Benvidos
TVG (Television de Galicia), the public service broadcaster of Galicia, welcomes
you to the 31st CIRCOM Regional Annual Conference in Santiago de Compostela, the capital of this Spanish autonomous community. Organised under the
theme “The Way Forward”, we wish this meeting to be a great opportunity to
discuss the biggest challenges for regional Public Service Broadcasters (PSB) in
the academic atmosphere of the Faculty of Communications. The title not only
honours its host city, one of Europe’s major symbols due to its centuries-old
Pilgrims’ Way, but also invites delegates to discuss how to maintain public service
broadcasting in times of remarkable budget cutbacks and an ongoing digital
revolution. The slogan also aims to stress the relevant role of regional PSB in the
development of society and helping out people to take full part in democracy as
European citizens.
The key aspects of strategic management, TV production, journalism and technical implementations will lead the delegates through this pan-European market
of knowledge, where there will also be room for training and cooperation. The
Prix CIRCOM Gala, which will take place in the Parador Hostal dos Reis Católicos,
will be the scenery to celebrate and recognize the best European regional TV
productions in 2012.
Galicia was formerly deemed as the Land’s End, but now it is just a privileged
window to the Atlantic ocean where highly competitive companies develop
side by side to monumental cities and where the green nature blends with the
sea along many beautiful bays. The Galician language, the gaitas (bagpipes) and
the seafood and local wines are also symbols of the strong personality of this
welcoming region.

It’s a great pleasure to have our Annual Conference here in Santiago de
Compostela. In a difficult period for the regional television we do believe, at
CIRCOM Regional, that our organization is one of the best instruments to help
all the members to take the way to the future. This conference is a great opportunity for all of us to exchange experiences, projects, initiatives, realizations
in a fast developing audiovisual world. I want to thank very much our friends
of CRTVG for the remarkable organization of this conference. I wish all of you a

It is about the future
There is something truly beautiful with Spring and the annual CIRCOM conference.
Both bring light, warmth and ambition back to life. If you are a newcomer you
might think that the content of this conference programme is, as we say in Swedish,
a Smorgasbord of interesting sessions, really hard to choose from. If you have attended several, you will most probably discover that this is an unusually interesting
conference covering the most important strategic aspects, with the best regional
programmes and producers and also the cutting edge of production technology.
This conference is about the future of Public Service, the future of regional television
and the future of regional societies in Europe. And no matter if you are a new friend
or a regular; I know that you will appreciate the Prix Gala. From where should you
start your journey for the future, if not from the historical Hostal dos Reis Católicos in
Santiago de Compostela? From here on: The way is forward!

Local festival. During these days local festivals are called the “Ascension”.
Numerous recreational and cultural activities are organized such street
music groups, theater perfomances, fair posts, etc... especially in the green
grounds of Alameda. We will give daily information during the Conference.

Prix CIRCOM Regional Programme Award
EUROPE’S BEST REGIONAL TV PROGRAMMES NAMED
The 10 category winners of the Prix CIRCOM 2013 have been announced
after a meeting of the international jury held near Strasbourg, France.
The winners will receive more than 30,000 euros in cash, travel bursaries
and a trophy. In all, 156 entries from 19 countries were received for this
new edition of the prestigious European regional television awards.
The Grand Prix will be announced at a gala event at the CIRCOM
Conference in Santiago de Compostela on 8 May. The televised
ceremony will take place at the historical Hostal dos Reis Católicos,
in the Obradoiro Square.

Mobile Journalism Workshop 2013

Karol Cioma. Circom Training Project Manager
In conjunction with RTE Ireland, CIRCOM will organise a workshop
for journalists in Santiago de Compostela that will give them the
opportunity to learn advanced newsgathering skills and techniques using a mobile phones. Nowadays, journalists are required
to provide material useful for TV, radio and on-line services. This
workshop will show them how to record , edit and publish material
with smartphones with good quality and in an effective speedy
way. Karol Cioma, CIRCOM Training Project Manager, will deliver the
training sessions, accompanied by expert professionals from RTE
Ireland, NRK Norway and HRT Croatia, who will share their knowledge
and experience with the mobile journalists of the future.
Glen Mulcahy: who will be leading the workhop in Santiago has
a background in professional photography. In 2009 he was the
Production Development Manager with RTE News in Dublin. He is
now Innovation Lead across all divisions in RTE. He is a pioneer of
mobile journalism and his active blog site is the leading forum in
Europe for the latest developments within MoJo working.
Darko Flajpan: works as a full time television skills trainer at HRT’s
training centre, which he helped to establish, in Zagreb, Croatia.
He has provided his expertise for Circom training in Portugal, UK,
Denmark, Italy, Poland, Spain, Romania, Holland, Sweden and
Croatia. He is a regular trainer on the Circom’s MoJo and Video
Journalism workshops.


