A tape-recorded message will advise you of the field status. This message will be available after 3 p.m. For games played at the Hanratty Complex, please call the EYL Hot Line number (353-EYL2) after 3:30 p.m. No practices or games will be played on the fields until the County and/or the City declare that the fields are playable. If you arrive at the field and it is not playable, the manager must e-mail [email protected] to inform the league of the postponement. You will be contacted by your division coordinator with the re-schedule date. Know the rules. If you are uninformed, refrain from expressing opinions on officials or coaches. The spirit of GOOD SPORTSMANSHIP depends on conformance to a rule's intent as well as to the letter of a given rule. EXERCISE REPRESENTATIVE BEHAVIOR AT ALL TIMES. The true value of Little League competition relies upon everyone exhibiting behavior which is representative of a sound value base. Your behavior influences others whether you are aware of it or not. RECOGNIZE AND APPRECIATE SKILLED PERFORMANCES REGARDLESS OF AFFILIATION. Applause for an opponent's good performance displays generosity and is a courtesy that should be regularly practiced. This not only represents GOOD SPORTSMANSHIP but also reflects a true awareness of the game by recognizing and acknowledging quality. EXHIBIT RESPECT FOR THE OFFICIALS Officials of any contest are impartial arbitrators who are trained and who perform to the best of their ability. Mistakes by all those involved in the contests are a part of the game. The rule of GOOD SPORTSMANSHIP is to accept and abide by the decisions made by the umpire. This is critical for young athletes to learn for later applications in life. DISPLAY OPENLY A RESPECT FOR THE OPPONENT AT ALL TIMES. Opponents should be treated cordially and accorded tolerance at all times. Be a positive representative for your team and family. This fundamental is the Golden Rule in action. DISPLAY A PRIDE IN YOUR ACTIONS AT EVERY OPPORTUNITY. Never allow your ego to interfere with good judgment and your responsibility as a League representative. Regardless of whether you are an adult, player, coach, or official, this value is paramount since it suggests that you care about yourself and how others perceive you. - Page 7 - Elmora Youth League - Ethics Committee: Policy Guideline 1.0 CONDUCT GUIDELINES AND BEHAVIOR EXPECTATIONS THE COACHES • Exemplify the highest moral character, behavior and leadership, adhering to strong ethical and integrity standards. Practicing good citizenship is practicing good sportsmanship! • Respect the integrity and personality of the individual athlete. • Abide by and teach the rules of the game in letter and in spirit. • Set a good example for players and spectators to follow--please refrain from arguments in front of players and spectators; no gestures which indicate an official or opposing coach does not know what he or she is doing or talking about; no throwing of any object in disgust. Shake hands with the officials and opposing coaches before and after the contest in full view of the public. • Respect the integrity and judgment of game officials. The officials are doing their best to help promote athletics. Treating them with respect, even if you disagree with their judgment will only make a positive impression of you and your team in the eyes of all people at the event. • Display modesty in victory and graciousness in defeat. • Instruct participants and spectators in proper sportsmanship responsibilities and demand that they make sportsmanship the No. 1 priority. • Develop a program that rewards participants and spectators for displaying proper sportsmanship and enforces penalties on those who do not abide by sportsmanship standards. • Be no party to the use of profanity, obscene language or improper actions. THE ATHLETES • Accept and understand the seriousness of your responsibility, and the privilege of representing your league and the community. • Live up to the standards of sportsmanship established by the league and the coaching staff. • Learn the rules of the game thoroughly and discuss them with parents, fans, and other players. This will assist both them and you in the achievement of a better understanding and appreciation of the game. - Page 8 - Elmora Youth League - Ethics Committee: Policy Guideline 1.0 THE ATHLETES (Continued) • Treat opponents the way you would like to be treated, as a guest or friend. Who better than yourselves can understand all the hard work and team effort that is required of your sport? • Wish opponents good luck before the game and congratulate them in a courteous manner following either victory or defeat. • Respect the integrity and judgment of game officials. The officials are doing their best to help promote you and your sport. Treating them with respect, even if you disagree with their judgment, will only make a positive impression of you and your team in the eyes of the officials and all the people at the event. SPECTATORS • Remember that you are at the contest to support and yell for your team and to enjoy the skill and competition, not to intimidate or ridicule the other team or its fans. • Remember that baseball is a learning experience