A
fter almost 48 years of
running a small business
as independent pharmacists in Westmoreland, Bill and
Trudie Hoffman are ready to
enjoy their retirement. The Hoffman’s are delighted to not be
closing the pharmacy, but able to
sell and keep the business in
town, as WestPharm takes over.
The Hoffman’s met over 50
years ago in Manhattan, while
Trudie was working at the local
drug store.
“Bill was a drug rep for Merck
and Co., traveling to meet with
physicians, hospitals and pharmacists,” she said.
Trudie was a Kappa as a student at K-State, but attended the
University of Kansas School of
Pharmacy in Lawrence after she
and Bill married.
“I commuted to Lawrence from
Westmoreland for two years to go
to school. Bill and I thought it
would be good insurance to have
both of us as pharmacists,” said
Hoffman. That insurance paid off
as all six of the Hoffman kids
made their way through college.
But, it doesn’t take an advance
degree to figure out which university of higher learning holds
the Hoffman’s greatest affection
and loyalty, as five Jayhawk magnets are featured in full view of all

while only one Power Cat sits in a
lonely corner.
“We raised six children here in
this community and we just love
it here. All of them went to college, have jobs, and still live in
Kansas. So, I think that we’ll be
staying around for awhile.
“We also want to see the new
business owners be successful
too, so we are hoping the community supports them,” she con-
tinued. The new owners are from
Holton and the new pharmacist
has reportedly purchased a home
in Westmoreland as he will be
taking his pharmacy boards later
this month.
In addition, to providing a
needed service to the people of
Westmoreland, the Hoffmans
have also served the community
in many other ways, as Bill was on
the city council and was mayor.
“We have six children and two of
them are pharmacists, we have
really had a great life here,” said
Bill.
The Hoffmans have also truly
upheld a sense of family in their
“Ma and Pa” downtown drug
store/soda fountain.
“All six of our children worked
at the store and had to learn how
to take out the trash before they
could scoop ice cream cones,”

USD 323: Rock Creek
Stufflebeam hopes shutdown averted

What will a shutdown bring to Rock
Creek?
If it happens, no one is sure, according to
Superintendent Darrel Stufflebeam.
“As of right now, no school district in
Kansas will operate,” he told the USD 323
Board at the Wednesday, June 8, meeting.
“There is no precedence for this. However,
the potential shut down is looking less likely since there is a special session.”
He added that he hopes the Kansas
Supreme Court would offer a temporary
stay on the June 30 deadline as a result of
the session.
“This isn’t about money right now unless
you are a very poor district,” he continued.
“It’s more about making sure the state
obeys the constitution as interpreted by the
Supreme Court. The big case, much bigger
than this, with a hundred times greater
impact is adequacy and about funding for
schools. The base rate per pupil in 1992
was more than it is now. That’s what adequacy is.” It will be heard in the fall.
The district did take steps to make sure
employees will get paid what they can if a
shutdown occurs.
“We can pay people until June 30,” he
said. “So classified staff can get paid for
what was worked. Also all but six teachers
opted to receive their July-August pay in
June. I personally called the ones that had
not. When I told them they wouldn’t get
paid if we had a shutdown, they all said
yes.”
He added that administrators could also
get paid, and if it comes down to a shutdown, he anticipates a board meeting held
later in the month.
Health Insurance
The increase in employee health insurance was again on the agenda.
“As expected, the teachers want to keep
the current plan,” Stufflebeam said. He
noted this might be the last year the insurance company will offer it.
“If you want to keep the plan for one
more year, the court will hear the adequacy
issue in the fall with a decision in the
spring,” he said. “And as a result of the
elections in November, who knows? A
whole new legislature? But same governor.
But if you are going to gamble, this is the
year to do it.”
“I think we should hang in for another
year,” said board member Trever Jensen.
“We’ve established we can’t do it indefinitely, the plan will go away. This year we have
the savings, we have the money.”
Board president Jon Srna was concerned
over the impact on the employees of changing plans. “Let’s evaluate long and hard,”
he said. We don’t have to make a decision
tonight. I look at our hourly staff and don’t
know how they can do it. We’ll lose them.

