Nestled in the Jones Valley at the end of the foothills of
the Appalachian Chain, Bessemer sits strategically along
Interstate 59/20 and is centrally located to the economic centers of Birmingham, Hoover, Tuscaloosa and the
Mercedes Plant in Vance. The Birmingham-Hoover

1886. The town of Bes-
semer, Alabama was born. Iron and
steel magnate Henry Fairfield DeBardeleben founded Bessemer, and his
dream was to make Bessemer a city
steel center that would attract companies and people from all over the United States.

bought 4,000 acres of land and marked
off blocks for a new town along the
rail lines of the Alabama Great Southern Railway. Sir Henry Bessemer, who
invented the open-hearth method of
steel producing and revolutionized the
steel industry, was chosen as the town’s
namesake. Soon the dream of DeBardeleben began to take shape and the
newly incorporated “City of Bessemer”
as we know it today began.
Deemed as the “Marvel City” because
of its phenomenal growth and expansion, Bessemer became the fourth largest city in Alabama by the 1920s. For

been set to once again accomplish new
milestones like never seen before. The
air is full of excitement. The sun rises

return to its glory days.

FOUR YEARS IN THE MAKING:
Building A Better Bessemer

From the announcement of plans for a new city hall, to beginning
construction on a state-of-the-art recreation center, these two construction projects represent the first attention to the city’s aging
infrastructure in over 50 years. The City’s finances are strong. The
economy is growing and new technology is coming to facilitate
better communication. Crime is down and the city is a safer place.

complex is being developed on the existing Roosevelt Park site adjacent to Highway 150. The
Bessemer Youth and Senior Recreation Center will be anchored by a two-story, 59,000 SF
building.

feature incorporating an existing natural spring;

Mayor’s Office and guest business suites, as well as provide generous space
for future growth. The building will be handicapped-accessible and meet all
current life safety codes throughout. It will feature enhanced security and
access control, as well as infrastructure to support the city’s critical emergency response functions. The project is set to begin in late March 2015
with a completion in mid-2016.
FISCAL RESPONSIBILITY AND
A CREDIT RATING TO BOAST
ABOUT
With a top tier credit rating from Moody’s and Standard & Poor, the city’s
finances are strong. An A2 credit rating was assigned in 2014 and is no easy
feat. From 2010 to 2014, the city demonstrated a track record of favorable
financial performance, maintenance of adequate debt coverage and future
manageable capital spending plans. This means that investors deem the city
to be of the highest quality, with minimal risk.

The facility will give the residents of Bessemer a way to not
only enjoy themselves but also invest in their health and
physical well being for many years to come.
The new Bessemer City Hall will be a three-story,
29,650-square foot building located on Third Avenue
North at 17th Street. The first floor of the building will
include a grand entrance and spiral staircase, a multi-purpose room and city departments. The second floor will

aimed to stimulate positive growth in the community. Focus on the city’s
infrastructure and employees is a continued priority. In 2014, city officials
provided a 3% cost-of-living increase to all city employees. This marked an
overall increase of 9% in 3 years.
“When I took office in 2010, the city’s finances were in shambles,” says Gulley. “We didn’t even have the money to make payroll, but that is just water
under the bridge now. The City of Bessemer’s finances are strong and it’s
because we have a mayor and council who are willing to work together to
do what is best for this great city.” Gulley’s passion is undeniable and when
talking to him you get the sense that he is willing to make the hard decisions
and do what it takes to lead the city to prosperity.

CUTTING EDGE
TECHNOLOGY
New information technology is in progress, with the old city-wide
network transitioning to a city-wide managed fiber networks with
speeds up to 500 Mbps. The City will also launch a free-public WiFi network in the common areas of every city building by the end
of 2015, along with the purchase and installation of a new computerized Integrated Finance and Management System for employee
use. New credit card processing terminals are being installed in
the Revenue Dept., Building & Inspections Dept., and Civic Center with new upgrades to the existing systems at Municipal Court
and Bessemer Utilities. Other areas such as the Fleet Maintenance
Dept. just purchased a new automatic Freon recovery machine
and diagnostic computer scanner to better diagnose problems
with vehicles and expedite repair.
BETTER COMMUNICATION
A new Voice Over IP (VOIP) telephone system was installed last
year at Bessemer Electric & Water Service to improve the customer experience and increase customer satisfaction for nearly 45,000
water and electric customers. The city’s first ever “Citizen Notification System” is set to debut in mid to late 2015. It will be free to
the public and will improve communication with residences and
businesses in the city. Notifications will be made via text, emails
or telephones using a web browser or smart phone. Visit the city’s

MORE PAVING OF ROADS
TO COME
The city has a comprehensive $1.3 million dollar paving initiative
planned and already well underway. Improvements include the
continuation of the 2014 Paving Project with various streets in
Bessemer, including Oak Street, Westlake Drive, and portions of
Carriage Hills Drive, Hopewell Road, Parker Road and portions of
Carolina Avenue to be paved.

