This rally will be run in compliance with the NASA Rally Sport (NRS) General Regulations for Rallies (GRRs), the regulations for the NASA National Rally Championship (NNRC), the regulations for the Pacific Rally Cup (PRC), the regulations for the California Rally Series (CRS) Rally Championship, and these supplemental regulations. Event Description Place and Date of the Event Name of the event: Gorman Ridge Rally Place of the event: Lebec, California Date of the event: May 20, 2016 Championship Points 2016 California Rally Series Round 5 – a double (2) point event and a double (2) point event. 2016 NASA National Rally Championship qualifying event and NRS Pacific Rally Cup Round 4, as one combined event (single round). Neither the CRS nor the NASA PRC yet have provisions to support a UTV series. Any UTV prizes will be event-specific. Sanctioning This event is sanctioned by the National Auto Sports Association and shall operate under the NASA Rally Sport General Regulations for Rallies and its Appendices, as amended and modified by these Supplementary Regulations. Gorman Ridge Rally 8 v.2.0 July 16, 2016 Location of Service Area Hungry Valley's Service Area is located within the Honey Valley Group Camp area at Hungry Valley, located 2.6 miles south of the Hungry Valley Entrance Kiosk on Gold Hill Road. For simplicity, this service area will be referred to as Hungry Valley Service Area. Road Surface The course is primarily hard-packed, dirt roads with short sections of soft sand or rough patches. Water bars are also common for drainage. Entry fee includes both CRS (C2, C2) events, NASA Rally Sport single points event, one set of stage notes, one set of event logo door vinyl, two entry passes to Hungry Valley for 8/20/2016, and two mid-event meal tickets. There is no separate pricing for the two CRS events. Vehicle insurance documents are not required at registration. Gorman Ridge Rally 10 v.2.0 July 16, 2016 Competitors will be required to sign a registration and insurance waiver, a standard liability waiver, a property damage waiver, a media authorization, a HIPAA waiver and a stage note disclaimer at on-site competitor registration. PayPal payments will be charged a 3% processing fee in addition to the entry fee. Refunds • • • • • • • • • • • • Entry fees shall be refunded in full if the event is canceled. Entry fees shall be refunded in full if the organizer refuses the entry. Organizer reserves the right to refuse entry to any competitor for any reason. Until July 24, 2016, full refund on Entry Fee minus $50 processing fee. July 24 - August 7, 2016, 50% refund on Entry Fee minus $50 processing fee. August 7 - August 17, 2016, 25% refund on Entry Fee minus $50 processing fee. After 12:00 AM, August 18, 2016, no refunds on Entry Fee. All eligible refunds will be returned after August 22, 2016. Entry fees will not be refunded for any competitor/team that is required to attend the Novice Competitor Orientation, fails to attend, and then requests to start the rally. Failure to submit all of the required registration information will not be considered as "organizer refusal of entry", as stated above. Lack of a properly submitted and processed NASA Rally Sport medical form will not be considered as "organizer refusal of entry", as stated above. As there is no separation in entry fee pricing for the two CRS events, no refunds will be given to a team that DNFs during the first event and is unable to restart for the second event. In all cases, credit card and PayPal processing fees will not be refunded. Entry Procedure The entry application will only be accepted on the official entry form at: http://www.nasarallysport.com/main/database-log-in and accompanied by the total entry fee. Your entry will only be secured with payment in full. Sending in your Entry Form early without payment will not suffice. Event Cancellation The organizers reserve the right to cancel the event if 15 paid entries are not received before August 6, 2016. Number of Entrants Accepted Initially, the event will be limited to the first 30 paid, complete entries. Eligible Classes The following classes will be scored: CRS Classes PRC Classes CRS Open SxS Classes All Wheel Drive CRS-OL CRS-5 Two Wheel Drive CRS-2 Performance Stock SxS Production SxS Turbo Accepted Memberships All competitors (driver, co-driver) must hold a valid NASA membership ($45). It is recommended that the NASA membership be purchased online prior to the event at nasarallysport.com, but a NASA Rally Sport representative will be available at the event to process your membership purchase and to answer your NASA questions during competitor registration. All competitors wishing to earn points for California Rally Series Championship must also hold a valid CRS membership ($30). It is recommended that a CRS membership be purchased online prior to the event. A CRS membership representative will be available at the event to process your membership purchase and to answer your CRS membership questions during competitor registration. Links to both memberships can be found on the Gorman Ridge Rally website in the competitor section. Accepted Licenses All competitors, without exception, must present either: 1. A NASA Rally Sport Competition License ($65) 2. A CARS regional or CARS national rally license (contact the NASA Rally Sport Director for additional requirements) A NASA Rally Sport representative will be available at the event to process your NRS Competition License and to answer your NASA questions during competitor registration (7:00 – 9:00 AM, May 21). Competitors purchasing a NASA Rally Sport license for the first time, or who have attended fewer than three Novice Competitor Orientations (NCOs), will need to attend the NCO, which is detailed in Section 23. American international-level FIA licenses issued under the authority of ACCUS are not valid for this event. International licenses are valid for international level events and the Gorman Ridge Rally is not an international event. American national-level FIA licenses issued under the authority of ACCUS are not valid for this event. National level licenses are valid only for national level events. Foreign international-level FIA licenses, issued by the ASN of a country other than America, are not valid for this event. International licenses used abroad are Gorman Ridge Rally 12 v.2.0 July 16, 2016 only valid when the participation in the foreign event is authorized by the home country’s ASN. The foreign ASN is only permitted to issue authorization when the event is listed on the FIA International Sporting Calendar, and the Gorman Ridge Rally is not an FIA listed event. Foreign national-level FIA licenses, issued by the ASN of a country other than America, are not valid for this event. National-level FIA licenses only authorize competition