Major Repair Effort Starts
Board Elections
The Board has
approved a plan
and approach to
repair Association
property using the
Turnover settlement
funds. The plan
includes
tasking
the Contracts Committee to coordinate the effort
and establish a priority list of repairs. The first item
to be addressed is the tennis courts. Under normal
conditions the court’s surface should last for at least
20 years. However, we realize that the condition of the
courts needs to be addressed now. Besides resurfacing
of the courts, we will be repairing the fencing and
screening. The objective is to restore the courts to
their original condition! In December we identified
qualified contractors and invited them to submit bids.
Repair work is scheduled to be completed this month.
The Neighborhood Representatives elected Kent
Campbell, Debbie Salerno, Gary Schuett and Jim
Shelton to the Board of Directors at the annual Vista
Lakes Community Association (VLCA) meeting on
October 20. Kent was reelected having served out
a previous Board member’s unfinished term, Debbie
and Gary are new to the Board, and Jim was a
Board member in previous years. The three retiring
Board members are Isabelle Day who intends to
remain active in Vista Lakes affairs, Jerry Harris who
remains the Communications Committee Chair and
VistaLakesFL.com web master, and Carol Schuett
(Gary’s wife) who remains the Chair of the Amenities
Committee. Carol also helps Neighborhood
Representatives and residents establish Neighborhood
Watch Committees. The Board and all residents owe a
debt of gratitude to the retiring Board Members and
officers.
The next project will be the theme pool where the
slide is located. This pool is over eight years old and
our reserve study projects replacement of the finish
and tiles will be required after 8 to 11 years of use.
The committee will be looking at the cost benefit of
restoring the pool finish now, a high cost item, versus
only stain removal and postponing the major work
for another year or two. We plan on completing
this work this winter before the pool opens again on
weekdays starting March 1, 2010.
Some of the other items to be addressed in 2010
include resurfacing the parking lot, fixing a pool
office drainage problem, repairing and painting the
pool slide, and installation of under drains on Vista
Park Blvd.

At their first meeting in November, the new Board
elected Kent Campbell President, Valerie MacAllaster
Vice President, Debbie Salerno Secretary and Jim
Shelton Treasurer. A special thanks goes to Ron
Cumello who retired as President but remains on
the Board. Ron has been President since residents
took over the Board in 2006 and has led the VLCA
through our growing pains, turnover negotiations
with Newland and financial issues caused by hard
economic times. Thank you Ron!
The Board meets the second Thursday of every month
at the Residents’ Club and has quarterly meetings at
the Odyssey Middle School. There is an open session
before all Board meetings starting at 6:30pm where
residents can discuss issues, voice their opinions and
ask questions.

Homeowners’ Dues for 2010
The 2010 VLCA Budget was approved at the
October 20, 2009 annual Board meeting. Fees
for most neighborhoods will not increase;
however gated neighborhoods have an increase to
support the required funding of the road reserves and
gate maintenance. Your January payment includes
any outstanding balance on your account. Residents
with a past due account will continue to have their

Messages from your Board
From the President
Driving around the various Vista Lakes neighborhoods and in
visiting the community amenities areas, one thing jumps out at me
more than any other. Simply, I am glad I live in Vista Lakes!
These are extremely challenging times for many families, businesses,
and Home Owners Associations, including the Vista Lakes
Community Association. Yet, despite all the challenges, Vista Lakes
remains in top-notch condition as seen in the beautiful overall
appearance community-wide. I would like to thank all Vista Lakes
residents who ensure their properties are maintained in accordance
with the Association’s Governing Documents. It’s easy to see when
one drives around Vista Lakes why we continue to maintain our
reputation as a premier community in which to live in the Orlando/
Central Florida area.
As we begin a new year, one that follows a very busy year for the
Board and the committees that support the Board, we continue to
pursue our goal of maintaining and operating first-rate amenities
which is one of the primary reasons many residents chose to live
in Vista Lakes in the first place. The upcoming year will be just
as busy as the last. Residents can expect to see improvements to
the tennis courts and pools in the upcoming year. This past year,
some of you may have noticed the addition of horseshoe pits and
volleyball courts in select park areas. This past year we also changed
the pool rules to allow “swimmies” to be used in the pool, under
certain circumstances.
To keep up with the “goings on” in Vista Lakes such as HOA Board
activity, community events, and important items of interest such as
changes to the ARC guidelines, I recommend all members frequently
visit the Vista Lakes Website at “VistaLakesFL.com”. You will find
everything you need to know to include the Association’s Governing
Documents, the Community Director’s and Association Manager’s
contact information, Board member information, dates of Home
Owners Association Board meetings and past Board minutes, pool
hours, schedule of community events, frequently asked questions,
Pine Castle Jeep Range information, and much more. Check it out.
Finally, I would like to thank the members of the Board, committee
volunteers, neighborhood representatives, and all community
volunteers for choosing to volunteer and dedicate their available time
and energy for the benefit of the residents of Vista Lakes. Please check
with the Community Director, Ms. Sharon Eichorn, for opportunities
to lend your support for upcoming events and activities.
In closing, as Vista Lakes turns 10 years old this year, I look forward
to continuing to drive around Vista Lakes admiring the well kept
yards, beautiful landscaping, and the enviable community amenities
that Vista Lakes offers. No doubt, as it is today, Vista Lakes will
continue to be a vibrant, desirable, and enjoyable place to live and
work long into the future. I hope to see you at the next Board
meeting, movie night at the pool, or any of the many exciting events
that are conducted throughout the year. Have a Happy New Year!