for young athletes and that mistakes are sometimes made. Praise athletes in their attempt to improve themselves as athletes and as people as you would praise a student working in the classroom. • Learn the rules of the game, so that you may understand and appreciate why certain situations take place. • Show respect for the opposing players, coaches and spectators. Treat them as you would treat a guest in your own home. • Respect the integrity and judgment of game officials. Understand that they are doing their best to help promote the athlete, and admire their willingness to participate in full view of the public. • Recognize and show appreciation for an outstanding play by either team. • Refrain from the use of any controlled substances (alcohol, drugs, etc.) before, during and after the game on or near the site of the event (i.e. tailgating). • Use only cheers that support and uplift the teams involved. • Be a positive role model at events through your own actions and by censuring those around you whose behavior is unbecoming. - Page 9 - Elmora Youth League - No Tolerance Policy Pursuant to action taken by the Ethics Committee as resolved by the Elmora Youth League Executive Board on April 18, 2001, the following penalties and procedures are instituted: 1. Any manager, coach or player who is ejected from a game is immediately suspended from the following scheduled game. The offending party is further directed to appear before the Ethics Committee 2. within 48 hours and explain his or her conduct. At that time additional penalties may be imposed at the discretion of the Ethics Committee. 3. Any manager, coach or player accused in written form of gross misconduct may be suspended from all baseball/softball/basketball activities. This suspension would continue throughout the investigation process. Upon written report of gross misconduct, the Ethics Committee shall convene within 48 hours to investigate the complaint. The Ethics Committee shall forward their findings to the Executive Board within 24 hours of their meeting. At no time shall 72 hours pass between receipt of the written complaint and action by the Executive Board if at all possible. 4. Depending on the nature of the misconduct, the Ethics Committee may recommend suitable punishment up to a suspension for a full season or a lifetime ban subject to repeat offenses. 4. Any spectator accused in written form of gross misconduct may be subject to the above investigation process. Hanratty Complex or any other EYL sanctioned sport or activity. - Page 10 - Manager and Coach Responsibilities 1. 2. 3. 4. 5. 6. 7. 8. 9. To attend Coaches Meetings conducted by your division coordinator. To conduct at least 2 practices per week. Arrange your practice schedule with your coaching partners. Usually, most teams practice once on weekends and once during the week. Times and days are up to you. EYL does not have the facility to provide practice fields. Field 11 is available to EYL coaches for practice, whenever there is no EYL game scheduled. To Report all injuries to the Safety Officer and Insurance Coordinator All injuries and/or accidents during games or practices must be reported to the Safety Officer (Stan Bell 908 353-5658) within 48 hours. Injuries, which may seem minor at the time, may develop into something major. Play it safe and report the injury. See page 3 for details. To have Team at Field on Time – Coaches and players are expected at the field for a game 30 minutes prior to scheduled game time, rain or shine. RAIN OUTS CAN ONLY BE CALLED AT THE FIELD AT GAME TIME BY THE COACHES OF BOTH TEAMS IN CONJUNCTION WITH THE BOARD MEMBER ON DUTY. If a hard rain cancels the entire day’s games, your division coordinator will contact the team manager. To Prepare for Games a. Make Chalk batters box and foul lines If Necessary b. Complete line-up card with starting pitcher name circled, and present it to home plate umpire. c. Assign parent or players to operate scoreboard To keep players in dugout during the game – Players are to leave the dugouts only to visit the bathroom and to play the game. Players should be reminded to visit the bathroom prior to game to eliminate visits during game. No visits to the refreshment stand are allowed. Players and/or Coaches should supply their own water. Players outside of dugouts are subject to injury from hit or thrown balls. In addition, family or friends are not allowed to visit players on the field or in the dugout. To Rake the Field after the game – All dirt areas must be raked smooth after every game by all coaches, win or lose. Caution: Never rake the dirt (clay) onto the grass areas. The special mixture of infield dirt will kill the grass. To Clean up the dugout after each game – Be sure all your player’s belongings are accounted for, and with their help, pick up the area. To Return Equipment to Division Coordinator at the end of the season. - Page 11 - Parents Responsibilities 1. Let your child choose to play Little League and to quit if he or she does not enjoy baseball. Encourage participation, but don't pressure. 2. Understand what your child wants from participating in Little League and provide a supportive atmosphere for achieving these goals. 