Tyler County and the City of Woodville
Host TEX-21 US 287 Corridor Task Force
by Tina S. Richards
The Nutrition Center in Woodville was the gathering
site on Wednesday, February 26 for the most recent
meeting of the Transportation Excellence for the 21st
Century (TEX-21) and the US 287 Corridor Task Force
meeting. In a joint effort, officials from Tyler County and
the City of Woodville hosted Task Force representatives
from around the state as they convened to hear updates
and discuss future plans for assembled groups.
Briefly, the purpose of TEX-21 US 287 Corridor Task
Force is to provide the communities, up and down U.S.
287, with an appropriate platform to improve, sustain, and
advance the current and future potential of US 287. Their
goals encompass the 287 Corridor becoming a thriving
thoroughfare for the transportation of goods, in hopes of
attracting and retaining world-class corporate residents
into the region. Their efforts include seeking funding and
available resources at both the federal and state levels.
Phillip Lujan, Director of Transportation and Development for TxDot, presented a brief update on upcoming
projects that pertain to the lower 57 miles of US 287 which
fall within the Beaumont Region of TxDot. Starting in
June 2013, TxDot is scheduled to begin the widening
of 15.7 miles of highway. Construction will start at the
split for Lumberton/Silsbee exits and will end north of
Kountze, just outside of the entrance to the Big Thicket
Preserve.
Chris Fisher, Director of the Port of Beaumont, discussed
current and future expansion plans that coincide with
development of US 287. He explained with the expansion and deepening of the Panama Canal, scheduled to
be completed in 2015, the ports of the Gulf Coast will

After a rash of several
home, car and business burglaries in Tyler County over
the past several months, one
Woodville resident says that
the recent burglaries have
hit way too close to home.
Tracy Litton of Woodville
says that her father gave her
a home on Cobb Mill Road
after he passed away, and
that she had stored many
of their family memories in
both the home and nearby
shed. But, on Monday after
leaving work she noticed
something was not right.
“I was leaving work and
looked across the road and
saw the door to the shed
ajar,”Litton said.“Since I am
the only one with a key to
the lock I knew something
was wrong. I went up to
the shed and it looked like
a tornado hit it.Tools, boxes
and our belongings were
everywhere. My daughter’s
crowns and trophies from
her beauty pageants were
stored in the shed, and her
six-foot grand supreme
trophy had been smashed
to pieces along with several of her beloved pageant
crowns.”
Litton has a young daughter that loved to compete in
beauty pageants and queens
contests, and several of her
trophies, costumes, crowns

Sequestration happens, effects to be felt

ment came.
Now, budget
reductions totaling $85 billion will come, resulting in
fewer federal dollars meted out to the
50 states for education, social programs,
environmental funds, civilian jobs linked
to defense functions, and more.
According to Texas’ 10-member Legislative Budget Board, however, key
safety-net programs are exempted
from federal cuts, such as Medicaid,
Children’s Health Insurance Program,
National School Lunch Program,
and Temporary Assistance for Needy
Families. Also, certain transportation
programs are exempted, including those
administered by the Federal Highway
Administration and the Federal Transit
Administration. The Airport Improvement Program is also exempted, the
LBB said.
On Feb. 25, F. Scott McCown, executive
director of the Austin-based Center for
Public Policy Priorities, said, “Sequestration will be extremely damaging to
our economy and to American families.”
McCown listed possible effects in Texas
resulting from sequestration, such as:
- Loss of $68 million in funding for primary and secondary education, putting
around 930 teacher and aide jobs at risk.
- Loss of $51 million in funding for
about 620 teachers, aides, and staff who
help children with disabilities.
- Around 4,720 fewer low income students would receive aid to help them
finance the costs of college and around
1,450 fewer students will get work-study
jobs that help them pay for college.
- Head Start and Early Head Start
services would be eliminated for about
4,800 children.
- Loss of $8.5 million in environmental
funding to ensure clean water and air
quality, as well as prevent pollution from
pesticides and hazardous waste.
- Some 52,000 civilian Department
of Defense employees would be furloughed, reducing gross pay by around
$274.8 million in total.
Lawmakers here march on
Even with the prospect of no agreement
in Washington to avoid sequestration,
the Texas Legislature pressed forward
with its tasks in the weekdays leading
up to March 1.
On Feb. 27, the Senate Finance
Committee tentatively approved SB 7,
legislation funding education and health
and human services. The House on Feb.
21 passed House Bill 10, a patch that
funds Medicaid until Sept. 30 coupled
with partial restoration of the $5 billion hit suffered by public education in
2011. The bill quickly moved through
the Senate Finance Committee, where
it was substituted and passed. CSHB
10 is on the Intent Calendar, awaiting
consideration by the full Senate.

