My name is Candace Noll and I have volunteered to write the “Member Spotlight”
articles for the PAPPA NewsFlash. I joined the County of Berks, Purchasing Department in April of 2003 as the Contract Coordinator. I have my Bachelor’s degree in Management, as well as my Paralegal Certification, and have been in public
procurement for thirteen years. Before my
public sector career began, I worked in the
private sector in the legal and security
fields.

During my tenure in Purchasing I have
grown in my ability to draft all types of
Agreements, Request for Proposals and
Invitation to Bids. I have worked my way
up to become the Senior Contract Coordinator within the Purchasing Department.

I am currently mentoring and training our
Contract Coordinator, Hannah Seiple in the
world of contracts. Contracts are my specialty and I love sharing my knowledge
with others. I truly enjoy reading terms and conditions, researching and drafting all
types of Agreements. I have tackled a breadth of contracts, from construction to
human services to software. Because of this variety I have gained a wealth of
knowledge that I would have never believed possible.

I would also like to give kudos to the wonderful purchasing team that I work with
each day. Each member brings their own unique skills and knowledge that helps
enhance our team’s ability to perform our duties in a timely and professional manner. Our team consists of our Director, Kelly Laubach; Deputy Director, Kelly
Okken; Senior Buyer, Kim Styer; Buyer, Patti Barnes; Buyer, Jennifer Rhoads;
Contract Coordinator, Hannah Seiple; and myself.
STRESS BUSTER TIP:
Watch for the next instance in
which you find yourself becoming annoyed or angry at something trivial or unimportant.
Then practice letting go, making
a conscious choice not to become angry or upset. Do not
allow yourself to waste
thought and energy where it
isn’t deserved. Effective anger
management is a
tried-and-true stress
reducer.
During my time away from work, I enjoy swimming, reading, spending time at our
cabin and being with my family. My husband, Larry and I, our son, Kevin, 23 and
our daughter Megan, 26 live in Birdsboro, Pennsylvania.
I have been blessed over the years to have had the opportunity and guidance to nurture, gain and apply my skills. I find the purchasing field to be challenging and fulfilling.

A Few Words From Our 2015 Scholarship Winners
Recently, Kim Roth and Patrick Leavey were interviewed about the process and benefits of applying for a
PAPPA Scholarship. Both recipients were inspired to apply to be able to use the money towards classes for
certification/recertification and forums. When asked how long it
took to fill out the scholarship application, Roth answered, “I
would say it took some effort to fill out the scholarship application. Definitely a few hours of work went into it over the course
of a few days. There are items you need to gather such as your
job description and an updated resume. You also need to allow
time to have your supervisor sign the application.”
“Over the years receiving scholarship money has helped me
obtain my certification and attend numerous regional conferences and a couple of forums.” said Leavey on how he benefited from the scholarship money. Roth and Leavey are definitely open to
the possibility of applying for future scholarships.
If you are unsure of applying for the scholarship because of the process, Roth says, it “does take time and
effort, but it is worth it. It’s never too late to start working toward a goal. Just look at it one step at a time and
get working on your scholarship application!”
2016 Scholarship Applications
Applications are due no later than October 31, 2016. Further information on specific application process can be found on the PAPPA website (www.pappaing.org). Qualifications include:
Active PAPPA members (active is defined as a paid PAPPA member who has attended at least one (1) chapter-related function in the last
12-month period) may apply for a scholarship. No member of the Awards and Scholarship Committee may be considered for a scholarship
during that member’s term of service on the Committee.
Scholarship(s) must be used for future Professional Development at the following:
PAPPA Sponsored Seminar or Conference
NIGP Annual Forum
NIGP Sponsored Seminar or Conference
Professional Procurement Certification/Recertification Fees
Tuition for an accredited college or university course in Management, Economics, Accounting, Personnel Management, Business
Law, Public Administration, or any course in which the major subject content is centered on procurement, or materials and
supplies management.
Training Materials or Books specifically related to an accredited college, university or NIGP course, as listed above, that are not
included in the registration fee for that course.
Accommodations, Travel-related expenses (airfare and mileage), and Meals associated with the
seminar, conference or Forum listed above. Only those meals associated with the cost of
registration shall be provided for the applicant. All other expenses related to food/meals are not
covered under the scholarship funds. Alcohol will not be paid for out of PAPPA funds.
Scholarship funds will only be used for expenses that are not covered by other reimbursements, from the
employer or other granting sources. Applicant must note on the application form all other payments or reimbursements received from any other sources for the events listed above. Failure to disclose this information
will result in non-approval or repayment of scholarship funds. A scholarship may not be applied toward the
cost of a past event.