Bessemer Civic Center just finished a major renovation including
painting and flooring through and through. New LED lighting is
already in place, and this year will be a milestone in the civic center’s existence: the installation of a new state of the art sound system.
The old system (similar to the pictured above) was installed when the civic center was
first erected more than 30 years ago.

Further funds were secured through the Alabama Transportation
Rehabilitation and Improvement Program (ATRIP) to achieve the
city’s paving initiative, which will include on Fourth Avenue from
18th Street to McAdory School Road; Dartmouth Avenue from
14th Street to Lipscomb City Limits; McAshan Drive; and McCalla Road. Additionally, the city is currently working with state
officials to replace three bridges and install new traffic signals along
18th and 19th Street.
The ATRIP funding is from an Alabama Department of Transportation (ALDOT) administered federal aid highway and paving
program that funds up to 80% of the construction of important
roadway projects. Fiscal responsibility of city officials has enabled
the city to provide the required 20% match necessary to secure
these grants. Other projects such as replacement and repair of sidewalks are also underway through use of similar funding. City offi-

cials have continued to aggressively seek after available state and
federal monies. With several hundred thousand dollars secured,
there are many other projects on the horizon that will continue
in the beautification of Bessemer.
BUSINESSES ARE
GROWING BESSEMER’S
ECONOMY
Last year, the Building department issued building permits in
excess of $23 million on commercial projects and more than
$5 million on residential. Over the past four years, permits total
more than $120 million for commercial projects and $11 million for residential construction projects.
New companies are coming into the city in record numbers:
such as Shoals Ambulance, Harmony Medi-Spa & Wellness
Center, and Steyr Arms.
Steyr Arms, a division of Austria’s Steyr Mannlicher, relocated
their North American operations into the City. The company’s
move was completed in April 2014 and coincides with Steyr’s
150th anniversary of existence. Their $1.7 million investment opened a 30,000 square foot distribution center (with a
3,000-square-foot showroom) off of Morgan Road. Steyr imports hunting and sporting rifles and handguns and does some
gun assembly at the Bessemer facility. Steyr is already planning
to increase employees and do more firearm assembly at the Bessemer site. For more information, go to www.steyrarms.com
Some of the city's long-time businesses, like Masonry Arts are
being reimagined. Masonry Arts, Inc. has called Bessemer home
for more than 30 years. Three family generations later, the company is still going strong. Masonry Arts announced the formation of a new company, J.B. Processing last year, which is a $34
million dollar expansion of their campus in downtown Bessemer.
This venture includes the recent purchase of the famed white
marble rock quarry in Sylacauga, Alabama. The famed “Alabama

“We see the growth of Bessemer and it is a place that my family has
always done business.” Said Roy Swindal, CEO of J.B. Processing.
“When we saw the opportunity to expand, we wanted to stay in a
place that’s home for me.” The Swindal family has a long storied history of businesses in Bessemer that dates back to 1951. According to
Swindal, this new venture will be a worldwide operation with granite and marble slabs to be sold all over the U.S., Canada, Europe, the
Middle East and parts of Asia. City officials are excited about the plans
and how the famed Alabama white will say its processed right here in

Milo’s Tea Co. also has a $13 million dollar expansion project well underway and is in transition from a regional footprint to a nationwide
presence. Each bottle produced will be stamped “Made in Bessemer,
Alabama”. In addition, the Koch Family purchased Alabama Splash
Adventure and Amusement Park in 2014. Millions of dollars have
been invested and the city will finally see the premiere amusement
park it has long deserved.
“We are excited to hear from more and more business interests eyeing
Bessemer as a place to locate,” says Mayor Gulley. “We believe more
and more people will come because of our aggressive recruitment
and unique location.”
CRIME IS ON THE DECLINE
In the wake of events like Ferguson, Mo., tensions are high between
residents and policeman all across the country. The spotlight is on
municipalities to make sure that its citizens are protected and that
transparency exists for law enforcement. Body cameras for all police officers and the purchase of 20 new fully equipped police cruisers is part of the city’s 2015 comprehensive plan to address these
issues and continue the downward trend of crime in the city.
Since 2011, the crime rate has decreased by 30%, and this year marks