Students from St. Paul’s Episcopal School sang three Texas songs

Four St. Paul’s students presented

the “1842” flag. Samples of the flags

Military vote effort starts
Texas Secretary of State John Steen
on Feb. 25 launched an initiative, The
Boots and Ballots Tour, by the Elections
Division in the Office of the Texas Sec-
retary of State, to prepare and provide
military voters with additional resources
to register to vote and participate in
local, state and federal elections.
As part of the effort, military and
overseas voters are also being reminded
the Federal Post Card Application they
can fill out and return permanently registers them to vote and serves as a ballot
request for a calendar year so they do
not have to request a ballot each time
an election is held.
There are two Uniform Election dates
in Texas this year: May 11, 2013 and
Nov. 5, 2013.
“No one does more to protect our
freedom and right to vote than the
men and women of our armed services,”
Steen said. “So we must do everything
we can to ensure they can participate
in the very process they are serving and
fighting to protect and defend.”
Restoring Davy’s Spring
An East Texas landmark remembered by motorists from the last century has been
given a long-deserved facelift at Crockett.
Anyone over fifty who traveled down El Camino Real, known today as Texas
Highway 21, probably remembers stopping at the Davy Crockett Spring and
sampling its cool water.
For children, it was an easy-to-digest lesson in Texas history. Some told their
friends in school, “I drank water where Davy Crockett did.”
Thanks to a renovation effort, the spring site now includes a mural depicting
a reunion between Davy Crockett and A.E. Gossett, a old family friend from
Tennessee, as Crockett made his way across East Texas in 1835 on his way to the
Alamo in San Antonio.
A log cabin, perhaps similar to the one Gossett built near Crockett when he settled
in what is now Houston County, is being moved to the site from Davy Crockett
Memorial Park, also in Crockett.
A fort will also be built in the middle of the park, along with a “snake tail” fence
of the type used by pioneers in East Texas.
The spring fountain, which has stood at its site for longer than most people can
remember, was cleaned and spruced up. And a creek bed has been cleared of debris.
Another addition will include banners of Davy Crockett along El Camino Real
along a route from East Houston Avenue though the town square to the park for
tourists to follow.
Created by local artist Lucas Short, the colorful mural captures Davy and Gossett
meeting in a woodlands setting in late 1835.Three months later, Crockett and about
180 other Alamo defenders died at the Alamo, becoming symbols for liberty.
When Houston County was created by the Republic of Texas in June of 1837,
A.E. Gossett donated land for a county seat and, because of his donation, he and
his father Elijah were given the privilege of naming the county and the county
seat.
Since both Gossetts had served at the Battle of San Jacinto in April of 1836, they
named the county for Sam Houston, who led the troops during the battle, and
the county seat for Elijah’s boyhood friend from Rutherford County, Tennessee.
When the Gossetts settled in East Texas, it was so remote that when they wanted
a pound of coffee or other supplies, someone had to ride a horse to a trading post
at Nacogdoches, more than sixty miles away.
It was a journey of two hard days and required A.E. Gossett to leave his wife
and children alone at home. But friendly Indian women often stayed with the
family as Gossett made his way over a dim, rough woodland trail.
Next time you’re in Crockett, be sure you stop at Davy’s spring. You, too, can
boast that you drank water where Davy did.