at national-level events, within the country from which they are issued or within the entire European Union if they are issued by a European Union member country. The FIA International Sporting code is available for download from the FIA: http://www.fia.com/sport/Regulations/sportcoderegs.html Note for Foreigners Applying for a NASA Rally Sport Competition License Any valid driving license, including either a driving license from a foreign country, or an international driving license, can be used on the competition license application form. International applicants will be accepted for NASA membership. There is no requirement to be a U.S. citizen or resident, or hold a U.S. driving license, to get either a NASA membership or NASA Rally Sport Competition License. Medical Form All competitors must have a current medical form signed by a doctor on file with NASA Rally Sport. This form must be submitted and received by NASA Rally Sport no later than 72 hours (3 days), Tuesday, August 16, before on-site competitor registration starts. 5. Insurance Description of Liability Insurance Coverage The Entry Fee includes the insurance premium to insure the competitor and other parties as necessary against all third party bodily injury and property damage for the amount of $5,000,000 per occurrence. Description of Accident Medical Coverage All competitors, service crews and all event participants (staff, marshals, volunteers, etc.) have secondary medical coverage of $1,000,000. There is a $1,000 deductible for those without their own primary medical coverage. Period of Insurance Coverage In general all insurance coverage will come into effect at the opening of the Rally Office. For each participant it begins when they sign the insurance waiver. Insurance coverage will end at the close of the Rally Office or at the moment of competitor retirement, exclusion, or disqualification. 6. Advertising Restrictions Any advertising must comply with United States federal law and California state law. For promotional reasons Gorman Ridge Rally 13 v.2.0 July 16, 2016 no identification, partial or complete, of U.S.-based motor sports sanctioning bodies other than NASA Rally Sport may be visible on competitors' suits or vehicles (competition or service vehicles), per NNRC 8.2 and 9.2; tape (of any kind) is an unacceptable covering. Scrutineering will be checking for removal or coverage. Organizer Supplied Advertising Organizer will supply one set of event logo door decals/vinyl as part of the entry fee. It must be applied or the entrant will not be scored for stage times, event standings, or National Qualifying Series points (NNRC 9). The event will not supply, as part of the entry fee, the NASA Rally Sport vinyl package (windshield vinyl, number vinyl, NRS door vinyl). Please contact NRS directly obtain the vinyl package, if needed. 7. Identification numbers NASA Rally Sport will provide you with the number you selected during the registration process. If you do not have a number, NASA Rally Sport will ask you to choose one or provide one for you. If a conflict occurs, number preference will be given to competitors who have run more events with that car number. For promotional reasons no identification, partial or complete, of US based motor sports sanctioning bodies other than NASA Rally Sport may be visible on competitors' vehicles (competition or service vehicles), per NNRC 9.2. Scrutineering will be checking for removal or coverage. Tape (of any kind) is an unacceptable covering. Service vehicle identification shall be placed on the dashboard of the service vehicle on the driver’s side. Tires This event places no additional restrictions on tires beyond the NASA Rally Sport GRRs. 9. Fuel Please adhere to state and federal guidelines for the transport of fuel to, from, and within California. Competitors are strongly advised to bring to the service location enough fuel to completely re-fuel their competition vehicle during service from within the designated fueling zone. Competitors are responsible for providing their own fuel. Pump fuel is available near the rally headquarters, in Gorman and in Frazier Park. Refueling at service stations is also allowed. If the competitors remain in the car during refueling, the vehicle doors must remain open and the seat belts completely unfastened. Due to the dry conditions, all refueling during competition, other than that performed at a commercial gas station, must be undertaken at the official refueling zone in the service area. Extinguishers and a spill kit must be kept at the ready during any refueling operation. Gorman Ridge Rally 14 v.2.0 July 16, 2016 10. Testing The Event recognizes that Hungry Valley SVRA is a unique and popular public ORV resource in Southern California, a region in which offroad recreation opportunities continue to diminish, and that the Event occurs during the height of the summer offroading season. As such, the Event hereby modifies the standard 90-day testing moratorium. No testing is allowed, with definitions and penalties per GRR 2.15. as follows: "Practicing in the area of an event is barred for a period of 30 days prior to the event date. Practicing is de fined as traveling over stage roads on the rally route as driver or passenger in any competition vehicle." Please be courteous to other park users and be vigilant as an ambassador of the sport. The Event enjoys a close relationship with Hungry Valley staff and rangers and LEO will be on the lookout. Exemptions Competitors who are directly engaged in, at the request of and under the coordination of the organizers, the following event-related activities are exempted from the testing moratorium: 1. The of ficial creation and/or re finement of event-supplied stage notes. 2. Any organizer-coordinated “road crew” activities (course improvement, rock removal, course set-up). 