September 18, 2013 Obituary Pamela Ann Carter, of Concho, AZ, loving wife, mother, daughter, sister, grandmother, and friend, returned home to our Heavenly Father, September 14, 2013, after a lengthy trial with Cancer. She was 64. Pamela, affectionately known as “Pam,” was born to William Johnson and Johnita Johnson, Oct. 27, 1948, in Oskaloosa, IA. She graduated from Pima High School in 1966 and married Jack Carter in 19...65. Enjoying the country life, they relocated to numerous friendly small towns in Arizona, Montana, and Nevada during their 48 years of marriage. These towns include Pima, Glenbar, Snowflake, Wenden, Salome, Oracle, and more recently Red Lodge, MT, and Elko, NV. A cowgirl at heart, Pam loved all aspects of her country lifestyle. She was equally at home working cotton fields in Wenden, running her own landscaping company in Oracle, bottle feeding baby lambs in Elko, riding her horse Duke, and one of her proudest accomplishments, being the first female President of the Red Lodge San Manuel Miner, San Manuel, Arizona Pamela Ann Carter Rodeo Association. Most importantly, Pam brought her beautiful smile, nurturing compassion, and Johnson intellect to each of her endeavors. Through each phase of life, one constant for Pam was her eternal love for her family. A mother and friend in the truest sense, Pam’s family extended beyond the typical and included walking partners, coworkers, neighbors, ward and branch members, and strangers in need. Pam was an active member of the Church of Jesus Christ of Latterday Saints. She loved to attend services and took great pleasure in sharing her lovely voice while singing her favorite hymns. To know Pam is to also know her talent and love for decorating. Each of her houses considered itself lucky to have Pam move in and adorn its walls and floors with an awe inspiring assortment of hand crafted art, western relics, and spiritual messages. Much like her decorating skills, Pam had a green thumb that could grow and maintain delicate plants in the harshest environments. Pam was preceded in Saving enough for retirement? An unknown Harrison Ford appears because he was doing some carpentry work for Lucas and the director asked him to play a teenage drag racer. Of course, the rest is history, as many of the actors became famous stars, and several have received Oracle Electric Residential, Commercial • Panel Upgrades • Remodels • Troubleshooting • New Construction Oscar nominations and Emmy awards. And George Lucas created “Star Wars.” But many people believe that the true star of the movie was Mel’s drive-in, the local fast food joint that the kids all cruised in whatever vehicle they could get the keys to. I’ve often told out-of-town friends about Kearny’s own version of Mel’s drive-in, which, of course, is Buzzy’s. On Friday nights after a home football game of our Ray Bearcats, we can see a long snake-like procession of headlights coming up Tilbury Hill, as the Kearny kids cruise from Constitution Hall by the railroad tracks, up to Buzzy’s, onto Alden The Pinal County Sheriff’s Report is taken from the daily logs, based on the information provided by deputies. Arizona state law allows voters to approve local increases to their district’s operating budget each year in the form of overrides. These increases may not exceed 15 percent of the limits established by the state legislature. Funds generated in this manner are used for classroom supplies, academic programs, utilities, salaries, and benefits. This will not be a new tax, the question asks for a renewal of the 15 percent increase in the district’s funding local voters first approved in 2004 to offset losses in state funding. Beginning next year this aid will begin to expire causing the district to lose around $270,000 from its budget and then override assistance dwindles to nothing in 2016/2017. Voters have the opportunity to continue this funding so that the district can maintain the current quality of instruction, implement higher state mandated standards, and continue on our planned path of school improvement. This override funding is critical to the district. The total Oracle School District budget for 2013/2014 is approximately $5.6 million, including the existing override the voters are being asked to renew. This budget includes capital outlay monies used for purchasing textbooks, instructional aids, computers, other equipment, furniture, and buses. Voters may be surprised to know that $1.6 million or 28.6 percent of our total budget is paid directly to the local high schools our grade 9-12 students attend and is not available for our K-8 students in the Oracle School District. Because of its own fiscal challenges, since 2008 the state has taken $535,000 from the district by withholding increases in base-level funding, reducing the cash balance, withdrawing funding for full-day kindergarten, and