Welcome to SCAGPO’s 35th Annual Professional Development Forum and Trade Show.
On behalf of the Board of Directors, it is my distinct pleasure to welcome you to this year’s Forum. This
year’s theme, Pathways to Success, is indicative of where we are trying to move the organization. We are
building on the successes of the past to create new opportunities and successes for years to come. Please plan
to partner with us on this path!
As we walk the halls of our new location at the Marriott Grande Dunes, make sure to take time to enjoy your
colleagues, to make new friendships, and to create new opportunities for mentoring and information sharing.
Please also take the time to say a special thank you to the Forum and Program Committee members as the
production of this Forum is no small feat. There are many folks who work tirelessly behind the scenes to
make this event a success for members and vendors alike. Our special thanks go out to all of them.
I offer a special thank you to Steve Pullie who has been a tremendous partner in his role of Vice President.
Steve never loses an opportunity to check on me both professionally and personally. He has done an amazing
job coordinating this year’s program and I hope that you join with me in supporting him in any future role he
holds within the organization.
Additionally, I would also like to give a special thank you to Clarissa Clark, 2013 Forum Chairperson. The
Annual Forum is our largest event and there are always challenges that come with planning an event of this
size. Being in a new location can also add to the challenge because there is not history from which to draw.
I commend Clarissa and her entire committee for their hard work in starting us down the Pathways to Success.
Finally, I would like to thank the entire 2013 Board of Directors, Committee Chairpersons, Committee
Members and Volunteers. Most importantly, I thank the membership for the vote of confidence you put in
me by electing me to serve as your 2013 President.

Welcome to SCAGPO’s 35th Annual Professional Development Forum and Trade Show! It is an exciting time for our organization. We have a beautiful new website presence this year. Our Forum has moved to a beautiful new location that has allowed us
to grow our trade show to over one hundred booths. General Russell Honore’, a true American hero, will deliver our keynote
address. Many vital procurement professionals will provide valuable training to our members. Finally, our NIGP President, Marcheta Gillespie, will honor our chapter by her participation in this year’s Banquet and closing ceremonies. It is truly a wonderful
time to be a member of our organization.
Please take a moment to thank each of our sponsors and vendors who have helped make our trade show the largest in years.
Through their participation and partnerships, we are able to keep our member registration rates at an affordable level.
I would personally like to thank Georgia Gillens, our Chapter President, for her leadership and friendship this past year. Her passion for SCAGPO has allowed our organization to continue to grow and move forward through difficult economic times for our
State and our Nation. Please take a moment to show your appreciation to her when you see her walking the halls this week.
I would also like to thank Clarissa Clark and Stacy Gregg for their tireless work on this year’s Program and Forum Committees.
They are both wonderful friends and have taught me many lessons about teamwork and striving for greatness this year. Their
contributions to SCAGPO are invaluable. Thank you to the Program and Forum Committees who will work the show during this

Pathways to Success! This year’s theme exemplifies a very important function of our great organization. Over
the course of the year, SCAGPO members have enjoyed great Quarterly Training events, leading up to our 35th
Annual Professional Development Forum & Trade Show. It is in that same spirit of quality training, the Program and Forum Committees have collaborated to bring to you an annual forum, which we know you will find
to be energetic, informational, and worth every moment!
Thank you for supporting our signature training event. Please know that during the week, the Forum, Program, and Information & Publicity Committees are all working hard to make your time with us the very best it
can be.
Finally, I ask that you please make plans to support next year’s Forum Chairperson by returning to the beach

GENERAL FORUM INFORMATION
Registration
Members, vendors and guests may register with SCAGPO’s Forum committee upon checking into the hotel. The registration desks are centrally located for your convenience. Upon registering,
members should receive a copy of the souvenir book, bag and name badges. All participants are
required to wear name badges at all times in order to enter the vendor show and other forum activities (excluding the banquet). Each name badge shall also include tickets for socials, drawings,
etc. Name Badges issued to SCAGPO members must be returned to the conference committee.
They will be used to enter members in the final drawing on Friday morning.
Evaluations
Evaluation forms will be posted to the SCAGPO website. Participants are asked to please take a
few minutes to share their perspective on the forum. Attendee feedback is very important for
planning future professional development events.
Recertification Points
Each participant is responsible for tracking sessions attended on the Recertification Point
Allowance Documentation form included in this portfolio. Each person should complete the
form, and keep it in a safe place until he or she is ready to re-certify. No NIGP or NAPM
certificates will be given for conference attendance.
Silent Auction
The Certification committee is hosting a silent auction for participation by members, vendors,
and guests. Please take some time to visit the auction and bid. Bidding will end promptly at
3:30 on November 14, 2013. The winners will be announced in the Trade Show Area and disbursements will take place in the Silent Auction room. All proceeds will be used for scholarships
for those members desiring monetary assistance with the cost to test for CPPB and CPPO certifications. Please consult the agenda for all relevant times.

