Recreational/Sports Diving Instruction, ITDA Group Technical Entry Level Instructor and
ITDA/IHMP Medical and First Aid Instructor Training Programs.
The manual may also be used in three separate parts to train and certify: Resort & Sports
Scuba Diving Instructors / Entry Level Technical and Technical Instructor Training / IHMP
Medical and IHMP First Aid Instructor Training… For this purpose the manual should not be
separated or sections removed… ONLY the relevant sections covered in detail by the

1. INTRODUCTION
It is my pleasure to introduce you to the most challenging and most
rewarding Instructor training programs in the World today. I am Steve
Murray and I founded the ITDA International Technical Diving Agency
back in 1998, back then it was the ETDA European Technical Diving
Agency and I was northern European regional manager for IDEA
(International Diving Educators Association) working with IDEA
Europe HQ.
From 2002 I formed the ITDA International Technical Diving Agency
(UK) Ltd. In 2006 we formed the SDA Sports Diving Agency Ltd. and
Incorporated IHMP Medical Training Ltd. into a Separate Company.
In 2010 we restructured the business to incorporate SDA and IHMP with ITDA as one global
business, to become the ITDA Group International Inc. Ltd. (An International Business
Corporation with registered offices in Hong Kong.) ITDA Group is currently operating in 44
Countries worldwide. (Target is 50 Countries by 2014)

1.2 Brief History
The ITDA Group International Inc. Ltd. was created in 2010 by the restructuring of the ITDA.
International Technical Diving Agency UK (Established in 2002) the
ETDA European Technical Diving Agency (Established in 1998) and
the SDA Sports Diving Agency and the IHMP International
Hyperbaric Medical Programs Ltd. All of which now make up the
operating diver training and certification divisions of ITDA Group
International Inc. Ltd.
Our Official Registered Offices are in Kowloon, Hong Kong and we
have offices in Malaysia, Singapore, Europe and the United
Kingdom. “NEW HQ in Malaga Spain from 2013”…
The current management and ITDA UK won a major UK Award for safety standards in 2007
from a UK Government body HOVIP. At which time the business was based in Wales, United
Kingdom.
The original business partners can be seen here with the award; Steve Murray and Georgina
Craig.
The ITDA Group International is continuing with the unique safety and higher standards set by
the UK Business over 10 years ago in all of our worldwide operations.
1.3 Making Administration Easier
Administration has always been a problem area for 90%+ of diving
instructors because generally people become instructors to teach,
train and educate students to dive. Not to spend hours filling in forms.
Section 2.2.4 of this manual will cover in detail our unique and simple
process for certifying our students.

1.4 Training and Safer Diving Policies (ITDA Group Difference)
Traditionally Scuba training has followed instructional processes i.e. Instructor demonstrates a
skill and the student copies until they get it right. In the very
early days dive instruction was much more regimented like
military training and the prime objective was to weed out the
weak and fail them.
Today we have gone way too far in the other direction and dive
instruction is market led and instructors do little more than
follow a set formula to issue certifications.
ITDA Group International training is very different; we have set
strict academic goals for dive theory teaching in line with International academic standards as
adopted by schools, colleges and universities. Then we have the bar set higher than any other
agency in skills training, with the students’ actual ability to perform skills as the primary factor for
certification or the final level of certification.
ITDA Group Instructors can restrict students’ certification to their actual safe diving abilities or
restrict them to supervised diving until they can gain more experience.
This is vitally important as no two people can learn at exactly the same rate or perform skills to
the same level (standard) and our system protects both the students and the instructors from
over certifying or issuing blanket certifications.
Any Instructor from almost any other agency will tell you that their training agency
process (formula) to certify students consists of three things:
1. Timescales (Standard Open Water Course 3 days)
2. Reading the training materials / watching a video / passing a quiz
3. Performing Skills in Confined and Open Water
This is all well and good but what if the student cannot perform all of the skills in the timescale
and what if they do not really understand the dive theory part?
Well the sad truth is that most instructors will pass them
anyway, partly because they “feel a responsibility”, to give
them the certification as they have paid for it and
completed the training… Is this really helping to produce
safe competent divers?
Should students who are not competent pass a course to
dive just because they have paid for it?
You must decide for yourself of course what your
conscious tells you about this but remember one very important fact, if they are not competent
to dive and they have an accident, they may also put other people’s lives at risk… Rescuers,
buddies etc. etc.