11. Stage Notes Familiarization Pass Registration Procedure All competitors taking part in the stage notes familiarization pass must register to obtain all necessary documents. Notes familiarization pass registration will only be done on Friday, August 19, 2016 10:00 - 11:00 AM at Holiday Inn Express - Lounge. Stage Notes Familiarization Pass Vehicle No competition vehicles may be used for reconnaissance. Vehicles with clearance greater than stock and/or underbody protection are recommended due to the sometimes rocky nature of Gorman roads. Organizers assume no responsibility for any damage incurred to any vehicle during reconnaissance, but will provide reasonable assistance when possible if needed. Stage Notes Familiarization Pass Vehicle Insurance It is important to note that the vehicle used for Stage Notes Familiarization Pass must be covered by insurance in accordance with GRR 2.3.2. Stage Notes Familiarization Pass Vehicle Identification The competitor or competitor's crew driving the reconnaissance vehicle must affix an organizer-supplied number identifier to the outside of the driver's side rear window. This identifier will be provided during recce registration. Failure to display the number or displaying it incorrectly or incompletely will result in a 30 second penalty. For multiple teams sharing a single recce vehicle, all team numbers must be displayed. Any penalties incurred shall be assessed equally and applied to all teams utilizing the recce vehicle. Gorman Ridge Rally 15 v.2.0 July 16, 2016 Stage Notes Familiarization Pass Schedule The Stage Notes Familiarization Pass is open with a maximum of two passes and must follow the schedule below: Stage Time Allowed Badger (Stages 1,3,11,13) 11:00 AM – 2:00 PM Maxey Clockwise (Stages 2,4) 11:00 AM – 2:00 PM Wheatfield/Powerline (Stages 16) 11:00 AM – 2:00 PM Maxey County-Clock (Stages 6,8) 2:00 PM – 5:00 PM North Boundary (Stages 5,7,9,14) 2:00 PM – 5:00 PM Powerline/Wheatfield (Stages 10,12,15) 2:00 PM – 5:00 PM Stage Notes Familiarization Pass Speed Limit On the special stages, the speed limit is 25 mph unless traffic signs indicate a lower limit. Competitors are reminded that the stage will be open to normal traffic as well as volunteer traffic during the caravan and that they must drive in a manner that does not endanger or inconvenience other traffic. Speeds may be checked by either law enforcement or event officials using any method at any time. Please be aware that families and children on motorcycles and other ORVs may be utilizing the park during this time. Use caution! Penalties No Stage Notes Familiarization outside the official scheduled time is allowed for this rally. Illegal Stage Notes Familiarization will result in exclusion from the rally. Failure to correctly display the vehicle identification will result in a 30 second penalty. Reckless driving or other unsportsmanlike conduct will be assessed a penalty at the discretion of the Clerk of the Course. Failure to follow direction of traffic for reconnaissance per the published schedule will result in disqualification from the event. In addition to the published penalties for speeding (GRR 2.27.5), the following fines will be assessed: 1st Offense = $200 2nd Offense = $400 and 2 minute penalty 3rd Offense = Disqualification All fines must be paid in cash to the Clerk of the Course, prior to the first vehicle starting the Event. Direction of Traffic Stage Note Familiarization Pass may only be conducted in one direction based on the published schedule. Failure to follow the direction of traffic for the caravan, per the published schedule, will result in disqualification from the event. Hungry Valley SVRA Day Use Fee Competitors participating in reconnaissance are responsible to pay the $5 per vehicle day use fee, payable at the Gorman Ridge Rally 16 v.2.0 July 16, 2016 entrance kiosk of Hungry Valley SVRA. Competitors who have an annual pass are free to use it for admission in lieu of the day use fee. Wheatfield Gate The gate at the end of the Wheatfield section of the Powerline/Wheatfield stage road will be locked. During recce registration, competitors will be provided a code to the special event combination padlock. Competitors may enter and exit via this gate, but must ensure that the gate is closed and locked after their vehicle has cleared the gate. Do not allow non rally-related traffic through this gate, as this is an unmonitored entrance to the park. Our access is granted only as a courtesy. Also note that there are numerous other padlocks on this gate, owned by other agencies who require special or emergency access. (These locks are often interlocked with each other so that any single padlock may open the gate). When the special events padlock is secured, please be sure that it is not locked in such a way that other locks cannot independently unlock the gate. 12. Registration will occur on Saturday, August 20, 2016, 7:00-7:30 AM by appointment only. Documents to be presented The following items will be verified before or at registration: • Online entry (driver info, navigator info, vehicle info) with all required information completed. • Driver and navigator NASA membership cards, unless verified online beforehand. • Driver and navigator rally competition licenses, unless verified online beforehand. • Driver and navigator state-issued driving licenses, unless verified online beforehand. • Driver and navigator CRS membership cards, unless verified online beforehand. Competitor Packet Contents Competitors will receive a competitor packet at registration upon completion of all administrative checks and signature of required waivers. Competitor packets will include: • Supplemental Regulations • Stage Notes (if not distributed at reconnaissance registration) • One set of event logo door decals/vinyl • Service vehicle identification • Service Instructions • (2) Hungry Valley SVRA single day-use admission tickets: (1) for the competition vehicle and (1) for Gorman Ridge Rally 17 v.2.0 July 16, 2016 • • the service crew vehicle (2) mid-rally meal tickets (2) competitor lanyards with stage schedule 13. Scrutineering, Sealing, and Marking Scrutineering will check the safety and eligibility of the vehicles to compete. Vehicles may also be checked for general road-worthiness, homologation papers, verification of VIN, or other aspects of vehicle legality. Additional Areas of Scrutinization • • Each rally team must carry on board their competition vehicle a shovel suitable for use in extinguishing a small grass fire. Folding field shovels are acceptable for this requirement. Shovels will be checked during scrutineering. All competition vehicles must carry a spill kit. Those approved for use by Rally America are acceptable. Shakedown There will be no shakedown stage. 15. Start of the Rally Publication Times of Starting Order The official starting order will be posted Saturday, August 20, 9:00 AM at the CRS Scoring Trailer located in the Hungry Valley Service Area. The list of entrants may be posted to the event website. At no time will the list of entrants posted on the website be considered an official start order. The actual start order will be determined by the Steward and the Clerk of the Course. These officials will use speed factors, an individual’s competitive history, and the vehicle entered as input when deciding start position. Official Time Official time will be synchronized to the atomic clock broadcast and will be displayed during competitor registration on Friday, August 19 and at the CRS Scoring Trailer located in the Hungry Valley Service Area at 9:00 AM on August 20. Gorman Ridge Rally 18 v.2.0 July 16, 2016 Ceremonial Start There will not be a ceremonial start. Official Start Location and Time The rally will officially start at 11:00 AM from MTC 1 in the Hungry Valley Service Area. Start Area / Start Parc Exposé All competition vehicles and crews must report to the Hungry Valley Service Area for Parc Exposé by 9:30 AM on Saturday, August 20. 