Of a writing-paper, triangular cup and good water
Something I read recently about Texas
times a few decades ago when there were
such things as streams of clear, pristine
water prompted me to remember experiences that underscored the contrast
between then and now.
Much of what I knew as forested
land has seen a great deal of the trees
removed to make room for drilling rigs
in a natural gas boom that began a couple
of decades back. Some of the removal, of
course, predates the gas strike and was
the result of natural population growth
and expanded farming and ranching
operations.This is particularly noticeable
to me in my home county.
In my early childhood years (until age
8), we lived in a series of three rural rental
houses in Freestone County before my
parents felt they could afford to buy a
house “in town” — Teague. My folks
grew up in farming/ranching families
and, following both their families’ traditions, leased additional farming land and
grazing acreage from the earliest days of
their marriage. Ultimately, they came to
own several fair-sized tracts for a period
of time and continued to lease additional
land as the need arose.
Recollections of my life’s earliest years
included an occasional fence-riding foray
with Dad around some of the land.“Riding fence” involved going by horseback
around a particular tract, checking the
fence conditions while monitoring the
cattle.
Of course, I didn’t know or understand
any of that. I just knew I was getting to
“play cowboy” with Dad on occasion
when he figured there wouldn’t be a
lot of chasing cows or repairing fence.
Much later, I learned it was more of an
exploratory trip, on his part, to size up
potential problems.
At this point, I only had one younger
brother (in a family that was to grow
to four sons) and he wasn’t much more
than a toddler when I had my grand
adventures of riding fence with Dad.
As my parents began to enjoy some
modest success in farming and ranching,
and as progress will have it, checking
fences by horseback was gradually replaced by mechanized means and my
younger siblings didn’t get to experience
it as much as I did.
My mother was one of the most protective, attentive moms anyone could ever
have. At times, all four of the sons felt
some resentment about tight reins, but
none of us suffered any ill effects from
frequently having to champ down on
the bit.
I suspect the length of time between my
riding fence forays with Dad increased
as her requirements for safety guarantees
for “her boys”placed some shackles on his
freedom to go about his business while
“wet-nursing” one of us as his “helper”
for the day.
When Mom and Dad decided to allow
me to take the occasional riding-fence
trip, Mom asked about drinking water.
Dad didn’t carry a canteen. Streams
through much of his property, particularly the forested segments, were
protected from some of those elements
that can pollute a creek and thus could
CMYK
be trusted for a “clean, clear drink of
water.”
Mom and Dad
showed me how he
cupped his hands
and scooped up
a mouthful of
water. My hands
were too small
By
and I couldn’t
put together a
Willis
decent “drinking
Webb
cup” in my hands.
So, Mom took a
sheet of notebook paper (not the coarse
Big Chief tablet paper) and made a
triangular-shaped cup that I could fold
and keep in my back jeans pocket. When
Dad and I were thirsty, we’d find a clear
creek and while he used his hands, I
had Mom’s triangular cup with which
to drink.
Thankfully, within a year or so, I grew
enough that my hands formed an acceptable cup for slaking the thirst on a
hard day of riding fence. I doubt anyone
would drink directly from a creek today.
Of course, soon Dad was doing the
checking in a pick-up truck and he
carried a huge jug of water along with
a lunch.
Ahh, times got much better. We’d
moved to town and gotten involved in
school and sports and riding fence fell
by the wayside.

Tyler County Sheriff Dept., and Girl Scouts Troop #2140 for
their hard work and dedication to the Tyler County Youth

The park is over 30 years old. In the past year we have had

The Tyler County Girls Softball Association would like to thank a
special group of people for their help and support. On Saturday,
February 23, the park was buzzing with workers but not the usual
moms, dads and board members. Saturday two different groups of
volunteers came out to volunteer their time an dtalent in an effort
to help get the softball park ready for this season. We would like to
thank Michele Tucker and Crystal Wainwright for organizing their Girl
Scouts and working so diligently to paint the dugout benches on all
of the fields and bleachers on the T-ball field. We also want to thank
Pastor Ross Shelton and the volunteers from the First Baptist Church
of Woodvillewho came out with tools in hand and helped clean up
the brush and debris between the fence and the airport. Upkeep
on the fields and park can be a daunting task. It is a huge help to
have these tasks accomplished as we get ready to kick off the 2013
season. All of us from the Tyler County Girls Softball Association,
players, parents, coaches and board members say thank you to
these folks as well as many others that have helped by volunteering
their time. It is only with the help and support of the community that
we are able to make each season a successyear after year.

