Greetings TCPA Members,
To all of you that have called, emailed and text your congratulations to me I thank you for your kind remarks and support.
I have to admit being the President of TCPA was on my bucket list but I was going to wait till I retired from the Police
Department.
A quick update……I was appointed as the TCPA interim President on August 31, 2011. The minutes of the August 31st
meeting and the Special board meeting that was held in El Paso will explain this turn of events and will be on the web
soon. In January 2012, at the Mid-Winter conference membership will elect a new TCPA President and a 2nd VP. Both of
these terms will end July 2012.
Please welcome Michelle Lanham, as the TCPA Board of Directors Civilian at Large. Michelle is with the Texas Auto
Burglary and Theft Prevention Authority (ABTPA) and Reduce Auto Theft in Texas (RATT) Task Force. She has been a
part of TCPA for many years and will be recruiting new members and assist our existing membership. Michelle discussed
recruiting through the Texas Association of Special Investigative Units, SIU’s Special Investigative Unit. The North
Texas Crime Commission Auto Theft Committee is chaired by a local SIU and a member of TASIU. Michelle will make
a presentation on behalf of TCPA regarding our background and history. She will also extend an invitation and contact
information for local regional TCPA chapter meetings they might attend.
The 2012 TCPA Awards will be presented to many of our outstanding members at the Annual Summer training conference. I have asked and appointed Darrell Halstead, University of Texas Police Department to chair this committee. Members, please remember to nominate your fellow officers for these prestigious awards. Many of you deserve these awards
and often are not nominated and recognized for your work accomplishments. The Award Packets will be on the website.
I have received many calls regarding our By-laws, Policies and Procedures. I have appointed a By-Laws committee,
Chief Terry Garrett, Heath Police Department, Don Williams, Crime Prevention Trends, Retired U.S. Marines and Jim
Baylor, Retired Rice University Police Department. They are all Past TCPA Presidents and Life members. TCPA has
some awards and events that have not been awarded or acknowledged because their history has been lost along the journey. Our members deserve these distinguished awards and it is important these awards are restored and presented to our
members.
Thank you and Congratulations to Michelle, Terry, Don, Jim and Darrell for accepting these appointments.
Our new TCPA website is up and working. Doug Sisk, our TCPA 3rd VP of communications has been working diligently
getting the new website online. I want to encourage you to submit programs and brochures you have to the website.
Members have the opportunity to use this as an excellent tool for starting new programs or revising and updating an old
program. This is a great source for new members to tap into existing programs that are currently up and running. With
time being so precious you should not have to re-invent the wheel. Keep in mind as a courtesy if you use a portion of an
officers program please give them credit when you make your presentation in your community.
Our South Texas Region is working on the upcoming 2012 Mid Winter training conference in South Padre Island. We
have just posted some of the training on the website and more training will be posted as it is scheduled. The registration
form will be posted on the website as soon as the pay pal account is set up. Please call and make your hotel reservations
as soon as you can. If you have never planned a conference you have no idea how important it is to know how many will
be attending. Early reservations and registration give a sigh of relief to those planning the conference. If you have any
training ideas or requests send them to Bernie Garza at [email protected] or Pete Rivera at [email protected]
North Texas will be hosting the 2012 Annual Summer training conference. The hotel hunt is underway. Some problems
we have encountered it is very late to start looking for a hotel for a conference that is less than 12 months away. We have
received some great bids but not as many as we could have. Regions need to have the ability to plan a conference 24
months out.
Some of my personal concerns for members are room rates. Concerns for TCPA are food and beverage charges and meeting space fees. I know many of our agencies are struggling with budgets. We have received some great room rates. We
are looking at the Crown Plaza, Hyatt, Double Tree and Marriott; your accommodations will be more than comfortable.
We will decide on the hotel next week and the registration form and training will be posted on the TCPA website. If you
have any training requests please let me know.
Katheryn Fredrick with the Texas Auto Burglary and Theft Prevention Authority (ABTPA) and Reduce Auto Theft in
Texas (RATT) Task Force is coordinating the exhibitors for the summer conference. As an exhibitor at conferences
throughout the state Katheryn knows what attracts exhibitors to return. I would like for Kathryn to be the permanent
TCPA exhibitor coordinator. The end result, our exhibitor list would be updated twice a year. The hosting region would
add their exhibitors to the TCPA exhibitor master list. There would be a registration form that would change as the conference locations change.
At this time Conference audits for the 2011 Mid-winter and summer conferences have not been prepared. The board
recently received some information from Texas Gulf Coast regarding the 2011 Mid Winter conference. Reports will be
prepared and submitted to the membership.
Randy Harris, Court Security Specialist with Ener-Tel and Reserve officer with Tom Green Sheriffs office will be reorganizing the West Texas Crime Prevention Association. Randy has contacted law enforcement agencies in the West Texas
area. West Texas is a very large region and they are going to organize West Texas into 4 satellite regions: Amarillo, Lubbock, Abilene/San Angelo and Midland/Odessa. These satellite regions will meet monthly and discuss local crime trends
and programs they are presenting in their communities. They will have presentations by members and vendors. The
