A User’s Guide to County
Financial Statements
The purpose of this Report is to provide a summary of financial information concerning Aitkin
County for interested citizens. Questions about this
Report should be directed to Kirk Peysar, County
Auditor, 218-927-7354.

The following definitions will help citizens understand the terminology that is used in the county’s
financial statement. (A county should eliminate the
description of a specific fund type if it is not included
in that particular county’s Financial Statement.)
COUNTY GOVERNMENTAL
FUND TYPES
The General Fund is the general operating fund
of the county. It is used to account for all financial
resources except those that are required to be accounted for in another fund.
Special Revenue Funds are used to account for
the proceeds of specific revenue sources that are
legally restricted for specified purposes.
Debt Service Funds are used to account for
the accumulation of resources for, and the payment
of principal, interest and related costs of general
long-term debt.
Capital Projects Funds are used to account for
financial resources to be used for the acquisition or
construction of major capital facilities.
COUNTY PROPRIETARY
FUND TYPES
Enterprise Funds are used to account for operations that are financed and operated in a manner
similar to private business enterprises, where the
costs of providing goods or services to the general
public are primarily funded through user fees and
charges for services.
Internal Service Funds are used to account
for the financing of the goods or services provided
by one county department to another, on a cost
reimbursement basis.
COUNTY FIDUCIARY FUNDS
Trust and Agency Funds are used to account
for assets held by a county in a trustee capacity or
as an agent for individuals, private organizations,
other governmental units, and/or other funds.
MAJOR CATEGORIES OF
COUNTY EXPENDITURES
Current Expenditures include all expenditures
other than capital outlays and debt service on
county bonds.
Capital Outlay Expenditures include all expenditures for the construction of county facilities or the
purchase of buildings or major equipment (such as
an automobile) by the county.
Debt Service includes all expenditures or the
repayment of bonds issued by the county including
the payment of the principal, interest and other fiscal
charges associated with the bonds.
The General Government activities include
expenditures for general county activities such as
the county commissioners’ salaries and expenses,
the county administrator’s/manager’s/ coordinator’s
office, county attorney’s office, the auditor’s office,
the county treasurer’s office, the county assessor’s
office, the judicial (excluding the county jail), the
planning and zoning office, and other county general
service offices.
The Public Safety activities include expenditures for corrections activities, the operation of the
Sheriff’s office and the county jail.
The Highways and Street activities include
expenditures for highway department construction
and maintenance programs.
The Sanitation activities include expenditures
for county solid waste collection and disposal
programs, including county-sponsored recycling
programs.
The Human Services activities include the
administration of all federal, state and county human services programs, including child support
collection activities, social service programs such
as chemical dependency treatment programs, and
child protection services.
The Health Service activities include expenditures for the county public health department,
including inoculation programs, home health aid
services, and programs to protect public and private
drinking water systems.
The Culture and Recreation activities include
expenditures for county libraries, county parks,
recreation programs, including the development and
maintenance of all county park facilities.
The Conservation of Natural Resources activities include expenditures relating to soil and water
conservation and the county extension office.
The Economic Development activities include
expenditures for economic development programs.

ing the importance of forgiveness - forget “bad-past,” but most
of all the acceptance of the result
of the “past” that will equip us to
MOVE ON. We can read in Romans 15:7 Accept one another,
then, just as Christ accepted you,
in order to bring praise to God.
The most wonderful thing
about the past is that we can leave
it behind at this instant as we
choose to. This decision allowed
a FRESH START right now. We
do not have to wait until the first
of the year, or next Monday, or
tomorrow morning; we can begin
letting go immediately. We have
that freedom and we are that
POWERFUL.
Making peace with
those you have hurt
You might be saying right
now: “I have never hurt anyone.”
This may be true. We have never
intentionally hurt anyone, but we
are in this life to make mistakes,
and many of those have to do with
harming others. Sometimes we
do not know if we have harmed
someone, especially if we are
wrapped up in our busy lives, then
to think on how others interpret
our look, behavior, words, or even
silence will become less important.