Journey
Into
Fullness
by

THE BIBLE
When I was a young mother someone challenged me to “wear
out” a Bible for each of my four children to receive when
I leave this earth. I never expected to live long enough for
four Bibles to become worn, but today my family has grown
from four to twenty-five, and I’m still wearing out Bibles.
I recently read a quote that touched my heart. “A Bible
that is falling apart often belongs to someone who isn’t.”
This is a true statement, according to 2 Corinthians 4:16.
“Therefore we do not lose heart. Even though our outward
man is perishing, yet the inward man is being renewed day
by day.” This simply means that physically you may be falling
apart one piece at a time but your spirit-man is being built
up, strengthened, and renewed day by day. You’ll never be
as strong as you will be on the day you depart this earth for
the place God has prepared. Isn’t this an encouraging word?
How is this possible? There’s only one way and that is to
study the Bible until it becomes part of who you are—part
of the way you think, talk and act. This book is not just
words on a page or a mere human resource for information.
The Bible is supernatural with divine power to accomplish
what you can never do in your flesh. Therefore you shall be
“perfect, just as your Father in heaven is perfect,” Matthew
5:48.
If Satan has a list of what he does not want you to do, Bible
study is at the top, along with prayer and worship. He knows
better than we do that knowing Scripture and obeying it are
the twin foundations of a godly life that pleases God.
Consider these important facts:
•S urvival of the soul depends on daily reading the Word. (1
Peter 2:2)
•T he Word provides guidance and direction. (Ps. 119:105)
•I t is the only truth book you can trust. ( John 17:17)
We must let God’s Word guide, correct, instruct, lead, teach
and confirm us. Do not rush ahead without it—ever!
See you next week, Gloria

A Lenten Evening of Prayer at St.
Paul’s Episcopal Church
by
Keith Bellamy
You are not going to get
out of this world alive
“Your life experiences determine how bad a situation
is,” she said. “If you are ugly to people, you still aren’t
getting off the ship.”“Christina Peaden”wrote this in
her book about the infamous cruise ship, Triumph,
which many suffered on for days.
As I read this, I started thinking: You are not going
to get out of this world alive. And that’s the truth.
So why do people have to be ugly and nasty. If you
disagree with me, you don’t have to be ugly, nasty, or
rude.
Jesus was a man who demonstrated kindness.
Sometime His words stung those who heard Him.
However, only to the religious hypocrites did he direct
His anger.
Do you think you will live forever? Do you think
you have all of the time in the world to make things
right?
I don’t understand when “Christian” people who
claim to be followers of Christ are nasty, ugly and
rude. Maybe I’m not supposed to understand.
But I think God understands and I think He would
say it doesn’t wash. His Son said His followers would
be known by their fruits. So, maybe we had better
shape up before we leave this world. The fact is we
are not going to get out of this world alive.
Look here, you who say, “Today or tomorrow we are
going to a certain town and will stay there a year. We
will do business there and make a profit.” How do you
know what your life will be like tomorrow? Your life
is like the morning fog—it’s here a little while, then it’s
gone (James 4:13, 14).
The Taize’ service begins at 6 p.m., and a Lenten supper in the Parish Hall follows.
In the busyness of our lives, sometimes we need time just to be quiet and listen to
the still small voice of God that is present. A Taize’ prayer service is just such a time
as this. The Prayer service consists of music quietly sung, readings to contemplate,
and quiet. Everyone is welcome. Come Experience this unique worship time. Call
283-3710 for more information.

very hard to not to have “junk”, but quality items to sell, and people always seem to be
pleased with the bargains that are available there. This time we have some surprises in nice goods, and are hoping to make this an over the hill good garage and bake sale. Look at us and you will see that we have some top notch cooks and bakers among us,
so the baked goods will probably go fast. Come early! Also, this sale is special to
us because it is to benefit our “Lawrence Upchurch Memorial Piano Fund,” which
we hope will very soon put a brand new piano on order for our sanctuary. Lawrence
would have loved it, and we hope to honor his memory with the thing that would have
thrilled him to have it done for him. Many Woodville people will remember Lawrence
as a very special person who will never be replaced in Woodville -- not at Calvary
Baptist, nor at the coffee time at Jarrott’s, nor any of a number of places where he left
invisible footprints.
Come one, come all! Be the first one here and get a door prize!

