amherst and our southtowns location at 4535 Southwestern Boulevard

Restricted grants were received from the following foundations during 2012-13:
The Peter & Elizabeth C. Tower Foundation concluded its multi-year commitment to fund our Curriculum
Builder and Tracker Project (CBT). The purpose of this project is to utilize advances in technology
to transform paper based educational programming to a computer based Curriculum Building
and Track (CBT). The CBT will systematize the process for a student’s goals by integrating results
from a standardized curriculum based assessment with historical lesson plan progress, outcome
data, and providing a selection of objectives to support the learning process of each student. The
system will provide an individualized, dynamic guide to assist faculty in selecting and teaching
carefully sequenced skills to maximize instructional time for all learners. This is the fourth year of a
$370,897 multi-year grant made by the Foundation.
The John R. Oishei Foundation approved a grant in the amount of $114,790 over a two-year period to
support the development of an Outcome Assessment Instrument to measure the Functional
Performance and Progress of children with autism spectrum disorders (ASD). Summit Resources
is collaborating with Dr. Carl Granger and researchers at the Uniform Data System for Medical
Rehabilitation (UDSMR), a not-for-profit affiliate of UB Foundation Activities Inc., to develop an
outcome assessment instrument that educators and clinicians can utilize to identify changes in the
mental, behavioral, emotional, and functional health of children with autism spectrum disorders
(ASD) as they progress through various educational and supportive interventions. The instrument
will be designed to be clinically meaningful, multidimensional, and composed of as few items
as possible to facilitate repeated use during the developmental years of the child. This is critical
to the development of individual treatment plans that maximize the potential for every child to
achieve as much independence as possible and to lead productive lives.
The Peter & Elizabeth C. Tower Foundation also provided a grant of $20,720 from its Strategic Planning – Small
Grants Program to enable us to retain professional services to guide our Board of Directors and
leadership team to develop a three-year rolling strategic plan focused on capacity-building
initiatives. In the ever tightening fiscal environment we continue to explore opportunities to
strengthen and insulate our agency from state and federal budget reductions. Our goals
throughout this process are to diversify our funding streams, introduce new services that provide
long term stability, and react to opportunities for growth of our organization now and into the
future.
Children’s Rehabilitation Foundation/Variety Club approved a grant for $5,000 to ensure that Summit’s
Community Connections Program (CCP), an intensive, full-day, five-week social development
program for individuals ages 5-16 with symptoms of High-Functioning Autism Spectrum Disorders
(HFASDs), would be available to all eligible children regardless of income as a barrier. The funding
covered general operating costs, and created scholarship funding so participation was not
contingent upon the parent’s ability to pay tuition fees. While the short term outcomes of this
project include improvements in social behavior and decreases in autistic symptomatology, the
acquisition of social skills improve the long-term outcomes of increased interpersonal
relationships, as well as increased self-sufficiency at school and within the community.
Kelly for Kids Foundation approved a grant for $2,500 to enable us to purchase an Autism Diagnostic
Observation Schedule (ADOS). ADOS test kit materials provide an accurate and reliable
assessment instrument for evaluating a child that is suspected of having a diagnosis of autism.
This diagnosis is critical in enabling children the ability to receive necessary services.

ith more than 3500 walkers, 220 teams and
100 sponsors, Summit’s 14th Annual Autism
Awareness Walk on April 27, 2013, raised a
record-breaking $340,000 to support
Summit’s programs and services. Special thanks to

On October 2, 2012, nearly 200 friends and supporters of Summit joined together for the
“Party for Summit” at The Buffalo Yacht Club. Duane Paddock, President and CEO of Paddock
Chevrolet, was recognized for more than ten years of generous support and advocacy for
individuals with autism. Special thanks to Roy and Patty Jordan who served as chairs of the
event which raised more than $30,000.