the 4th year in a row of declines. While one homicide is too many, only two were had in all of 2014.
Increased patrol coverage and more boots on the
ground have made it difficult for the criminal element to succeed, making Bessemer safer. A new
south precinct was opened in the Tannehill Promenade Shopping Center just off Exit 1 of I459.
FIRE PREVENTION
AND SAFETY AT ITS
VERY BEST
With more than 7,118 emergency incidents and
services calls, the year 2014 marked a busy year
for the Bessemer Fire Department. Approximately 359 fire related emergencies were responded
to in 2014 and not a single fire-related fatality
occurred. Bessemer Fire has one of the premiere
training facilities in the State of Alabama and certified 22 firefighters this past year, 19 of which were
from other fire departments throughout the state.
With installation of more than 100 smoke detectors in citizens’ homes at no cost to residents,
educational training at city schools, churches,
community centers, nursing homes and day cares
to over 1200 youth and 600 adults, and completion of more than 800 inspections on commercial
buildings, Bessemer Fire continues the city’s initiative to guarantee awareness for both business
and citizens alike of the appropriate fire safety
measures. Two new fire trucks costing nearly $1
million were placed in service at Fire Station No. 2
on Hall Avenue and Fire Station No. 5 in the Pipe
Shop Community.
MUCH NEEDED
COMMUNITY
DEVELOPMENT IS
HAPPENING
The city has purchased the land adjacent to its
Emergency Operations Center on 9th Avenue to
build a community storm shelter. The EF2 tornado that touched down in Bessemer in April 2014
had winds of over 120 miles per hour and tore
an eight-mile path through the city. Hundreds
of houses and some businesses in the communi-
ty suffered damage, but thankfully, there was no loss of life. Police, Fire, Public Works,
Utilities, and all city departments worked diligently to return normalcy to the affected
residents. The city’s finances allowed the immediate designation of funds to aid in the
clean up and did not require waiting on funding from FEMA.
Following the April tornado, the city sought and received a grant to build a safe house
that is generator ready and equipped to accommodate housing of up to 100 displaced
citizens in the midst of a catastrophe. City officials are in the process of securing funds
to build additional safe houses throughout the city.

Frank House Municipal Golf Course was also heavily
damaged during the April tornado and its clubhouse was
a total loss. A more attractive facility is well underway and
Frank House is planned to reopen late spring.
Carver Park is in the process of receiving a new dugout,
new press box, playground equipment, an expanded picnic area, and a new pavilion. The resurfacing of the park’s
walking track is already completed. The city’s other parks:
Abrams, McNeil, Bradford, and DeBardeleben Park also
received cosmetic updates in 2014, and the installation of
the new walking track at Hard Park is in its final stages.

Steps are being taken to increase home values and decrease breeding grounds for criminals by tearing down
dilapidated and blighted structures throughout the city.
Last year alone, the Building Dept., working with Public
Works and the Economic Development Dept. demolished 61 condemned structures. New crews were added to ensure that the city’s right of ways are free of trash,
and new equipment was purchased for the Public Works
Dept. to enable better maintenance and care of the city’s streets
and eliminate weed nuisances.
Other community developments include the continued role of
the Economic & Community Development Dept. in Bessemer,
which administers federal Community Development Block Grant
(CDBG) funds. These funds purchased new ADA compliant
doors at the Bessemer Library. 150 Bessemer residents received
assistance in weatherizing their homes through a partnership with
the JCCEO’s Weatherization Program. $496,000 was disbursed
for emergency housing repair grants for the citizens of Bessemer.
Another $100,000 was set-aside in CDBG funds for construction
of a new recycling center.

of Aeronautics. This puts Bessemer one step closer to becoming
a full service regional airport. The Bessemer Airport Authority is
seeking a multi-phase FAA grant for taxiway and ramp improvements and has plans to expand and update its terminal in the near

make Bessemer the best place to call home.
Improvements are also on the horizon for Bessemer Housing Authority (BHA), which is set to begin the conversion and rehabilitation of Davis Heights and Asbury Howard Apartments. This
project is an investment of more than 8.1 million that impacts 536
apartments in the city and will include renovations that improve
safety, security and energy efficiency. BHA is the only housing
agency in Alabama to have a project approved in the new Rental
Assistance Demonstration (RAD) initiative of the U. S. Department of Housing and Urban Development (HUD).
Many leaders have come and gone filled with ideas of promise—
some met and other exceeded, of hope—that Bessemer can too—,
and of faith—that God’s grace abounds, and of resolve—to make
the hard decisions to build a better Bessemer. Founder DeBardeleben wanted Bessemer to be a place that attracts business across
the nation and be a success among cities. One hundred and twenty-nine years later, city officials are attracting businesses from across
the world and continuing to grow. Talk to any council member or
business leader and you get the sense that building the community
is a priority and understand that much more is to come.