satellite regions will have quarterly meetings at a designated location and have TCLEOSE crime prevention training. If
you have any information that may be helpful, Randy may be contacted by email at [email protected]. The first
organizational meeting is set for Wednesday, October 19, 2012. We look forward to updates and a formal welcome at the
Mid Winter Conference.
SOMETHING FOR MEMBERS TO THINK ABOUT: keep in mind these are ideas that members have called about in the
past 3 weeks. These are topics the TCPA BOD will discuss. If you have any comments or other ideas please give me a
call.
**Multi-year hotel contracts……..Bidding to host a conference is a big responsibility for a region. One of the most time
consuming efforts is locating a hotel. Most of the large hotels have at least 1 or more hotels in every region throughout the
state. The TCPA BOD would contact these hotel chains, collect proposals and select a hotel. Regions would check the
availability of the hotel and bid to host the conference. Members would vote on the locations. With our experience we
could negotiate a contract that would be very advantageous for TCPA.
Another option for hotel selection: There is a locator service that is free. The entity contacts the locator service to find a
hotel for a conference. The hotels pay the locator service to be included on the listings. The board will be looking into
this and report back to membership.
**Utilizing college campuses. (NOTE the numbers listed here are a sample and approximate) Jimmy Meeks checked into
cutting costs and hosting conferences at a college campus. These numbers are estimates. Dallas Christen College in
Farmers Branch, Texas. Members would stay in the dorms. A Sunday through Thursday, conference would be approximately $175.00 for the week and that would include meals. An extra fee may be charged for classrooms, at this time it is
estimated at approximately $5.00 per person for the week. This could be a part of a registration fee or rolled into the room
and meals fee. We could have an awards luncheon instead of the banquet. Let the boards know what you think about this
idea. The idea was to save agencies money and make it more affordable to all. Remember there are a lot of issues but it
does not hurt to explore and discuss.
Jason Keller, Grapevine PD is gathering information from ASIS, American Society for Industrial Security certifications.
These certifications may be something our members would like to obtain. The certifications would make our members an
increased asset to their agencies and give them knowledge that would benefit them during their career and after they retire.
TCPA should be recruiting their trainers for our members and assist them on obtaining these certifications.
The National Crime Prevention Council has a Certified Crime Prevention Certification.
One last issue:
George Little has resigned his position as Director of ICJS. I would like to explore what TCPA needs to do to gain back
control of our Crime Prevention certification training program for Crime Prevention Part I, Crime Prevention Part II and a
new Crime Prevention Part III curriculums/courses.
Before ICJS, TCPA conducted training classes 3301 for CP1 and 3302 for CP2. My question, why can’t we go back to
those numbers and update our information? ICJS/TCLEOSE course numbers are: 2101- CP1, 2102- CP2, 2103- CPTED,
2104- CCPS test. It has been suggested that we have an additional certification for a 3305- Physical security: Infrastructure protection and security with a focus on dams, levees, water and electrical plants.
When George Little first came to TCPA as the new Director of ICJS he asked what ICJS could do for TCPA. At the time
TCPA wanted our training standardized. TCPA needed a unified curriculum that would teach officers the same standards
on a state-wide basis. Officers were complaining the CP training they attended had not prepared them for the CCPS test.
At the time our Regions were providing CP1 and CP2 training. To overcome this training problem TCPA began a 2 hour
study session the day before the CCPS test. TCPA printed study guides that covered material on the CCPS test. The study
guide was to be used in the study session and turned in at the end of the session. This back fired, we discovered study
packets that had the corresponding test questions on them thereby compromising the integrity of our test.
This is how I understand what needs to be done to start this process:
•
First we need someone who will volunteer their time. That has the knowledge to revise the CP1 and CP2 curricu
lums and create a CP 3 Physical Security curriculum and get all 3 TCLEOSE approvals.
•
We need certified instructors in each region at least 4 (starting out) to 6 (over-all goal) per region. This is to ensure the material is controlled and the fidelity and integrity of learning objectives are maintained thereby elimi
nating deviations and/or variations.
•
The criteria for becoming a TCPA certified instructor should be at minimum:
•
Certified Crime Prevention Specialist, CCPS
•
Certified, 3-5 years of experience working in CP
•
TCLEOSE Instructor certified
•
Every class that is presented TCPA will provide a Seminar supervisor, (this may be the TCPA 2nd VP or a repre
sentative from a region that is not affiliated with the hosting region) the purpose is to maintain the fidelity and integrity of the curriculums; ensuring that all learning objectives are presented and mastered by the participants as written in the booklet.
•
We need a vendor that will print the same material that is dated and updated periodically for the classes by the TCPA 2nd VP. The regions would not print the booklets the vendor would.
•
Fees for these courses could be split between the hosting Region and TCPA 50/50. For the purpose of supporting region trainings and administrative cost the same applies to TCPA. This new source of funding would be used to support the mid-winter and summer conferences; by giving TCPA the resources to bring in subject mat
ter and experts from across the United States to train our membership.
There are pros and cons to everything. One that was brought to my attention immediately was liability.
This is a lot of information. I have been very busy keeping notes and trying to remember all that you have relayed to me.