1.4 Training and Safer Diving Policies (ITDA Difference) Continued…
The ITDA Group certifications process is based on the following elements leading to a three part
final assessment:
The three part assessment is based on the student’s actual ability to perform skills to a level at
which they are “1 Comfortable” with and are “2 Confident” at, and that they demonstrate with a
high degree of “3 Competence”. Plus of course the “FUN FACTOR” they should be enjoying
the experience.
This “FUN FACTOR” is our X Factor as Instructors, if you can see, and you normally can, that a
student is really enjoying the learning to dive experience they will almost certainly be a good
diver. However there are many students who have problems and difficulties to study, learn skills
and to practice / demonstrate. This is where our skills and abilities as Instructors are tested; we
will cover more about this later…
This means that our Instructors are basing
issuing certifications on the students’ actual
abilities, performance and skills level that have
been assessed to the 3 “C’s”… (Comfort –
Confidence and Competence standards) not
just following a formula.
In the case where a student cannot perform a
task or fails an assessment they can be offered
a “Supervised Certification Level” to gain more
experience or they may be given a lower grade
and upgraded at a later date.
In our experience many people both respect
and are happy with this idea that they are not
“Buying Their Certification”…
A “Competent” Diver is defined as someone able to dive without supervision and who is able to
complete a self-rescue and a buddy rescue on the surface and at depth.
A diver who dives with confidence and skill, this comes from experience and good training.

2. Standards for ITDA Group International Training
ITDA Group International has also a unique
concept approach to our recreational and
technical diver training and certification
programs.
Most agencies offer training and certification
courses with a set course program beginning
and a certification being the end result.
Our unique “Program” approach sees training
and certification as an on-going process of
gaining experience.
With certification at one level being only in
recognition of passing that level but the
process should continue with gaining more
experience and this experience will determine
the student’s entry level to the next step in the
diver education process.
2.1 ITDA Group Diver Entry Level Training Course Programs Overview
Entry level Scuba Diver Core Programs
These are both experience levels and a beginner set of core diving certification programs
designed to build on a step up basis from little or no experience to a “Competent Scuba Diver
Level”.
These are all the basic “Entry Levels” that students may begin diving certification at… However
the process of moving up from one step program to the next is the best foundation for building
competent scuba divers.
Although technically a student diver could start at sports diver as an entry level program, it
would be much better to start at Resort or 2**Star Level (If Cold Water Environment) as they
would benefit from the increased experience and additional dives.
ITDA Group International (SDA Sports Diving Agency) Entry Level Core Certifications

After this all certification level all other levels are considered higher level experience programs
as they all require a basic starting point of “Competent Diver” or Sports Scuba Diver, which is
equal to a PADI Rescue Diver / PADI Advanced Diver Level or CMAS 2**Star Diver.

The pass grades are calculated on a scale of Instructor assessment from 1-5
1 = Poor / Unsafe – 2 = Below Average – 3 = Average – 4 = Good – 5 = Excellent.
The academic quiz pass rate is based on the workbook quiz and an 8-10 year old of average
intelligence should get a minimum of 70%...
Maximum number of students to a course program
We recommend a maximum of 6, for 1 Instructor with an assistant. Surface support MUST also
be available to assist in an emergency.
Competitive Courses:
PADI Discover Scuba Diver and NAUI Entry Level diver, both of which are sold not certification
courses but as experience only. (Although they are available as certifications)
2.1.2 Adventure Diver is a Step Up program to allow Entry Level
Divers to “Get a taste” of specialist diving without needing to have
the advanced level of experience and offers our Instructors and Dive
Centres the opportunity to offer an Introduction to specialist diving.
Adventure Diver may consist of any of the following levels (2 Dives
Each Level)…
Navigation Diver / Night Diver / Computer Diver / Buoyancy / Wreck / Fish ID / Shark Diver
The certification of Adventure Diver allows for more diving experience while enjoying an
introduction specialist activity….

2.1.3 How to Sell and Market the Entry Level Programs
The ITDA Group Entry Level Scuba Diver program is very different from all the others,
especially the PADI Programs which are mostly sold as non-certification programs
because Instructors have to pay PADI for materials
and for the certification which is expensive for
them.
So in order to be competitive most instructors do
not sell or market this level as a certification.
However many do offer a discount if the customer
want to take an Open Water Course.
For ITDA Group Instructors we sell the certification
at a very low price to encourage you not to lose
future customers and we offer the Entry Level
workbook and quiz as included in the Certification fee… Or they can be downloaded for

2.1.4 Step Up & Upgrade Programs
All of the ITDA Entry Level to Sports Diver programs are marketed as “Step Up”
Programs which means that you need a minimum experience or certification to Upgrade
to the next level.

The ITDA Group / SDA Sports Diving Certification programs have higher training and
experience standards than any other training agency for the same or equal levels.
This makes comparing our training and certifications levels with other agencies very difficult
so we have adopted a CMAS equal table and RSTC Equal table for PADI Course comparison
and also for Crossover purposes. As PADI are our largest industry competitor we compare
with them here…