Milo’s Tea Co. Goes Nationwide
W
Whether on a hot summer day under the cool of a shade tree or in
the cold of winter beside the warm glow of a fire, a glass of sweet tea
is a simple luxury that is staple here in Bessemer, the home of Milo’s Tea Company. Milo’s is a family-owned, certified women owned
business, producing up to 200,000 gallons of all natural beverages
each day in its plant here in Bessemer.
Milo’s began in 1946 as a restaurant founded by Milo and Bea Carlton after Milo returned from serving his country in World
War II. The war was over but rationing of
items like sugar was still a necessity. Something as simple as pre-sweetening tea was
balked at in the 40s, but Milo was faced
with a decision: keep putting bowls of sugar on the table for patrons
to sweeten their tea or let Bea use the sugar for her pies. Milo took a
gamble and decided to offer pre-sweetened tea. This ensured enough
sugar ration for both Bea’s pies and sweet tea. The customers loved
the sweet tea! Pretty soon, they came to Milo’s Hamburger Shop for
not just great burgers, fries, and pies but just for the sweet tea.
In the late 1980s, Milo’s Famous Sweet Tea was bottled by the gallon and made its way to into local grocery stores in the Birmingham
metro area. Milo’s philosophy was simple – use high quality, fresh,
natural ingredients, listen to your customers and never sacrifice taste.
One store at a time, Milo’s Famous Tea grew and grew throughout
the region. In 1997, the company launched Milo’s Unsweet tea and
demand for Milo’s Tea continued to grow.
The family sold the popular regional burger chain, Milo’s Hamburgers in 2002 and opened its Bessemer plant to focus solely on tea. By
2006, No Calorie Sweet Tea sweetened with Splenda joined their
Famous Sweet Tea and Unsweet. These core items grew to 18 Southeastern states.
In 2014, Milo’s increased its footprint to 38 states. It also launched 3
new beverages - Milo’s Decaf Sweet Tea, Milo’s Lemonade and Milo’s Famous Sweet Tea and Lemonade (a/k/a “Milo’s Mix”).

These additions were the result of customer requests, with Milo’s
Decaf Sweet Tea being one of the most requested new additions to
the Milo’s beverage lineup.
Nearly 69 years after Milo’s Famous Tea was first brewed, Milo and
Bea’s vision is still alive. “Our mission is to produce and market the
highest quality teas and other natural beverages in the world,” says
Patricia Wallwork, the company’s chief executive officer and granddaughter of Milo and Bea Carlton. “These three new beverages do
just that by bringing additional refreshing, healthy Milo’s flavors to
our loyal fans.”
Even with the addition of new products, Milo’s continues to source
only natural ingredients, fresh brew
all of their teas and
never use colors, CEO Patricia Wallwork with expanded product line
acids, additives or preservatives. The ingredient list is simple: custom

Between 2014 and 2015, Milo’s will invest more than $13 million in

increased its employee count by about 50% and has numerous open

Next time the urge for a beach getaway strikes,

Splash Adventure. It’s the perfect way to soak in

The Koch family purchased Alabama Splash
Adventure Water Park and its surrounding 89
acres in March 2014. This is truly a family affair with Dan Koch owning the park with his
younger sister Natalie. Dan’s mom, Pat Koch
can be seen at the park every day greeting
guests, making fries, and doing whatever needs
to be done. Dan says that his family is his core
team and that it is truly family-owned and operated.
With over $7 million dollars invested into the
park, the Koch’s have a long-term strategic plan
to make Alabama Splash Adventure a place
that is clean, safe, and a good value for family
fun.
“We have only begun,” says Dan, “and are blessed to be able to care for such a lovely park.”
While Dan would not go into the complete
details of the strategic plan, he did say that the
Kochs are here “to grow with Bessemer and the
great State of Alabama.”
The Koch’s are no strangers to the amusement
park business and has owned and operated
Holiday World and Splashin’ Safari in Santa Claus, Indiana for decades. We are talking

nearly 75 years of experience that the Koch’s plan to
use to turn Alabama Splash Adventure into a place
that you want to keep coming backing to. The Koch’s
have a history of doing it right and invested more
than $100 million back into Holiday World and
Splashin’ Safari over a 10 year period.
“We have an opportunity to build a spectacular
park,” says Dan. “Lightning struck once when we created Holiday
World. It’s about to strike again, this time in Bessemer. Dan continued, “We, ASA, will always be safe,
friendly, clean and great service. I have no intention
of ever retiring or selling this park. This park is the
Koch family’s passion. We love it here.” According to Dan Koch, you will see the transition
back into two true parks: Alabama Adventure and
Splash Adventure with improvements yearly for
both the water and theme park.
For 2014, some emphasis was given to the water park
side. Along with existing water-based attractions, the
Koch’s added six new attractions between the park’s
current Main Street and waterpark areas. Free parking, in park WIFI, sunscreen, and inner tubes were a
few other additions this past year.
For 2015, free unlimited soft drinks and the “best
all around wooden rollercoaster,” the Rampage will
return. The rollercoaster last operated in 2011, and
the 1998-built thriller was in dire need of some tender love and care. The initial plan was to spend a half
a million to get it back up and running, but in true
Koch style the project nearly eclipsed $1 million just
because they wanted to do it right and make it better
than before. Dan says that “the design of that coaster was done by some of the very best roller coaster
designers on the planet. It’s a super star wooden
coaster!”
In October of 2014, a private event was hosted for
a group known as the Alabama Coaster Enthusiasts.

