Executive summary
To build on the success of the UEFA EURO 2012 Respect Inclusion –
Football with No Limits project, CAFE is currently delivering a 3 year
legacy initiative in Poland and Ukraine. As a part of this, CAFE hosted its
first ever Week of Action – ‘Total Football, Total Access’ – which ran from
13th-21st April 2013 in both countries. The campaign was an
overwhelming success and exceeded all expectations, and so a second
campaign was planned for 5th-13th April 2014 to build on the previous
year’s triumph.
This campaign, which was supported by football’s governing
bodies in the region, again invited football clubs and fans groups
to celebrate improved inclusion within the game and aimed to
promote the accessible facilities and services being provided on
matchdays for their disabled supporters. A host of activities took
place at football stadiums across Poland and Ukraine.
Highlights included:
 In Ukraine, the Premier League dedicated the weekends of 24th and
25th rounds to the Week of Action campaign. All 14 games played on
those weekends featured a pre-match ceremony, with the teams
entering the field wearing CAFE-branded t-shirts and displaying CAFE
Week of Action banners during the line-up and handshake. A
statement of support for the CAFE Week of Action was also read out
by the PA announcers at the stadiums during the line-ups, and a story
was shared with all clubs to promote the Week of Action campaign in
their matchday programmes and websites. The CAFE Total Football,
Total Access video was shown on the big screens (where available) in
each of the stadiums.
 Similar ceremonies took place across Poland at a number of stadiums
(21 in total). This gave fantastic exposure to the topic and raised
awareness of the need for improvements.
Overall, the second CAFE Week of Action provided a solid platform for our
works in the region, creating significant media interest. This included
articles and stories broadcast on national television and club TV channels,
in news and sport publications and websites, and on football club and
disability websites, along with associated journals and matchday
programmes.
Many clubs were eager to either follow up their events from last year’s
campaign, or to take part for the very first time. The success and media
attention garnered by the 2013 campaign made the Week of Action an
attractive and viable option for clubs to join in and celebrate good access.

The first two CAFE Week of Action – ‘Total Football, Total Access’ –
campaigns have been resounding successes and we are delighted with
their impact. CAFE is again planning to repeat the Week of Action
campaign next year in Poland and Ukraine, and is looking at the
possibility to extend the campaign to other countries in Europe. CAFE
believes that the Week of Action can and should become an initiative
which is ‘owned’ by our local partners and stakeholders to ensure
continuing progress for years to come.
Further, CAFE believes that this initiative could be rolled out more
widely across Europe so that it can act as a motivator and launch
pad for European football clubs and stadiums to make further
improvements, so by ensuring that many more disabled people
can attend live sports and other cultural events in the future.
There is still a lot of work to be done in the region, but great strides have
been taken and the situation continues to improve. We believe that the
Week of Action has provided an opportunity for our stakeholders in Poland
and Ukraine to celebrate their achievements and has additionally
motivated them to extend their commitment to this important topic in the
years ahead. CAFE is dedicated to continuing its critical works in Poland,
Ukraine with the on-going support of UEFA and in cooperation with our
partners in the region.
Background
UEFA EURO 2012 saw record numbers of disabled supporters attending
football matches in the host nations of Poland and Ukraine. As part of
UEFA’s commitment to improving the situation for disabled football
supporters, the Centre for Access to Football in Europe (CAFE) was
appointed to deliver a disability awareness project in each host nation.
The project was an overwhelming success in helping to overcome many
pre-existing attitudinal and infrastructural barriers. CAFE was also named
as the official UEFA EURO 2012 charity of the tournament and significant
funds were raised to enable CAFE to continue its works in the region with
a 3 year legacy project helping to further raise awareness and improve
access to football stadiums in both countries.
As part of this legacy project, CAFE hosted its first ever Week of Action –
‘Total Football, Total Access’ – which ran from the 13th-21st April 2013 in
both countries. The first CAFE Week of Action was been a resounding
success and surpassed all expectations, having a real impact in raising
disability awareness and understanding of the topic.
The 2013 Week of Action provided a solid platform for CAFE’s works in the
region, creating significant media interest. A large number of clubs were

