Park Renovations
As you may know, the Amenities
Committee walked through our three parks: Amhurst,
Newport, and Vista last summer. We all agreed that
they were getting tired looking and they all needed
upgraded landscaping. We met and discussed what we
would like to see and how we would like to include
resident requests in the design (including shade for the
playgrounds, etc.).

The next step was to meet with Larry Smith, our agronomist, who provided renditions of what the
parks could look like. The Amenities Committee took the recommendations to the Board, which
approved them and incorporated the cost into the 2012 budget.
Amhurst Park
We are happy to tell you that the landscaping
portion of the plan has been completed as
shown in the accompanying photos. Palm trees,
Ligustrum trees (Amhurst), new plants, and new
sod and mulch (where there are new plants) have
given a much-needed facelift to our parks. We
are pleased with the results and hope you will
be too.

Now that the landscaping has been completed, we have added the finishing touches including sturdier
trashcans and wooden saw horses for the kids to play on. We are proud of our community and we hope
that you will enjoy these changes for many years to come.
Many thanks to all the members who serve on
the Amenities Committee including our Chair,
Carol Schuett, Toni Campbell and with much
appreciation to Sharon for assisting us in this
worthwhile project.

Message from the Board
Good News from the Army Corps? After waiting for over one
and the half years, the Army Corps of Engineering (USACE)
published three of the four Final Decision Documents for
completing the investigation and removal of materials from
the old Pinecastle Jeep Range.
The documents cover three of the four munitions response
sites (MRSs). These sites are: 1. The Remaining Area MRS
covering communities north of Lee Vista Blvd includes
Tivoli Woods (consisting of Bella Vista, Oak Crest, and the
Sanctuary), Tivoli Village, Newport, Central Park, Avon,
Waterside, Crown Tree Lakes Apartments, and Hidden Oaks
Elementary School. 2. Demonstration Range North MRS
covering Tivoli Gardens, Lee Vista Square, Odyssey Middle
School, and three wetlands. 3. Demonstration Range East
MRS covering the Beltway Commerce Center area east of
Route 417 and Orange County Solid Waste Management
Facility.
Within Vista Lakes Neighborhoods - If you live in the
east side of Newport, Central Park, Avon or Warwick, the
USACE’s position is that no Department of Defense action
is required and no additional funding is needed for this area
within what is called The Remaining Area MRS on the map.
This decision was due to the lack of munitions and explosives
of concern and a low density of munitions debris or exposure
to the environment. The USACE report stated, “No
unacceptable exposure to these hazards are know to
exist” in this area. Therefore, according to USACE no
further action is needed and there are no risks associated
with munitions in these neighborhoods.
The fourth decision document, called Demonstration Range
South MRS covering the northern area of the Mockingbird
Orlando, LLC parcel south of the Odyssey Middle School, has
not been approved. Based on the July 2010, USACE report
this area would require removal of munitions and explosives
of concern, and removal of contaminated soil discovered
during the removal activities. The estimated cost was over
$16 million. At this time, there is no schedule for approval of
this decision document and the document is not available for
review on the USACE website.

Neighborhoods East of Vista Lakes - The decision
document for Demonstration Range North MRS,
mostly Tivoli Gardens, Lee Vista Square, and Odyssey
Middle School, calls for removal of munitions and
explosives of concern, removal of contaminated soil
discovered during the removal activities, a public
education program for residents and school staff, and
five-year reviews. This area has the greatest risk of
human interaction with unexploded ordnance and
contaminated soil. The expected removal cost for this
area is $4.2 million. A contract for the removal action
has been awarded, and the fieldwork will begin by this
fall.
East of Route 417 - Demonstration Range East MRS
covers wetlands and commercial properties east of Route
417. The decision document calls for explosives safety
support during large projects involving excavation, a
public education program for site workers, and five-year
reviews. The expected cost is $1.4 million.

Vista Lakes Parking
When parking in Vista Lakes you
should be aware that we have two different types of streets. If
the street you are parking on is not in a gated neighborhood,
you will be on a public street owned by the city. If the street
is in a gated neighborhood, it is a private street owned by
the HOA. City and state laws are applicable on all city streets
and the HOA does not have jurisdiction or authority over
these streets to enforce the parking laws. The Orlando Police
Department enforces traffic laws in Vista Lakes. In addition
to the state and local laws, the HOA requests that you comply
with your association’s rules and regulations as stated under
Use Restrictions in the Vista Lakes Declaration of Master
Covenants.
“The intent of the Association is to restrict on-street parking to
create a more aesthetic streetscape and safer vehicle access. Vehicles
driven by residents and their guests are to be parked in garages
and driveways. Short-term visitor parking on roadways is limited
to six hours. No vehicles with commercial lettering are allowed
to be parked in any areas other than garages except for shortterm delivery purposes. The Board at its sole discretion may grant
exceptions to the provisions of this Section.”

