Message from the City Manager
There are always so many interesting and exciting things going
on in San Rafael. At City Hall, we are working on projects
related to such diverse subjects as public safety facilities,
transportation, climate change, community events, disaster
preparedness, street and park improvements, and more. Two
major efforts going on right now relate to the Sonoma-Marin
Area Rail Transit District (SMART) and our City’s public safety
facilities. Both will see major advancements in 2016.
SMART is planning for two stations in San Rafael, one near
the Civic Center and one in Downtown, adjacent to the Bettini
Transit Center for convenience of linking to other public transit
(If you are interested in station locations in San Rafael or other
cities opening rail service this year, check out the SMART Station
Map Book on SMART’s website). At the City, we are working
hard to maximize the benefit of the train and minimize the
impacts in our community. As safety is always a top priority, I’d
like to share some train safety tips:
• It is important to remember that while commercial operations
have not yet begun, it is already an ACTIVE RAILROAD.
Construction equipment is still in use, freight trains run north
of Hwy 37 and maintenance vehicles can run at any time. ANY
TIME IS TRAIN TIME. Never stand on or near the tracks. In
addition to being extremely dangerous, it is illegal to trespass,
subject to citation and fines.
• An oncoming train is moving faster and is closer to you than it
appears. Similar to an airplane traveling at 150 mph that appears
to float onto the runway; it’s hard to determine a train’s speed
and distance from you.
• Trains cannot stop quickly -- a train traveling at 55 mph takes
about a mile to stop. By the time a train operator sees you, it is
most likely too late to stop the train in time.
4
Register Now!
• When crossing the tracks in your car, make sure there is
enough space ahead of you to safely cross. Never stop on
the tracks.
• If you have children, especially teenage drivers, please talk
to them about train safety. There are a variety of resources to
download at www.BeTrackSMART.org. Here you can download
the SMART has Safety Activity Books (available in English
and Spanish) available on their website and while you’re there
take the quick 7 question Rail Safety Quiz and earn your
Track SMART Certificate. You can also download rail safety
resources for those on bike, media professionals and for parents,
and request a free rail safety presentation for your school or
community group. You can access these resources by visiting
www.BeTrackSMART.org. For SMART project information, visit
www.SonomaMarinTrain.org
Speaking of safety, work is well underway to improve our aging
public safety facilities. We are currently working on Phase 1 of
our Essential Facilities Strategic Plan, which includes a new
Public Safety Center (combined police and fire station) across
the street from City Hall and replacement of Fire Station 52 (210
3rd Street) and Fire Station 57 (3530 Civic Center Drive). Modern
and seismically-safe facilities will
go a long way to ensuring the
safety of our community and first
responders in the event of an
emergency. For more information
and progress updates on
these projects, visit www.
cityofsanrafael.org/facilities.

Jim Schutz

Mindfulness Meditation
During this course we teach a mind-training program, which
enables students to obtain the ability to do this simple
mindfulness meditation practice on their own anytime,
anywhere after they have completed the program. Each
session starts with a talk about mindfulness meditation
practice, share the experience/ feedback from last week
practice, then we sit for a guided meditation session for
20 minutes (observing our breath and bring the awareness
to present moment), right after it we are going to share the
experience and have Q&A time till the end of the session. At
the end students will be instructed to meditate for a short
period of time (10 min daily) or do a few mini meditations
whenever they can during the week. “ Studies have shown
that people who meditate have a happier, healthier, and
more harmonious life” Instructor: Gita Nilforoush is an
experienced mindfulness teacher that has been studying
Buddhism philosophy and meditation practices for over 25
years. She has studied with well-known meditation masters
both nationally & internationally; attended many courses
and retreats, and has graduated to teach mindfulness
meditation after years of intensive studies. Gita completed
six month long meditation teacher training course with
Willpower Institute in Canada & Thailand and obtained the
Meditation Instructor Certificate; Training at Mindful School
in Emeryville for Mindful Educator Essentials. Gita enjoys
sharing her passion while helping her students to learn
this simple mind training practice which brings clarity and
awareness to their mind. www.mediationforallages.com

Private Swim Lessons/
Children & Adults
Private swim lessons are available. We off er one on
one student to teacher ratio or you may sign up for a
semi private lesson. A semi private lesson is designed for two
students (similar swim level) assigned to one instructor. Lessons
are 30 minutes in length. Private lessons allow you the fl exibility
to schedule lessons around your availability. An instructor is
assigned based on your needs and will coordinate lessons based
on your availability. You may sign up for one lesson or a block of
fi ve lessons at a discounted rate. Please note, you must pay for
your lesson in advance. Refunds are not available for no-shows.
An instructor will only wait 10 minutes. If you show
up late for your lesson, you will still be charged for the full lesson.
Also, instructors may have lessons arranged back to back so
they may not be able to give you the full time if you show up late.
Please download a private request form at www.cityofsanrafael.