3. Set limits on your child's participation in baseball. You need to determine when she or he is physically and emotionally ready to play and to insure that the conditions for playing are safe. 4. Make certain your child's coach is qualified to guide your child through the Little League experience. 5. Keep winning in perspective by remembering Athletics First, Winning Second. Instill this perspective in your child. 6. Help your child set realistic goals about his or her own performance so success is guaranteed. 7. Help your child understand the experiences associated with competitive sports so she or he can learn the valuable lesson sports can teach. 8. Discipline your child when he or she misbehaves, breaks the rules, or is uncooperative or uncontrollable. 9. Turn your child over to the coach at practices and games, and avoid meddling or becoming a nuisance. 10. To notify your team’s manager when your child cannot attend a game or practice. It is a good idea to give your manager at least 48 hours notice when you expect to miss a game. (Items 1 to 9 from WWW.LittleLeague.Org) Insurance Damage to Cars: All spectators park their cars at their own risk! This applies to the Hanratty Complex as well as in Warinanco Park. If a vehicle is struck by a baseball or softball, it is not covered by EYL insurance. Accidents and Injuries - All managers should have a copy of an insurance accident report form in their medical box. Additional forms will be available at the Hanratty Complex field house. Injuries must be reported immediately to the team manager and a report filed, and sent Gisella Vigil, Insurance Coordinator. He will review the incident and submit the claim form to EYL's insurance provider (Bollinger Insurance). All claims must also be submitted to the family's primary insurance company. EYL's insurance is a secondary insurance on the claim. - Page 12 - Baseball & Softball Safety (From: http://www.cdc.gov/safeusa/sports/baseball.htm) To help your child avoid injuries while playing baseball or softball, follow these safety tips from the American Academy of Pediatrics, the Centers for Disease Control and Prevention (CDC), the Consumer Product Safety Commission, and other sports and health organizations. (Note: These tips apply to adult ball players, too.) Tips for Preventing Baseball and Softball Injuries 1. Before your child starts a training program or plays competitive baseball or softball, take him or her to the doctor for a physical exam. The doctor can help assess any special injury risks your child may have. 2. Make sure your child wears all the required safety gear every time he or she plays and practices. Insist that your child wear a helmet when batting, waiting to bat, or running the bases. Helmets should have eye protectors, either safety goggles or face guards. Shoes with molded cleats are recommended (most youth leagues prohibit the use of steel spikes). If your child is a catcher, he or she will need additional safety gear: catcher's mitt, face mask, throat guard, long-model chest protector, and shin guards. 3. If your child is a pitcher, make sure pitching time is limited. Little League mandates time limits and requires rest periods for young pitchers. 4. Insist that your child warm up and stretch before playing. 5. Teach your child not to play through pain. If your child gets injured, see your doctor. Follow all the doctor's orders for recovery, and get the doctor's OK before your child returns to play. 6. Make sure first aid is available at all games and practices. 7. Talk to and watch your child's coach. Coaches should enforce all the rules of the game, encourage safe play, and understand the special injury risks that young players face. Make sure your child's coach teaches players how to avoid injury when sliding (prohibits headfirst sliding in young players), pitching, or dodging a ball pitched directly at them. 8. Above all, keep baseball and softball fun. Putting too much focus on winning can make your child push too hard and risk injury. - Page 13 - Elmora Youth Little League 2007 Rules Elmora Youth League Local Rules General Rules We will be following the “2007 Official Regulations and Playing Rules” established by Little League for baseball. The softball divisions will use the ASA Softball Rule Book. Each manager has received a copy of the rulebook. If a manager needs a copy of the rulebook, please contact your division coordinator. Please note that no other rules exist; the rule must appear in the above-mentioned rulebooks or on these pages of the EYL League Book. 1) The five divisions of 2007 EYL Baseball are: a) b) c) d) e) 5 teams - Tee Ball for players league aged 5 to 7 6 teams - Pioneer baseball for players league aged 6 to 9 5 teams - Rookie baseball for players league aged 7 to 10 6 teams - Minors baseball for players league aged 8 to 11 6 teams - Majors baseball for players league aged 10 to 12 2) The three divisions of 2007 EYL Softball are: a) 2 teams - Teeners softball for players league aged 6 to 8 b) 4 teams - Ponytails softball for players league aged 8 to 12 c) 3 teams - Senior softball for players league aged 12 to 15 3) Each team must have at least 1 Manager, 2 Coaches and 1 team mother. A team may have up to 3 coaches and 2 team mothers. If a team has an excess of volunteers, a trade should be made to move players of potential coaches and team moms to teams that are shorthanded. 