With summer winding down once again, not only will our
youth will be heading back to the classroom, but a full
slate of community leisure activities will re-launch across
Val-des-Monts. To help you get back into your post-vacation
routine, this second edition of VDM Update includes
details on the Leisure and Culture Service’s upcoming
program of activities, which are held in cooperation with
local organizations. Update also provides you with handy
information on municipal services, lists projects scheduled
over the coming months, highlights your municipality’s
recent achievements, and shares other news items.
I encourage you to sign up early for the activities you want,
because a number of them have limited spots open.

On behalf of Municipal Council, I thank the many residents,
visitors and vacationers who took part in this summer’s
community-building events, including the Val-des-Monts
country-music festival, which drew thousands of fans and
close to 325 RV enthusiasts, and the annual municipal golf
tournament, whose $13,800 in proceeds will help fund:

The General Directorate is pleased to announce that Sébastien Marmen and Éric Picard-Côté have
both been named lieutenants at Fire Station 1, and that Danick Robitaille-Lefebvre has been ­appointed
as lieutenant at Fire Station 2 of the Fire Department.
These appointments mesh perfectly with the directions and objectives set out under the Municipality’s
2015-2018 Strategic Plan, which include recruiting and retaining qualified professionals to meet the
growing needs of our population and to improve our response capacity in the area of public safety.
Council, the General Directorate and the entire management team extend their best wishes for
­success and fulfillment to all three appointees.
At the Municipality of Val-des-Monts, protecting the health and safety of our staff and citizens is a
­fundamental value. That’s why we’re very proud to announce that, for the second year in a row,
Val-des-Monts has received the Palme d’excellence (award of excellence)
for its proactive approach and exceptional performance under the Mutuelle
de ­prévention en santé et sécurité du travail (occupational health and safety
­cooperative) of the Union des municipalités du Québec.
The General Directorate salutes the special contribution of Claude Dubois as
­prevention officer and administrative officer, who has played a pivotal role in
creating a truly powerful safety-and-prevention culture in VDM. Hats off as well to
the entire staff for their commitment and involvement in this area: they’ve shown
that, in our community, health, prevention and safety are everybody’s business.

On June 15, 2015, we launched TRANSCOLLINES, a multi-municipality transit service that gives
residents of Cantley, Chelsea, La Pêche and Val-des-Monts access to a number of bus routes
connecting with the STO network. But that’s not all…
In addition to its STO links, TRANSCOLLINES runs routes between the four municipalities
­themselves, and over time it will add runs allowing Gatineau transit users to travel more often to
­Collines-de-l'Outaouais.
The fare schedule includes single-ride tickets, along with various passes thanks to which users can
ride TRANSCOLLINES, STO and OC Transpo buses all at once.
Val-des-Monts also has park-and-ride locations:
• Poltimore parking lot at Saint-Germain Park, 2720 Principale
• Pointe-Déziel parking lot (with bus shelter), intersection of routes 366 and 307 (opening in fall 2015)

MRC des ­Collines-de-l'Outaouais’ Éco-centre. Below are its dates and hours of
operation:

Did you know that the Municipality receives a subsidy through a
provincial compensation program for selective waste ­
­
collection
­(Régime de compensation pour la collecte sélective des ­matières
recyclables)? The amount depends on our waste-reduction
­
­performance.
In 2014, 313 kilograms of waste for each citizen of VDM ended up in our
landfills, but the average across Quebec was 297 kilos per ­person. By
tossing less into our garbage cans, we’ll help increase ­Val-des-Monts’
waste-reduction subsidy, and your tax bill will ultimately reflect this.
So, think twice about what goes into your garbage. It pays to opt for
­recycling and composting instead…
When we all pitch in, we truly make a difference!