The Lady Dogs softball team
continued their stellar predistrict season, winning their
third tournament of the year in
Cleveland. Colmesneil got two
straight 7-2 wins over Anahuac
and Humble Summer Creek,
and then won their rematch

Eagles triumph over Bulldogs
By: Jason Drake
The Woodville Eagles defeated the Corrigan-Camden
Bulldogs 6-4 last Saturday at
Hennigan Park in Woodville.
Corrigan opened up with a run
in the top of the first to take
the early 1-0 lead. The Eagles
answered with three runs of
their own in the bottom of
the inning.
Charles Fentress opened the
first on a four pitch walk. Fentress then stole second and third
base with no outs. Fentress
scored on a sacrifice hit by Trent
Daniels. Next, Grant Bullock
singled to centerfield. Marqui
Jackson and Sam Matterson
walked loading the bases with
one out. Bullock scored and
Jackson advanced to third on a
passed ball. Jackson stole home
on the next pitch drawing the
score to 3-1.
Tyler Thrasher held Corrigan scoreless in the top of
the second. The Eagles would
increase their lead to three on
a sacrifice fly ball by Daniels
scoring Reggie Williams. The
Bulldogs went three up and
three down in the third, while
Colby Dungan scored in the
bottom of the inning increasing
Woodville’s lead to 5-1.
Corrigan added two runs in
the fourth. Fentress answered
with a solo homerun. Corrigan
put pressure on the Eagles by
putting a run across in the fifth
while the Eagles went three up
and three down. Both defenses
played solid the rest of way, not
allowing either team to score.
Thrasher earned the win for
the Eagles pitching four innings without giving up an
earned run. Bullock got the
save, pitching three innings and
giving up one run.
The Eagles will play in
the Hardin tournament
this weekend and travel to
Colmesneil Tuesday. The boys
and girls track team will travel
to Groveton Thursday. The
Lady Eagles softball team won
its tournament this weekend
and will face Warren on Friday
and travel to Kountze on
Tuesday. Tennis will host a JV
tournament Thursday at the

Burglar steals Woodville
family’s memories...cont. from pg. 1A
and awards were destroyed, but not taken from
the shed. Several other items are missing, however.
“The burglar chopped at the door with an axe or
something like it, and then pried off the padlock,”
Litton said. “There was so much stuff boxed and
stored in the shed, so I don’t have a full inventory of what was taken, but the main things that
I noticed stolen were some old-timey spade and
hoe implements and a couple of old plows.”
Not only was the shed broken into, the house
had been entered as well.
“Upon inspection of the house, we discovered
that a window had been broken out with a hoe,”
Litton said.“More beauty crowns, family keepsakes
and infant and toddler clothes had been taken
from inside of the home. If someone needed
the clothes I would have gladly given them
away.
The authorities were called and Officer Dees of
the Woodville Police Department responded to
the call. She took pictures, took some items to be
fingerprinted.
”
Litton, like many people, had heard about rising burglaries in the county but never thought it
would happen to her. Now, she and her daughter
are left picking up the scattered pieces of their
belongings and family memories.
“I feel so hurt,” Litton said. “I lost my father
almost a year ago. His things are the only
things I have left to remember him by. I am
also so angry that someone would take it upon
himself or herself to break in and steal from
someone and destroy someone’s property and
memories
like it was nothing at all. How
would they like it if it was reversed and done
to them?
My little girl is so upset. Those were
her grandpa’s things that were important to
her. Those were her memories and keepsakes
of a chapter in her life. She is scared that this
has happened.”
According to Litton, there were no tire tracks
at the scene, but she did notice some footprints.
“I will offer a reward for the arrest of the
person or persons who did this. They need to
be accountable for their actions and this needs
to be an example that this is not acceptable
and will not be tolerated.”

Mr. Fisher emphasized that the increase in cargo entering and exiting the Beaumont Port, plus the

Students write letters to Woodville City Council
Third Grade students at Woodville Intermediate School are learning about the different levels and branches of government. As
part of their study, they discovered that Woodville’s branches of government are the mayor and a seven-member city council. This
council listens to the concerns of the citizens and puts in place city ordinances to provide services for the community. Students
wrote letters to city council members about changes they would like to see happen in Woodville. The letters were submitted to
the Booster by their teacher, Donna Bronson, with permission from their parents.