In 2005, LTG Honoré commanded Joint Task Force-Katrina. In that capacity, he led the
Department of Defense response to Hurricanes Katrina and Rita in Alabama, Mississippi,
and Louisiana, and directed the operations of over 22,000 Service members, 200 aircraft,
and 20 ships. In accordance with the leadership and priorities established by LTG Honoré,
Joint Task Force-Katrina collaborated with Federal, State and local authorities to coordinate and conduct all response, recovery, and mitigation operations.
LT. General Russel L. Honoré, US Army (Ret)
As Commander of First Army, the Army's Command responsible for mobilizing and training National Guard and Reserve troops, LTG Honoré oversaw the training and deployment of over 500,000 military Service members from all Services. This effort comprised
the largest military deployment since World War II. Under LTG Honoré's leadership, First
Army transformed from a Cold War, 20th Century-style organization to a state of the art,
knowledge-based and collaborative environment, with knowledge and information sharing paramount. Specifically, LTG Honoré integrated all levels of Federal and State military
command to ensure Reservists and National Guardsmen received the highest level of
training and support possible prior to deployment.
LTG Honoré retired from the United States Army on February 29, 2008, following 37
years of active service. He now focuses exclusively on disaster preparedness, response,
and recovery activities, with multi-sector integration of emergency management efforts
forming the basis of his many anticipated initiatives. Ultimately, LTG Honoré aims to engender within America a strong, integrated, and sustainable Culture of Preparedness. Active and focused involvement in the health care, corporate, non-profit, academic, and government sectors will provide the foundation for accomplishing this mission.

Vince “C3” Hood
Vince “C3” Hood is the founder of Vince Hood Consulting
LLC. Raised in Columbia, South Carolina, he received a B.S. in
Civil Engineering from The Citadel. Vince had a 30 year military
career in the Air National Guard, serving as a fighter pilot in Operation Desert Storm, squadron commander, and Director of Operations of the South Carolina Air National Guard Headquarters,
retiring with the rank of Colonel. His service in the military reserve allowed a parallel civilian career that included construction
management, manufacturing plant engineer, airline Captain, and
aviation safety consultant. He has guided, directed, and influenced
others in a variety of professional settings in locations around the
world. The result is a Fighter Pilot leadership skillset proven to
boost an organization’s overall performance and overcome the
demands of a rapidly changing marketplace. Georgette Council, CEOE
Mrs. Council was born in Augsburg, Germany and raised abroad but considers
Columbus, Georgia home. She has resided in Columbia, South Carolina for the
last 17 years. She has a Bachelor’s Degree in Business Administration having graduated Magna Cum Laude from Southern Wesleyan University and is currently employed as the Executive Assistant to the Superintendent of Richland School District Two in Northeast Columbia, South Carolina. Mrs. Council has been an Administrative Professional for over 25 years and has been an educational office professional since 2003. She currently serves as the President of the Richland Northeast High School Education Foundation, is a Red Dress Ambassador for Palmetto
Health/Providence Hospital and a member of Francis Burns United Methodist
Church. She is an active member of the Richland County Association of Educational Office Professionals (RCAEOP), South Carolina Association of Educational Office Professionals
(SCAEOP), and National Association of Educational Office Professionals (NAEOP) and received the distinction of Certified Educational Office Employee (CEOE) in September 2010. Her hobbies include bowling,
reading, traveling and shopping. She is married to Darriel Council and they have two daughters, Jasmine, 23
and Zakiya, 18.

