Boozer Laminated Beam Company of Anniston, AL, has been approved
for membership by the APA Board of Trustees. Founded in the mid1930s by Elbert and Hinton Boozer, the company had its start in the production of bridge timbers for the U.S. government. The company has
remained in the Boozer and Owsley families, and is led today by Hinton
B. (Bud) Owsley, who joined the company in 1981. Boozer is a producer
of high-strength Southern Yellow Pine glulam. Boozer is working toward
a June 1 transition to APA.

Nearly a decade ago, after years of conflict, the
North American Softwood lumber industry came together in a collaborative effort to protect and grow the
market for our products.
Weʼve made tremendous progress since then and
are on the cusp of some major achievements.
Our goal now is to make sure we stay the course and
build on the momentum thatʼs been established.

Construction is rebounding, and with it the need to invest in education for safe and sustainable structures
is more important than ever. May is the International
Code Councilʼs (ICC) Building Safety Month and is a
fitting time to address some of the key building safety
and code topics and the educational resources available to address them – including everything from fire
safety, to high wind and seismic conditions, and energy efficiency.
As manufacturers of wood products, many in our industry have the opportunity to directly engage with those on the front
lines of construction who are often looking for information on proper and

Jackel Enterprises Inc. Is Expanding Its Footprint With Western Red Cedar

Watsonville, CA—Steve Jackel was handcrafting musical instruments in
his garage one day when a light bulb went on above his head. Heʼd been
selling lumber on the side for several years, and was becoming more
and more aware of his natural inclinations as a merchant, versus a
craftsman. “I basically filled both roles for about 16 years,” recalled
Jackel,

segued into

sales in
1991.”

on land acquired from Thomas and Scott Gardner of Lincoln for $40,000,
according to property transfer documents.
Town Economic Development Assistant Ruth Birtz said the purchase
was good for the local economy. The company plans to employ 12 to 15

Frattalone’s Ace Hardware Purchases New Site
Arden Hills, MN—Frattalloneʼs Ace Hardware recently purchased a new

and a housing depression. It looks very likely that home construction will
pick up again.”
• Home repairs and remodeling are on the upswing. Binam quoted
BuildFax, which stated, “Residential remodels authorized by building permits were up 19 percent in December 2014, and up 15 percent compared to December 2013.” Binam further stated to expect increased
activity in repairs and remodeling as the economy improves and home
prices rise. He predicts this segment will remain the largest lumber market until at least 2017.
• By 2017, Binam projects that new home construction will regain the
Number One position in regard to U.S. lumber demand over remodeling.
He projects that over 52 billion board feet will be needed in 2017 to supply demand from home builders.
• Lumber prices will rise over the next two years. Reasons why this will
occur include a log shortage in British Columbia with more lumber exports to China; the rebound of the U.S. housing markets; and an anticipated spike in Western log prices.
• Top exporters of Softwood logs and lumber to China include New
Zealand and Russia. The U.S. is fourth in this category. Binam said that
U.S. log exports are down almost 90 percent, as of this meeting of the
WWPA.
Binamʼs presentation was followed by a Market Services/Export presentation. Laurie Creech, of Simpson Lumber, and Frank Stewart, of WWPA,
guided the presentation and introduced the first speaker, Cees de Jager,
chief marketing officer with the Softwood Lumber Board. His presentation
covered various aspects pertaining to exports, and the challenges ahead
for the wood industry. He noted that wood substitutes comprise one of
those challenges, especially in regard to deck frame construction. He
also addressed building code changes and how they impact lumber consumption, and posed the question: “how do we get everyone into green
lumber,” which could help wood users and wood providers.
De Jager added, “We need partners within the wood business – fasteners, chemical companies, etc. People like wood, but design standards
and information on how to build a safe deck, for example, are all key elements and that is why contractor engagement is important.”
WWPAʼs engineer, Kevin Cheung, addressed attendees about the new
“Korean Grade,” now implemented in Korea and its challenges. He
added that WWPA is attempting to raise a white paper to heighten the organizationʼs concerns to regain recognition of U.S. Grade and Design
Value.
He further addressed the issue of complying with OSHA and wood dust
compliance, which is a separate issue from boiler ash.
Also addressing the attendees was Di Nguyen, executive director of the
Softwood Export Council (SEC). Nguyen spoke about SEC membership
benefits and shared details about the various overseas trade shows attended by the organization. “Weʼre looking more into South America and
the Middle East markets for
2016,” Nguyen said, “and we are
working on the code issues with
South Korea now.” He added that
China is a huge market with important trade shows approaching,
and SEC plans to host a remodeling seminar at a trade show in
Japan.
After the export meetings concluded, WWPA attendees had the
option to attend a Quality Standards/Technical Meeting. Among
topics discussed were security of
grade stamps, product standards,
changes in grading rules, tests
administered to candidates interested in becoming lumber
graders, and “High Q” certification
for graders, to promote consistent
quality control.