16. Starting System of Special Stages Because stages are run several times in sequence, the starting interval for the stages will be one minute. As time allows or if conditions demand, the organizers may change the starting interval at any time. Identification of Officials Officials of the event will be identified as detailed below. Marshals Orange or yellow vests Stage Control Captain Orange or yellow vests Media Yellow vests Other Officials Name tags Time Control and Check-In Procedure Controls will be run according to GRR 2.21 and the timing system will be the National System as described in GRR 2.22 with the method of determining check-in times described in GRR 2.22.2.2. Timing for the rally will be in hours, minutes, and hundredths of a minute. Gorman Ridge Rally 19 v.2.0 July 16, 2016 Floating Reseed Floating reseeds will take place several times during the event. This floating reseed allows faster teams to move up in the starting order for safety reasons. A floating reseed does not always allow enough time for a team to be placed in their precise position on the road based on their current position in the event. Use of the floating reseed may slightly increase or decrease the time allowed in a service area for a given team. Maximum Permitted Lateness Because several stages are run multiple times and often in both directions, a Maximum Permitted Lateness is therefore necessary to keep the rally on schedule. Teams falling behind schedule are subject to being excluded from the event. Competitors are allowed 15 minutes to finish each stage and then allowed to accumulate up to a maximum of 15 minutes of additional lateness between MTCs. The MPL is calculated by allowing 15 minutes for each stage run since the last MTC and then adding the 15 minutes of allowed lateness. Competitors exceeding this total are subject to being excluded. Therefore, a competitor taking more than 30 minutes to complete any single stage may be excluded from the event. Delays may alter the MPL. The radio network will be kept abreast of any changes. Penalty for Late Arrival at an ATC or MTC will be 10 hundredths per minute. The penalty for early arrival at an ATC is one minute per minute, or fraction of a minute. You will be penalized for early check in at an ATC. You may check in early at MTCs entering the service area but you must declare your correct arrival time. If your declared arrival time has not passed, the declared time will be recorded on the time card. If the declared time has passed, the current minute will be recorded on time card. You must enter MTC 1 at the start of the rally on your correct minute. Notification of Traffic Violations Any competitor who receives a traffic violation, or discovers that their crew has received a traffic violation, either during reconnaissance or the rally, must notify the Clerk of the Course as soon as possible. Penalties will be assessed as per GRR 2.24. Any competitor failing to take documented action to notify the Clerk of the Course at the next service or time control immediately following the receipt or knowledge of the traffic violation will be assessed a double time penalty. Retirement Any team retiring permanently from the rally must report such retirement to the organizers as soon as possible using the Withdrawal Form located in the Stage Notes. Any crew failing to comply will be liable to a sanction at the Stewards’ discretion. The crew should complete the form and turn it in to a rally official. Re-Starting There are limited opportunities for returning a vehicle to the field. The only point at which any re-entry will be considered is following a service or the start of Leg Two. The vehicle must be re-inspected by the Chief Scrutineer and approved by the Stewards and the Clerk of the Course. The vehicle will be scored as DNF. The vehicle will no longer be a competitor and no times from any further stages it completes will be posted. Competitors will be re-inserted as close to their previous position as possible. Any competitors who have Gorman Ridge Rally 20 v.2.0 July 16, 2016 restarted must not pass any other competitor (excluding disabled or stopped vehicles) upon pain of a $100 fine payable to Clerk of the Course, which must be paid before the Chief Scrutineer will return their logbook. Sweep will not wait for re-started teams to reach a maximum permitted lateness time. Restarted teams that are stopped on the course and are caught by the sweep vehicle will be excluded from further participation regardless of maximum permitted lateness. Super Rally Any team wishing to rejoin the rally via Super Rally rules must declare their intention to the Chief of Scoring at the CRS Scoring Trailer (located in the Service Area). NASA Pacific Rally Cup: Super Rally shall be available and operate per GRR section 2.22.6. California Rally Series: Super Rally shall be available for each individual CRS points event and operate per GRR section 2.22.6, with the following NASA language applying specifically to points tabulation for the CRS championship: “For all issues of championship points, the highest possible finishing position for any crew using superrally rules is fourth in class and fourth overall.” For CRS purposes, the practical impact is that a competitor may utilize Super Rally during any individual CRS points event (Gorman includes two: “Condor Stages” (C2) and “Cliffs of Gorman” (C2)), without such invocation affecting the other CRS points events. Ie: a competitor starts Condor Stages (C2), restarts under Super Rally rules on SS4, and completes this CRS points event, rising no higher than 4th. The competitor may go on to compete in the second CRS points event, “Cliffs of Gorman” (C2) and, so long as he does not invoke a Super Rally restart, finish without any Super Rally-related penalty in 1st place in this event. Stage Notes The event-supplied Stage Notes are a description of the special stage roads written by Mike and Paula Gibeault and finalized by the organizers. Notes are solely intended to assist competitors in negotiating the route and have not been prepared to allow speeds beyond what is reasonable. Each competitor takes full responsibility for control of their vehicle at all times. Teams may share their notes with other teams. There are no restrictions on the use of any stage notes. See Appendix 3 – Exemptions for further information. 