The Autobahn
Indoor Speedway
Comes to Bessemer

Go-kart enthusiasts soon will be able to zip and zoom around the area’s first indoor racetrack. The Autobahn Indoor Speedway will open
in Bessemer, Alabama, just off the Morgan Road exit in mid Summer
(June/July 2015). This completely indoor go-kart racing facility will
be state of the art and will boast F1 inspired electric go-karts that can
reach speeds of up to 50 mph. The go-kart track is planned to encompass nearly 53,000 square feet, and the facility will feature party
rooms for corporate events or birthday parties, and a snack bar.
“Go-kart racing is a fun, exciting
sport and this facility is a way to get
the thrill of racing without the expense of having to buy and maintain
your own karts.” says Bill Harris, Director of Operations for Autobahn
Indoor Speedway, LLC.
“It will be as simple as ‘arrive and drive,’” says Bill.
Whether you arrive individually or in small groups, you can try just
one race, or take advantage of the multi-race packages. And the package races you buy can be used anytime because they never expire!
Bessemer’s Autobahn will be open to the general public 7 days a
week (except during private events).
Karts will be divided into junior (at least 48” tall and 8-12 years old)
limited to 25 mph and adult (13 or above and 56” tall) up to 50 mph.

The racing for the junior and adult karts will be kept separate. All
karts are electrically and remotely controlled. All racers get a safety
briefing and a helmet. And the walls will also feature safety barriers
just in case your “need for speed” gets a little out of control.
Now this is NOT bumper cars. It’s an all out race where the best lap
time is the winner. These all-electric, emission-free karts mean that
you can enjoy an exhilarating thrill year round. The Autobahn Indoor Speedway promises a winding track, with both straightaways
and hairpin turns that can be rearranged to maintain an element of
surprise and difficulty. Adult karts will have 14 laps to get their best
time and junior karts will have 12. Bill estimates they will be able to
have about 60 patrons race each hour at this facility. An area for spectators (about 60-100) will also be available.
The company did not disclose the amount invested to bring the Autobahn to Bessemer but indicated it was a significant amount to get
the project ready to open by late June, early July of 2015. The company has signed a 10-year lease on the 53,000 square foot facility off
Morgan Road.
“This is home to me,” says Bill. “I’m excited to bring this opportunity
back to my community.” “I plan to be here a while.” Bill is a resident
of McCalla, Alabama since 2004 and has lived off and on in the Birmingham area since 1982.

W. Belcher. These nine words speak volumes about
the life, commitment and impact of the 20 years of
service Councilor Belcher gave to her community
throughout her tenure on the Bessemer City Council.
A PILLAR OF
RESPECT & SERVICE
IN THE GREATER
BESSEMER COMMUNITY

Sarah Wallace Belcher was born in Alabama and
grew up in Bessemer, as did her husband, James F.
Belcher. She proudly shares (and still blushes a bit)
that she met the love of her life in about 11th grade
at Wenonah High School. Prouder still is when she
says: “We celebrated our 55th Wedding Anniversary
this year!” And you get the feeling she is just as excited now as she was the very first time they met, more
than 50 years ago. Mother of two sons, Carlos Ray
(deceased) and James Felix, Jr. and daughter, Angela
Wilson; and Grandmother of 10 and Great-Grandmother of 9, Mrs. Sarah W. Belcher’s eyes sparkle as
she dotes on her family, relatives and friends.
She was looked to; looked up to; but looked down
on no one in need of help or anyone who crossed
her path. Often, she was not contacted directly but
heard of a situation where help was needed and intervened. While Councilor Belcher will always be
known as a passionate advocate for helping people,
she was just as persistent at counseling those she felt
were the cause of the problem or issue they were
blaming others for. True to herself and with a style
all her own, there was no mistaking Belcher’s resolve
to make sure all had a clear understanding of what
needed to be done.