reducing our operating budget. The district has already been notified that this school year the state will take back approximately $118,000 of our allocated capital outlay funds to help offset state Lions’ Quail Hunter’s Breakfast canceled Due to the economy, the Lions Club’s 51st annual Quail Hunter’s Breakfast has been canceled. Donald E. Wright cited several causes for the cancellation, including the current Lions Club members ages and disabilities. “We don’t have the funds to get it funded,” said Lion Wright. “We want to thank all of the community that has support us in the past and hope the future will be kind to us,” he continued. The Quail Hunter’s Breakfast has been a long-standing tradition, Cradle Roll … Roman Emilio Tony Guisa Roman Emilio Tony Guisa was born Tuesday, Aug. 20, at 1:49 a.m. The little guy weighed 7 pounds, 1 ounce and measured 19 1/2 inches long. His parents are Tony Guisa and Danielle Montijo of Oracle. Grandparents are Michael and Shelly Barriga of Oracle, and Willie and Mary Montijo of Mammoth. Young Roman has two brothers and two sisters to look up to: Desirae 11, Jon 9, Junior 8, and Marisela 5. the proceeds from which has helped fund activities throughout the community. The Lions Club has relied on the help of new members and volunteers to help orchestrate and carry out the enormous work involved in holding the breakfast, but with the economy being what it is, newer, younger members are not signing up and volunteers are unable to give the time they had in earlier years. budget deficiencies. In Pinal County almost 80 percent of the school districts operate with override assistance from their stakeholders. How much will continuing the override cost the residents in the Oracle School District? Currently, the tax due to the override on each $100,000 full cash value of a residence is approximately $27 per year, or $2.25 per month. Due to variances in property values and student enrollment the amount you will pay may change slightly. There are numerous benefits provided by the override monies which include: 1) Assistance in providing teacher professional development, 2) Purchase of vital student learning materials, 3) Bringing stability to the teaching and classroom aide staff, 4) Maintaining student-teacher ratios, and 5) Maintaining and promoting physical education. Additionally, healthy schools not only help produce productive citizens, but also help create healthy communities. Healthy communities are of course, good for everyone. They learned about plant needs and that earthworms help put nutrients in the soil. The kindergarteners said that earthworms are long, skinny, and sticky. The ring on the earthworm is closest to its head. They learned that you have to keep the worms wet or they will die because a worm breathes through its skin. The Preschoolers said that earthworms eat the compost and that the worms poop creates the nutrients. The compost can be paper, egg shells, veggies, fruits, leaves, or twigs. The students had a great time working on this science project. Kids water districts working on gray water issue Stem Nation By Araceli Curry Mammoth STEM School Ms. Vargas’ 6th graders have put together an environmental company called Stem Nation. Each child has a position in the company Araceli Curry is C.E.O, Selena Cruz is C.F.O, Seth Perkins is project manager, Andrea Ortiz is research and development, Savanna Roan and Jason DelRio are in marketing, Pacey Smith-Garcia is community outreach, Raymond Ahumada, Omar Rodriguez and Eliazar Lovio-Gallego are engineers. Together Stem Nation is trying to save the gray water Mammoth Elementary School is wasting. In just two days they saved 36 liters of gray water in Ms. Vargas’ class by just getting a 10 by 8 bucket and putting it in their sink. The plan is to connect a pipe from each classroom and connect the pipes to water hoses and also add an on/off valve so we can store the gray water. Our company will come up with some fund raisers so we can get the money they need for the materials and for the project to proceed with possible fund raisers the C.F.O of the company will take care of. Together the company will try to put together a prezi, brochure and much more. The engineers will put together a blue print of the plan and make adjustments to it as well. This is how Stem Nation will try to save Mammoth Elementary Stem School’s gray water and make the school more beautiful. Mammoth-San Manuel Kids District By Victoria Zazueta Mammoth STEM School In 5th and 6th grade we are doing a science project. We have two companies Mammoth/ San Manuel Kids District (5th) and the Stem Nation (6th). Mammoth/San Manuel has a Project Manager (Victoria Zazueta), C.E.O (A.J. Castillo), C.F.O (Myleaha Gallego), Marketing (Mari Rodriguez and Ana Ahumada), Engineers (T.J. Madrid, Thalia Tamayo and Perla Garcia), Community Outreach (Ana