17. Service Area Location The Hungry Valley Service Area is located 2.6 miles from the Hungry Valley Entrance Kiosk on Gold Hill Rd. It is a large, dirt lot with several vault toilets but no water facilities. There is also a large, covered picnic area and a small amphitheater. Parking will not be assigned. Competitors are encouraged to leave their trailers at the hotel/motel parking lot. A mid-rally meal will be prepared and served from this location. Each competitor will receive a meal ticket as part of the entry fee. Additional meal tickets may be purchased at the service area during the dinner service break. 18. Prizes The prize giving will take place on Saturday evening at the conclusion of the event, August 20 (approx. 10:30 PM) at the Holiday Inn Express - Lounge. Awards will be presented to the top one third of the starters in each Gorman Ridge Rally 21 v.2.0 July 16, 2016 CRS class. NASA National Championship Qualifications: Podium – Competitors placed in the top three in either AWD or 2WD. The number of Awards to be presented shall be determined by the number of entrants in each class as of the end of the Early Entry period. 19. After Rally Celebration Please join us at the Holiday Inn Express immediately after the rally for champagne ceremony, photographs, story-telling, bragging, blaming, hugs and high-fives. 20. Final Checks After clearing the final control, the Chief Scrutineer will notify any competitors who need to move their vehicle into Parc Fermé for scrutineering until the provisional results become final. Any team failing to do so may lose their right to be considered a finisher under the Super Rally Rules. 21. Results Publication of Provisional Final Results The digital display in the CRS Scoring Trailer in front of the Holiday Inn Express entrance will be used to post the provisional results. A notice will be posted on the display indicating the time of posting for provisional results. 22. Protests It should be understood that the generally accepted procedure for issues is first to submit an inquiry using the Inquiry Form from the Stage Notes. No fee is associated with an inquiry. The event officials will rule on the inquiry. Should the competitors not be satisfied with the ruling, they may duly lodge a protest. A fee is associated with a protest. The event officials will rule on the protest. Should the competitors still not be satisfied, they must file an Intent to Appeal with the Stewards within one hour of the protest decision and must also send their appeal to the Secretary of the National Court of Appeal (GRR 2.30). Protest Fees Protest fees will be in accordance with GRR 2.30. 23. Novice Competitor Orientation A Novice Competitor Orientation (NCO) will be offered at the event. Location & Time The Novice Competitor Orientation will be held on Friday, August 19 at 9:00 PM in the Holiday Inn Express – Lounge. Participation Participation will be in accordance with GRR 2.5.9: “New rally competitors are required to participate in a Gorman Ridge Rally 22 v.2.0 July 16, 2016 Novice Competitor Orientation (NCO)” and “It is the competitor’s obligation to see that this requirement is satisfied.” Competitors purchasing a NASA Rally Sport rally license for the first time, or those who have attended fewer than three orientations, must attend Novice Competitor Orientation unless granted an exemption as described below. Competitors who are required to attend and who fail to do so will not be allowed to start the rally. Exemption Competitors seeking an exemption from the NCO may request an exemption by doing all of the following: 1. Document their relevant rally experience on an NCO Exemption Request form (available from Kristopher Marciniak or Anders Green of NASA Rally Sport upon request) 2. Submit the request form before the regular entry deadline. The request will be either approved or denied by NASA Rally Sport. One possible reason for having an exemption approved would be having a rally license issued by another organization, such as the FIA. 24. Emergency Procedures & Special Fire Safety Requirements It is imperative that all competitors thoroughly acquaint themselves with the Emergency Procedures in the GRR. Emergency Medical Technicians will be at the start of each stage. Standard stage rally procedures apply for on-stage accidents. Remember to use your Red Cross and O.K. placards appropriately. There will be HAM radio operators at the start, finish, and blockages. The blockage/radio locations are noted in the Stage Notes. To secure the quickest EMT response for a medical emergency, stop at the next closest radio location indicated in the Stage Notes. Hospitals In the event of a medical emergency, responding ALS units will determine the appropriate destination hospital. Destination information will be provided by the responding units. Folding field shovels are acceptable for this requirement. Shovels will be checked during scrutineering. • At any time a competition vehicle is forced to stop along a stage, after placing warning triangles, the team must remove fire safety equipment from their vehicle and stand ready to prevent a fire from their vehicle’s catalytic converter. • Parking of any vehicle off road in vegetation is not authorized. • All competition vehicles must carry a spill kit. Those approved for use by Rally America are acceptable. 25. Use of Drones Given the terrain and the terms of the Event's Permit, the use of drones for any purpose is prohibited. 26. Volunteers We are blessed with a wonderful group of dedicated volunteers that makes our event possible. This group includes not only the control crews that you work with directly, but also the communication crews and emergency medical teams spread throughout the course. Official Notification of Disclaimer Motorsports is dangerous and accidents causing death, bodily injury, disability, and property damage can and do happen. NASA Rally Sport makes an effort to provide participants with a safe environment for everyone involved. Despite strict rule enforcement and strict rule adherence, all participants must be aware that their mere presence at an event presents a chance of becoming critically or fatally injured, even by no fault of their own. These rules do not guarantee or imply that injuries or death cannot occur. If there are any questions or problems with these rules and regulations, it is the participant’s responsibility to immediately contact a NASA Rally Sport office or the National Auto Sport Association (NASA) office prior to participating at an event. 28. Use of Hungry Valley SVRA Teams (driver, co-driver, and crew members) may enter, camp, and utilize the Hungry Valley SVRA per regulations starting Friday, August 19. Per the regulations, teams may not enter, walk, or travel over any stage roads prior to the event except as scheduled for reconnaissance. These areas are full of children and adults camping, hiking and riding ATVs, motorcycles, and other ORVs. If you choose to drive in the park, use extreme caution. Remember, your actions can damage or cancel the event. Any team reported by Park Rangers for rule violations will be penalized. 