4) The draft for the major league baseball, ponytails softball and senior softball will be based on the combined regular season and playoff record. The teams will select players from the candidate pool in the same order for each and every round. Unless traded, the eligible returning players will remain on their team from the prior year. 5) The draft for the minor and rookie division will use Little League rule “Method in First Year of Operation – Plan A” for the draft. 6) All players age 10 and older must attend the major league tryout to participate in any level of Elmora Youth League. Failure to attend the tryouts may result in termination from the season for the player. - Page 14 - Elmora Youth Little League 2007 Rules 7) All 12 year old baseball players will be drafted in the major league draft. A parent, wishing to have their 12 year old play minors, may appeal this rule to the EYL Executive Board. 8) Any player who is out of the lineup for more than three consecutive weeks (or six games.) is subject to being removed from his/her team by action of the board of directors. However, the board of directors reserves the right to allow such player to remain on the roster. Managers must make the division coordinator aware if any player missed more than two consecutive games for any reason. Failure to do so will be cause for corrective action against the manager. (See regulation III (d)) 9) No player will be called up from the Minor League to a Major League team in the last two weeks of the regular season. (See regulation III (d)2) 10) At the end of the season, the EYL Executive Board will determine if they will be playoffs for each division. The playoffs may be single or double elimination. 11) Only minor league players that are age 11 may be used as a substitute in the major league. 12) Uniforms - All players must be in complete uniform. The complete uniform is EYL Shirt, any baseball cap or visor for softball, white baseball pants for boys, gray softball pants for girls and little league patch on left sleeve for baseball. 13) Number of Coaches in Dugout - All managers and coaches must be in their EYL coaches’ shirt during the game. There is a maximum of four (4) coaches allowed in the dugout with the players. (1 Manager, 2 Coaches and 1 Scorekeeper). 14) Minimum players to start a game - A team must have 8 players for baseball and 7 players for softball to start and end a game. (This rule does not apply to Majors.) There will be 10-minute grace period before that game is cancelled. It is not an automatic forfeit. The EYL Executive Board based upon the recommendation of the division coordinator and schedule keeper will make a forfeit decision. a) Major League Baseball must have 9 players to start and they may finish with 8 players. The missing 9th position is counted as an out. - Page 15 - Elmora Youth Little League 15) 16) 17) 18) 19) 20) 2007 Rules b) Automatic Outs - There will an automatic out given to a baseball team that is short of 9 players in the 9th batting position. This rule does not apply to softball. All players must bat in the lineup. If a player leaves early or leaves the field of play due to sickness or injury, the position is skipped and no out is awarded, as long as the team maintains a minimum of 9 players. This rule does not apply to softball. Free substitutions at all positions except pitcher. All players must play at least half the game in the field. (E.g. 3 innings in a 6-inning game.) Players may not sit 2 consecutive defensive innings unless for disciplinary or physical reasons. Safety Rules a) Flinging the Bat - If a player flings the Bats. The entire team is warned. The next time a player on the team flings or throws the bat. The player is out and all base runners must return to the original base. b) Avoiding Contact - If there is a play being made at 2nd base, 3rd base or home plate, the player must slide or avoid contact. Intentional contact in which, in the umpire’s judgment, the runner made no effort to surrender or to avoid contact will be called out. c) Mandatory Facemasks - Facemasks on helmets are mandatory for all levels of Elmora Youth League. This does not apply to Junior Baseball. Curfews - For night games there will be a curfew. No new inning may start after the curfew time of 10:00 pm on non-school nights and 9:30 pm on school nights. a) The new inning begins as soon as the last out is recorded in the bottom of an inning. Time Limits a) Tee Ball – 1 hour, 30 minutes b) Pioneer Baseball – 2 hours c) Teener Softball – 1 hour, 30 minutes d) For all divisions, the game ends 10 minutes prior to the start time of the next scheduled game. i) If the visiting team takes the lead in the top half of the last inning in a shortened game, the score reverts back to the previous complete inning. - Page 16 - Elmora Youth Little League 2007 Rules ii) Any game, which ends due to a time limit or darkness, is an official game no matter how many or how few innings have been played. iii) If a game is shortened by weather, then it is official if 4 