Ahumada) and Research and Development (Star Chavez and Jacob Garcia). These tell you what the people are and who they are. Our two companies are trying to figure what to do with the gray water and what we can use it for. The two companies first made name tags. Then we went with Mr. Madrid to Ms. Uttecht’s drain pipe to sketch a design. When we went in our classroom we drew a plan of our idea. Then we started on our project and prezi. That’s as far as we got. We are currently researching on low water use plants to use our gray water on. We hope to not only save water, but also help make our school more beautiful. The Miners could not get onto the scoreboard but did not give up and played to the final whistle. In the first quarter, the Yellow Jackets were forced to punt on their opening drive. The Miners also were forced to punt but lost major yardage on a high snap on the punt that gave Tombstone the ball at the San Manuel 29 yard line. Tombstone would take the ball down to the 11 yard line but after a couple of holding penalties and the stout Miner defense, the Yellow Jackets gave the ball up to San Manuel on downs. The Miners took over at their own 17 yard and turned the ball over three plays as a Tombstone defender intercepted the pass at the Miners 37 yard line. Tombstone capitalized on the San Manuel miscue and scored eight plays later when running back Dontae Otey took the ball up the middle of the line for a five yard touchdown run, the extra point kick by Erik Villegas was good for a 7 – 0 lead with 7:10 left in the first quarter. Tombstone drove 37 yards in eight plays taking 4:19 on the drive. The Miners were forced to punt after five plays on their next drive, giving the ball to Tombstone at their own 25 yard line where nine plays later running back Will Boberg would take the ball in from seven yards out for the touchdown, the extra point kick by Villegas was good for a 14 – 0 Tombstone lead with 8:48 showing in the second quarter. The Yellow Jackets drove 75 yards in nine yards taking 4:55 on the drive. San Manuel was forced once again to punt the ball away after going four plays; this would give the ball to the Yellow Jackets at their own 28 yard line. Tombstone would score seven plays as Boberg scampered in from 46 yards out for the touchdown, the extra point kick by Villegas was good for a 21 – 0 Tombstone lead with 4:26 left on the clock in the second quarter. The Yellow Jackets drove 72 yards in seven plays taking 2:22 on the drive. All swim teams from high schools 2A and smaller were invited to the meet. Miner girls finished fourth overall with 286 points, and Miner boys finished second overall with 283 points. Medals were awarded for top three finishers in each event and nine Miner swimmers returned home with at least one medal. Seniors John Bribiescas and Amara Apuron both came home with three medals each, including a first place. Bribiescas won the 500 Freestyle with time of 6:17.70 and Apuron won the 200 Individual Medley (IM) with time of 2:39.88, which is a new school record. Apuron finished second in the 500 Freestyle and teamed up with Seniors Nicole Primero, Cierra Austin and Megan Garcia to finish second in 400 Freestyle Relay. Bribiescas finished third in the 200 Freestyle and joined teammates Colten Smith (Senior), Taylor Woods (Sophomore), and Colbey Stratton (Freshman) to finish second in the 400 Freestyle relay with a new school record time of 4:03.47. In addition to the medals from the relay teams, Nicole Primero finished third in the 100 Backstroke with a time of 1:20.19, Cierra Austin finished second in the 100 yard Freestyle with a time of 1:05.83, and Taylor Woods finished second in the 200 IM with a time of 2:48.79. Sophomore Armando Noriga finished second in the breaststroke with a time of 1:21.03. Head Coach Alex Gort was impressed with boys 400 Freestyle Relay. “The boys relay beat the old school record by eight-seconds with everyone swimming great splits,” he said. Last season the Miners went 4 – 2 on the regular season and lost in playoffs to make it 4 – 3 overall. The Miners will return four starters in Alejandro Camacho (QB), Max Fisher (L) Jose Damian (RB) and Fabian Russo (FB). The Top Newcomers are Michael Mendibles (L), Diego Sierra (L) Ezra Miller (RB) Andy Salas (DB) Dillon Longoria (RB) and Westlee Tuck (L) Coach Jungbluth said: This team has a number of returners from last year. The team took a big hit when Ruben Hernandez broke his leg this summer. He was expected to do some good things for us on the offensive/Defensive line. The offensive of line will be anchored by Max Fisher. He had a great month of August demonstrating great leadership skills. Michael Mendibles will be our starting center. He also has done a great job leading by example. The backfield is one of the best backfields I have coached . Fabian Russo is a punishing fullback who