There is not much to report right now. Efforts are continuing to have
TCLEOSE accept the CCPS as a proficiency certification. Executive Director Tim Braaten retired effective August 31, 2011. Kim Vickers took
over in his position. Kim has been in contact with me and expressed his
desire and interest in making this happen. I know his hands are full right
now as he settles in to his new position. After a couple of months I will
touch base with him again to see if he is ready to begin addressing our request. I will keep you updated as progress is made.

Summer has come and is almost gone. The extreme high temperatures have been unbearable. Cooler temperatures are
on its way!! TCPA‘s membership has taken a fall of 46% for the 2011. I want to encourage each member to renew their
membership before December 31, 2011.
Another friendly reminder that membership expires on the first of January every year. According to TCPA By-Laws, there
is a 60 day grace period from December 31st, which will pass on March 1, 2012. After March 1st if a membership isn’t
renewed for the year 2012 the membership will be marked expired.
There are two ways you can renew your membership. You can go the TCPA’s website http://tcpa.org/onLineSignup.php.
Scroll down to the bottom of the page to renew your membership online. The monetary dues are paid through Pay Pal.
We encourage you to use the online system as this rushes the application process. It also eliminates many of the errors
that occur when I try to interpret some member’s handwriting.  It further ensures delivery to the proper location. If you
or your agency needs to fill out the paper application please visit the TCPA website each year for the most current application. The web link http://tcpa.org/PDF%20Files/2011/2011TCPAMembershipAppPrintable0311.pdf is located approximately half way down the page. This secures that your application is mailed to the correct location and is handled according to TCPA By-Laws. All memberships and membership renewals need to be mailed to the State Membership Chair,
address located at the end of this letter.
Please don’t assume your agency has taken care of your membership. You need to take the initiative and follow up with
them. If you do not receive a copy of your TCPA Certificate with your expiration date on same then most likely I haven’t
received your membership application.
There are several Certified Crime Prevention Specialists whose membership have expired. If you are a Certified Crime
Prevention Specialist (C.C.P.S.) you do not want to let your membership lapse. Continuing your membership is valuable
and important for you due to the fact that if you allow your membership to expire for more than 180 days from the expiration date then you must re-certify for your C.C.P.S. status. In order to re-certify you must retake the C.C.P.S. Test.
I have resurrected the TCPA Membership Certificate. The TCPA Membership Certificate will have the membership expiration date on same.
Thank all of you for the effort you do on a daily basis to keep us safe. I am proud to be a part of this fine organization. I
enjoy serving you as your State Membership Chair. I look forward to seeing each of you at the Mid Winter Conference,
January 15-18, 2012 at the Isla Grand Beach Resort in South Padre Island, Texas.