See What You Missed at the July Chapter Meeting

The City of Bethlehem hosted the July PAPPA meeting at the city's municipal golf course. Unfortunately, attendees
didn't get lessons from the golf pro but they did get lessons from Mark Spease, COO of ITR, about how predictive
asset maintenance can help avoid crisis management.
Many public and private entities are saving money and extending asset life by utilizing predictive maintenance on
assets like HVAC, pumps, fans, blowers, chillers, etc. Many of us are familiar with reactive maintenance (think of
all of those emergency PO's) and preventative maintenance (replacing parts whether they need to be or not).
However, predictive maintenance, which is "condition based monitoring using non-destructive testing technologies
to perform maintenance based on asset condition", ensures the best use of financial and human resources. Some
examples of predictive maintenance technologies
include: vibration analysis, infrared thermography, oil analysis, electric motor testing and ultrasonic testing.
In summary, predictive maintenance is efficient and effective maintenance planning. It reduces spare parts and
capital expenditures, reduces energy costs and reduces downtime and failures. Saving money and eliminating
emergency purchase orders, that's a hole in one for all purchasing professionals.

Great Leaders

We have all been influenced in our lives by great leaders, and on occasion, some not so great leaders. These leaders
have helped shape who we are and how we lead. I have been fortunate in my lifetime to have many great leaders
help shape and mold me into the procurement professional and leader I am today. These leaders have pushed me
outside of my comfort zone, have tested my intellect and have driven me to want more and to do more each time.
Some leaders don’t have the official title of a leader, as these particular folks, lead from the seats. These “leaders”
are your employees, your co-workers, your customers. The folks that push you to your limits, force you to be better
at customer service, teamwork, communication, and sometimes they help to test your limits of patience. These leaders don’t even know that they are leaders, they are the “unsung heroes” so to speak. These are the leaders that help
to put your knowledge of leadership into action. So even though you may have a difficult employee or co-worker,
this is a learning experience for you. I didn’t say it was a fun learning experience!
Then, there are the leaders with the official leadership titles. Your supervisor, your professor...these are the folks
that participate in your life as mentors. They help to teach you the ins and outs of leadership. Some of these leaders
teach through instruction and others teach through actions. Most of my leaders have taught through action. By
watching and listening to what they do every day and how they
interact with others, teaches you what to do and sometimes what
not to do. How do they handle stressful situations? How do they
handle personnel issues? How do they treat others? This is where
the true learning begins. This is where I truly learned to become a
leader and not just a supervisor. You see, a true leader’s actions
inspire others to dream more, learn more, do more and become
more. That’s what I aspire to do each day. I want to know that
my leadership has inspired others to dream, learn and become
more than what they are today. Have you had a great leader? If you have, I would love to hear more about your
leaders. If you haven’t, I would recommend that you look for a great leader to become your mentor. Their all
around us. You can look within your agency, PAPPA or even NIGP. Most procurement professionals are more
than happy to help mentor and grow you into the profession.

Where in PA is This?
The beautiful Commonwealth of Pennsylvania is so large that we don’t always shave a chance to take in all it’s beauty.
The “Where in PA is This?” section of the newsletter, we will focus in on one particular area in this beautiful state and
provide you with some information about that particular area. This issue is focused on The State of Pennsylvania Monument in Gettysburg.
The State of Pennsylvania Monument is the largest monument on the Gettysburg battlefield. The tip of the sword of the
statue of Winged Victory is 110 feet high. A staircase takes visitors to the roof of the monument, which offers a panoramic view
of the battlefield.
The monument is made from North Carolina granite set over an
iron and concrete frame. Sculptor Samuel Murray created the
7,500 pound statue of Winged Victory which stand on top of the
dome; its metal came from melted down Civil War cannon. He
also created the reliefs over each of the arches. The monument
was dedicated on September 27th, 1910. The statues on each side
of the arches were added after April of 1913.