is not afraid to run over people. Jose Damiai , Ezra Miller and Dillon Longoria are running backs will good speed and a reckless style of running. Hondo Camacho is a returning Quarterback who took over the starting role last year when Frankie Renteria was lost for the season with a broken finger. I love the speed he possesses and his arm strength will allow us to throw the ball more often. The coaches feel we can have a good season if we stay healthy and not loose anyone to poor grades. The Miners opened the football season with a 50 14 win over San Carlos on Aug. 27 in San Carlos. San Manuel was led offensively by the offensive line and running backs Jose Damian, Fabian Russo and Ezra Miller. Jose Damian had 175 yards rushing with four touchdowns, he also had a 75 yard kickoff return for a touchdown. Fabian Russo was a bruiser up the middle running for 160 yards with one touchdown. Ezra miller had a couple two point conversions and Hondo Camacho hooked up with Rey Martinez for a two point conversion. Jungbluth said, “I thought the offensive line (Michael Menibles, Max Fisher, Cisco Cury, Michael Ochoa, Diego Sierra and Rey Martinez) did a fabulous job firing of the ball to open big holes for the running backs. “Defensively the team struggled in the first quarter giving up two touchdowns, but after the coaches made some adjustments the Miners were able to shut San Carlos down. “The first win of the season is always nice, however; we need to continue to work hard each week if we are going to compete for a championship.” In the game against Globe in San Manuel, the Miners beat the Tigers 22 – 0. Alejandro Camacho connected on a 60 yard touchdown pass in the second quarter to Reynaldo Martinez to break a 0-0 tie against the Globe Tigers. The two point coversion by Ezra Miller was good for a 8 – 0 Miners lead at the half Jungbluth said, “We struggled to find our rhythm in the first half, we had a difficult time running the ball against their huge front line. Coach Sichting made a great observation telling me that a play action pass would be wide open. He was right.” In the second half the Miners were able to run the ball better. Jose Damian scored on runs of 40 and 10 yards to increase the score 22-0. Jungbluth said, “Coach David Yonkin gave credit to the Miner offensive line for opening holes. Max Fisher, Michael Mendibles, Cisco Curry, Michael Ochoa, Diego Sierre and Reynaldo Martinez did a great job blocking in the second half.” Jungbluth went on to say, “Defensively the Miners played their best game of the year. Dylan Longoria had over ten tackles from his middle linebacker position. The defensive of line also played very well. I felt the defensive ends did a great job stopping the Quarterback when Globe ran the option. The only score Globe was able to have was a reverse touchdown pass.” The Miners took on Ray in Ray on Tuesday and will return home on Sept. 24 to host Eloy with game time slated for 6 p.m. Miner swimmers open season in Scottsdale After several weeks of practices, including morning practices before school, the Miner Swim Team traveled to McDowell Mountain Ranch Aquatic Center in Scottsdale to compete against Scottsdale Preparatory Academy and Scottsdale Christian Academy on Tuesday, Sept. 10. Miners came away from the meet with mixed results. The boys won the meet and girls finished third. Final scores for the girls were Scottsdale Prep 136, Scottsdale Christian 80 and San Manuel 79. Final scores for the boys were San Manuel 120, Scottsdale Christian 101, and Scottsdale Prep 61. For many swimmers on the team, this was their first high school swim meet. Two freshman boys, Colbey Stratton and Michael Garcia, made an immediate impact by being a part of some winning relays and finishing second in their individual events. A trio of new sophomore swimmers; Mariela Canisales, Angela Navarro, and Carlos Ortega; showed a willingness to accept tough challenges and performed very well at their first meet. Juniors James Duarte and Jared Gonzales both swam in their first meet with a determination that all upperclassmen will appreciate. The Girls Medley Relay team of Amara Apuron, Cierra Austin, Nicole Primero, and Jazelle Sanchez finished second to a tough Scottsdale Prep relay. The meet for the girls would continue like that all day, Scottsdale Prep would win nearly all the events during the day and San Manuel girls swimmers would finish second or third. Since San Manuel only had eight girls at the meet, it was ultimately the team depth of Scottsdale Christian that allowed them to pull ahead of San Manuel in the team scores on the final relay. The boys team yielded much different results. The 200 Medley Relay was extremely close as the team of Taylor Woods, Armando Noriga, Colbely Stratton and John Bribiescas finished fractions of a second ahead of Scottsdale Prep. As the meet progressed, Senior