eager to get involved in the campaign, to highlight the positive works
undertaken so far and to help encourage a greater number of disabled
fans to watch live football matches at their stadiums. Several clubs used
the opportunity to make further access improvements and to assist with
the setting up of local disabled supporter groups.
CAFE has many testimonials of how attending live sporting events can
have a life-changing effect for many disabled people who often report an
increase in their self-esteem and a new sense of well-being because they
can feel included in society, sometimes for the first time. Some disabled
people have described a dramatic change to their daily lives with many
becoming more active within their community and seeking other inclusive
societal opportunities such as employment and volunteering.
CAFE maintains a strong presence in Poland and Ukraine in legacy of the
tournament with the CAFE Week of Action campaigns – Total Football,
Total Access – acting as a key initiative.
The CAFE Week of Action has been established in Poland and Ukraine to
enable the clubs, stadiums and governing bodies to celebrate inclusion
and to showcase their facilities and projects for their disabled fans. The
emphasis has been placed on the successes in the region to date with the
intention to help build this momentum throughout the year; so by
continuing to raise awareness and the need to ensure an inclusive
matchday experience for all supporters. The CAFE Week of Action is part
of the CAFE legacy project being delivered following the success of the
UEFA EURO 2012 Respect Inclusion project - Football with No Limits.
There is still a lot of work to be done in the region, but great strides have
been taken and the situation continues to improve. We believe that the
Week of Action has provided an opportunity for our stakeholders in Poland
and Ukraine to celebrate their achievements and has additionally
motivated them to extend their commitment to this important topic in the
years ahead. CAFE is dedicated to continuing its critical works in Poland,
Ukraine with the on-going support of UEFA and in cooperation with our
partners in the region.
 About the Week of Action
Following a successful campaign last year, The Centre for Access to
Football in Europe (CAFE) was delighted to announce the commencement
of its second CAFE - Total Football Total Access - Week of Action
campaign in Poland and Ukraine, which ran from 5th to 13th April 2014 as
part of its UEFA EURO 2012 legacy project in the region.
This campaign, which was supported by football’s governing
bodies in the region, again invited football clubs and fans groups
to celebrate improved inclusion within the game and aimed to

matchdays for their disabled supporters. A host of activities took
place at football stadiums across Poland and Ukraine.
CAFE has a small but highly motivated development team of 3 people who
are based in Warsaw and Kiev delivering the legacy project. As such, the
Week of Action was delivered locally by them with the support of the
central office staff based in the UK.
As a starting point, the local CAFE team contacted all the clubs, leagues
and governing bodies in the two countries, informing them about the
second campaign and urging them to get involved. The successes of the
previous year’s Week of Action were discussed and stakeholders were
urged to build on these to mark the 2014 campaign.
We were delighted by the response from all stakeholders and the
following sections provide more detail about the activities and
tremendous support received locally.

In Ukraine, General Director of the Ukrainian Premier League Piotr Ivanov
said, “In the current situation in Ukraine, the unity of all football fans is
vital more than ever. The Ukrainian Premier League stays against any
barriers, especially those that exclude disabled supporters from having
equal access to football. The CAFE Weeks of Action are aimed to remind
everyone that attending football matches must be a barrier-free
experience for all. We’d like to give all our support to the Centre for
Access to Football in Europe (CAFE). Having had a very positive track of
cooperation with CAFE, the UPL is delighted to confirm our further
partnership for the benefit of disabled fans. Total Football, Total Access!”
CAFE also made contact with several media outlets in Poland and Ukraine,
who agreed to promote the Week of Action. All these ceremonies were
televised nationally (on TV channels 2+2, Football 1, and Football 2) with
a statement of support appearing on club websites and in matchday
programmes.

 Activities
3.1.
Poland
The CAFE Week of Action – Total Football, Total Access – was warmly
received in Poland and a number of activities took place to mark the
campaign.