Councilor Belcher indeed was relentless at seeking help for others
and her soft-spoken voice was not
to be misheard or ignored. The
urgency of helping a family to
find decent housing; pleading a
case with an attorney for leniency
for teenagers in trouble; helping a
young single Mom find a babysitter so that she could work and not
miss school; or taking money out
of her pocket to buy clothing for a
youngster in need—all of these things were important to her constituents,
friends, and family, and Belcher did not relent until she found a way to get
it done.
Perhaps Councilor Belcher can best be characterized as that reliable,
strong thread or ribbon of hope for families and for members of District 3,
across Greater Bessemer and beyond. Service, trustworthiness, diligence,
truth, love and belief in the good of others, regardless of the circumstances
or their place in life is the mantra she lives by. This ribbon of strength and
consistency is exemplified in the different venues she has served and taken
active roles, over the past two decades:
EDUCATION- as an advocate for the best education our children could get as shown through her support and work with teachers,
counselors and students of the Hard Elementary School, soliciting back
packs and school supplies for students and others in her district and continuing contact with them when they went on to Middle and High Schools;
THE BUSINESS COMMUNITY - as a member of
the Bessemer Chamber of Commerce and with the honor of being named
the 2013 “Ambassador of the Year,” by the Chamber for consistent guidance and encouragement to Bessemer business owners and entrepreneurs;
HOUSING- as a staunch supporter of affordable housing, appealing to the Bessemer Housing Authority to provide the best possible hous-
ing and services for her constituents as well as for others not in her district;
ADVOCACY- working tirelessly in the Advocacy Center in the
Office of the District Attorney, to help ensure a better future or a second
chance for young men and women who found themselves in trouble and
no place to turn;
SERVICE- using her early Nursing career contacts from places she
worked as a Certified LPN, including the Veteran’s Administration Hospital, St Vincent’s Hospital and the former Lloyd Nolan Hospital of Fairfield
to get the best medical and other services possible for her constituents.
This also included working for the American Red Cross and other charities, that provided aid for physical disabilities along with other medical or
counseling help;
POLITICS- became widely known and respected as a public figure,
not just in District 3, but statewide and nationally: She utilized her membership in the Alabama League of Cities, the National League of Cities and
the National Black Caucus of U.S. Elected Officials to nurture and increase
contacts and build support. Councilor Belcher was reelected to her position on the Bessemer City Council for 5 consecutive terms!
Councilor Belcher also worked closely with the A.G. Gaston Boys & Girls
Club of America, Southside Homes Unit. She became a regular visitor and
supporter of the Club and reflects often on her interaction with children
and families she knew throughout the community.
In recognition of “Character Traits of Excellence in the Community,” Councilor Belcher received the Pillar of Respect Award during the
February 6, 2014 Celebration of Black History Month, sponsored by the
Bessemer Library and the A.G. Gaston Boys & Girls Club. Other Bessemer
officials and civic leaders who also received awards for exemplary character traits in doing their job, included: Honorable/Mayor Kenneth Gulley;
Honorable/Judge Lynneice Washington; Honorable/Senator Priscilla
Dunn; and Chief of Bessemer Police, Mr. Nathaniel Rutledge. The Character Traits for these Pillars of Excellence Awards included: Trustworthiness, Responsibility, Fairness and Citizenship.

depth of soul and service of this very special Alabama native:
Q: What role models or mentors would you name who most inspired
you to pursue your life goals and achievements, especially of the past 20
years?
A:
My family and extended family always encouraged me. And my
husband, before and after we married, was also like a mentor.
Q: You spoke of favorite Priests in your earlier years when you converted to Catholicism. How vital were their roles; and the role of the church in
guiding your career?
or and played a key role in completing the plans for building the new
Water Plant. Also, the plans to move forward on the new Recreation
Center and City Hall buildings in Bessemer are very positive for the
future of our City; and I am proud that I could help make this possible
during my tenure. And finally, the appreciation expressed by so many
constituents and the number of Awards I have received, I deeply cherish. In several cases I was truly surprised. I just felt I was doing my job
and Thanking God for the opportunity to help and serve others to the
best of my ability.
A: I became a Catholic more than fifty years ago; but I grew up Bap- Q: What advice or comments do you have about Bessemer’s future, its
tist. The earlier Priests who influenced my life were Fr. Noel and Fr.
Pascal of St. Francis of Assisi, where I still attend. All of my children and
grandchildren also were converts or born Catholic. Pastors of Old St.
Paul Baptist Church, such as Rev. W. F. Bryant and Rev. Alphonso January and the Elders of that community, also were role models for me.
Q: Why did you choose Nursing as your career?
A: Because I loved serving and helping others in need, both medically as well as in the community as far back as I can remember.
Q: Did you have mentors or role models who made a difference while in
school or after becoming a Certified Nurse?
A: Yes, there were several, including Mrs. Gloria Hill, Head Nurse
of the then, State & Vocational Technical School that was located near
Wenonah High School. Mrs. Eleanor Bell, my cousin, also was a mentor.
Q: Describe the difference in your life and daily routine since retiring
from the Bessemer City Council back in October 2014?
A: Well, I can spend a little more time with my family and friends.
But on some days, there really is not a great bit of difference. I still receive calls from a number of former constituents seeking advice and
help on different things. And asking for help in contacting the right officials or persons needed to tackle an issue or find answers for problems
they are dealing with.
Q: What one or two achievements during your tenure as Bessemer City
Councilor are you proudest of ?
A: The Department of Human Resources (DHR) - The location
of the DHR building would have been a big problem for elderly citizens in getting there and for others seeking employment or just working there. I advocated for it to be built closer to downtown Bessemer,
which made getting there much more convenient. Another, was my
appointment to the Jefferson County Zoning Board where I was proud
to work with, now deceased, Mr. W.W. Ledbetter, who was a Council-