Inland West Softwood suppliers noted fair market activity. “The first quarter got off with a slow start,” a contact in Idaho explained. “It looks like a lot of the end
users anticipated a busy start to the year and a lot of
people ran into some logistical issues last year during
the winter. So a lot of the end users bought additional
wood. We didnʼt have any logistical issues but we had bad weather,
which held up job site activity. With additional buying and bad weather
we just have a lot of wood on the market. Weʼre finally starting to work
through it, but as a result, the first quarter was a lot slower than a lot of
us anticipated.”
Handling Spruce, Hemlock Fir, Douglas Fir and Southern Yellow Pine,
he commented, “Spruce is probably the weakest species currently. A lot
of Spruce was going to China and it still is but less than before. Decreased demand from China is part of the problem that we are facing. All
species are struggling but I would say Spruce is probably the weakest.”
As for prices he said, “Prices are down significantly. I think it will reContinued on page 45

grinding halt in February. By March and April the snow
started to melt and things started to thaw out. Business
is coming back but itʼs just very slow. The anticipation
from everybody is that once the builders can get back to work itʼs going
to be extremely busy. Everybody is really optimistic.”
Handling solely Eastern White Pine, he said, “Weʼre in really good shape
as far as what weʼre producing and what weʼre selling.”
He continued, “Typically we run into trucking issues in the winter months
because trucks from the South donʼt want to come up to the Northeast
because of the weather. Again, when things started warming up that area
improved. So we are looking at clear sailing from this point forward.”
When asked about availability he commented, “Log supplies are in good
shape. We had a really great winter for logging. Probably one of the best
winters we have had for logging. Our log inventories are right where we
want them to be.”
He indicated his customers are expecting a strong year. “The next six
months are going to be better than
last year. Our customers in the
Northeast are going to have a
great year and the Midwest is
looking good and probably the
hottest market for us right now is
the Southeast.”
In Massachusetts a source commented, “We are very specific to
Eastern White Pine. There is a lot
of anticipation and right now people are just being patient. Our winter seemed as if it was never
going to come to an end this year.
Weʼre anticipating a good year because of a few dynamics specific
to our local area. One of our competitors had a mill that burned
down a few weeks ago and that
will take a long time to rebuild.
There is another competitor who
just took a shutdown to upgrade a
machine center so their production is off right now. Two of our
customers just picked up some
new home center distribution business and those centers were previously using western wood and
that is all switching over to Eastern White Pine. So I feel that
going forward there will be a
strong demand for Eastern White
Pine because of some of the
changing market conditions.”
A contact in New York mentioned
log prices are slightly up. “Log
prices are up and I think that the
upper grades are strengthening. I
think we have the advantage over
some of our competitors because
we can react faster. I do feel that
the strong U.S. dollar is hurting
the market. It has hurt us on export markets and also into
Canada.”
In Connecticut a supplier said,
“Transportation is difficult for
everyone in the country. It seems
like there are trucks available but
people donʼt want to pay the new
