Patriot systems ‘SNAP’
into digital communications

OSAN AIR BASE, South Korea – Soldiers assigned to 35th Air Defense Artillery
Brigade are armed with a new communications capability after months of integration
with Patriot missile systems across the Korean peninsula.
Four secure Internet protocol router/nonsecure Internet protocol router access points
and 10 tactical transportable troposcatter
systems were organically assigned to 35th
ADA Bde. Patriot batteries. This marks the
first time these digital communications systems are part of units within the U.S. Army
ADA regiment outside of Central Command
and combat operations.
“The first thing we would expect any enemy to attack is power and communications,”
said Walter Plucinski, a telecommunications
support engineer. “Allowing a Patriot unit
to operate with organic SNAP/TROPO provides greater resiliency from such an attack
while creating a more robust communications network for our Soldiers.”
SNAP provides reach-back service to a
regional hub regardless of geographical location, which ultimately gives Soldiers a
self-reliant, completely mobile data/Internet
service.
The TROPO systems provide Patriot units
with redundant means of communication to
fill pre-existing gaps in the Patriot’s communications infrastructure.
“We are basically modernizing bandwidth
capabilities of network infrastructure,” said
Maj. Jackie Kelley, signal officer, 35th ADA
Bde. “The current SNAP/TROPO and future equipment fielding will enable the ADA
community to exercise seamless digital communications while preparing for their wartime mission.”
The 35th ADA Brigade is currently the
only permanently, forward-stationed Patriot
unit in the Army.

Army researchers extend missile system shelf life

REDSTONE ARSENAL, Ala. – As consumers, many of our items contain a “use by”
or “best before” date. In the aviation and missile community, the same principle applies to
its weaponry arsenal.
The U.S. Army Aviation and Missile Research, Development and Engineering Center
in conjunction with Program Executive Office
Missiles and Space and U.S. Army Aviation
and Missile Life Cycle Management Command, has designed a program to determine if
missiles are useable past their initial shelf life.
AMRDEC, one of six U.S. Army Research,
Development, and Engineering Command
centers, executes this program within its Engineering Directorate.
“This program tests missiles to make sure
they are still safe and reliable as the system
ages,” said Megan Shumate, AMRDEC general engineer. “All missiles have an initial
shelf life from the date of manufacture. The
Stockpile Reliability program evaluates the
missiles as they approach their shelf life expiration to see if we can extend the useful life of
system to make the Army’s return on investment greater.”
The SRP is the sole mechanism for assuring
the continued safety, reliability, performance
and availability of the U.S. Army missile inventory per Army Regulations 702-6 and 7401. AMRDEC, PEO MS and Army Aviation
and Missile Command, or AMCOM, collaborate to plan, execute and manage the SRP for
all U.S. Army missile systems.
The SRP consists of component testing,
flight-testing and surveillance to collect data
on the tactical stockpile. Additionally, users in
the field submit a Missile Firing Data Report
for all combat and training firings. These four
sources provide an overall inventory analysis.
The component test is conducted annually through a statistical sample of missiles.
All components are tested to see if they have
degraded over time. It provides the best data
for predicting continuing performance. Most

of the SRP testing is conducted at Redstone
Arsenal in partnership with Redstone Test
Center.
“Every person involved in this process is a
team,” said James McGinnis, AI Signal Research, or ASRI, Inc. “We provide support to
RTC but we are all accountable to make sure
the job gets done right.”
The flight test fires a statistically-representative sample of the tactical inventory. Flighttesting provides an indication on how well the
missile performs in various temperatures and
environments. It gives the SRP the best snapshot of current reliability.
The surveillance program consists of visual inspections and non-destructive testing.
Visual inspections of missiles are conducted
by a quality assurance specialist for ammunition surveillance for stockpiles worldwide.
Some surveillance programs are conducted
at depots while others are conducted across
portable test equipment that can be deployed
worldwide. This non-destructive test provides
immediate identification and segregation of
failing missiles to ensure readiness.
“As we continuously test and evaluate the
system over its life cycle, the data and analyses are summarized in a report where we provide a shelf life extension recommendation
for the missile system,” Shumate said. “We’ve
been able to double the shelf life of most missile systems through the Stockpile Reliability

– At the end of World War II Gen. Henry
“Hap” Arnold made a bold prediction.
“We have just won a war with a lot of heroes flying around in planes,” said Arnold.
“The next war may be fought by airplanes
with no men in them at all. It will be different from anything the world has ever seen.”
Seventy years later, Arnold’s prediction
has been proven true.
The United States Air Force currently employs numerous remotely piloted aircraft in
support of surveillance and reconnaissance
missions throughout deployed locations. The
bulk of these missions are being placed specifically upon the MQ-1 Predator and MQ-9
Reaper aircraft.
The reliance on the ability for RPAs to fly
long hours, and in some situations, support
combat missions has very quickly increased
the demand for their use in deployed locations.
The proof of this can be seen in the expansion at Holloman’s RPA training squadrons.
“By the time we are done with this expansion, Holloman Air Force Base will be
the largest air crew training base in the Air
Force,” said Maj. Christopher, assistant director of operations for programed flying
training.
This expansion will increase the rate of
student production from 603 pilots and sensor operator students in fiscal year 2015 up
to an estimated 818 students in fiscal year
2016.
The formal training unit expansion in total will take about 18 months. This includes
training new instructors, expanding facilities
and improving syllabi for incoming students.