Letter from the Secretary,
I just want to thank El Paso once again for a successful Summer Conference. It really showed the amount of effort that was put into this conference to make all of us welcomed and comfortable. The Resort was an
excellent choice and the view from my room was spectacular. Most of the
training was indicative to that area but really in lighted me about what is
happening out side of our own communities. So my hats off to Far West
and I appreciate your hospitality and the opportunity to make new friends;
I look forward to visiting El Paso again in the not to distant future.
I also want to congratulate all the new Board Members and look forward
to working with all of you. I hope to see everyone in South Padre for the
Mid-Winter Conference.

Kerrville Police Officer Receives Award
(September 12) On August 23, 2011, Kerrville Police Officer Paul Gonzales received the Ray
Ramon Peace Officer of the Year Award at the Texas Police Academy Alumni Banquet held in
Galveston, Texas.
The Ray Ramon Peace Officer Award is an honor bestowed upon a Texas peace officer deemed
to have contributed the most to the development of the Citizen Police Academy Alumni Association (CPAAA) program during 2010-2011.
The award is named in honor of the officer who hosted the first CPAAA Convention in 1993,
Officer Ray Ramon. In the fall of 1990 Officer Ramon, Sgt. Glenn Repp, and Mr. Tom Bryson
the department Community Relations, Crime Prevention Coordinator, and Public Information
Officer, respectively, of Duncanville Police Department graduated their First Citizens Police
Academy Class. During the next three years, Officer Ramon and Mr. Bryson helped several police departments in Texas and around the nation to start their Citizen Police Academy programs.
Officer Ramon worked with the Dallas Police Department to start their CPA program.
Officer Gonzales and several members of the Kerrville Citizen Police Academy Alumni Association attended the Texas Citizen Police Academy Alumni Convention.
The convention offers assistance and training to the various Citizen Police Academy Alumni
Associations within the State of Texas to serve their communities by supporting the law enforcement agencies in their area.
Officer Gonzales will be honored at the Kerrville City Council Meeting on September 13, 2011
at 6:00 P.M.
“Join with me in CONGRATULATING Officer Paul Gonzales on his well-deserved award
from the Texas Citizen Police Academy Alumni Association!” said Chief John Young.

TCPA West Texas Newsletter Article Sept 2011
News from West Texas Chapter TCPA
Let me take a moment to introduce myself. I am Randy Harris, the interim President of the
West Texas Chapter TCPA. My background is 32 years in law enforcement with 4 commands
under my belt. Currently I am a Court Security Specialist with Ener-Tel Services. I joined the
TCPA this past June.
My intention is to rebuild interest in the TCPA in West Texas through recruiting and networking. There are several hurdles that we have to overcome in this area, the biggest being the size
of the area. Due to the immense size, regular meetings were costly to operations and finances
when members had to travel to meetings. Therefore, West Texas dwindled in membership and
participation although there were active CP units in many agencies.
The solution we are working on to break this cycle is to form several sub chapters in this large
are. Then we would recruit members in the smaller sub chapter regions. The subchapters
would have regular monthly meetings with training presentations (TCLEOSE credit attached).
This would give members something to look forward to as well as provide a benefit to them.
Two to four times a year we would have a Chapter wide meeting with an expanded training session to give members justification to travel the distances involved and it would allow us to have
business meetings to conduct the business of the chapter.
This endeavor needs the support of the persons in our area as well as the rest of the State. I welcome your input and ideas to help us rebuild membership for the TCPA. Please contact me with