The campaign began in Poland at Cracovia on 4th April. During half-time
of the match, CAFE presented the Total Football, Total Access banner with
disabled fans on the pitch. The presentation was supported by an
announcement by the PA announcer, with a message about the campaign
and the importance of providing total access to football for disabled fans.
The official opening ceremony of the campaign took place the next day in
Legnica, where players and local disabled fans, wearing CAFE-branded tshirts, joined together to display the CAFE banner on the pitch. The
stadium announcer read out an accompanying message about the Week
of Action and CAFE’s role in improving access in Polish stadiums.
A similar ceremony was held at Stomil Olsztyn, where before the game
the Total Football, Total Access banner was displayed on the pitch and a
message delivered to the crowd about the importance of good access.
At GKS Katowice, the ceremony was carried out by young children
wearing CAFE t-shirts. On the same day, ceremonies also took place at
Okocimski Klub Sportowy Brzesko, Tyski Sport, Wisła Płock, Górnik
Łęczna, Lechia Gdańsk, Pogoń Szczecin, Chojniczanka Chojnice and
Puszcza Niepołomice. This gave fantastic exposure to the topic and raised
awareness of the need for improvements.
A group of disabled Legia Warsaw fans carried the CAFE banner prior to
their match on the 6th April. Over the coming days, the pre-match
ceremonies were held at matches involving Kolejarz Stróże, Flota
Świnoujście, GKS Bełchatów, Dolcan Ząbki, Zawisza Bydgoszcz, Wisła
Kraków, Jagiellonia Białystok and Arka Gdynia.
CAFE was delighted that so many clubs were involved in these ceremonies
and demonstrated their commitment to a more inclusive and welcoming
matchday experience for disabled fans.

3.2.
Ukraine
In Ukraine the CAFE Week of Action 2014 – Total Football, Total Access –
was fully endorsed and supported by the Ukrainian Premier League. The
league dedicated the weekends of 24th and 25th rounds to the Week of
Action campaign. All 14 games played on those weekends featured a prematch ceremony, with the teams entering the field wearing CAFE-branded
t-shirts and displaying CAFE Week of Action banners during the line-up
and handshake. A statement of support for the CAFE Week of Action was
also read out by the PA announcers at the stadiums during the line-ups,
and a story was shared with all clubs to promote the Week of Action
campaign in their matchday programmes and websites. The CAFE Total
Football, Total Access video was shown on the big screens (where

The ceremonies took place at the stadiums of Illichivets Mariupol,
Metalurh Donetsk, Metalurh Donetsk, Zorya, Tavriya Simferopil, Metalist
Kharkiv, Dnipro Dnipropetrovsk, Dynamo Kiev, Goverla Uzhgorod,
Karpaty Lviv, Shakhtar Donetsk, Vorskla Poltava, Sevastopol and
Chornomorets Odessa, and featured all 15 teams in the league.
During the match between Dynamo Kiev and Metalist, an audiodescriptive commentary service was launched at the Olimpiyskiy Stadium
using the UEFA EURO 2012 legacy equipment donated to the club by
CAFE. This was done as part of the ongoing legacy project arising out of
UEFA EURO 2012 Respect Inclusion project delivered by CAFE, and will
remain at the Dynamo stadium permanently. The commentary will be
provided by the same volunteers who were trained to deliver audio
descriptive commentary before UEFA EURO 2012 as part of the project.
The NSC Olimpiyskiy and Dynamo Kiev will organise a joint action to
promote the audio-descriptive commentary service. Blind and partially
sighted children will accompany players during the line-up ceremony
before a home match in the near future.
Before the start of the Week of Action, the NSC Olimpiyskiy also installed
CAFE exhibition boards near one of the entrances to the stands.
Metalist Kharkiv arranged for their Disabled Supporters Association
(DSA), Metal Hearts, to travel to their away match in Kiev. The DSA was
formed in March 2013 with CAFE’s support and advice, and they
celebrated their first birthday at the stadium with CAFE attending the
event. In addition, the club filmed a video with the Chair of Metal Hearts
for the CAFE Total Football, Total Access video.
Chornomorets Odessa provided tours of the stadium and club museum for
disabled supporters, and promoted the CAFE Week of Action via their
website.