Association Safety
and Security Policy
The Board continues to receive suggestions and comments on
providing security for residents and private property including
installation of security cameras. After a discussion with a security
consultant in 2007 and based on a legal opinion from the
Association’s attorney; the Board is restating its policy that the
Association does not provide security to residents or their private
property. The Board is however responsible to protect and repair
Association property.
Installation of cameras in the neighborhoods could imply to
residents that the Association is providing security and there is
potential liability to the Association as stated in the following legal
opinion summary:
“If the Association undertakes a duty to provide safety or security
for the community, it must take reasonable measures to prevent
unsafe conditions or activities from occurring on the premises.” “…
the Association would likely be held to the terms and obligations
contained in this policy and any failure to fulfill these obligations
may result in legal liability for the Association.”
The Association does not want to imply to residents it is responsible
to guard residents against crime or criminal activity. The
Orlando Police Department is responsible to protect residents. The
Board does encourage residents to establish a neighborhood watch
committee and call 911 for all suspicious activities. For information

Happy New Year!
Here are some
suggestions and resolutions for the new
year.
Does neighborhood crime turn you on? It
should! You should throw crime a parade!
t Make sure your association dues is paid on time – quarterly to
the Master Association and if you live in Central Park, Horizons
or Gentry Park, pay your local association assessments as well.
You should have already received your payment book for 2010, if
not please contact Leland management by phone at 407-4479955 or email at [email protected]. You can
also sign up for auto-pay or pay by credit card to make things
simple.
t If you have trees in the easement along the sidewalk, you are
responsible for maintaining those trees. Limb them up to prevent
injury to passing walkers, joggers and vehicles. The management
office does issue violation letters for untrimmed trees.
t Report inoperative streetlights, both those that do not work at
night and those that are on during the day, to Progress Energy
directly at progress-energy.com or to the management offices.
t Do not park your car blocking the sidewalk.
t Drive slowly and carefully through the streets of Vista Lakes.....
protect the “walkability” of your community.
t Don’t forget to feed and water your lawn – mow it at least every
3-4 weeks in the “winter” time; enjoy the cooler weather and
get those weeds out of the plant beds and follow up with fresh
mulch.
t Please remove your holiday decorations by mid-January.
t Reduce “crimes of opportunity” by keeping your cars locked
(don’t leave purses, laptops, brief cases in plain view) if you aren’t
using the garage – keep the garage doors closed unless you are in
the front yard. Use your home security systems whenever you
leave the house!
t Submit an Architectural Review Application for any changes to
the exterior of your property, i.e. gutters, house painting with
a different color, removing landscaping, fences etc. Forms are
available on VistaLakesFL.com or at the pool office.
t Get out to meet your neighbors and become familiar with the
kids who live in your neighborhood...chat with their parents and
participate in the Vista Lakes activities together. Sign up with
your Neighborhood Representative and/or volunteer to be a
Block Captain for Neighborhood Watch. For more information

When I receive emails about crimes that
have been committed in our community,
this very thought runs through my head. I hear what some
neighborhoods do in response and I hear what other neighborhoods
are not doing. Neighborhoods that do nothing get hit again. If you
make it easy and don’t do anything to prevent it, why not? Don’t
you do your shopping where it is easy and convenient?
Most of the crimes in Vista Lakes, like other areas in Orange County,
are petty crimes of convenience. Some residents think cameras
are the answer. There is a slim chance that a camera might help
prosecute a criminal if a lot of things happen, but first there has to
be a crime committed. A camera may deter, but not prevent crime.
It might at best record the act if the criminal doesn’t first break it,
block it or manage to stay out of its view. And the Orlando Police
Department tells us that having pictures of a crime or vandalism
taking place does not guarantee the perpetrator will be caught. So
isn’t the smart approach crime prevention?
Elsewhere on these pages you can read a reminder that the
Association cannot take any responsibility for crime prevention
against private property and residents. So if the Association isn’t
responsible, and the police aren’t preventing it, you might be asking
yourself, “what can I do?” Well, you don’t have to be elected to
something or approved to be in a position to make a difference.
You just have to care enough to learn what you can do to reduce
the probability of crime to you or your neighbors. For example, it
can be as easy as flipping a switch! If everyone on your street flipped
their porch and garage lights on at night (just pennies a month),
burglars may choose a different street that offers them less chance
of being observed and identified. So remember, “get turned on!”
Timers are very inexpensive and can be installed easily.
Here is another idea: try Neighborhood Watch! This is a simple
program supported by the city of Orlando that is based on everyday
common sense: know your neighbors. It doesn’t require a lot of
time or effort and the payoff is big! Our Neighborhood Watch
Program is chaired by Carol Schuett. To make this program work it
needs you! The level of involvement is determined by you. So don’t
fear you might be getting involved in something that you don’t
have time for.
Oh yes, about that parade. Tuesday August 3rd, 2010 is National
Night Out. Join the fight against crime and have fun. This year the