North Texas will once again be the proud host of the next summer conference, in July 2012. We are in the process now of finalizing hotels and
determining the exact week. We are aiming for the second week in July,
since there are less conflicts with other Associations conferences during
that week. We may have to hold it the third week in July depending on the
final hotel selection and its availability. Watch the TCPA and NTCPA website for announcements in the upcoming weeks.
We are always looking for recommendations for classes and speakers.
If any of you have any recommendations for classes or suggestions for
speakers, please get the information to me as soon as possible.
We are looking forward to seeing as many of you here as possible next
July.

Hola from South Texas,
First I want to thank El Paso for putting on a great summer conference.
We really enjoyed our time there. As for South Texas we have been busy
getting ready for the upcoming TCPA Mid –Winter conference in South
Padre this coming January. On a side note, Bernie Garza, our conference
coordinator recently got married, so congratulations to him. By the time
this newsletter is out ,we should have most of the information on the
conference on the TCPA website. As with the rest of Texas we are getting
ready for National Night Out. In Corpus Christi some of our Elementary
School will be hosting the NNO event for their neighborhood. Till we
meet again.

To our Crime Prevention Partners,
On behalf of the Texas Chisholm Trail Crime Prevention Association (TCTCPA), I am pleased to announce
some exciting new endeavors that we firmly believe will bring our organizations to another level. In the near
future, we will enact Crime Prevention Tip’s of the Month for the purpose of preaching the same message
around the state. These organized tips will actively engage our constituents in safety practices in an effort to
reduce crime.
Our organization will soon offer ASIS International training which is recognized worldwide as the standard of
professional competency. ASIS certifications validate your professional competence, increase your marketability, and ensure you remain at the forefront of your profession. ASIS will help us understand some of the industry
standards regarding physical security surveys, design integrated security systems, or install, operate or maintain
those systems and who have demonstrated in-depth operational knowledge and competence in this area.
Within the past year, several cities in the Northeast Tarrant County area implemented a women’s realistic selfdefense class (Rape Aggression Defense System). “The R.A.D. System is a comprehensive, women-only
course that begins with awareness, prevention, risk reduction and risk avoidance, while progressing on to the
basics of hands-on defense training”. R.A.D. will empower and equip women in your community who will inturn serve as vehicles in helping reduce opportunities.
A new smart phone Crime Tipping App (iWatch) is starting to pay dividends in the DFW and Harris County
area. iWatch allows our followers a convenient reporting method to provide tips and leads to police concerning
crime that is affecting their community. This site will serve as an innovative tool to increase community wide
effort to reduce crime and support the nationwide launch of the "If You See Something, Say Something™" public awareness campaign-(Secretary Janet Napolitano).
Since we are on the smart phone App topic, have you signed up for a free LinkedIn account? LinkedIn will allow us to follow each other in real time rather than at our annual conferences. LinkedIn also allows your constituents to stay plugged in to your Department and Crime Prevention Tips of the Month
In parting, it pleases me to report a good bill of health for Training Director Nathan Bickerstaff, Civilian at
Large Tom Fairless and Monty Roberts who endured some serious ailments this past year. TCPA Past President
Scott Rhodes and TCTCPA Membership Director James Gordon are recovering from recent surgeries.
Progress, improvement, and growth in our organization are attributed to innovative ideas from membership
across this great state.