In scripture John 16:13 we
read: “But when He, the Spirit of
truth, comes, He will guide you
into all the truth. If unawareness
of hurting others is present, the
Holy Spirit will gently and persistently call you to repent. The
Holy Spirit will convict us of our
wrong doings. He indwells our
hearts and requires that we not
harbor sin. He lets us know that
we have an obligation to be vulnerable, admit our wrong, ask for
forgiveness, and receive it. He
desires our purity and we cannot
be pure by harboring unconfessed
sin in our hearts. Therefore, He
calls us to confession and restoration. He is persistent. Finally,
when confession is made, Jesus is
glorified and your fellowship with
God is restored.
The Spirit’s conviction is a
blessing because it means you
belong to God; and He is actively
working in your heart. It means
He has not given up on you and
that He desires what is best for
you—even though that means
doing something that may not be
pleasant.
Human relationships are
exceptionally delicate, and often
other people in your life are
hurt by your small actions and
inadvertent neglect rather than
by large, obvious means. Even
though we expect our brothers
and sisters to “accept” us just like
Christ accepted us, (Rom 15:7)
we must pray for God to reveal
when do we unintentionally hurt
others.
Making peace with
those who hurt you
Some people say that the pain
of hurting another person, (especially a loved one) is much worse
than being hurt. Others will say
that there is not worse pain than
being hurt by someone for whom
you care. Some would say it all
depends on the hurt. The answer
is in your heart not in this article.
Either way, forgiveness or acceptance must be involved if we want
to truly move on with your life.
Matthew 6:14-15 explains: “For
if you forgive others their trespasses, your Heavenly Father will
also forgive you, but if you do not
forgive others their trespasses,
neither will your Father forgive
your trespasses.”
Forgiving or accepting those
who have caused us hurt, would
not mean allowing or approving
their behavior. We can forgive
someone without enabling their
sin or participating in it. Forgiving can even include confronting
and rebuking, and sometimes it
must. We do not have to dishonor
the cross of Jesus and approve or
diminish something that required
the death of God.
If we are forgiven a crime, we
must not neglect justice. When
forgiving someone that committed a crime, we can call the police
and have them arrested. You
can forgive someone and testify
against them in court. Romans
13 says to obey the government.
They may tell you: “... I thought
you forgave me.”
You could answered: “... I did!
I forgive you, but you have committed a crime. You have broken
the law. Therefore, these are the
consequences.” For example, if
there is someone that has stolen,
that person needs to pay it back. If
a person has lied, he/she needs to
go tell the truth. It’s not a neglecting of justice. We must be obedient, but also pursue justice.
Forgiveness is not trusting.
A child molester that repents and
requests forgiveness is deserving
of forgiveness immediately, but
the trust that granted him the
freedom to be near children has
been broken.
How often do we forgive
someone that keeps bringing grief
into our life? It takes one person
to repent, one person to forgive
and TWO people to reconcile.
That’s why Paul says in Romans
12:18: “In as much as it is possible with you, seek to live at
peace with all men.” He is saying,
“Do your best, but you cannot be
at peace with everyone. But if it
doesn’t work out, make sure it’s
their fault, not yours.
Again, it takes two people to
reconcile.
A friend who was in the midst
of a divorce, acknowledged her
own sin, but her husband was
stubborn. Their Pastor asked him:
“... If you will meet with counselors and submit to the authority
in our church, I extend a hand
to you and we can reconcile and
save this marriage.”
Unfortunately, his answer
was: “No. I don’t think I did anything wrong. I don’t think I need
to listen to you, pastor. I don’t
need to meet with a counselor.
I don’t need to listen to anyone.
This was her fault.” In cases like
this one, there will not be hope of
reconciliation. Repentance takes
one, forgiveness takes one and
reconciliation takes two.