Hurricane season began on June 1st, and although Orlando
has been lucky to avoid major storms in the last few years, it
always pays to be prepared. Below are some useful reminders:
Hurricane Preparedness Tips
• Close and lock all windows and sliding glass doors.
• Close all blinds and drapes.
• Place folded towels on windowsills and inside the
bottom of doors leading outside to absorb any leaking
water.
• Wedge patio doors shut to prevent them from being
blown away.
• Trim the dead fronds from palm trees. Dead fronds can
blow off during a storm and damage property.
• Remove all loose items from the patio (hanging plants,
lawn chairs, children’s toys, etc.)
• Remove fragile objects from wall shelves. Store in closet
and off the floor to safeguard from storm vibrations.
• Check and close all faucets, unplug electrical items
from wall outlets and disconnect television antennas
from the sets.
• Stay in your home in a room with few or no windows.
• Determine a location outside of the building for
members of your family to meet in the event you need
to evacuate.
• Stock up on canned goods, bottled water, a manual can
opener, a portable radio, dog and cat food if you have a
pet.
• Stop buying frozen food when the first report of a
storm comes over the television and consume whatever
is in the freezer within the next couple of days.
My name is Norene Rodriguez. I was
born on April 7, 1962 in Chicago, IL. I grew up in Caguas,
Puerto Rico, where most of my family still lives. I graduated

graduation, I attended the University of Turabo in Puerto Rico.
At an early age, I decided to venture into other areas and relocated to Los Angeles, CA in pursuit of a career in Law Enforcement.
It is my pleasure to meet the Board of Directors, ARC Committee and office staff for Vista Lakes Community Association. I find
the Community Coordinator’s position very rewarding and interesting. I want to take a moment to formally introduce myself and
tell you about some of my accomplishments. Back in 1999, I decided to move to Florida from San Diego, CA and it was quite
challenging. At first, I landed in Miami, where I lived for a period of one year. I then felt Miami was not quite the area for me. In
2002, I decided to relocate to the St. Cloud area and it was successful. I have been a St. Cloud resident since 2002.
In 2003, I joined Villas Del Castillo Property Owners Association and held a Director’s position as the President for my
community. I have held various positions such as Vice President and Treasurer for the Association. I have established a total

The HOA has a signed agreement with the Orlando Police Department
allowing them to enforce traffic laws on the private streets in the gated
neighborhoods. Because of numerous questions from residents in both
gated and non-gated neighborhoods about street parking, I have consulted
the Orlando Police and Fire Departments. I learned if a car is parked on
one side of the street, it is the responsibility of the second party who is
considering parking on the opposite side of the street to assess the area
where he is choosing to park to ensure the choice parking space is lawful
and a smart choice. As in any situation, one should always make sure you
are leaving your vehicle in a safe spot, (you would not park your car in the
middle of the street just because there is space). A responsible driver should
keep in mind and consider the fact that the law gives priority to traffic flow.
If a fire truck has to get down a street to an emergency call, it will, and if
in passing it takes off your mirror or door, you will not only be responsible
for your own damage, but you could also be responsible for the damage to
the truck. Even worse, you possibly could have to accept the responsibility
of the results caused by the interference or delay of the emergency vehicle
caused by the roadblock because you did not think about where you chose
to park your vehicle.

Most people see a space and that is where the thought process stops it but it
should not. As I pointed out, traffic flow has the right of way on the street.
Just because there is room for you to park, you do not have the legal right
to impede traffic even if there is not a “No Parking” sign. People forget how
big some other vehicles are. One of the most commonly ticketed parking
violations is parking facing the wrong way, contrary to City Code, 39.13.
• Fill empty containers with water and put
in the freezer.
• When the Power goes off, you can use
these containers as blocks of ice in your
refrigerator or cooler to prevent spoilage
of necessary items.
• Go to the bank or ATM and withdraw
adequate funds to cover vital needs for at
least 3 or 4 days.
• Fill all autos and trucks with gas. Avoid
the last minute rush.
• Buy an adequate supply of trash bags
for clean up after the fact. Stock up on
flashlights and batteries.
• Make copies of all insurance documents
and keep them in an area where they can
easily be accessible.
• Take photos of your property and the
interior of your home and store them in a
safe place.
Be a good neighbor and assist elderly
residents in our community. Check on
neighbors if you do not see or hear from
them after the storms.
Sec. 39.13 - Manner of Parking:
“No person shall stand or park a vehicle in a roadway other than
parallel with the edge of the roadway, headed in the direction of
traffic and with the curb-side wheels of the vehicle within twelve
(12) inches of the edge of the roadway, except as provided in the
following paragraphs.”
(1)“Upon a street, which has been marked, or a sign erected
for angle parking, a vehicle shall be parked at the angle to
the curb indicated by such mark or sign.”
(2)“In a place where, and at hours when, stopping for
the loading or unloading of merchandise or materials
is permitted, a vehicle used for the transportation of
merchandise or materials may back into the curb to take on
or discharge its load when the owner of such vehicle holds
a permit granting him such privilege, and such permit
shall be on the rear of the vehicle at the time, and it shall
be unlawful for any owner or driver to violate any of the
special terms or conditions of any such special permit.”