29. Microtrash Hungry Valley SVRA abuts California Condor habit. The term “microtrash” refers to small, discarded foreign objects such as broken glass, bottle caps, cigarette butts, bullet casings, metal washers, and other bits of trash, all of which pose a serious threat to wildlife, especially condors. Being scavengers and naturally curious, Gorman Ridge Rally 24 v.2.0 July 16, 2016 condors are attracted to these small, often shiny objects and ingest them or feed them to their chicks. Please help protect the area wildlife by using extreme care with your trash. 30. Appendices Appendix 1 – DNF / Accident Procedures If a competitor is unable to continue, they must do the following: • Submit a Notice of Withdrawal form (from the Stage Notes) to the Clerk of the Course, and • Turn in the time card to a control volunteer or other event official. If any accident with injury or third party damage occurs, the competitor must complete an Incident Report located in the Stage Notes. Note that in many cases, both forms will be required. Regardless of circumstances, the Chief Scrutineer will check your vehicle before your log book is returned to you. Appendix 2 – Radios The Event utilizes a sophisticated HAM radio network for event operations. Stage radio frequencies will be made available with the stage notes. Competitors may not broadcast into Net Control, with the exception of emergency traffic. Appendix 3 – Exemptions 00/0 Course Opening Car Procedures Due to the short length of the stages, the limited access points along the route, and the continuous closure control of roads during the short intervals between setup and re-use for additional stages, generally-accepted 000/00/0 Course Opening Car procedures may be modified. These modified procedures have been used safely and with great success by Gorman Ridge Rally since 2010. During each new leg, 00/0 Cars will open each stage that is being run for the first time during that leg. On subsequent passes, so long as the road has been continuously closed to the public and the stage captain has maintained control over the stage, only 0 Car will open the stage. In some cases where the stage is being repeated and 0 Car is closely following the sweep vehicles from the prior running, 0 Car may declare the stage ready to start competitors before it has reached the finish. Final official start of the stage remains the responsibility of the Stage Captain. Competitor-Written Notes Competitors are encouraged to annotate and enhance the stage notes rather than write their own course notes during the Stage Notes Familiarization Pass. Competitors are free to write their own notes during the prescribed Notes Familiarization Pass, so long as such activity does not delay the recce caravan or schedule. Additional Service Opportunities Competitors may enter the Hungry Valley Service Area and service their vehicles without penalty any time the rally route passes by the service area. Competitors are reminded that other than those periods specified as official service breaks are considered transit time. Gorman Ridge Rally 25 v.2.0 July 16, 2016 Appendix 4 – Spectating For safety reasons, spectating at the event will be limited to daytime in one location. This location will be near the start and finish of the Maxey stages 2, 4, 6, and 8. Maps and instructions to the spectator area will be available at the Rally Headquarters, on the event website, and in the Hungry Valley Service Area. All spectators must sign the event waiver and follow the instructions of our event marshals. Anyone under the age of 18 must be accompanied by their parent or guardian. All spectators must stay within the designated spectator area. The event will be stopped or delayed at any time to move or remove spectators outside these designated areas. Welcome Statement Thank you for your interest in participating in the Gorman Ridge Rally! Adding SxS UTV competition to a rally event is a grand experiment that no other stage rally in California has yet tackled. As such, we value your input in expanding rally to include this new area of competition. If you have any questions, concerns, or feedback on the ruleset below, please do not hesitate to contact us at [email protected]. Although there are some differences from most off road or desert races, rally shares the same fundamental principles of speed and endurance. Rally competitors run point to point on closed and tightly controlled special stages and you may find that the precision required of calling every course feature included in the stage notes brings a new level of challenge. Gorman prides itself on being a very safe event that runs like clockwork from late morning into the night, with a mid-rally barbecue for a great cause located at the central service area. This document defines the supplemental regulations for SxS competition and highlights procedures that may be notably different from those common to offroad and rules that may not normally be required at other UTV events. We look forward to running in the dirt with you! 2. Vehicle Eligibilty Nomenclature The terms “SxS”, “Side by Side”, and “UTV” may be used interchangeably within this document. An SxS is a vehicle with a similar layout to a standard two seat automobile with a driver and co-driver with the exception that the envelope of the cockpit is not fully enclosed. Vehicles are generally production-based SxSs constructed by a recognized national manufacturer which are available for purchase by the general public. Definitions of rally-specific terms can be found in GRR Section 1.5 Nomenclature and Definitions (link below). SxS Ruleset Inclusion of SxSs is done by special agreement with the Event sanctioning body, NASA Rally Sport (“NRS”). NASA Rally Sport has not yet ratified a set of rules to include SxS vehicles in sanctioned rally competition events. NRS has a tradition and precedent of allowing the inclusion of competition vehicles prepared to the safety specifications of other recognized sanctioning organizations involved with similar types of events. The Event shall accept SxS vehicles prepared to the safety and performance specifications of WORCS and the following WORCS SxS classes: Production 1000, Production 1000 Turbo. Rally competition and event operations shall run per the NASA General Rules for Rallies. Additional operational and safety requirements noted in the Event Supplemental Regulations and this SxS UTV Addendum shall supersede any WORCS regulations. It is the participant's responsibility to understand and comply with all rally safety and event operations. Vehicle Classes Event shall recognize competitors in the following (2) vehicle classes (vehicles of lower displacement may participate in these classes): Gorman Ridge Rally Class SxS