I regret due to medical illnesses that I will not be able to join everyone at the Texas Crime Prevention Association Summer Conference FY 2011, hosted by the Far West Texas Crime Prevention Association in El Paso,
Texas. I know that Henry Slack, Leslie Canada and many other dedicated and committed crime prevention
professionals from FWTCPA are going all out to make this one of the best conferences ever.
ICJS is still looking to select, certify and train officers/deputies from each TCPA regional area to become certified ICJS Crime Prevention Instructors. We have come a long way since 2008.
Here are the basic criteria;
CCPS certified by TCPA, 3 to 5 years experience as a crime prevention practitioner, TCLEOSE Certified Instructor
Each officer/deputy who desires to become an ICJS Certified Instructor needs to bring or submit a file folder
that contains the information listed below. They may turn it in to the on-site ICJS training supervisor at the conference or they may mail it to my attention at the address near the bottom of this letter. The completed bio must
contain a recent head and shoulders photo. Below is the sample format, with data preferably listed in the following order. All data below is required:

CCPS certified (when and where – copy of TCLEOSE record and/or copy of CCPS certificate)
all CP related trainings with location and dates – (TCLEOSE record will be sufficient) all related Crime Prevention Assignments (dates from - to) Education (TCLEOSE Licenses, Basic, Intermediate, etc include TCLEOSE
certified Instructor course location & dates) plus college/university degrees
2.BIO with photograph in top center or upper right hand corner of page one
3.Copy of CCPS certificate issued by Texas Crime Prevention Association
Once the officer/deputy has submitted the above information they will be expected to present at least two sections of instruction for each of the three primary curriculums for which they want to become ICJS certified. (CP
I, CP II and/or CP III). They will be evaluated by the on-site ICJS Training Supervisor and all other ICJS Certified Instructors present all TCPA veteran members). These persons will submit the ICJS Critiquing for Success
Form wherein they will recommend certification or recommend another opportunity to present and explain why.

The newly certified regional instructor will only receive his/her copy of all ICJS Crime Prevention Curriculums
and ICJS instructor certification upon completing and submitting the above requested information and successfully presenting the required sections of material.
TCPA and ICJS have worked hard to produce standardized curriculums, which we now have. It is up to every
member of TCPA to remain committed and dedicated to protecting the fidelity and integrity, as well as safeguarding the content, of these curriculums. If we fail to do so we will all be back to individual (different standards), in lieu of the united standard we now all share. Please remember it only takes one or two loose cannons
doing their own thing to send us all back to the Stone Age.

Crime Prevention Part IV (TCLEOSE #2104) – CCPS Study Guide & Test
Under-development Physical Security Course designed to help protect statewide and community infrastructures.
Should be ready for FY 2012 delivery
Consistently up-dated curriculums
Developed Mobile Training Team Concept; deploying instructors to individual regions
Consistently make concerted efforts to reduce training cost for participants; including offering CP II & CP III at
TCPA mid-winter & summer conferences

Some people are quick to condemn with words. Try asking them to list their individual accomplishments that
were for the common good of the membership verses self-serving agenda’s which create a lot of potential disharmony. It is a fact, people that produce tangible positive results are far more valuable to an organization than
those with mere constant negative verbal rhetoric. “Actions speak louder than words”.

Some things that the TCPA list serve can be used for:
1. Relay suspect/ suspect veh. descriptions, full or partial, of those arrested, detained, or escaping capture. 2. Relay new methods of operation used by the criminal element. 3. Relaying current crime trends and preventative measures. 4. To ask for help in finding contacts with those
unusual problems. 5. To share ideas relevant to the security and safety of our areas. 6. To advise
of meetings, schools and seminars that may help educate us.
Some things that TCPA list serve should not be used for:
1. Jokes or E-mails intended to seek applicants to fill positions within a company or members
seeking employment opportunities. 2. Chain E-mails that have no bearing on crime, hardening
the target, and making our areas safer for our citizens. 3. Any political position unless it pertains
to Crime Prevention.
