2016 NACCTFO LEGISLATIVE CONFERENCE
Mark your calendars now to be in Washington, D.C. on February 19th!
NACCTFO workshops will be held at the Marriott Wardman Park Hotel located across the street from the Omni
Shoreham Hotel where a block of sleeping rooms is being held from February 18 - 21. The room rate is $251.

The ar cle below is from a blog post shared by our Legisla ve Director with our Legisla ve Commi ee Chair just before the 2015 holidays. PITFA Included in Customs Conference Report The Permanent Internet Tax Freedom Act (PITFA) was included in the Customs Conference Report. The report was issued by the conferees selected to nego ate differences between the Senate and House passed versions of a trade customs and en‐
forcement bill. This is legisla on that NACo was not engaged in as it does not have policy on it. Unfortunately, the PITFA language was “air‐dropped” in the conference report, i.e. PITFA was NOT part of the underlying legisla on passed by neither the Senate nor House as this legisla on relates to foreign trade and na onal security. As a result, Senators who have worked to support NACo on issues like Marketplace Fairness and temporary extensions of the Internet Tax Freedom Act are seeking to raise a point of order when the report comes up for considera on. ITFA is a law that was enacted in 1998 that preempts the ability of state and local governments to decide whether or not to tax internet access services. Seven states (Hawaii, New Mexico, North Dakota, Ohio, South Dakota, Texas, and Wisconsin) were grandfathered and currently s ll collect over $500M a year in taxes. When first enacted, ITFA was only intended to be temporary in nature to allow the internet to “grow.” The internet of 2015 is by far substan ally more developed than the internet of 1998. NACo has called for extensions of ITFA to only be temporary in length, which in theory should case Con‐
gress to periodically revisit whether or not the preemp on of state and local authority is s ll needed. If the PITFA provision remains in the conference report, the grandfathered states would lose this current revenue stream and the remaining states and local governments stand to permanently lose the ability to tax internet access services. NACo asks that you contact your Senators. Urge them to raise a point of order on Sec. 922 of the Customs Conference Report. Urge them to also OPPOSE any effort to waive any point of order raised on the PITFA provision. Page 3

2016 ANNUAL CONFERENCE
Long Beach, CA July 19-21, 2016
Plans are being finalized for the Annual Conference in Long Beach, California. The conference will be held at the
Renaissance Long Beach by Marriott. Their guest rooms are “oozing with classic California chic.” It is centrally located and near the world-renowned Aquarium of the Pacific. Room rates are $169 per night for July 18th thru
20th and $229, the NACo rate, for July 21st.
Ride the water ferry to the Queen Mary for Wednesday night’s event where you will dine in style in the Queen
Salon. If you arrive early for the event, you can tour the historic vessel, known for its rich history, elegance and
grandeur for free.

OUTSTANDING TREASURER
AWARD WINNER
The "Victor E. Martinelli Outstanding County Treasurer Award" is presented annually by the National Association of
County Collectors, Treasurers and Finance Officers (NACCTFO), an affiliate of the National Association of
Counties (NACo), to a person who has been an active member of NACCTFO for at least two years and who
serves as a leader in their home state and as a professional of the highest caliber in the operation of their own
county office.
During the time period from 1965 to 1968 this award was known as the "Distinguished Service Award," and was
bestowed upon a worthy County Collector, Treasurer or Finance Officer who exemplified characteristics of
leadership and professionalism. After the 1968 recipient Stella H. Spencer, the award was renamed in her honor.
Until 1971, the award was known as the "Stella H. Spencer Distinguished Service Award." After the 1971 honoree
Victor E. Martinelli, the award was again renamed in his honor. Since 1972, the award has been presented annually
as the "Victor E. Martinelli Outstanding Treasurer Award".
A "Distinguished Panel of Judges" who are not affiliated with NACCTFO nor known to the organization, selects the
winner. The award is presented at the NACCTFO Installation Banquet at the annual NACo Conference each July.
The nomination application is limited to no more than 1,000 words and no more than five individual attachment
items, including letters of recommendation and/or other recognition forms. Non-compliant entries will be returned
un-judged. NOTE: Applications are due 90 days BEFORE the July NACCTFO conference.

September Planning Mee ng (con nued): The Educa on Commi ee is working on levels of cer fica on beyond what we have in place as of now. This will give credit to those who have completed the highest level of cer fica on. We have talked about this for many years and I feel the Educa on Commi ee will be able to have this in place soon. NACCTFO educa on is contracted with University of Missouri, St. Louis (UMSL). The NACCTFO board is proposing a by‐law change on how the Nomina ng Commi ee will be selected. The proposal will be as follows and voted on in July, 2016. We propose to rewrite the last sentence of Sec on 4 of Ar cle X of the By‐
Laws: Other members from membership at large who are not currently holding office and there shall be no more than one member per state on the commi ee. This proposed change has been sent to the By‐Laws Commi ee for review. (Editor’s Note: A detailed breakdown of the proposed change will appear in the June 2016 edi on of Treasury Marks.) State Conferences (con nued) : Upon becoming President, I was invited to the great State of Idaho. I traveled to Wallace, Idaho. I was honored by having Ann Frei and Tom Malzahn visi ng while I was there. In August I was invited to a end the Florida County Collectors Seminar in beau ful Orlando, Florida. At both conferences I had the opportunity to speak to the associa ons about NACCTFO and how it takes the small and large coun es to make a great associa on. I can not tell you the great pride I have in being a member of this organiza on along with honor of being your president. Please let me know if you would like me to join you and speak about our associa on at your conference and I will make every a empt to a end, it would be my honor.