Shakhtar Donetsk provided tickets and transport for their disabled
supporters, published a story about the Week of Action in their
programme and posted information that Andriy Pyatov and Dmytro
Chygrynskiy had became the CAFE ambassadors. Additionally, the
Donbass Arena installed CAFE exhibition slides, produced at the club’s
own expense.
FC Sevastopol organised a meeting of football players with disabled
supporters and provided tours of the stadium. The representatives of the
club also presented an award to one of their biggest supporters.
FC Dnipro posted a long article about the club’s disabled fans in the
matchday programme, for their game against Metallurg Zaporizhya.
Vorskla, Illichivets, Metalurh Donetsk, Zorya, Tavriya and Goverla also
promoted the campaign in their matchday programmes. The short film,
‘Total Football, Total Access’, was shown on the big screens before the
matches and during the half-time interval, and was posted on the clubs’
websites.
All 14 matches that had pre-match ceremonies were shown live on
national television (on channels 2+2, Football 1 and Football 2). Thanks
to the support of Football 1 and Football 2, information about the Week of
Action was also presented in the Football News and Velykyj Football
television shows. Channel 5 showed a story about the audio descriptive
commentary implemented at the NSC Olimpiyskiy. Those clubs that have
their own club TV stations also used them to highlight the Week of Action.
The CAFE team aimed to attract widespread media coverage of the Week
of Action with press releases sent out to all football clubs and the clubs’
press offices in turn circulating them to the local media. During the CAFE
Week of Action, some Ukrainian football clubs posted the CAFE press
release on their official websites, whilst others mentioned the campaign in
matchday programmes. As a result, the press releases and promotional
stories were shared with many Ukrainian media contacts.

 CAFE special recognition awards
CAFE took the decision to present awards of special recognition in both
Poland and Ukraine, in three separate categories. The club/stadium award

was created to acknowledge those who regularly went the extra mile to
improve the matchday experience of disabled fans. The employee award
was to be given to someone who surpasses all expectations for disabled
fans, and the disabled fan or fans group who is making real progress
towards an inclusive experience for their fellow supporters.
Poland
At the opening ceremony of the Week of Action, CAFE Project Manager in
Poland Zuzanna Ziajko attended an event held at Legnica’s stadium to
mark the campaign. Prior to the match, a presentation was made with a
large CAFE banner. The stadium announcer spoke to the crowd about the
importance of good access and inclusion, and the players entered the field
accompanied by disabled mascots all wearing CAFE-branded t-shirts. At
half time, Legnica mayor Tadeusz Krzakowskiego was presented with a
CAFE special award on behalf of the stadium, in recognition of the work
done to improve access for disabled fans. Around 170 disabled fans
attended this match, including children from the Open Your Heart
Foundation in Poland.
Prior to the match between Cracovia and Górnik Zabrze, Cracovia’s PR
Manager Dariusz Guzik was presented with the club employee special
recognition award in recognition of his sensitivity and continuous work in
the fields of disability and inclusion. During the match, representatives of
School Centre for Deaf People performed the official anthem of the
Cracovia club in sign language. This was a great example of Total
Football, Total Access - the slogan synonymous with the CAFE Week of
Action campaign.
An additional club employee award was also presented to Piotr Kiciński for
his commitment to finding inclusive solutions for disabled fans at his club,
Lech Poznan. The award was presented by CAFE Honorary Volunteer in
Poland, Monika Listkiewicz, prior to the team’s match. The presentation
was accompanied by a speech from the stadium announcer, with a
message about the campaign and the importance of total access to
football for disabled fans.
Klub Kibiców Niepełnosprawnych (KKN) was the recipient of the disabled
fans award in Poland. KKN is the disabled supporters association of Śląsk
Wrocław and they are very active in the region. The award was presented
to KKN by CAFE Ambassador in Poland, Michał Listkiewicz.

Ukraine
During a press conference attended by the local media, CAFE Project
Coordinator in Ukraine Oleksandr Ostapa presented Sergey Simak, the
CEO of the State Concern ‘Sports arenas of Ukraine’ with a CAFE special
recognition award. It was given to him on behalf of the NSC Olympiyskiy
Arena to recognise its commitment to improving access and the matchday
experience of disabled fans.
Metalist Kharkiv organised a meeting between supporters, players and
club officials. Before this meeting, the club’s Disabled Liaison Officer
Tatiana Glushchenko was presented with a CAFE award for creating a
positive matchday experience for disabled fans, and going above and
beyond the call of duty.
Karpaty Lviv organised a meeting for disabled supporters with their player
Yaroslav Martynyuk at their Ukraina stadium. During the meeting,
Oleksandr Ostapa presented Taras Kontsevich, the head of the Virni Levy
DSA with the CAFE award for making positive changes and setting a great
example for all disabled supporters. The Karpaty players will autograph
their CAFE-branded t-shirts and leave them for supporters of the Dzerelo
rehabilitation centre as gifts.
We would like to say a big congratulations to all of our award winners for
their commitment to an accessible and inclusive matchday experience for

all supporters, and urge all others to tell us what they are doing to
improve their facilities and services. CAFE hopes that these awards will
motivate more football clubs and stadiums to become more accessible
and welcoming for their disabled fans.