Historic ranch opens for guests

Nestled in a curve of Mill Creek along old
Highway 10 just west of Alma is a rustic ranch
owned by Dr. Verne Claussen.
Originally built by a Civil War veteran,
Claussen has converted the ranch to an event
center which consists of the main guest
house, a tenant house and a converted barn.
Michael Fix was the original settler, coming
from Indiana in 1856, according to Claussen.
He homesteaded the place just east.
“JR was the first son,” Claussen said. “In 1861
he went off to the Civil War and fought in an
Indiana company. He was in several major
battles, the last one was Gettysburg on Melbourne Hill. He came home unscathed in
1865.
“The place was held by his uncle,” Clasussen
continued. “He had a cabin across the creek,
the foundation is still there. “
Claussen explained that JR Fix started building his home in 1865 on the land that was
granted to him because of his Army service.
Fix married a lady named Rebecca and they
began their family of nine. “The first was a boy
who died in infancy,” Claussen said. “Then they
had eight girls.”
The ranch remained in the Fix family until
the last of the eight girls died, an unmarried
lady. It was purchased by a family from Topeka
in an estate sale in 1955, and they lived there
until 1962. That’s when the Claussen family
bought it.

Mill Creek Lodge at Volland Point is the latest effort to preserve old, historic buildings and make
them suitable for modern use. The Lodge is an 1865 home and barn on a working ranch located
west of Alma.
“We got relocated out of the Wilson Reservoir,” Claussen said. “That’s why we moved
here. I had just graduated from high school.”
Upon the death of his mother, Claussen
bought the ranch in 2003.
“We then proceeded with the plans to start
making it into a guest and event center,” he
said. “We didn’t want to really rent it out and
the barn was getting in disrepair. We decided
if we would do something, we’d get it all refurbished so it would last another 150 years.

Stufflebeam added that
another reason to wait a
year, the legislature might
consolidate all the districts’ plans into one.
“Then it won’t matter,” he
said. “We’d have to be in
it.”
He did suggest that a
decision would need to be
made in August.

Kevin Logan to take over as
new Rock Creek ‘super’

Kevin Logan will be taking over the reins of the Rock
Creek School District on July 1, replacing outgoing
Superintendent Darrel Stufflebeam, who is moving on to
Lansing.
Logan is currently the middle school principal at
Lyons and has been in eduction for 26 years, 16 in the
classroom and 10 as a building administrator.
He said he was attracted to Rock Creek not only
because it was a growing district with good scores, but
also because it was rural.
“That intrigued me,” he said. “I was a principal in Kinsley for two years and taught for 11 years in Hesston, but
most of those kids lived in town.”
He was also attracted to the size of the district, he says
that with 4A schools, you get the most “educational bang
for your buck.”
Kevin and his wife Tara have one child, a 24-year-old
daughter working in Hutchinson. They look forward to
relocating to the Rock Creek District.
Alma
City to get new
day care facility

