Polar Continental Shelf Program
(PCSP or “Polar Shelf”)
 Established in 1958, the Arctic logistics business line
is mandated through the Resources and Technical
Surveys Act (1994) to: “coordinate logistics support
and provide related assistance for the purposes of
advancing scientific knowledge of the Arctic region
and contribute to the exercise of Canada's sovereignty
in that region and its adjacent waters.” (para. 8(1)).
 Established in the 1930’s, the
Geological Survey of Canada’s
Technical Field support services was
added to PCSP as the equipment
business line in 2007. TFSS provides
the equipment for PCSP’s Arctic
logistics science clients as well as
many others across Canada.

 Extension of existing HF network
 Increase level of safety for northerners and
whole of government solution to many issues
including search and rescue coordination.
 Dependable low-cost solution for end-users
 An effective solution for areas with very little
infrastructure available to users. ( no cell towers /

Strategic collaboration with DND
 The PCSP/NRCan-DND collaboration will:
Allow PCSP to extend the facility operating season and
increase the capacity of the facility thus increasing levels
of support available to arctic researchers
Demonstrate Canadian public values of cost-effective
operations by government departments
Strengthen the positive relationship between the federal
government and the community of Resolute
Provide direct benefits such as more demand for
services, jobs on the project, and environmental
improvements

Background
• Establishment of CFATC in Resolute Bay announced by PM August
2007
• Initial construction costs estimated at $60M with an Initial Operating
Capability (IOC) post 2015
• Natural Resources Polar Continental Shelf Program (PCSP)
established in Resolute for 50 years supporting Arctic Research
• CFLAWC conducts yearly Arctic Operations Advisor Course at PCSP
on a cost recovery basis
• PCSP doubled its capacity with ARIF funding in Mar 2011
• Co-use of facility and further expansion through DND funding could
provide FOC by Summer 2013 at a DND cost of approx $20 M
• NRCan and DND have produced a comprehensive cost sharing and
facility management arrangement