Additionally, a competition was run in Ukraine and publicised by the
Football 1 and Football 2 TV channels. This resulted in an additional 500
people following the CAFE Facebook page. Competition prizes included
CAFE branded t-shirts and an MP3 music player.
The CAFE Week of Action received exceptional media coverage in both
Poland and Ukraine, which was extremely helpful in furthering public
awareness of CAFE and the Week of Action campaign. This also raised
awareness of the works being undertaken by CAFE and its partners to
improve accessibility to live matches for disabled fans in the two
countries. CAFE is very grateful to all the clubs and media outlets that
shared stories about the Week of Action - Total Football Total Access.

 Conclusion
The CAFE Week of Action – Total Football, Total Access – has again been
a resounding success with a significant increase in the publicity it has
garnered.
The main aim of the second Week of Action was to build on last year’s
successes in raising awareness of CAFE and our works in the region, and
this has been successful across both Poland and Ukraine on a mainstream
level. Having delivered a hugely popular disability awareness project
around UEFA EURO 2012 in the two countries, CAFE has now ensured a
stronger foothold in the region and forged important relationships with
many key stakeholders at supporter, club, league and governing body
level.

The Week of Action has again had a tangible, long-lasting impact on
various stadiums across Poland and Ukraine. This is a significant legacy of
the campaign that will stay in place for the future as a direct consequence
of the Week of Action. Disabled fans continue to establish closer and more
cooperative partnerships with their clubs as a direct result of the CAFE
Week of Action campaign, and this can only bring about an increased
awareness of the issues faced in the future.
CAFE is committed to continuing its works in Poland and Ukraine in legacy
of the UEFA EURO 2012 disability awareness project, and to creating an
accessible matchday experience for all European football supporters. For

CAFE is again planning to repeat the Week of Action campaign next year
in Poland and Ukraine and believes that it will become a sustainable local
initiative once the legacy project reaches a conclusion. CAFE believes that
the Week of Action can and should become an initiative which is ‘owned’
by our local partners and stakeholders to ensure continuing progress for
years to come.
Further, CAFE believes that this initiative could be rolled out more
widely across Europe so that it can act as a motivator and launch
pad for European football clubs and stadiums to make further
improvements, so by ensuring that many more disabled people
can attend live sports and other cultural events in the future. To
this end, CAFE is beginning discussions with its network of
stakeholders and is seeking sponsorship to support this important

 About CAFE
In August 2009, UEFA awarded its Monaco Prize of one million Swiss
Francs to establish a European wide charity as part of a 4 year plan to
help improve access and a problem free matchday experience for disabled
football fans. UEFA has since further cemented its commitment to CAFE
and its works.
In 2011-12, CAFE successfully delivered the UEFA EURO 2012 Respect
Inclusion project with further funding support of Euros 360, 000 from
UEFA and additional funding from the Enlarged Partial Agreement on
Sport, Council of Europe of Euros 20,000. CAFE was proud to be
appointed the official charity of the UEFA EURO 2012 tournament with the
Euros 415,000 funds raised being used to further extend CAFE’s works in
Poland and Ukraine as part of a 3 year legacy project.
Further, in 2012, CAFE was appointed by UEFA as an associate CSR
partner with core funding secured until at least 2017.
The Centre for Access to Football in Europe (CAFE) was set up with the
purpose to achieve equal access to sports football stadia across Europe by
using the special influence of football. CAFE is working to ensure that
many more disabled people can enjoy a football match as an inclusive fan
experience and because football embraces diversity in all its forms, to
raise disability awareness and the importance of good access more widely
throughout the wider UEFA region.
As such, CAFE works closely with UEFA and its 54 member associations
including their clubs, disabled supporters groups (national and local),
organisations such as FARE, disability and equality NGOs and supporter
networks such as Football Supporters Europe and Supporters Direct.
CAFE also works in partnership with the European Union and the Enlarged
Partial Agreement on Sport, Council of Europe, national governments and
CEN (European Committee for Standardisation) to encourage continued
progressive legislation and guidance that supports equal access for
disabled people.