Final plans for a new day care facility were presented
to the Alma City Council last Tuesday and a conditional
use permit was approved for a new child care facility to
be built by residents, Shannon and Dusty Thowe.
The proposed plan is for a 2,200 sq. ft. structure, to be
located at 803 Kansas Ave., which, if the business failed,
could be converted to a single family house.
“I know there’s a demand for it,” said Dusty Thowe.
The center will employ up to seven people; full time
and part time, including one director. Thowe indicated
that a director had been selected, and “she’ll be a good
asset to this community. They’re moving into town. I
can’t say any names yet, but she’s been in the business a
long time.”
Playground Equipment
Samuel Johnson, BG Consultants, Inc., presented
playground equipment color options and asked for council’s selection. Johnson indicated that with all options,
“this is high quality equipment with UV resistance…one
color won’t hold its color more than another.” Once
selected, there is a 12 to 14 week order process, then
installation. Michael Slobodnik, City Utility Superintendent, was disappointed to learn that the new equipment
would not be installed until fall, especially since the old
equipment had already been removed. Final color selection was decided to be a green and blue combination.
Pool Fundraisers Approved
Amy Brunkow, City Pool Manager, gave the council a
good report for the beginning of the pool season.
Brunkow, at the request of the pool lifeguards, requested
permission to proceed with a few pool fundraisers.
Brunkow presented a new idea for July 2.
“Some of the guards would like to do a ‘Smoking at the
Pool’ event...People would offer to sign up to smoke
meat and offer it at the event,” she said.
It would be a contest and fundraiser for the slide. All
the guards would volunteer to work at it. People would
pay to enter their meat in the contest and then people
would pay to go through and eat. In addition, a T-Shirt
design and sale was approved as well as a car wash.
Skateboard Park Request
Taylor Hoffman, speaking for a small group of skate
boarders in town, requested permission to apply for a
private funding grant, for up to $25,000, to build a skate
park in Alma.
Hoffman has begun additional fundraising efforts and
would also request matching funds from the city if the
grant was approved. Hoffman presented some rough
plan ideas and with those specs, council member Chris
Torrey, estimated the total project cost to be around
$90,000, leaving a $65,000 difference.
The grant requires the structure to be built entirely
from concrete, which is quite costly. Council members
agreed to support Hoffman with grant application city
financial details, but also encouraged him to research
other possible construction options.
Sometimes the grant ends up costing you more, or so
much money that you can’t do the project, but I think we
ought to look into it,” Torrey said. “We don’t have a lot
of money in the park and recreation fund. Too bad we
couldn’t have included this in our parks project…I certainly admire you guys riding skateboards…I couldn’t
stand on one to save my soul.”
Pay Raise Granted
After an executive session, it was agreed to provide utility worker, Kevin Griffith, with a $2/hour wage increase.

Council hears drainage report

Dorothy Campbell, a Westmoreland resident, presented a comprehensive overview of a 60 year history
of storm water run-off to the city council last Thursday.
Campbell had served on the council for several years
in the past.
After the long, detailed overview, Campbell asked the
council for action.
“You all may not know what a creek can do, but it
rises fast and goes down fast, but does a lot of damage
while it’s up,” she said.
“Well, it’s been a while since I’ve looked at it with
Bob and I remember not being able to figure out what
to do,” Council member Jim Moore said.
“Well, that’s why you need an engineer,” Campbell
responded.
Moore agreed to contact the county engineer to discuss what might need to be done to improve the run off
and perhaps influence the path of the creek.

Unfortunately, there are not many used air compressors available for purchase from larger cities.
“Chief Smith has given me his vision of what he
thought could work,” said Bruce Brazzle, Weis Fire and
Safety, NE Kansas Regional Rep.
The high end air compressor is $45,000.00, with the
smallest at $30,000.00.
“If we get the smaller one, how long will it last?”
asked Jeff Rosell, council member. “The only thing to
consider is that the smaller one will be phased out in
five years,” said Brazzle.
Several factors were considered in an attempt to fix
the problem, but the council decided to study the issue
further before making a decision to purchase a new air
compressor.
Armer Street Sidewalk Approval
Construction bids were received for replacing the old
sidewalk on the north side of Armer Street. Fleming
Brothers came in as the low bid at $19,367.60 and the
council approved the proposal.

Wamego City Commission
The commissioners voted to return a new porch
request to the planning commission at last Tuesday’s
meeting. The residence is located in the historic townsite residential district.
The commissioners also heard concerns from
Crossroads Soccer Association regarding fees for the
annual soccer camp.

St. Marys City Commission
The owner of the Auto Supply building at 608 W.
Bertrand which was deemed a public nuisance at the
last city commission, has informed the city in a letter
that action is being taken to resolve the issue. The letter, reviewed at last Tuesday’s meeting, noted the
owner is in negotiations to sell the building.