innings are completed, 3 ½ if the home team is leading at the bottom of the fourth (1) In Senior Softball, the game is official if 4 innings are completed, 4 ½ if the home team is leading in the bottom of the fifth. All team managers are encouraged to start games on time and to keep games moving between innings. Please make sure you catchers is dressed and ready to go whenever your team is taking the field for defensive purposes 21) Pitching Rules for Baseball a) Pitchers who hit batters are not automatically removed from the mound. (Please see little league rules.) b) Curve balls are prohibited in the Rookie, Minors and Majors league divisions of baseball. c) Innings Limits i) A pitcher may only pitch 6 innings in a calendar week. The calendar week runs from Saturday to Friday. ii) Rookie and Minor League Division: A pitcher may only pitch 3 consecutive innings per game. iii) Major League Division: A pitcher may only pitch 3 consecutive innings per game. iv) A single pitch delivered in an inning is considered an inning pitched. d) Pitch Counts (New for 2007) - You must report name of pitcher, # of innings and # of pitchers for each pitcher used in a game to the division coordinator: Alicia Marmol - Rookie League Player Agent, Stan Bell - Minor League Player Agent, Jorge Tirso – Major League Player Agent. The forms will be collected at the Hanratty Fields. e) Each team manager must assign one of their coaches to keep pitch counts for both teams. The following rules apply to pitch counts. - Page 17 - Elmora Youth Little League 2007 Rules League Age Pitches allowed per day 11-12 85 10 and Under 75 f) For 2007, the Rest Days are determined by pitch count. • If a player pitches 61 or more pitches in a day, three (3) calendar days of rest must be observed. • If a player pitches 41 - 60 pitches in a day, two (2) calendar days of rest must be observed. • If a player pitches 21 - 40 pitches in a day, one (1) calendar day of rest must be observed. • If a player pitches 1-20 pitches in a day, no calendar day of rest is required before pitching again. 22) Suspended Games - All Suspended games are continued from the exact point of suspension. They are not replayed from the beginning. (Little League Rule 4.10d) 23) Volunteer Application Forms - All team managers; coaches and scorekeepers are required to complete the Little Volunteer Application form. An individual is not allowed on the playing or practice field until the background check is complete. 24) Trophies – It is the policy of Elmora Youth League to award only one trophy per player for the spring season. a) If a team wins both the regular season and the playoffs, each player will receive one trophy that will state “Champions”. b) Depending on the size of the division, the league may award a 2nd place season and/or a 2nd place playoff trophy to other teams in the division. No team or player will receive more than one trophy. c) Players who do not receive a place trophy will receive a participation award. 25) Mercy rule - see Little League rule 4.10 (e) 26) These rules are subject to change by vote of the Elmora Youth League Executive Board. T-Ball 1) 6 to 7 batters per inning then switch sides. 2) All games end in a tie. - Page 18 - Elmora Youth Little League 2007 Rules Pioneer (Instructional Baseball) 1) Pitching Rules (When the player is pitching) a) Balls are counted after 3 pitches or two strikes on the batter; whichever comes first. 2) A team may only bat once through the lineup in an inning. 3) Base running a) No stealing and no advance on a passed ball. b) There will be no advancement on an overthrow to first or third base. (Please see Little League Official Playing rules, rule 7.05 Note 2 for details). c) When a batted ball is returned to the infield, advancement stops when the fielder in possession of the ball calls “TIME”. Suggestion: Please remember that these are the instructional divisions and to try and rotate your players into different playing positions. Rookie and Minors 1) If a game is shortened due to a time limit, it is official 2) A team may only score 5 runs per inning except for the 6th inning, where there is no limit. a) All runs are allowed to score on batted ball in any inning in excess of 5 runs. All runners must stop when the ball is returned to infield. This does not necessarily mean fielded by an infielder. It will be left to the umpires’ discretion as to what runners score, once ball is returned to infield. For example, bases loaded, no outs and 4 runs scored, if the batter hits a 3 run double, all three runs will score. (The EYL Executive board reserves the right to remove this rule if coaches abuse it. For example, bases loaded infield single turns into a bases clearing error fest.) b) In a shortened game, at the start of the announced final inning, the 5 run rule will be waived. 