Since the spring, Public Works has performed the following improvement and maintenance
work:
Swept close to 90 kilometers of paved roadways.
Applied 20,000 tons of gravel over a distance of 20 kilometers.
Spread 660,000 liters of dust-suppressant over roughly 180 kilometers of municipal gravel
roads.
Repaired hundreds of meters of cracks on paved roads.
Painted centre lines and stop lines on 90 kilometers of paved roads.
Installed roughly 50 new road signs.
Erected a new pedestrian bridge on the beach at Lake Saint-Pierre.
Built a new parking lot at Pélissier eco-park.
Cleaned several kilometers of ditches .
Mowed the grass along 250 kilometers of roads.
The next few months will be just as busy thanks to these projects:
Perform construction work on de l’École, Dubois, du Ruisseau, de la Savane and Montée
Paiement.
Complete the soccer pitch at 82 du Carrefour and the park-and-ride in front of City Hall.
Apply surface treatment with a bituminous binder on du Barrage and de la Bourgade.
Connect the artesian well at Sportium.
Perform ditch blasting on du Faubourg and Loyer.
Repair and prep winter-maintenance equipment (nine trucks, three loaders and four
graders).
Prepare and store of 27,000 tons of sand for winter maintenance.

Did you know that heating water can represent as much as 20% of your
total annual hydro bill and uses more electricity in the winter than in the
summer?
Val-des-Monts has teamed up with Hydro-Québec to offer you
­water-saving showerheads and faucet aerators. They’re an easy way to
cut water consumption without having to change your habits.
We have four very reasonably priced kits for sale. Simply contact us at
819-457-9400, ext. 2315, for more information.
Batteries may appear harmless, but many of them contain materials and substances
­considered as hazardous household waste. For instance, the heavy metals used in battery
manufacturing are corrosive and, very often, cancer-causing; they can also spark allergies,
as well as neurological and reproductive problems. What’s more, when sent to landfills, these
metals ultimately pollute the soil and the groundwater tables below. By recycling batteries, we
avoid soil contamination and possible health problems while putting the metals they contain
(nickel, zinc, iron, cadmium, manganese and mercury) back to good use.
In keeping with the objectives set out in its environmental protection ­policy
(EU-2011-002) and in an effort to support broader recycling initiatives,
­Val-des-Monts has set up five battery drop-off points for you:

Please use this eco-friendly option to dispose of your batteries and have them
properly recycled and reclaimed according to environmental requirements.
You can also leave your batteries after hours at City Hall by placing them in
a bag that you then drop through the special opening near the Council
­chamber door, on the west side of the building.
Let’s take action together and further protect our environment by
­recycling all our batteries.

Val-des-Monts is supporting families by providing grants equal to 50% of the before-tax cost
of washable diapers, up to a maximum of $100 for each child below the age of two.
This program not only gives families a helping hand, but also contributes to our collective
efforts at reducing the number of disposable diapers sent to landfills.
At first glance, because of their practicality, disposable diapers seem to be the best choice,
but studies have proven that families who use washable diapers can save as much as
$1000 per child. In addition, though it requires washer-dryers, water, detergent and liners or
inserts, using washable diapers is more eco-friendly than disposable-diaper production and
­processing.
Washable diapers are ECONOMICAL.
You can expect to spend between $2,500 and $3,000 for disposables over their usual
­two-and-a-half-year usage span. A set of washable diapers over the same period would
instead cost you as little as $300! That’s a huge saving, even when you factor in the cost
of two or three washes a week. And if you can keep the diapers for a second child, even
better!
Washable diapers are EASY TO USE.
Do you wince at the thought of washing diapers because it conjures images of safety pins and
plastic pants? Well, wince no more: times…and diapers, have changed. Modern ­washables
­ iodegradable liners
have Velcro fasteners and high-tech water-repellent fabrics, as well as b
or inserts that make for easy cleaning.
Washable diapers are ECOLOGICAL.
For every baby on whom they’re used, disposable diapers generate between one and
two tons of waste. Under ideal conditions, disposable diapers would take 500 years to
­biodegrade, but those conditions don’t exist in landfills. Even so-called “biodegradable”
throw-away diapers take extremely long to disappear. So, if you consider the principle of
“reduce, reuse and recycle,” washable diapers are the logical choice.
Washable diapers are COMFORTABLE.
Nothing beats the sensation of soft, d
­ elicate
fabric on baby’s skin. Babies who wear
­
­washables get changed more often, and that’s
a healthy thing. Washable diapers also tend to
“breathe” easier, helping to prevent excessive
heat build-up.