“It takes about six months to create a new
instructor,” said Christopher. “They have to
go through formal instructor upgrade training, and at about the two-month mark, they
can start teaching the basics. Four months
after that, when they have become a little
seasoned, we let them start training in some
of the more complex areas.”
The expansion promises to fix manning issues within the RPA pilot and sensor operator career fields Air Force-wide. It has also
put manning issues for RPA maintainers in
the sights of Holloman leadership.
“When we started the process, looking at
all of the limiting factors, everybody’s assumption was that the amount of instructors
was the biggest limiting factor,” said Christopher. “However, when we started looking
at it holistically, we discovered the maintenance manning was even worse than our
own.”
The realization of the issue for maintainers has lead leadership to take the first steps
into easing their workload.
There is not yet a set plan but it is a major
topic that being addressed and will optimistically lead a lasting fix.
“This is probably the best opportunity that
has the most investment from leadership
in terms of getting us healthy,” said Christopher. “It is not a band aid or a quick fix,
this seems like leadership is truly focused on
a long term sustainable fix that is going to
keep the RPA community healthy as a whole
and keep us there. It is going to hurt for a
little while because we have got a lot of work
to do but, the demand is still there, and we
need to do our best to meet that.”

industry officials Sept. 25 to provide preliminary design review proposals for the
Improved Turbine Engine Program. The
program will eventually replace the existing
General Electric T700-GE-701C/D engines
that now power AH-64 Apache and UH-60
Black Hawk aircraft.
Engine manufacturers have until Nov. 9
to submit those design proposals. The Army
will then select from those submitted proposals up to two manufacturers who will
compete for 24 months to be chosen as the
single manufacturer of the Improved Turbine
Engine.
“This is Army aviation’s No. 1 modernization program. Ultimately, the warfighter
needs the ITEP,” said Lt. Col. Curt Kuetemeyer, product manager, Improved Turbine
Engine Program, during a Sept. 28 press
conference.
Rich Kretzschmar, project manager for the
Improved Turbine Engine and Future Vertical Lift, said he is confident that bidding
contractors will have the chops to design
an engine that can meet the demands of the
ITEP program, having worked already on
the Advanced Affordable Turbine Engine, or
AATE, program.
“We feel very confident that the original
equipment manufacturers that are selected
can build on what they have demonstrated
either in the AATE program or outside of
the AATE program, because we fully expect
other engine vendors ... that didn’t participate in AATE to participate in this program
as well,” Kretzschmar said. “We feel confident they can mature that technology towards the specific requirements we have for
ITEP and get to production.”
Kuetemeyer said the ITEP’s increased
engine power means further range for the
Black Hawk, more time on an objective, and
more troops or equipment that can be carried, “all resulting in more lethal, more effective missions.”
The more efficient ITE will mean fewer
fuel convoys needed on dangerous missions,
and that reduces risk to Soldiers who would
be involved in those logistics convoys. In the
last decade, there have been 36 AH-64 and
UH-60 Class A and B mishaps occur where
inadequate power and/or power management
were contributing factors. The ITE engine
closes that engine margin gap. An aircraft
with an ITE will no longer be engine limited.
By the fourth quarter of fiscal 2018, the
Army expects to select just one of those engine manufacturers to produce the ITEP. At
that time, the Army will commit to a Milestone B decision, and award an engineering
and manufacturing development contract
that will allow the chosen vendor to conduct
development leading to production and fielding of the ITEP.
The Army plans to buy 6,215 ITEP engines, two for each Black Hawk in the inventory, one for each Apache, and an additional
10 percent for spares. Low-rate initial production for ITEP is scheduled for the third
quarter of FY2024 and full-rate production is
scheduled for the fourth quarter of FY2026.
Strengthening Army Aviation
Both the UH-60 Black Hawk and AH-64
Apache, as well as other variants of helicopters, currently operate with the T700GE-701C/D engine that has 1,900/2000
horsepower. The ITEP provides 3,000 shaft
horsepower with a significant fuel consumption decrease and maintenance cost decrease.
It will also incorporate a condition-based
maintenance plus package, and a horsepower-to-weight increase.
The ITEP also calls for corrosion resistance that will allow it to function in joint
operations, in particular with the Navy and
the Marine Corps, where resistance to salt
water is a critical.
Kretzschmar said the Army expects to operate jointly in the littoral environment, and
is looking at being able to support future cooperation with the Navy and Marine Corps.
“So helicopters have to be compatible
with ship landings,” he said. “Because of
that marine environment we have to pay attention to corrosion. They look at coating,
maintenance schedules, and how the engines
are designed.”