John Bribiescas won the 200 freestyle by less than a tenth of a second and later went on the win the 500 freestyle. Sophomore Taylor Woods and freshman Michael Garcia finished first and second in the 200 Individual Medley (IM). Freshman Colbey Stratton finished second in both the 50 Free and 100 Butterfly. Senior Jordan Peasley won the 100 Backstroke followed closely by teammate Taylor Woods. Sophomore Armando Noriega won the 100 Breaststoke by a large margin. The boys 400 Yard Freestyle Relay of Bribiescas, Stratton, Woods, and Garcia went on to win the final event of the meet. Head Coach Alex Gort was pleased with many things he saw at the opening meet. “The freshman and first year swimmers looked great,” he said. Gort went on to explain, “Every year senior swimmers find a way to come through with something special, and at this meet it was John Bribiescas. He sealed the deal in the anchor leg of the Medley Relay followed only a few minutes later by an exciting win in the 200 Freestyle.” The Miners next meet will be on Sept. 24 at home against Arizona College Prep (Chandler) and Florence High School beginning at 4 p.m. James Duarte 11th grade, Lane 3 and Carlos Ortega 10th grade, Lane 4 (Jeanine Apuron photo) Page 14 San Manuel Miner, San Manuel, Arizona September 18, 2013 Submissions Due the FRIDAY Before Wednesday Publication September 22 LIONS CLUB BREAKFAST The San Pedro Valley Lions Club in Mammoth will be serving a breakfast on Sun, Sept, 22, at the Lions building, 115 Main St. Breakfast will be from 7 am – 12 Noon. Public Notice Scoping Meetings Proposed Tailings Storage Facility Ray Mine – Pinal County, Arizona The U.S. Army Corps of Engineers, Los Angeles District (“Corps”) is hosting two public open house scoping meetings regarding a proposed tailings storage facility that Asarco LLC (“Asarco”) is proposing for the Ray Mine in Pinal County. These meetings will be held on Tuesday evening, September 24, 2013 at the Ray Elementary School cafeteria from 6:00 to 9:00 PM and on Wednesday evening and on September 25, 2013 in the Performing Arts Center at the Apache Junction High School in Apache Junction, Arizona from 6:00 to 9:00 PM. The Corps will provide a presentation each evening starting at 7:00 PM. To comply with Corps’ regulations associated with Section 404 of the Clean Water Act, Asarco has submitted an application to the Corps for the proposed tailings storage facility. Because the proposed tailings storage facility will directly impact waters of the U.S., the Corps has decided to prepare an environmental impact statement (EIS) in compliance with the National Environmental Policy Act (NEPA). The Corps is seeking public comment on Asarco’s plans to construct and operate the proposed tailings storage facility that would impact Ripsey Wash and other ephemeral drainages that are tributary to the Gila River. Asarco has stated that this facility is required to support continued long-term copper mining activities at the Ray Mine. Tailings from the Ray Mine concentrator would be transported via a new tailings pipeline that would cross the Gila River near the current Florence-Kelvin highway bridge. Water would be recycled back to the Ray Mine concentrator from the proposed tailings storage facility. The proposed facility is designed to store approximately 750 million tons of tailings and would have a facility footprint of approximately 2,129 acres once completed. The two public open house meetings will allow interested parties to learn more about Asarco’s plans, the Corps’ regulatory obligations under its 404 permit process, and the plans and schedule for completion of an EIS for the proposed project. The Corps is soliciting public comment on the issues and concerns that should be examined in the forthcoming EIS and requests that any comments on that proposal be submitted in writing to Michael Langley, Senior Project Manager, U.S. Army Corps of Engineers, Los Angeles District – Arizona Regulatory Branch, 3636 North Central Avenue, Suite 900, Phoenix, Arizona 850121939 or via email at michael.w.langley@ usace.army.mil. The Corps requests that commenters include their full name, physical address and the project title “Ray Mine Tailings Storage Facility Project” with any comments. The official EIS scoping period closes on Monday, October 28, 2013. Comments should be postmarked or emailed by the close of that date. Michael Langley, the Corps’ project manager, is available to answer questions about the proposed project and the EIS scoping process, including these two public open house scoping meetings, at telephone number 602-2306953. Information for the proposed tailings storage facility is available on the Corps’ website at http://www.spl.usace.army.mil/ Missions/Regulatory/ProjectsPrograms. aspx or contact Michael Langley at the Corps at the aforementioned address and telephone number.
