Established in the 1930’s, the Geological Survey of Canada’s Technical Field support services was added to PCSP as the equipment business line in 2007. TFSS provides the equipment for PCSP’s Arctic logistics science clients as well as many others across Canada. 2 Polar Continental Shelf Program 2011 Season Projects Resolute DRDC’s Project Northern Watch in Gascoyne Inlet identifies and characterizes combinations of sensors and systems for cost effective surveillance of the unique maritime environment of the Canadian Arctic. PCSP supports over 150 projects and 1100 scientists every year Science projects range from anthropology to zoology and everything in between 8 HF and our operations Normal range 300 to 500 NM or 555 & 925 km Maximum distance up to 1500 NM or 2775 km Camps in Field normal operations 50-75 at any given time approximately 150 projects annually Network across 3 Territories and high Arctic - an area larger than Europe. HF is our Primary means of communication Cost effective Push to talk essential with ops Safety network for field teams Ability for collaboration remotely Twice daily radio skeds Our protocol requires positive coms 11 Opprotunity for DND and PCSP Extension of existing HF network Increase level of safety for northerners and whole of government solution to many issues including search and rescue coordination. Dependable low-cost solution for end-users An effective solution for areas with very little infrastructure available to users. ( no cell towers / Communities are far apart) PM Visit – PCSP Resolute facility, August 2010 14 Strategic collaboration with DND The PCSP/NRCan-DND collaboration will: Allow PCSP to extend the facility operating season and increase the capacity of the facility thus increasing levels of support available to arctic researchers Demonstrate Canadian public values of cost-effective operations by government departments Strengthen the positive relationship between the federal government and the community of Resolute Provide direct benefits such as more demand for services, jobs on the project, and environmental improvements 18 Questions? 21 http://pcsp.nrcan.gc.ca/ CFATC Initial Analysis 13 Feb 2013 Edmonton 2483 km S Resolute 13 Background • Establishment of CFATC in Resolute Bay announced by PM August 2007 • Initial construction costs estimated at $60M with an Initial Operating Capability (IOC) post 2015 • Natural Resources Polar Continental Shelf Program (PCSP) established in Resolute for 50 years supporting Arctic Research • CFLAWC conducts yearly Arctic Operations Advisor Course at PCSP on a cost recovery basis • PCSP doubled its capacity with ARIF funding in Mar 2011 • Co-use of facility and further expansion through DND funding could provide FOC by Summer 2013 at a DND cost of approx $20 M • NRCan and DND have produced a comprehensive cost sharing and facility management arrangement Recce Results • Significant capability (crses, staging, operations base) • New way of doing business • Integrating planning timetables 140 bed facility with kitchen (can surge to 210) Maintenance capability (incl 10K overhead crane) Supply warehouse (warm and cold) • Weapons lockup / Ammo lockup (150 lbs) Medical facility (two beds for stabilization pending evac) Command and Control Capability (HF/DWAN/Internet) • Strategic HF antenna farm and radios required • 5m dish (3 x T1) Classrooms (six classrooms) Approx Size – 210 x 120 km CTA (Possible) Winter Survival Trg Area Possible CTA CF trg site (FY 13/14) Resolute Bay Activity max pers AOA - 70 SOVOP – 120140 CFSSAR – 20 CFATC EXPECTED USE FY 2013-14 CFSSAT - 36 NUNALIVUT < 50 NANOOK < 160 SQFT SOVOP NUNA LIVUT NANOOK PCSP Operating season 1 Apr – 30 Sep CFSSAR CFSSAT Extended season for CFATC CFLAWC AOA HF AE FIELD HF Radio Room CAFATC Copper and Fiber optic cable installed by CAF Line crews HF Ops Consoles Accountability • Mitigated with onsite staff (Jan-Sep) • Significant amounts of CF equipment in place UIC 6038 w/ 0A CFFET 84 LOSV, 9 BV206, RTFL, ATV Coy Gp + camp Specialty equipment for Arctic trg • Komatik, tent groups, • Medical supplies • Clothing Environment • Current CF activity levels not expected to change CFSSAR – one serial annually CFSSAT – three serials annually CFLAWC – one serial annually ARCG – one exercise annually CJOC(C) – two operations annually • CTA (long term permitting and use agreements) • Should CTA not be achievable, significant stress on an already broken system = more PY required Questions/Discussion CFATC/PCSP HF installation 2013 • DJSCS (then DIMTPS) approached by CA for support to CAFATC 2011 • Communication cable plant design/ installation and HF radio support was requested 23 HF AE FIELD HF Radio Room CAFATC Copper and Fiber optic cable installed by CAF Line crews HF Ops Consoles CFATC AE FIELD 4 MONTHS AGO 25 Resolute Bay Ae Layout 26 Ae Site Layout Waveguide Bridge Delta 1 Tower Guy Anchors Antenna Support Posts Delta 2 Tower Sloping V Tower Antenna Termination Ground Rods Land Lot Corner Markers 27 Ae site construction joint effort by 1 Line Sqn and DND Ae contractor 28 5 x 1Kw HF Radios placed in HF Radio Room on 2nd Floor 29 Map of CFATC Antenna Field to Yellowknife and Edmonton CFATC Antenna Field Distance ~ 1568 Kilometers Bearing ~219⁰ Distance ~ 2525 Kilometers Bearing ~210⁰ Yellowknife Edmonton Test on Delta Ae 4/4 Comms on 200W HF Radio Aug 15 2013 Alexandra Fiord Map of CFATC Antenna Field to Alexandra Fiord.