Production SxS Turbo WORCS Equivalent (Production 1000) (Production 1000 Turbo) Ability & Age-Based Classes As is common in rally, the Event shall classify and score teams based solely on vehicle preparation. No distinction shall be made regarding an individual driver's rating according to any ability or age classification. (Ie. the Event shall not recognize Pro, Youth, Women, Sportsman, B, C, etc.). a) Driver Speed Factors For teams who do not yet have a speed factor, ability classification or racing experience may be referenced for the purposes of creating a start order or re-seeding list. A team consists of (1) driver and (1) co-driver. Both members of the team must occupy the vehicle for the duration of the event. Teams who alternate driver/co-driving duties will accrue points for awards based on the driver with the higher ranking. (See GRR Section 2.5.2.1 Traditional Driver and Co-driver). b) Driver & Co-Driver Minimum Ages All drivers must be at least 18 years of age to compete in stage rallies. Co-drivers must be 16 years of age or older. Codrivers under 18 years of age must secure parental permission and have a parent present. (See GRR Section 2.5.4 Competitor Eligibility). 4. Scoring Trophies & Prizes SxS entries will be scored based on their finishing place in the overall event, not according to any individual CRS coefficient 2 event. “Awards will be presented to the top one third of the starters in each class based on the overall event.” (Supp Regs Section 18.Prizes). There is no payout planned. SxS Super Rally rules will be in effect for competitors who may drop out, would otherwise DNF, but then wish to restart in order to become an event finisher. SxS Super Rally shall mimic the NASA Pacific Rally Cup guidelines. (See Supp Reg 16. Running of the Rally / Super Rally; GRR Section 2.22.6). No Championship The SxS portion of the Event is not part of any championship series. Event Entry payment is sufficient to participate in any Event prize giving. Entrants are required to acquire a NASA membership and NASA Rally Sport competition license. Participants may wish to consider joining the California Rally Series as an Associate Member for $10. This will allow them a voice in discussions about the possibility of including SxS classes in future CRS championships as well as input on regulations. http://www.rallydata.com/coldfusion/crs_membership.cfm Gorman Ridge Rally 33 v.2.0 July 16, 2016 Timing Transponders are not required and will not be utilized. Timing shall operate under the standard rally method of utilizing a paper timecard for all special stages and transit sections. Each timecard is the responsibility of the participant team. You are reminded that the loss of a timecard may incur severe time penalties – keep it in a safe location with you at all times! (See GRR Section 2.21.2 Time Card). 5. Safety Emergency Procedures Competitors new to rally should familiarize themselves with GRR Section 2.16.7 Emergency Procedures on a Special Stage. This section explains the proper use of triangles, OK sign, red cross, and general competitor emergency procedures. New Competitor Orientation Drivers and co-drivers of all SxS teams shall be required to attend the NCO to familiarize themselves with rally stage operations and safety procedures. (See Supp Regs Section 23.Novice Competitor Orientation for time and place). SxS competitors with sufficient rally experience to satisfy the requirements listed in GRR 2.5.9 New Rally Competitors are exempt from attending the NCO. Technical Inspection All vehicles and participant personal safety gear will be required to pass a technical inspection (“scrutineering”) prior to the event. Vehicles shall be roadworthy and all modifications must be done in a safe and workmanlike manner. (See Supp Regs 13.Scrutineering, Sealing, Marking). Personal Protective Equipment a) Helmets Helmets used by SxS teams must comply with Snell Memorial Foundation M2005 or SA2005 or newer certification; or may comply with those standards specifically approved for rally in GRR Section 3.35.1.1 Helmets. Open or closed-face helmets are acceptable. Considering that rally is a team sport with significant real-time communication required between driver and co-driver, an intercom system is highly recommended. b) Head & Neck Restraints Head and neck restraints are highly recommended. (See GRR Section 3.35.1.3 for guidelines). c) Driving Suits Fire retardant suits are required. 3-layer Nomex racing suits meeting SFI 3.2A/5 or FIA 1986 standard are highly recommended. (See GRR Section 3.35.1.2 Suits for guidelines). Vehicle Safety Equipment a) First Aid Kit Per GRR Section 3.13 First Aid Kit, a comprehensive first aid kit shall be carried in the passenger compartment. Antiseptic (ointment or liquid) Gauze pads or rolls Adhesive tape Arm sling Safety pins Scissors 2 “space” blankets b) Warning Devices Each SxS shall carry a minimum of three self-supporting, light-reflecting, daylight-visible triangular warning devices in the vehicle. One of which must be located within easy reach of the Driver or Co-Driver when seated. (See GRR 3.14 Safety Triangles). c) Tow Rope All vehicles must carry a tow rope and have front and rear tow eyes. (GRR Section 3.28 Tow Rope). d) Fire Extinguishers One fire extinguisher with a minimum UL rating of 10 BC or two each with a minimum rating of 5 BC must be installed inside the passenger compartment. During installation, consideration must be given to quick release and security of attachment. One fire extinguisher must be located within easy reach of the Driver or Co-Driver when seated. Evidence must be produced that the extinguisher has been purchased or recharged within the preceding two years. (GRR 3.12 Fire Extinguishers). e) Additional Fire Safety Equipment Due to the recent drought conditions, the Event is extremely sensitive to fire safety. To better prepare competitors to prevent a fire at the Event: • Each rally team must carry on board their competition vehicle a shovel suitable for use in extinguishing a small grass fire. Folding field shovels are acceptable for this requirement. Shovels will be checked during scrutineering. • At any time a competition vehicle is forced to stop along a stage, after placing warning triangles, the team must remove fire safety equipment from their vehicle and stand ready to prevent a fire from their vehicle’s catalytic converter. • Parking of any vehicle off road in vegetation is not authorized. (See Supp Regs Section 24.Emergency Procedures & Special Fire Safety Requirements). 