leadership and your former fellow Councilors?
A: Our city has changed dramatically under the current City Lead-
ership Team. I feel very pleased with the direction Bessemer is going
and believe our future is in good hands. Three years ago, all of our districts were operating in the Red; now they are operating in the Black.
And a number of new building projects, new housing and renovations
are underway, that also include the improvements and renovation for
Hard Park. City workers and retirees are getting raises, our crime rate
is going down, and the blight of old and abandoned houses is being
dealt with. And all of this is happening in a short period of time, over
the past 3 - 5 years.
As for my fellow former
Councilors, I wish them
well. My advice to them
would be to continue to
really work hard to find out
and deal with their constituents’ needs and issues; to
be a supportive team; and
to always do their homework on projects before
taking a stand.”

Medical West, an affiliate of the UAB Health System launched a $15
million dollar capital improvements plan in late 2013, which included renovations, equipment, infrastructure, and information systems
upgrades.
“Our goal is twofold: we want our space to be more functional and
better meet the needs of the people we see every day,” said Keith,
“and also provide our staff the much needed equipment to enhance
the quality of care here at Medical West.”
“We want to make our facility as
comfortable and convenient as possible,” said Keith Pennington, CEO
and President of Medical West. “All of
our renovation plans were made with
our patients and visitors in mind.”
Upon entering the lobby, patient rooms, and cafeteria, you begin to
get a sense of what Keith is talking about. The attention to detail is
immediate and is more inviting. But there is much more than just
cosmetic updates.
The multi-phase renovation plan
includes not just the main hospital
campus on 9th Avenue SW in Bessemer, Alabama but also Medical
West’s thirteen other health centers
will receive attention.

The main hospital campus renovations include new flooring
throughout the facility, upgraded patient rooms, bathrooms and
furniture, and redesigned nurse stations. Common areas such as
the Cafeteria, Professional Building Lobby, and Registration have
already been completed.

In 2012, Medical West made several imaging upgrades, such as a
64-slice CT scanner and new digital mammography. The Nuclear
Medicine Suite renovation was recently completed and included the

Expanded Recycling
On Its Way To Bessemer

The Bessemer Recycling Center is in the planning stages of an extensive expansion. Once complete, the new recycling center will accept
a broader range of materials, including glass, plastic, paper, textiles,
electronics, and more. The new recycling center will be owned by
the City of Bessemer and operated by the Alabama Environmental
Council (AEC), the same non-profit organization that has operated the Downtown Birmingham Recycling Center for more than 30
years.
The AEC approached Bessemer for the new recycling center because
of its centralized location to other communities lacking a recycling
program, a vibrant downtown, and growing population. In 2012, the
AEC received a grant from the Alabama Department of Environmental Management (ADEM) to place a recycling trailer at Pleasant Hill
United Methodist Church. This trailer was quickly overwhelmed with
recycling and ultimately had to be removed due to lack of resources to
haul to the Birmingham center for emptying. This informed the decision to build a new Bessemer center to meet demand.
Similar to the Downtown Birmingham Recycling Center, the Bessemer Recycling Center will be a community drop-off recycling center. This means that the recycling center will collect sorted recyclables in various bays and containers. From here, most of the materials
will be baled by type to prepare it for shipment to a larger recycling
facility—such as a paper mill—or one of many Alabama manufacturers. Paper will be transformed into products like new paper,
cardboard, tissue, paper backing for roof shingles, and even insulation. Your water bottles, milk jugs, and butter tubs will become new
bottles, clothing, artificial lumber, carpet, and even recycling bins.

and abrasives. Although cans almost always become cans—often

service. The Bessemer Recycling Center will also host community workshops and offer event-recycling bins for loan. Tours will be
available by appointment.