This discussion programme summarises
the work of delegates so far in this the
third workshop on how to improve
election and political coverage. The first
and second workshops took place at the
European Parliaments Audio-Visual units
in Strasbourg and Brussels respectively.
Delegates have worked together to
pitch ideas and actually produce a story
in parliament as well as taking part in a
chat show that highlighted the problems
at possibilities facing journalists in
producing and improving political and
election programmes for television.

Workshop Objectives
To give participants training to a level where they are competent in the use of
smart phones for filming, recording audio, file transfer and live transmissions.
To give participants experience in using a laptop and/or ipad editing software.
To learn how to develop story ideas suitable for an iphone.
To get to know the hardware, software and apps that are available to them.
To understand the workflow in order to avoid mistakes.
To give participant’s the necessary skills and confidence to work with a smart
phone when appropriate
John Inge Johansen: works as a VJ for NRK Nordland, the national
broadcaster in Norway. His is based at the Lofoten Islands within
the Arctic Circle. He received a Bachelor of Journalism from the
University of Bodø, and studied as a teacher in science and technology at the University of Tromsø. He produces and edits news
for TV, radio and the internet. His experience as a VJ and his day to
day use of mobile technology is a great addition to the workshop
programme.


on Friday 10 May.
Participants on this workshop came
from Bulgaria, Croatia, Hungary,
Ireland, Sweden, Greece, Romania, The
Netherlands, Poland, Belgium, Slovenia
and Norway.
Mia Costello who is a freelance journal-
ist and trainer, specialising in editorial
issues, will facilitate the workshop. She
launched the BBC’s mandatory training
programme for editorial leaders in
2009 and has since worked with media
organisations from all over the world to
develop bespoke training programmes.
She has spent more than 20 years in
the BBC, holding senior editorial roles in
TV and Radio. She is a senior consultant
with the BBC Academy.

The Faculty has 700 students and 62 professors and
it offers degrees in Journalism and Audiovisual Communication, as well as a Master in Communication
and Creative Industries. The Faculty has the most
advanced audiovisual media services and is also the
home of the Language Centre of USC. More than 200
media have signed scholarship agreements with the
Faculty for young journalists.
After the construction of the Galician Centre for Contemporary Art, the renowned architect Alvaro Siza
approached here in 1999 his second great project in
Santiago de Compostela. The outcome is a truly exceptional building, because of its quality and also due
to the involvement of the Portuguese architect in the
interior design of these teaching premises. The
Faculty provides the premises for the Conference,
such as an auditorium with capacity for 300 people,
as well as two rooms for the parallel sessions, a
teletheque, meeting rooms for the CR secretariat,
Executive Committee and European Board, and
technical support.
Santiago’s Faculty of Communication Science is
equipped with the latest technologies, an auditorium, radio and television studios, library, media
library and computer rooms. About 20% of the 700
students enrolled in the Journalism and Communication Studies degrees are currently taking part in
international exchange programmes.

The study case of Portugal.
An outline about the much anticipated restructuring plan of
Rádio e Televisão de Portugal (RTP), which is taking place this year.
According to the new RTP board of directors, this plan and some
other measures will avoid the possibility of privatization. Hence,
RTP will continue to be the most important public value reference
in the Portuguese TV landscape.

Cooperation & Coproductions around CIRCOM Regional
CIRCOM Regional has found a successful way forward in cooperation & coproduction, developing several projects in order to
enhance the level of collaboration among its members. One of
these initiatives was granted by the European Parliament in March
2013: the Citizenship project. It will start in the framework of the
Conference, and this session will be its official launch, as all the
CIRCOM Regional members are invited to join the project. The