of nine years’ experience for the Home Owners Association.
In my early years, I attended two colleges in California
where I successfully completed and obtained certifications in
Criminal Justice. I graduated from El Camino College, Los
Angeles, CA, in 1992 and Miramar College, San Diego, CA
in 1995. I have an extensive background and experience in
Management and in the Administrative field. My previous
experience was working for a Law Office in the Kissimmee
area as an Office Manager. I am currently attending Ashford
University where I have successfully completed my Bachelor’s
Degree program in Business Administration and pursuing a
Master’s Degree program.
I want to thank the Board of Directors for giving me this
wonderful opportunity and allowing me to bring some of
my skills and education to the organization. I am fluent
in English and Spanish and I think this is a great asset to
contribute to this organization, as there are many Spanishspeaking homeowner’s that will appreciate the translation and
assistance with any concerns they may have. I am a Notary
Public for the State of Florida and I am very knowledgeable
in HOA Operations, Florida Statutes, Human Resources
and Employment Laws.

Our Day on the Lake
In 2012, three Board of Directors seats are
up for election. After serving our two years
term, Israel Collazo from Newport, Bill
Gompel and I from Carlisle have to face
another election or step down. At the Annual
Meeting in October the Neighborhood Representatives will
elect three residents to fill these open positions.

Snapping pictures of birds. Did you see that fish jumping?
Now paddle to that fishing pier. Cannot believe we have
gone this far in this canoe (with a 12 year old doing most

those spiders). Who knew there was so much wildlife in our
backyard? Is that another island in this lake? We will have to

through neighborhood parties, and can focus Board attention
on neighborhood issues.
Who Runs Vista Lakes?
And who decides how your money is spent? Not Christy, not
Sharon, not Norene, not the Neighborhood Representatives
we just elected and even not, ultimately, the Board of
Directors. Residents do. You may think, “That cannot be
true! I’ve never been asked how my money should be spent.”
Actually, you just were – though indirectly. Remember the
letter you got last month asking for your vote for a
Neighborhood Representative for your neighborhood?
Did you vote? (If so, congratulations; you were one of
the 5% of homeowners who did). What does this have to
do with making decisions? Well, residents elect, and can
remove, Neighborhood Representatives. Neighborhood
Representatives elect, and can remove, members of the
Board of Directors. The Board of Directors hire, and can
fire, Vista Lakes staff and Leland, our management company.
Therefore, since you indirectly determine who is on the
Board of Directors, you are the boss (and by the way, over
the years, you have elected excellent Directors!). So if enough
residents want to change something, they can through their
Neighborhood Representatives.

What else do Neighborhood Representatives do? Have you
been reading about the parties some neighborhoods have
held? A modest amount of everyone’s money has been set
aside by the Board to give to Reps to pay
for neighborhood parties. Don’t want to
miss out? Contact your Representative.
Better yet, offer to help – it doesn’t take
much effort to hold a party since you can
buy all the food and non-alcoholic drinks.
You can even buy some entertainment!
Anything else the Reps do? Yes. Reps
bring neighborhood issues to the Board
of Directors (anybody can of course, but
Representatives do so on behalf of the
entire neighborhoods).
For example,
the Community Development District
which owns our storm sewage system is
investigating the cause of flooding in a
neighborhood when we get particularly
hard rain storms. Without the Rep’s
pursuing the issue, this investigation
probably would not have happened.

be elected from gated neighborhoods and one from a non-gated

For any resident who is interested in being on the Board, use
the insert in this newsletter or the form on VistaLakesFL.com to
indicate your interest and tell us a little about yourself. This form
must be turned in by October 1st. If you are considering running
but would like to know more about serving as a Director, feel free
to contact a Board member or one of our managers for information
(ask Sharon Eichorn for contact information if you need it). A
“Meet the Candidates” night will be scheduled in October before
the election that will provide a forum for the Representatives to have
the opportunity to meet the candidates before voting.
The qualifications are simple; dedicating your time and effort to make
the community a better place to live and uphold the community
standards as defined in our documents. It is the Board who makes
the decisions critical to Vista Lakes including how much residents
are assessed and how Association money is spent. If you have any
interest and feel you can contribute, consider running.