Dear City Council,
Dear Woodville City Council,
Dear Woodville City Council,
Dear Woodville City Council,
I like the way you treat our town.
I want you to make this rule.
Theres should be NO smooking
in Woodville because People
can end up in the hospital.
Also, smoking sometime make
people end doing drug. Then,
can go to jail
You are a great City Council.
You should not allow people
to ride on bikes on the side of
the road. There are three reasons
why:
1. A car can hit them.
2. They can cause a
wreck.
3. They can slow down
traffic.
Thank you for allowing this law.
Ya’ll are a great city council,
A good law that I think you
should make is no littering
because someone could step on
a glass bottle and cut their foot.
There might still be old soda
cans laying everywhere making
our city look dirty. You might
even step on a can that still has
soda in it and the soda splashes
on your shoe. We need to keep
our city clean.
You keep our city safe.
Thank you for caring about me
Sencerely,
Kevon Paire
Love,
Joseph
Sincerely,
Ma-Kayla
You should make a law that
people eight and younger can’t
be allowed to shoot guns.
There are three reasons that
must be a law. People can be
hurt. The person can be killed.
There will be a Free Eye screening test offered by the District

OF RATE CHANGE REQUEST Entergy Texas, Inc.
(“ETI”) is a wholly owned subsidiary of Entergy Corporation
(“Entergy”). On December 4,
2011,Entergy and ITC Holdings
Corp. (“ITC”) entered into an
agreement to transfer ownership
and control of the transmission
business of ETI (and the other
Entergy utility operating companies) to a subsidiary of ITC
(the “Transaction”). ETI and
ITC filed a joint application with
the Public Utility Commission of
Texas (“commission”) for approval of the Transaction and related
relief on February 19, 2013. That
application has been assigned
Commission Docket No. 41223.
If the Transaction is approved
and after the Transaction closes,
ETI will obtain transmission
service from ITC and will pay
for such service under the terms
of the Midwest Independent
System Transmission Operator’s Open Access Transmission,
Energy and Operating Reserve
Markets Tariff. As a result, ETI
is seeking to realign its revenue
requirements to reflect such payments. To accomplish the rate
realignment, ETI filed an application with the commission on
February 22, 2013, for approval
of a transmission cost recovery
rider (“Rider TCR”). The application for approval of Rider
TCR was assigned Commission
Docket No. 41235. Additionally,
in Docket No. 41223, ETI and
ITC have requested that the
commission authorize ETI to
defer any cost differential that
occurs if the Transaction closes
prior to the date that the Rider
TCR is implemented. ETI will
also seek to recover these deferred
costs through the Rider TCR
approved in Docket No. 41235.
ETI’s proposed Rider TCR is
designed to result in an increase
in revenues of approximately
$18 million per year, an increase
of 1.3% in overall annualized
revenue. ETI has requested
that the commission make this
change effective 35 days after
its application was filed. All
customers in ETI’s Texas retail
rate classes are affected by this
request. The commission has
jurisdiction to grant the relief
sought in this proceeding pursuant to Public Utility Regulatory
Act Sections 14.001, 32.001, and
36.209. ETI also seeks approval
of the rider pursuant to P.U.C.
SUBST. R. 25.241 governing
the form and filing of tariffs.