6. Additional Vehicle Requirements Lights The Event includes night stages. SxSs must include a forward facing white light and a rear facing red light. A proper off road auxiliary light bar or individual driving lights are recommended options, but the vehicle must dip to low beams in control zones and on transits. Competition Vehicle Numbers Vehicle number assignments are maintained by NASA Rally Sport. Competitors may choose their own number. If a preferred number is already in use by another competitor, an NRS representative will contact the requestor. Race numbers must be a minimum of 8 inches tall, readable from each side of the SxS. SxS vehicle numbers and/or backer area are not required to be color-coded according to class. NRS will provide (2) sets of vinyl numbers for those competitors who do not currently have numbers or who require numbers specific to the event. Gorman Ridge Rally 35 v.2.0 July 16, 2016 Body Work Body work intended to significantly alter the vehicle's outward appearance from other than stock will be considered on a case-by-case basis. Contact the organizers for further information. 7. SxS OHV Legal Compliance The Event takes place in the Hungry Valley SVRA, a park specifically designated as a state OHV area, and includes transits on open public roads and trails approved for SxS use. All SxSs will be subject to CA OHV laws. However, it is understood that SxSs are generally not street legal and will not be required to present registration or insurance documents at event registration. OHV Permit Requirements Participants will be subject to CA OHV green or red sticker permit regulations (or non-resident permit as applicable). Permits must be obtained prior to registration. http://ohv.parks.ca.gov/?page_id=26886 For states bordering California, the Oregon OHV Permit, the Nevada OHV Registration Decal, and the Arizona OHV Decal meet the requirement for OHV registration. http://ohv.parks.ca.gov/pages/25010/files/le_quickbook-oct2014final.pdf Spark Arrester Because of the dry conditions and high fire danger, additional fire safety precautions are required by the Event's special use permit. The exhaust systems of all SxSs shall include either a muffler or a spark arrester capable of fulfilling the requirements of CA Vehicle Code section CVC 38366. http://ohv.parks.ca.gov/?page_id=23039 Noise Limits Per AB 2274 (CA noise limit law), sound emissions of competitive off-highway vehicles manufactured on or after January 1, 1998, shall be limited to not more than 96 dBA. There are no plans to check sound levels during scrutineering, but park rangers may spot check vehicles while in the park. Alternative Transit Routes Because rallies generally include non-competitive transit sections that utilize open public highways not approved for SxS use, some transit routes between special stages will be altered for SxS-specific traffic and will deviate from the car routes. Supplemental transit instructions will be provided to SxS teams with the Stage Note books. Gold Hill Road is the main road that serves HVSVRA. This road will be utilized by the rally cars to access various stages and the service area, but it is a public highway not legal for travel by SxSs. Crossing Gold Hill Road at specified intersection to access another trail is legal for SxSs and will be required during several transit sections. When crossing Gold Hill, SxS teams must come to a complete stop, yield to cross-traffic, and proceed across only when it is safe to do so. These intersections may or may NOT be staffed by event marshals. Any SxS team caught transiting on unauthorized sections of Gold Hill Road will be considered to be deviating from the course (per GRR 2.14 Route Book) and will be assessed time penalties (5 mins per GRR 2.27 Time Penalties / 2.27.1 The Course). Per the Event's special use permit, certain transit sections may utilize a pilot vehicle staffed by a rally official to lead a caravan of competitors between special stages. More information will be provided in a later bulletin. Gorman Ridge Rally 36 v.2.0 July 16, 2016 8. Additional Clarifications for Off Road Competitors Disqualifications and Unplanned Assistance Unplanned Assistance on the race course does not necessarily lead to automatic disqualification. (See GRR Section 2.16.9 Assistance on a Special Stage or Transit). Vehicle-to-Vehicle Contact Intentional vehicle contact (ie. “nerfing”) is strictly prohibited. (See GRR Section 2.12.1.5 Passing). Given the speeds and distances, vehicles should not encounter one another on the race course. Re-seeds will take place at various points throughout the event. If dust becomes an issue, the organizers may decide to increase the time between vehicle starts (increasing the “dust window”). Radio Communications In-vehicle radio use is allowed, but per Supp Regs Appendix 2, competitors may not broadcast into Net Control, with the exception of emergency traffic. Note that rally operations use frequencies allocated to the HAM radio bands. Only FCC-licensed operators may transmit on these frequencies UNLESS THERE IS AN EMERGENCY. MURS commercial frequencies, commonly used in off road racing, are not restricted in rally, but be aware that your radio may not be able to communicate on the rally net because it may not be capable of transmitting on the HAM bands. Pre-Running (aka. Recce, Reconnaissance, or Notes Familiarization Pass) Recce is different from pre-running. A 25mph speed limit is enforced and street cars are typically used. (See Supp Regs Section 11.Stage Notes Familiarization Pass). Organizer-supplied Stage Notes will be provided at registration. Recce will only be allowed on Friday 8/19 during a specified schedule. Please be aware of Supp Regs Section 10.Testing; no testing is allowed on the roads used for the special stage portions of the competition for a period of 30 days prior to the event. All other roads in HVSVRA are available for your enjoyment. Service Area Service areas work slightly differently from off road racing pits. Typically, competitors must check in and out of the service area via a Main Time Control during scheduled service periods. Time used during these periods is not factored into elapsed stage or transit time. There are strict (low) speed limits. Service areas at rally events are tightly controlled and provide a safe opportunity for the general public (including families and children) to see the vehicles up close. Once your service crew has setup in the service area, there is no plan to require them to relocate until the end of the rally, when the Event moves back to the Headquarters Hotel. This Event is unique in being able to offer unscheduled service stops any time the rally course passes by the service area, but note that these unscheduled stops DO count toward transit time. The Event service area is located at a group camp site and includes a large shaded area, BBQ facilities, and vault toilets. Hungry Valley plans to have a recreation resource officer on hand to offer activities for children. (See GRR Section 2.30 Service Crews and Servicing for more info on service areas).