neighborhood better? Tell them to your Rep! Oh, you already
did and nothing happened? Maybe he or she needs help – make

Violation Process
A by-product of the current economy has proven to be the issue of
property maintenance. These issues are manifesting themselves both
in terms of unoccupied homes that are not being maintained at all
and occupied homes that are not being maintained up to community
standards. Because it so often seems that the Association is not
doing anything about these violations, a reminder of the legallyrequired lengthy violations process would be in order.
Mark your calendars for the 2010 events at Vista Lakes! And we
need volunteers to help! Please contact the Community Director for
more information or if you would like to volunteer.

t After three notices have been sent and the property remains in
violation, it becomes necessary to do further research to determine
several factors. These include occupancy of the home, mortgage
status, bankruptcy status and Association assessment status.
t If the property is in bankruptcy all enforcement action must stop
until the bankruptcy is complete.
t If the property is not being mowed and the home is vacant, the
Association has authorized Management to have the property
mowed and bill the owner’s account. Maintenance is limited to
mowing of the grass only. No fertilization or pest control will
be done as the Association has no control over watering and
the Association is unlikely to recover the cost of any additional
expenses.

t If the home is occupied and the property is not being mowed, the
Association will not enter the property. However, we will continue
to pursue resolution through the city’s Code Enforcement Office.

Board Approves Vinyl Fences
Do the Dog Doo
The Board has approved the recommendation of the Architectural
Review Committee (ARC) to add two styles of white vinyl fences
to the Architectural Guidelines. The two permitted styles for vinyl
fences are shadow box, very similar to the existing wooden shadow
box fences, and a panel fence also known as tongue and groove.
The Guidelines for wooden shadow box and metal picket fences are
unchanged. The ARC consulted with fence retailers to insure the
modified Guidelines include requirements to guarantee the fences
will be sturdy enough to resist high winds and to have a long lifetime
through the use of high-quality vinyl.
Nobody likes to step in “dog doo”. Be considerate of your neighbors
and abide by the law. When you clean up after your animal,
everyone will appreciate it even if they don’t mention it. “Dog Doo
Duty” can be one of the unmentionables that create bad feelings
between good neighbors. It is also hazardous to your health to mow
over it. And by the way, doing the doo is not only neighborly, but is
required by an Orange County ordinance (Sec. 5-50, $87.50 fine).

Governing Documents, or can be obtained from the Pool Office or
the Community Director, Sharon Eichorn.

In February we will be placing an online survey on VistaLakesFL.
com which will provide you with the opportunity to tell us what
you think about our web site. We want to hear what you like about
it, what you don’t like about it, what you would like to see added to
it, what you have trouble finding on it, and other ways that we can
make it more useful to you.
The web site is relatively extensive, with more than 200 pages
and documents available for viewing. It’s also relatively popular,
attracting almost 900 visitors each month accessing 4,500 pages.
The average visitor spends 7:15 minutes on the site viewing 6 pages
per visit. If we receive good feedback from the survey and implement
some of the more popular requests, the resulting web site should be
even more useful and we therefore hope that the usage statistics will
increase correspondingly.

Vista Lakes Neighborhood Watch committee would like to know if
you are interested in a fight-against-crime parade. If you would like
to see this community parade happen, please contact Carol Schuett
([email protected]). Everyone of all ages can help! Float ideas,
organizing, building, painting, serving up refreshments, donating
time or money or just float riders will be needed. The float theme
will be determined by you and your neighbors. There will prizes and
news coverage. The parade will end at Amhurst park in a tailgating
party. If you are a part of a business or band or organization that
would like to participate, please let Carol know. Since it is in August,
it will be a great summer project for you and your family.

The Architectural Review Committee (ARC) and Amenities
Committee are looking for new members! The ARC determines
if change applications meet the Guidelines, and the Amenities
Committee oversees the operation and maintenance of the pools,
parks and Residents’ Club. Both committees meet once a month