Val-des-Monts’ Fire Department was among several services that
worked with a joint multi-municipality health and safety organization
known as the Association paritaire pour la santé et la sécurité du travail,
secteur affaires municipals (APSAM) to produce a training video and a
series of photos of the visual signals presented in a new best-practice
guide on how to back up fire trucks.
Filming took place in Laval in the fall of 2014, and the ­official
launch was held on May 18, 2015, at the annual conference of the
­Association des chefs en sécurité incendie du Québec. Both the
­video and the guide will be sent to fire departments and firefighting
academies across Quebec in an effort to standardize practices and
heighten safety.
With fire-prevention week slated for ­early
October, we invite child care centres
­
and places of business to contact the Fire
Department as soon as possible to book an
­
awareness ­presentation for children, a fire
drill or even a training session on the use of
­extinguishers.
In addition, here are a few handy fire-safety
reminders as fall approaches:

and this provides a good opportunity to
change the batteries in alarms and smoke

system on fuel-burning
­devices must be cleaned
at least once a year.

An evacuation plan is a drawing of each floor of your home that simplifies the ­evacuation of
your residence, therefore increasing your chances of survival in case of a fire. ­All ­occupants
must be familiar with the evacuation plan and it must be practiced at least once a year.
A few safety procedures can also accompany your plan.
Prepare an evacuation plan:
• Indicate all possible exit paths, at least two per room.
• Remember that the main entrance, the one that you use ­every
day, might not be accessible because of the fire and smoke.
A
­ nticipate an alternate exit.
• Designate a meeting point, ideally in front of the house, and
make sure that all family members know where to meet.
Our evacuation plan is done!
In case of a fire, once the smoke detector has warned you, you
have little time to evacuate.
Preparing an evacuation plan and evacuation drills can save your
life and the lives of loved-ones!

What is carbon monoxide (CO)?
The smoke detector is the
best way to save lives.
Verify its ­operation regularly,
­whether battery-operated or
electric.
• Periodically replace the battery or use,
if possible, a long-lasting battery, like
lithium.
• Replace the detectors according to the
recommendations of the m
­ anufacturer,
generally every ten years.
• The ­
manufacturing or expiry date is
indicated on the housing. If the date
­
is missing, do not take any chances,
­replace the device immediately.

• Carbon monoxide is produced when
a vehicle or appliance burns fuel such
as gasoline, oil, natural gas, kerosene,
­propane and wood.
• Carbon
monoxide
is
odourless,
­colourless, flavourless and does not
cause irritations. It is impossible for
someone to detect its presence.
• Carbon monoxide is responsible for
hundreds of intoxications each year in
Quebec, from which about fifteen are
deadly.
• Carbon monoxide is present in most
households.
Only a CO detector can detect the
presence of carbon monoxide. A smoke
­
detector does not protect against carbon
monoxide.

Upcoming Events:
Firefighters will again be on hand in certain areas of Val-des-Monts on Halloween
night.
The Department will be holding its traditional roadside fundraiser this coming ­November
in Perkins. Please give generously, as the funds collected allow us to hold the annual
Noël en famille event.
Road safety, from every perspective, is a shared responsibility.
By adopting sound driving habits, we cut down on the number of
­accidents…and we save lives!
It’s important that we continue to remind our motorists of key ­road-safety
principles: fasten your seatbelts, check and double-check blind spots,
be courteous and share the road, obey speed limits and, of course,
­never drive when you’re tired or impaired. These simple, common-sense
­practices play a critical role in making our roads safer for everyone.

of the consultations are to reinvigorate our community, to welcome families here and
prompt them to stay, and to develop our community’s sense of belonging,
solidarity and mutual support.
Val-des-Monts has mandated the Centre de services pour l'économie
et l'emploi (CSÉE) to conduct the work needed to update the policy on
­families and seniors.

Learn to skate with us!
This fall, the C.P.A. des Vallées enters its fourteenth season, and our introductory skating courses along with
our figure-skating development classes are sure to be a big hit again at Val-des-Monts’ Sportium!
Courses run from Saturday, September 12, 2015, to the end of February 2016. The skaters then perform a show.
Semi-private courses can be offered Saturday mornings if the number of skaters warrants and if a coach is
available. Participation in two fundraisers is required (or a voluntary contribution instead).
Discounts may apply for multiple registrations from the same family.
*The costs includes Skate Canada’s $45 membership fee, which is non-refundable, even if
you withdraw.