Happy Fish Swim School Swim Lessons
We offer a wide variety of group and private swim lessons! The Happy Fish Swim School emphasizes fun and safety
in the aquatic environment through guided instruction by a professional swim instructor. Why not make this the year
you dive right into aquatics?
Group lessons are available for children as young as 6 months! Private and group weekend lessons begin as early as
mid April and continue through the summer! Our intensive summer swim program starts June 13, 2016. It’s never too
late to start thinking about skills that are not only fun but could also save you or your child’s life.
Once your child has successfully demonstrated all required skills, he or she is eligible to move to the next level.
Terra Linda/Hamilton Pool
Group Swim Lesson Policies:
• If you sign your child up for a level that they have
successfully mastered, we will transfer your child to another
level at no charge to you. During the lesson, instructors
may move your child up or down a level to accommodate
your swimmer’s abilities.
• If a level does not meet the minimum registration, we
may combine levels of students with similar skill ability.
• Refunds, credits or transfers may be requested a
minimum of two working days prior to the start of a
session. No refunds, credits or transfers will be provided
less than two working days in advance. Transfer requests
from different session dates will be assessed a $5 transfer
fee. Requests must be done in writing or in person.
• If you are coming to the TL or Hamilton Pool for a group
or private swim lesson, you may arrive at the pool fifteen
minutes prior to the lesson and stay fifteen minutes after
the lesson is over. If you or any one else in your party would
like to stay and swim, you must pay the daily admission fee
or have a season pass.
• Children who are 3 & Under or are not potty-trained
must wear an approved Swim Diaper. Please see the Swim
Diaper Policy section.
* Unfortunately, we can not take requests for specific
instructors for group lessons. If you would like a specific
instructor, please inquire about private lessons.

valid ID, you will be required to pay the Non-Resident fee.
Valid identification can include a photo id along with a utility
bill or current Drivers license or DMV car registration.
Work in Novato-Play in Novato: If you work in Novato,
you can receive the Novato resident rate for a season pass
or daily admission. Proper identification verifying proof of
employment is required. Identification can include a pay
stub along with a photo id. Not valid on swim lessons or
other programs.
Hamilton Schedule Details: SCHOOL POOL PARTIES: The
week of May 31 - June 3 and Jun 6 -10, school pool parties
can be reserved from 9:30-1:00pm. Please call ahead to
confirm pool hours for these weeks. No public swim or lap
swim during reserved school pool parties.
Swim Diapers: Children who are not potty trained are
required to wear an approved swim diaper. A disposal swim
diaper may not be worn alone. Swim suits that provide a
snug fit around a child’s legs can be worn over a disposable
swim diaper.. A re-usable swim diaper can be worn alone or
over a disposable swim diaper.
Shared Space: Classes/Programs may be going on during
Lap/Public Swim Times. Lanes will be shared by different
users. Please pay attention to signage or ask staff.
Activity Pool: The slide is closed during Child Rest Period
times. Activity Pool often opens before public swim. Please
note, the big pool is not open for free swim use unless
directed by staff or it is public swim.
Child Rest Period: A child rest period is called on the hour,
every hour starting the second hour of public swim. Children
under the age of 16 are required to be out of the main pool
during this time. Depending on weather and attendance, a
child rest period will be called based on the discretion of
staff. The rest period is to encourage children to take a rest
break and go potty. Please help us ensure patron safety by
reminding children to use the bathrooms and to take a break
from swimming. Parents with children 3 & under may use
the pool during this time to work on water adjustment and
swimming skills. A parent must be in the water with the child
or the child will be asked to leave the water.
POOL CLOSURE: To ensure public safety, we may reduce
attendance due to a shortage of staff or reaching maximum
capacity on hot days. We staff the facility based on a guard
to swimmer ratio. If it is a hot day or high attendance might
be expected, please call ahead.