Funds needed for bridge replacement

Bob Chambers, President of Cook,
Flatt, and Strobel Engineers, proposed to the Wabaunsee County
Commission on Monday that two
bridges be considered for application to Kansas Department of Transportation (KDOT) for a grant that
would be an 80/20 split between
state and county.
In addition, Chambers proposed
that the commissioners give permission for him to go to the historical
society to make an inquiry regarding
a replacement of the center most
bridge at Lake Wabaunsee.
“I can build a bridge over the
existing structure with a six inch air
gap above it,” Chambers said.
“Will that disrupt the spirit of the
architectural integrity of the
bridge?” Commissioner James Suber
asked.
“No, I don’t think it would and
that’s why I want your permission to
go to them to make this inquiry,”
Chambers replied.
The commissioners gave Chambers the permission to contact the
historical society with an inquiry
regarding the potential for a proposal to construct a bridge over a bridge
at Lake Wabaunsee.
The rest of the meeting was taken
up with various budget requests.
Public Transportation
The county received a $73,500.00
grant for it’s public transportation
program. The grant is awarded
based on social needs of the 7,022
citizens residing in the county. Of
those residents the per capita
income is $27,800 and there are 62
although, it is uncertain
whether the Jayhawks will
remain a fixture behind the
counter.

The total increases for the department will be a three percent Cost of
Living Adjustment (COLA) for all
drivers and dispatchers.
“The breakdown of our total budget request is between the County,
$23,960.00, Federal, $38,520.00,
and State, $13,520.00,” Deputy
Clerk Kristi Haden said.
Sheriff ’s Salary
Sheriff Doug Howser proposed
that the sheriff’s and under sheriff’s
salary be the same for 2017.
“Basically, I’ve taken the total salary’s for both the sheriff and undersheriff and made them the same. So,
that leaves it up to you all and what
you want to do,” Howser said.
County Fair Association
The fair association proposed
$5,000 for capital building improvements to the north exhibit building
and barns.
“We will look at bigger ceiling fans
for the arena and industrial fans to
make the fair more comfortable for
all who attend the fair, including
both people and animals,” Mary
Reed Spencer, president of Fair
Association said.
“You all do a great job every year
and you do it with not much
money,” Commissioner Rodney
Allen said.
“Mary Reed deserves most of the
credit, because she does the majority
of the work as the president,” Com-
missioner Ervan Stuewe said.
County Appraiser
The total budget increase for the
Office of the County Appraiser was
proposed at a total of 2.67% or
$3,828.
“The average commercial property
appraisal is going to cost $5,000,
which is $2,500 more than last year
due to a new Kansas statute KSA
79-1448,” County Appraiser Ryan
Michaelis said. “So, what seems to be
happening is that the private companies can come in and contest county
appraisals. This feels like a slap in
the face of county appraisers to me.”
Economic Development
A COLA of 1.5 percent was proposed for the 2017 budget of the
County Economic Development
Department.
“We don’t have a tourist map for
visitors to the county and I think
that we need one, because when
people come to the county and have
to pay to know where to go is not