rate change application may contact ETI at Entergy Texas, Inc.,

LEGAL NOTICE
NOTICE OF SALE STATE
OF TEXAS § BY VIRTUE
OF AN ORDER OF SALE
TYLER COUNTY § DATED
MARCH 01, 2013 § and issued
pursuant to judgment decree(s)
NOTICE TO IMPLEMENT REVISED
FIXED FUEL FACTOR
Entergy Texas, Inc. hereby publishes NOTICE that, pursuant to Section 36.203 of the Public Utility Regulatory Act (codified in TEX. UTIL. CODE) and P.U.C. SUBST. R. 25.237(A)
(3)(B), it filed with the Public Utility Commission of Texas (the
“Commission”) on February 19, 2013 a tariff to implement a
revised fixed fuel factor. All of Entergy Texas’ retail customers
whose fuel charges are calculated under the Texas fixed fuel
factor tariff – including but not limited to Residential, Small
General Service, Large General Service, Large Industrial Power Service, and Street and Outdoor Lighting Service – will be
affected by the Commission’s approval of the revised fixed fuel
factor. The revised fixed fuel factor, if approved, will affect
only the fuel portion of the rates charged by Entergy Texas and
will have no effect on non-fuel base rates.
Entergy Texas seeks Commission approval to revise the
fixed fuel factor effective with the first billing cycle of the
March 2013 billing month. Entergy Texas proposed that the
fixed fuel factor be changed pursuant to a semi-annual filing to
be made each February and August, with revised fuel factors to
be effective with the first billing cycle of the March and September billing months, pursuant to a methodology that changes
the fuel factor based upon changes in the published price of
natural gas. This methodology was authorized for use in Docket No. 32915.
The revised fixed fuel factor, differentiated by voltage level, is as follows:
FACTOR BY VOLTAGE LEVELS
Delivery Voltage
Fixed Fuel Factor
Secondary
$ 0.0352522 per kWh
Primary
$ 0.0343350 per kWh
69kV/138kV
$ 0.0331235 per kWh
230kV
$ 0.0325654 per kWh
The revised fuel factor would result in an increase in Entergy Texas’ annual Texas retail fuel and purchased power revenues by approximately $15.1 million, or 2.9%, on an annual
basis. Compared to the fixed fuel factor approved by the Commission effective September 2012, a residential customer using
1000 kilowatt-hours (kWh) of electricity per month would see
an approximate increase of 1.1% annually, or $ 0.96 on average
per month, on his/her electric bill. The fixed fuel factor rate
is designed to pass through to customers the actual fuel costs
incurred by Entergy Texas to serve customers. Entergy Texas
is not allowed to make a profit on fuel costs. Amounts collected
from affected customers pursuant to the revised fixed fuel factor will be subject to final review by the Commission in Entergy
Texas’ next applicable fuel reconciliation proceeding before the
Commission. Entergy Texas expects the revised fixed fuel factor to be in effect for the billing period of March 2013 through
August 2013.
Persons with questions or who want more information
on this petition may contact Entergy Texas at Attn: Customer
Service – Fuel Factor, 350 Pine Street, Beaumont, Texas 77701,
or call [1-800-368-3749 (select option 4, then press 4, then press
2, then press 2, then press 1)] during normal business hours. A
complete copy of this petition is available for inspection at the
address listed above.
The Commission has assigned Docket No. 41234 to
this proceeding. Persons who wish to formally participate in
this proceeding, or who wish to express their comments concerning this petition should contact the Public Utility Commission of Texas, Office of Customer Protection, P.O. Box 13326,

River of Life Woodville
makes a difference in lives
The River of Life Women’s Life
Skills Training Center opened in
Woodville in September 2012.
This faith-based program is
available to any woman of any age
who needs skills to improve her
vision of herself and of her future.
Sheena Gill was one of the
first graduates in November
2012. Recently she stopped by
River of Life at 305 W. Wheat,
next to the Post Office, to talk
about her experience. It all
started when her stepson brought
home a flyer about a program
for women that he thought she
might like. It looked interesting,
but Sheena misplaced the paper
with the dates. Soon after that
she spied the announcement in
The Tyler County Booster and
got the information she needed.
She applied, was accepted and
began the course which meets
weekdays from 9 a.m. to 2 p.m.
for eight weeks, and then once
weekly in a support group for
four additional weeks.
What caught her attention
was the possibility of acquiring
more skills, both for daily living
and for a job. The idea that she
could do something to improve
her self-image was also a draw.
She expected to be in classes
like those she was attending for
her GED, but what she found
was a small group of women
being guided through many different experiences each day. Each
hour there was something new.
Rather than being fragmented,
it all added up and made sense
to Sheena.
The experience taught her that
there was a great deal to get out
of such an opportunity if you
put in your part of the work and
persevere through the course of
study. She learned not only from
the wide range of teachers and
mentors, but also from the other
women in the course. The small
group gave everyone a chance to
share with each other and to grow.
One great difference in her
situation since completing River
of Life is that she has the job of
her dreams, which she was offered
the very night of her graduation.
More than that, she attests to the
difference in how she feels about
herself and how she has grown
in her faith walk. Would she
recommend it to others? You
bet – 100%!
The next session begins April
16 and runs through June 6. Applications are being accepted now.
The office is open from 9 a.m.-2
p.m. on Tuesday, Wednesday and
Friday until the session begins. For
more information call 283-2827,
and the office staff will be happy
to help you.