3) A player may score a run only as the result of a batted ball or being forced home by base on balls or a hit batsman. No stealing home. Rookies 1) No stealing home or second base. The only base that may be stolen is 3rd base. Minors 1) No stealing home. The only base that may be stolen is 2nd or 3rd base. There is no advancement on a overthrow or error on a steal - Page 19 - Elmora Youth Little League 2007 Rules 2) Only a 11 year old minor league player may be a substitute for a major league team. He may not pitch in the major league game. See Stan Bell for list of eligible players. Minor league players age ten and younger are not allowed to play in Major League games. Suggestion: Please remember that this is a developmental division. A coach should try to rotate the players into different playing positions. Majors 1) Major league teams must have 9 players to start a game. 2) Double Headers: If a major league team plays a double header then a pitcher may pitch 6 innings for the day. The 3 innings in a game rule still applies. 3) Minor League Substitutes – A major league team may use a 11 year old minor league player. Only players who attended the Major League tryout may be a substitute in the Majors. Teeners Softball (Clinic) 1. Batting – Teams will bat either once around the order or 3 outs, which ever comes first. 2. Defense - Teams may play all of their players in the field. Players are positioned in the six infield positions plus one over second base, and all the remaining players are placed in the outfield. 3. Pitching – For the 1st half of the season, the coaches will pitch to the kids. By the second half of the season, around the 5th game, the coaches will pitch the 1st half of the game and the kids will pitch the remainder. 4. Base running a. No stealing and No advance on a passed ball. b. There will be no advancement on an overthrow to first or third base. c. Runner may advance one base on a overthrow to 2nd. 5. A game may begin with 6 players. No out will be counted for any missing players. 6. This division will use a 11” softball. Please remember that this is the instructional division and to try and rotate your players into different playing positions. Ponytails Softball (Majors) 1) Base running a) Stealing – Once the ball has passed the batter, players can take a lead or attempt to steal 2nd and 3rd base. - Page 20 - Elmora Youth Little League 2007 Rules b) Stealing home is not allowed. If a player wanders off 3rd base or tries to steal home, the defensive team must touch the base or tag the runner for the out. There is no leading. i) There will be no advancement on an overthrow to third base. 2) No batter advance on a dropped third strike. 3) When a batted ball is returned to the pitchers circle, advancement stops when the fielder in possession of the ball calls “TIME”. 4) Pitchers will pitch from a distance of 35 feet. 5) A pitcher may pitch a maximum of three (3) consecutive innings per game. 6) 11” Softball will be used for all games. 7) The infield fly rule will be enforced. When a team has at least runners on 1st and 2nd base, with less than two outs, and a batter hits a catch able infield pop-up (umpires discretion as to what is catch able), the batter will be ruled out and the runners can advance at their own risk. If the ball is caught, they must tag up. Senior Softball 1) Pitchers will pitch from a distance of 40 feet. 2) A pitcher may pitch a maximum of four (4) consecutive innings. 3) The game is seven innings. Ten run rule once game is official. Five innings is an official game, 4 ½ when the home team is ahead. 4) The batter may advance on a dropped third strike. 5) The base runner may take a lead when the ball reaches the batter. 6) Stealing – Once the ball has passed the batter, players can steal 2nd, 3rd and home base. The players on these teams may be required to play games on consecutive days, weekends and holidays. Our coaches will run several practices during the summer so that the players develop their skills to a higher level. All players on EYL Tournament Teams are required to pay a separate registration fee. Only Elmora Youth League registered players are eligible to play on Elmora Youth League Tournament Teams. Selection of Managers - The president of the league selects the Managers of the teams with input from the Tournament Director and the appropriate division coordinator(s). The EYL Executive Board approves the selection. Selection of Players - The Manager of the team, along with input from the Executive Board will run an approved process to select the players. All tournament team players must be registered EYL players for the 2007 spring season. The approved methods of selection are: 1) The division managers meet and select the team as a committee, or 2) The division managers meet and select the candidates for an invitational tryout, the tournament team manager selects the players. or 3) The tournament team manager conducts an open tryout and selects the players. All other methods are illegal and against the direction of the EYL Executive Board. Any tournament team manager that does not follow these guidelines for player selection will be removed from their tournament team duty. Playing Time - Tournament team managers are bound only to rules of the tournament with regards to playing time. EYL rules regarding minimum playing time do not apply to tournament teams. For the player selection methods 1) and 2) described above, the following EYL schedule defines which of the divisions managers participate in the process. All Managers must participate irregardless of player eligibility.