DEATH NOTICE
Sharon Kay (Shroyer) Johnson

haron Kay (Shroyer) Johnson, 71 of Eskridge, died
Sunday morning June 5, 2016 at Stormont-Vail Hospital following a sudden respiratory illness. She was a
life-long resident of the Alma community.
Sharon was born on April 26, 1945 in Manhattan, the
daughter of Lester T. and Doris E. (Whitacre) Shroyer. Sharon was educated in a
one room schoolhouse on Spring Creek,
Alma Grade, and Alma High Schools.
Sharon was a mother first and foremost
but also enjoyed working as a waitress in
such memorable I-70 eateries as the
Windy Hill Truck Stop (PJ’s), Trail House
Café (near Manhattan), and Johnson’s
Family Restaurant (Quality Café). She
cooked at the Alma Manor and in the SHARON KAY JOHNSON
Bakery at Derby Hall in KState. While at
KState she decided to try something different and ended up
spending 14 years in the Paint department and retired from
Kansas State University Facilities in 2011. During her life’s
journey, Sharon was a devoted and loving wife, mother,
grandmother, sister, and aunt. Sharon was a member of the
United Methodist Church-active in teaching Sunday School
and the Women’s Groups. Sharon loved knitting, sewing,
crocheting, and ceramics as well as spending time with her
grandchildren and great grandchildren as well as any horse
she could get ahold of.
Sharon married Dean Senne on April 16, 1962. They had
two children, Larry Eugene and Tracy Rae Senne. They later
divorced.
Sharon married Vernon L. Johnson on Dec. 23, 1976 in
Kansas City. They adopted their daughter Cheryl Kay Johnson. In addition, Vernon brought his four daughters to this
household- Helen, Dossie, Beverly, and Sandy. Sharon was in
a new role as step-mom but held up to the task. Eventually
the Johnson family moved to Traskwood, Ark., and Sharon
worked in the dietary department at the State Hospital in
Benton. They returned to Alma in 1984 and Sharon and the
family worked on the house she inherited from her mom.
Sharon enjoyed square dancing and she and Vernon were
active with Flint Hills Square Dancers.
Sharon is survived by her husband, Vernon; her sister,
Janet L. (Shroyer) Redmon, Alma; her son, Larry Senne (Lori),
McFarland; her daughters, Tracy Logan (Ron), Topeka; and
Cheryl Adams (Joseph), Topeka; as well as Six grandchildren,
Paul Johnson (raised as a son), Phillip Holt, Ashley Holt, Emily
Johnson, Ethan Senne, and Patrick Adams; seven great
grandchildren; four step-daughters; and numerous nephews, nieces and cousins. She was preceded in death by her
parents, Lester T. and Doris E. (Whitacre) Shroyer; two halfsisters, Mary Joan Sholz of Milwaukee, Wis., and Marilyn Jean
LaPonsey of Pontiac, Mich.
A memorial service was held on June 11, at the Alma
United Methodist Church, followed by a luncheon with family greeting friends. Private inurnment will be at a later date.

Vernon Albert Zeckser
V
ernon Albert Zeckser, 93, of Alma, died Saturday,
June 4, 2016 at the Alma Manor. He was a life-time
member of the community and the surrounding
area.
Vernie was born June 18, 1922, in Alta Vista, the son of
Albert Henry and Esther Elizabeth Heideman Zeckser. He attended local schools
and graduated from Alta Vista High
School in 1941.
During World War II, Vernie served as a
Pharmacist Mate in the United States
Navy. He was attached to the Marine
Corps during the invasion of Marshall
Islands. After his military service, Vernie
operated the Mobil Gas service station,
then he was the first manager of Alma VERNON ALBERT ZECKSER
Co-op Oil from 1949 - 1956. Then he was
employed by Farmland Industries Inc., where he worked as a
sales specialist, for over 50 years, until he retired. During his
time with Farmland he won several trips and awards, including the President Employee award in 1976, which was
awarded to the most outstanding employee out of 18 states.
Vernie met his true love, Ethel Josephine “Jo” Ellis when he
was working in Parsons at the ammunition plant. They went
on a blind date in the Summer of 1942 and they wrote letters
back and forth while he was away during WWII. They were
married on December 21, 1945, in Alma, Kansas. She preceded him in death on May 18, 2011. Together they enjoyed
hunting, fishing, camping and traveling. They went on 16
cruises and would take their motor home to Florida, Nevada,
Canada, and often to Milford Lake for a weekend get-away.
Vernie enjoyed being part of the Alma community, he was
a Boy Scout Leader, he was a member of the American
Legion for over 70 years, and he served on the Alma City
council. He was also a member of St. John Lutheran Church
where he has held several offices. Vernie was diagnosed with
colon cancer when he was 34. As a 59 year cancer survivor,
he was known as one of the oldest and longest cancer survivors in Wabaunsee County. He participated in several Relay
for Life events. Vernie loved his wife, Jo, his family, his friends,
his community and his Faith. He had a true and loving heart;
his smile would brighten anyone’s day.
He is survived by his daughter, Laura (Charles) Gann, Alma;
his son, David (Cindy) Zeckser, Alma; six grandchildren, Sarah
(Dr. Dan) Degenhardt, Dr. Leslie Gallagher,
Jason (Courtney) Gann, Stephen Zeckser,
Scott Zeckser, and Jeffery Zeckser;14
great-grandchildren and 3 great-great
grandchildren; his sister, JoAnn (Fred) Meyer, Alma; brotherin-law, Bill Brown; and sister-in-Law, Mary Lois Zeckser. He
was preceded in death by his parents and his siblings, Ervin
Zeckser, Arthur and Virginia Zeckser, and Rosemary Brown.
Funeral services were held on June 8, at St. John Lutheran
Church in Alma. Reverend Robert Grimm will be officiated.
Burial followed at St. John Lutheran Cemetery. The family
suggests memorial contributions to St. John Lutheran Church
or American Legion Post 32 and those may be sent in care of
Campanella-Gentry Funeral Home. Online condolences may