We wake up in the morning, take a shower, brush our teeth, grab a cup of coffee and head out for the day. Water is an important part of our daily lives and
we use it for a wide variety of purposes. Every drop counts.
If you think you need just 8 glasses of water a day, think again! On average, the
“water footprint” of an American is 32,911 glasses a day. That is 751,777 gallons
a year for one person. About 96% of this water is “hidden” and used to grow and
make things you eat, wear and use and to generate energy. This puts the average
daily U.S. total water near 355 billion gallons a year.
In Alabama alone, a year can range from 5,000 to 10,000 million gallons of water
used per day.
Water is categorized into three types: blue – raw water extracted from rivers, lakes
and groundwater; green – rainwater used directly by crops; and grey – the amount
needed to dilute polluted water into a usable condition.
The Warrior River provides blue water directly to the Bessemer Water Filtration Treatment Facility.
The Governmental Utilities Service Corporation of the City of Bessemer [GUSC]
pumps more than 11 million gallons per day in winter months and 13-14 million
gallons per day in summer months into the water system of Bessemer Utilities [BU],
which sells drinking water retail to nearly 30,000 customers daily in Bessemer, Hoover,
and other surrounding communities.

efficiency and delivery of the city’s water system.
Consider this: It takes a considerable amount of energy to
deliver and treat the water you use every day. For example, letting your faucet run for five minutes uses about as much energy
as letting a 60-watt light bulb run for 22 hours. So you start to
see just how every drop counts.

Sound
in the City
Bessemer City School has established a new radio station, 96.9 FM WVBCLP, the Voice of Bessemer City. The station was licensed on September 8,
2014 and plays a variety of Smooth Jazz, Old School and Today’s R&B. Students at the high school are enrolled in a radio production class that helps
them learn to run the station, which broadcasts within the city limits of Bessemer or online or is available by smartphone, via the Tune-In app.

Sees Record Visits
Bessemer Public Library had 115,615 visitors in 2014.
The Library also established a Foundation Board, this
past year, to enhance and broaden its service to the
community. It partnered with Congresswoman Terri
Sewell to honor and memorialize the Montford Point
Marines, the first African Americans to serve in the
United States Marine Corps.
Bessemer City School System Exploring
Digital 1:1 Initiative
All over the country, public school systems are going digital with use of iPads and take-home laptops for students. In August 2012, Huntsville City Schools was one of the largest public schools in
Alabama to launch a digital 1 to 1 initiative placing iPads in the hands of grades K-2 and take-home
laptops to students K-12 for digital textbooks and interactive curriculum. Hoover City Schools
launched a similar “Engaged Learning Initiative,” with use of iPads and Google Chromebooks.
These initiatives are aimed at allowing teachers to learn, in
real time, each student’s academic strengths and weaknesses
and to customize lessons for those students using appropriate interactive software in this increasingly digital world.
With such an initiative, the ability to help students with
learning disabilities such as Dyslexia or Auditory Processing Disorder becomes a reality; and Huntsville and Hoover
schools have seen improving student performance across
the board since the introduction of their initiatives.
Could Bessemer City Schools be next? This year, the Bessemer School System announced it is in the planning stages
of executing a Digital 1:1 initiative, aimed at placing an electronic device for viewing of textbooks and an interactive curriculum into the hands of every student in Bessemer City Schools.

Life Mosiac: A Book Review

forward. Tough economic times, loss of loved ones, and even learning your

I recently stumbled upon Life Mosaic, a thoughtful collection of poems and prose by Dr. Erline Patrick who now retired resides here in Bessemer with her husband Alphonso.
Her work is reminiscent of the early works of the late
Maya Angelou and displays a willingness to speak about
life honestly and not shy away from the hard topics. The
images in Life Mosaic are startlingly beautiful. They rise
naturally from the landscape and language of Patrick with
a cadence, and sort of rhythm, that pulls you into the ebb
and flow of life, and her life stories.
The first poem in the book, “Joy!” is a song of praise. It
feels like a memory of a meeting of the speaker with her
Maker that silently tells of her trust in God. “Grace makes
it all happen/ Clears a path for you every day/ Christ Jesus, Navigator/ Brings Joy as He paves the way.” The writing style makes you feel as if a master storyteller is pulling
you to learn, as she has learned, to face life through a lens
of Joy! Works such as “Boy-man” and “COLOR: Justice
v. Injustice” are stark reminders of reality in our world, as
she has seen it. You are drawn into the middle of the story
and become like the speaker experiencing life in that very
moment.
Another favorite is “Desert Winter: the Master Painter.”
The first 20 lines give you a glimpse of the beauty the
speaker sees in the Arizona desert landscape. Then without warning, she tells you of “both [eyes] straining/to see,
to savor/this wondrous work of the Master-Painter” from
Fuchs & Gutatta, a corneal/eye disorder she has learned
to live with. The speaker is not sad but rather hopeful and
thankful to God for even a strained glimpse of His amazing, ageless artistry. Another work: “Just Like Mama,”
tells the story of determination and resilience of her sister
as she battled cancer, and the author again returns us to her
trust in God and reminds the reader to hold on to Him,
regardless.
Life Mosaic is Patrick’s true testimony of embracing and
not shying away from life. She believes, “Life, regardless of
