Affairs. He s t a t e d that the new t i t l e r e f l e c t s the change i n d u t i e s which have bet
a s s i g n e d to M r . Coffman and o b s e r v e d that this doubles the s i z e of h i s r e s p o n s i .

M r . OrDowd s t a t e d that P r o f e s s o r V. E v e r e t t K i n s e y ' s change of s t a t u s
due to m a n d a t o r y 65 y e a r s of a g e r e t i r m e n t r u l e w i l l now become D i r e c t o r ,
E m e r i t u s of the Institute of Biological S c i e n c e s . He will, however, continue
on the staff a s a P r o f e s s o r of Biological S c i e n c e s . M r . OrDowd s t a t e d that
P r o f e s s o r Kinsey w a s the founder, d e v e l o p e r and i n s p i r a t i o n of the Institute.

M r . O'Dowd e x p r e s s e d r e g r e t a t Mr. Glen B r o w n ' s r e s i g n a t i o n a s
A s s i s t a n t P r e s i d e n t f o r C a m p u s Development. He noted M r . Brown had
a r r i v e d a t the University i n 1962 a s the D i r e c t o r of A d m i s s i o n s and p e r f o r m e d
a g r e a t s e r v i c e in r a i s i n g e n r o l l m e n t l e v e l s . Mr. Brown is leaving the Univ e r s i t y to s t a r t a new c a r e e r a s Vice P r e s i d e n t f o r R o b e r t D. B e a r d , Inc.,
Golf C o u r s e Design and Construction.
Mr. Brown a s k e d to a d d r e s s the Board. He s t a t e d that he d e e p l y
a p p r e c i a t e d Mr. OIDowd's g e n e r o u s r e m a r k s and e x p r e s s e d p e r s o n a l
p l e a s u r e to have worked with s u c h a splendid Board and P r e s i d e n t . He
noted that h e w a s not unhappy a t the University but wished to a c c e p t a new
challenge i n the hope that h e would be a c t i v e f o r the next 15 y e a r s .
Mr. C a r r noted f o r the r e c o r d h i s delight with Mr. Coffman's m o v e up to
o f f s e t the Loss of Glen Brown.
Mr. O b e a r r e q u e s t e d that Mr. Andrew C. S t e d r y ' s s a l a r y be deleted f r o m
the appointments l i s t because h i s s a l a r y w i l l not be d e t e r m i n e d until the AAUP
c o n t r a c t h a s been negotiated.
M r . C a r r moved that the p e r s o n n e l actions be approved.

Mr. Coffman noted the g r a n t of $127, 604 f r o m the United S t a t e s Office of Educat
to be used in s u p p o r t of the Upward Bound P r o g r a m u n d e r the d i r e c t i o n of Manuel
P i e r s o n , Dean f o r Student S e r v i c e s . He s t a t e d that this w a s the ninth y e a r of continuous funding. The p r o g r a m h a s involved o v e r 500 disadvantaged youngsters p r e paring t h e m f o r college e n r o l l m e n t .
Mr. Coffman cited the following s t a t i s t i c s : 206 s t u d e n t s h a v e g r a d u a t e d f r o m
e p r o g r a m ; 194 have e n t e r e d 2 o r 4-year post high school p r o g r a m s (one third of
is number have e n t e r k d Oakland U n i v e r s i t y ) ; 1 8 e a r n e d a s s o c i a t e d e g r e e s a t 2-year
institutions; 19 h a v e e a r n e d bachelor d e g r e e s ; 8 a r e i n g r a d u a t e school.; 2 in m e d i c a l
school; 1 in law school; and 6 have e a r n e d m a s t e r s d e g r e e s . M r . Coffman o b s e r v e d
that these r e s u l t s f r o m a group of youngsters who without this support: would not have
finished high school s p e a k s highly f o r the p r o g r a m .
M r . O'Dowd s t a t e d that h e w a s d e p r e s s e d by a r e p o r t published by the G e n e r a l
Accounting Office which c r i t i c i z e d the l a r g e number of students who w e r e a d m i t t e d
into the p r o g r a m in c o m p a r i s o n to the s m a l l n u m b e r who had graduated with d e g r e e s .
The r e a s o n , o b s e r v e d M r . O'Dowd, w a s that m o s t s t u d e n t s had not yet been in the
p r o g r a m long enough to h a v e completed a d e g r e e .
M r . Coffman commented that a s t a t e m e n t i n r e b u t t a l had been w r i t t e n and s e n t
to the G e n e r a l Accounting Office.
M r . M o r r i s moved that the gifts and g r a n t s and s t o c k r e p o r t b e accepted.
The motion w a s seconded by Mr. S a l t z m a n and c a r r i e d .

The following r e s o l u t i o n w a s p r e s e n t e d to the Board f o r a p p r o v a l to c o v e r
c o s t s i n c u r r e d in the u s e of f i l m s f o r c l a s s r o o m i n s t r u c t i o n in c e r t a i n c o u r s e s :
RESOLVED, That the P r e s i d e n t is a u t h o r i z e d to levy f e e s up to
$15 covering the c o s t r e l a t e d to f i l m c o u r s e s offered by the University.
The f e e w i l l be based upon the p r o j e c t e d e n r o l l m e n t and c o s t s of
films required.
M r . Katke questioned w h e t h e r o r not the students would know of the f i l m f e e
before signing up f o r a c o u r s e . He w a s a s s u r e d that the students would be a w a r e
of the fee p r i o r to r e g i s t r a t i o n .
It w a s moved by M r s . Adams, seconded by Mr. M o r r i s , that the resolution
f o r a f i l m f e e be approved. The motion c a r r i e d .
Approval of Low Bid f o r University P a r k i n g Lots
M r . O'Dowd r e c o m m e n d e d a p p r o v a l of awarding a c o n t r a c t to the lowest bidder,
O'Connor-LaLonde Contracting Company, Inc. i n the amount of $83,437.20, f o r the
c o n s t r u c t i o n of two new parking l o t s and s o m e i m p r o v e m e n t w o r k o n existing l o t s .
M r . Katke moved to a w a r d the c o n t r a c t to O1Connor-LaLonde Contracting
Company, Inc. Seconded by M r . M o r r i s , the motion c a r r i e d .
To update the B o a r d on the U n i v e r s i t y ' s new a s s o c i a t i o n w i t h the D e t r o i t Lions,
M r . Coffman d i s t r i b u t e d a b r o c h u r e published f o r Lion s e a s o n ticket h o l d e r s . He
r e p o r t e d that the Lions m a n a g e m e n t w a s v e r y pleased with t h e i r m o v e to the campus
and the U n i v e r s i t y ' s r e s p o n s e to t h e i r training c a m p n e e d s . He indicated that the
l e a s e a r r a n g m e n t h a s o p e r a t e d smoothly and public attendance a t the training field
w a s building daily.
