and one commercial parasailing vessel.

such that the driver of another vessel in sight of the PWC
would be unable to determine the intended course and
speed of the PWC so as to take action to avoid a collision.

A person shall not cause a motorised vessel to travel at a
speed exceeding 8 knots:
1. in any waters having a depth of less than
3 metres (except in a ski area);
2. within 15 metres of a vessel under way;
3. or within 45 metres of:
the Narrows Bridge;
a moored vessel;
a person in the water;
a jetty or wharf;
a riverbank or low water mark.