RCJH ends track season
with medals, championship
The Rock Creek Junior
High track team ended the
season phenomenally.
The athletes tallied a total
of 70 P.R.’s (personal
records), 25 MEL Gold medals, and 15 new school
records Mid East League
meet on May 10 at Rock
Creek. The seventh and
eighth grade boys teams
won the MEL titles, while

New admin position approved

The Pottawatomie County Commission Monday
unanimously approved filling the position of “administrative specialist,” but not before the hiring procedure
was questioned by the commission chairman.
Although the position has been advertised and interviews conducted, Dee McKee said the commission had
never formally approved the hire, as it does with new
employees for other departments.
“I want you to understand my concern,” McKee said.
“This one is just coming as if we tacitly approve.”
McKee acknowledged that the position had been
budgeted for the current fiscal year, but said she had
never seen a job description nor information on salary.
“I’m not sure there’s a need for another position in
that office. This is the first time it’s come to the table
this year,” McKee said, adding that with adequate
background information she may very well favor adding the position.
Commissioners Stan Hartwich and Pat Weixelman,
when questioned by McKee, said they weren’t aware of
the job description nor the salary of the new position.
“We’ve never written the job description of anyone
we approve,” Hartwich said. Weixelman agreed, saying
the commission should have confidence in its administrator rather than “the micromanaging of things.”
Later in the meeting, Hartwich’s motion to approve
the position of “administrative specialist” received
unanimous approval by the commission.
Big Lakes Funding
• Lori Feldkamp, director of Big Lakes Developmental Center, Manhattan, requested funding of $174,364
from Pott County for fiscal year 2017. That represents
a two percent increase from the $170,945 the agency
received this year.
The proposed two percent increase from counties Big
Lakes serves may not cover pending state cuts to Medicaid and other areas, such as transportation, Feldkamp said, noting that much of the county stipends go
toward transportation for the agency.
“We cannot not provide transportation,” she told
commissioners.
Cutbacks in state funding prompted Big Lakes––for
the first time in Feldkamp’s tenure––to stop accepting
new residents and seeking new staff as of May.
Fire Station RFPs
Public Works Director Peter Clark said RFPs
(Request For Proposals) for the Wheaton and Olsburg
fire stations were due Monday, June 13. Clark hopes to
hold a meeting of the selection committee later this
week to review the RFPs and make a recommendation
to the commission.
“We’ve had really good interest so far,” Clark said.
“We’re confident we’ll get real good bids.”
The RFPs included a new fire station for Wheaton
and renovations to the station at Olsburg.
Excel, Flush Rd. Projects
Clark also gave updates on the Excel Rd. and Flush
Rd. projects.
Work on the U.S. Highway 24 intersection with
Excel Rd. will be complete sometime in July, but
improvements to Excel Rd. itself should keep the roadway closed until about October.
The north leg of Flush Rd. was closed at 10 a.m.
Monday, as work on John Scott Rd. and the Flush Rd.
safety project began.
Detours around the project for local motorists are
well marked, Clark said. To ease traffic through the
local detour, those traveling between Westmoreland
and Manhattan are urged to use Highway 13 and Westmoreland Rd.

Cause I’m with dad and he knows best,
Tying hooks on my line,
Too bad his pole isn’t mine.