Robert J. Aycock, IV, CPM
Currently working as Manager for the Office of Audit and Certification, Jimmy Aycock has nearly 30 years’
experience in State Government Auditing. He graduated from The University of South Carolina with a BS in
Business Administration. Jimmy is married and has two children. In his spare time, he enjoys working with
ham radios and riding off road motorcycles and atvs
Clarissa G. Clark, CPPB
Clarissa is currently employed at Richland County School District One as the Construction Contracts Manager.
Prior to RCSD1, she was employed at SC DHEC (Procurement Manager), The Citadel (Assistant Director of
Procurement Services) and at Denmark Technical College as the Procurement Director.
Clarissa earned a Bachelor of Science in Business Management from Clemson University and Master
of Business Administration Degree from Webster University. She has served SCAGPO as Chairperson of several committees and was the organization’s President in 2011.
Stacy Gregg, CPPB
Stacy Gregg works as P-Card Administrator for Richland County School District One. She also currently
serves as the Chairperson for the Information & Publicity and Professional Development Committees. Stacy is
also the organization’s Relations Officer. Over the past year, Stacy completed NIGP’s Online train the Trainer
Program and worked on the organization’s Item Writing Team contributing questions for future CPPB and
CPPO examinations. Stacy also developed and presented 3 webinars for NIGP in 2013 and is looking forward
to future opportunities with both organizations.
David Quiat, CPPB
David Quiat has 28 years of procurement experience. He is currently the Director of Procurement for the SC
Public Employee benefit authority and has also worked for MUSC, Town of Mount Pleasant, Charleston County School District, and the Materials Management Office.

Mike Spicer
Involved with technology for over thirty-five years, Mike Spicer’s technical experience spans a wide range of
applications including helicopter navigation, control and instrument systems, typewriters, personal computers, typesetters, copiers, and printers. During eighteen years purchasing information technology for the
State, Mike awarded contracts for many complex systems that affect the daily lives of the citizens of the State
including electronic food stamps, online lotteries, fingerprint identification systems, library automation systems, financial management systems, mainframe computers, court case management systems, electronic parent locator network, and more. Mike’s experiences with technology and contracting led to the introduction
of service level agreements between his office and the agencies it serves. He also introduced “solutions-based”
requests for proposals, a methodology for considering multiple technology solutions during the contracting
process, and subject-matter evaluations. Mike is a graduate of the South Carolina Executive Institute; the
Governor’s Excel Leadership Program, and holds a bachelor’s degree in Business Administration from Limestone College.
John Stevens, CPPB, CPM
John is a graduate of the University of South Carolina with a Bachelor of Arts in Humanities & Social Sciences
and a certificate in Telecommunications from Midlands Technical College. His 23 years of purchasing experience span government, manufacturing, distribution and construction contracting. John has been employed by
the South Carolina State Procurement Office since December 1990 and State Procurement Officer since July
2004. John received his Certified Professional Public Buyer in 1994 and his Certified Public Manager in
2007; he is a Graduate of inaugural Budget & Control Board Leadership Academy.
Voight Shealy
Voight has devoted more than 35 years of public service to the State of South Carolina. In August 1996,
Voight was named the Materials Management Officer, the state’s highest procurement position. Currently, he
oversees the State’s procurements of supplies, services, information technology and
construction, processing procurements valued at more than $1.5 billion annually.
Voight is an advocate for the public procurement profession statewide and nationally. He is an active member of (SCAGPO), receiving the 2008 James H. Barnes
Award, SCAGPO’s highest honor, in recognition of outstanding contributions toward the advancement of the governmental purchasing profession in South Carolina. He is very active in the National Association of State Procurement Officers
(NASPO), an association of the chief procurement officers from the 50 states.
Voight is a Certified Public Manager (CPM) and a former Certified Fraud Examiner.

Sandra A. Wright, CPPB
Ms. Sandra Wright currently serves as the Purchasing Agent for the City of
Columbia. She previously served as the Director of Procurement Services
with the South Carolina DHEC. Sandra has over 29 years of state and local
experience with 25 of those years working in the purchasing field. Sandra is
an advocate for the procurement professional and strives to promote and
achieve professional competency in procurement. Ms. Wright served on the
board of directors of the national Institute of Governmental Purchasing
from 2007-2013 where she represented the states of South Carolina, North
Carolina, and Georgia. Sandra served as the 2007 President of SCAGPO
where she received the chapter’s highest honor, the James H. Barnes Award in 2007. Sandra served as the
2008-2007 NIGP Diversity Committee Chair as well as various other leadership capacities during her public
service career.
Delbert H. Singleton, Jr.
Delbert H. Singleton, Jr. is an Assistant Executive Director employed with the
South Carolina Budget and Control Board as Board Secretary and Director of
the Procurement Services Division. Mr. Singleton has served as an Assistant
General Counsel for the Board’s Material Management Office. He received his
B.S. from the University of South Carolina in 1983 and his J.D. from the University Of South Carolina School Of Law in 1987. He is admitted to practice in
South Carolina and the Federal District Court of South Carolina. He has also
served as the Interim Commissioner for the South Carolina Commission for the
Blind. Mr. Singleton is also an adjunct professor at Webster University focusing
on the areas of contracts, employment law, labor management relations and government Procurement and contract management for information technology.
