The world needs 50,000 Islamic finance professionals per year.4 In the local scene, we need
about 35,000 qualified Islamic finance professionals by 2030, a report from the Islamic
Banking & Finance Institute Malaysia (IBFIM).5 Growing global interest on Islamic finance
services has spurred the demand for more of these talents. In Malaysia, talent shortage in
Islamic finance is most notable in the areas of syariah expertise.6 Approximately 5,000
graduates of Islamic banking and finance are produced globally each year, which is not
enough to keep up with increasing demand.7
Malaysia is among the top 3 providers of Islamic finance talents, based on Thomson
Reuter’s findings.8 We currently have 18 universities and 50 institutions providing this
course. To beef up talent in the finance industry, Bank Negara Malaysia has set up the
International Centre for Education in Islamic Finance (INCEIF) to provide academic and
professional qualifications in Islamic finance. It offers master’s and doctoral programmes in
Islamic finance. Similarly, IBFIM is devoted to improving Islamic banking and finance by
increasing the pool of bankers and Takaful operators who are knowledgeable and
competent.

MIA reports that there is demand for more accountants.9 It is forecast that Malaysia will
need 60,000 Chartered Accountants by 2020.10 This is in line with the government’s
Economic Transformation Programme by Pemandu that aims to turn Malaysia into a high
income nation.
Currently, MIA has slightly over 28,000 registered Chartered Accountants in business and
commerce, public practice, public sector and academia. MIA hopes to see more
Bumiputera Chartered Accountants, as currently they constitute only 28% of the total.11

The growing presence of low-cost carriers (LCCs) with their cheap fares and new routes has
spiked the need for more airplanes. More maintenance, repair and operations (MRO)
services like fixing and doing routine checkups will be required to prevent troubles from
arising and keep the aircrafts working properly.
Seeing the potential of the MRO industry, the government’s Economic Transformation
Programme (ETP) by Pemandu has identified it as one of the sectors in the business
services entry of National Key Economic Areas (NKEA).
In effort to make Malaysia a regional MRO hub, initiatives to improve airport infrastructure
through land expansions have been created for a more conducive operating environment.

According to the Ministry of Human Resource, we need to produce 16,000 MRO
engineers a year. However, in the last 15 years we have only 3,000 licensed engineers.15
At the moment, aircraft maintenance engineers who specialise in helicopter turbines
and avionics are rare and in demand. This demand is driven by the growing use of
helicopters for both civil and government markets, and the fact that most aircrafts have
avionics involved in everything including engines and flight controls.

Requirements
Requirements to become an aircraft engineer
SPM leavers who wish to enter this field need to have at least a C in
English, as mandated by the Department of Civil Aviation (DCA).
The licensure programmes which are offered by the five
DCA-certified schools, takes four years to complete and prepares
the student for the Aircraft Maintenance License (AML) obtained
from the DCA.
Presently, the country has five certified schools for aircraft
engineering and these are:

Malaysian Aviation Training Academy (MATA)
To qualify for AML, the applicant must be at least 21 years of age
and must have acquired the necessary practical maintenance

Nilai University’s Diploma in Aircraft Maintenance
Engineering programme is an extremely popular
choice among school leavers. This is down to several
reasons. Firstly, Nilai University’s programme
prepares students for the all-important European
Agency Safety Agency’s B1-1 examinations, which is
the gateway towards becoming a fully licensed
aircraft maintenance engineer. This status is
achieved upon the successful completion of the
EASA modules and accumulating approximately five
years of relevant work experience. Once certified as
fully-licensed aircraft maintenance engineer, he or
she is able to certify the airworthiness of an aircraft.

Careers in education are looking favourable in Malaysia after the government abolished
the 40% quota for local students in international schools. Overall, open positions are
increasing, salaries are fairly competitive and there are a variety of advancement options.
An education qualification can offer you a variety of career paths including positions like
language instructor, curriculum developer or university professor.

Early childhood education
By year 2020, the country will need 30,000 qualified preschool teachers.18
At the moment, only 7% of preschool teachers possess formal training and certification.19
According to the government’s Economic Transformation Programme by Pemandu, about
93% of teachers do not posses the right qualification for this segment.20
The Malaysian government has placed a strong emphasis on Early Childhood Care and
Education by introducing policies and programmes that make early childhood programmes
more accessible. By 2020, all teachers are expected to possess a first degree before joining
the teaching profession.
Government schools
Malaysian government schools want to increase their quality of teaching by hiring more
qualified teachers. The government recently announced that the minimum requirement for
SPM leavers who wish to join the vocation is 7As in their SPM exam; previously the
requirement was 3As in SPM.
There are two ways to get into government schools - SPM leavers can take the Kursus
Perguruan Lepasan SPM (KPLSPM) and college graduates can take the Kursus Perguruan
Lepasan Ijazah (KPLI).

KPLSPM – SPM leavers can take this 18-month course which
prepares them for the Program Ijazah Sarjana Muda
Perguruan (PISMP). PISMP is a continuation of KPLSPM. It will
award as students a Bachelor’s Degree in Teaching upon
completion. This course takes four years to finish and is
usually offered in late-March and will be announced in the
newspapers. After the programme, students need to go
through a job interview before getting assigned to a
government school.
KPLI – Fresh university graduates who wish to teach in
government primary schools can take this course. They need
to pass an interview first before being able to train in one of
the 27 IPGM. At the end of the programme, students must serve in any school or
education institutes, including those in rural areas, as required by the government. This
two and a half-year course is offered between the months of September and October.
Private schools
In the private school sector, there is a shortage of good teachers
specialised in English, Maths, Science and Bahasa Malaysia
according to the government’s Economic Transformation
Programme by Pemandu. Furthermore, the abolishment of the
40% quota for locals to enroll in international schools has paved
the way for more international and private schools in the
country. To date, Malaysia has approximately 40 private and
more than 90 international schools.21

Taylor’s Education Group (TEG) – a leading private education group with over 20,000
students. Its members include Nexus International School, Garden International School,
Australian International School Malaysia and Sri Garden International School.
Ekuinas – one of Malaysia’s largest education groups. It owns Unitar International

Currently, preschool teachers are expected to have at least a diploma in early childhood
education but in the near future, a degree will be highly preferred among employers.
Public and private universities
About 38% of lecturers in Malaysian public

universities have a PhD. Under the
National Higher Education Strategic Plan
(2011-2015), the government plans to have
75% of its lecturers with PhD at five
research universities – UM, USM, UiTM,
UKM, and UPM. Furthermore, they want to
have 40% of such lecturers at other
universities in the country.
To enable this goal, funding programmes
MyBrain15, MyPhD and MyMaster were
developed to provide funding studies at
postgraduate level.23 These programmes
aim to produce 60,000 Malaysians PhD
holders by the year 2023.
Currently, a postgraduate qualification is not necessary to become a lecturer, but as
universities improve their global ranking, a PhD qualification becomes important. The
qualifications that you need are a good bachelor’s degree, a masters and a PhD in the
relevant field. Moreover, those who want to become a senior lecturer or associate
professor must have sufficient teaching and publication experience.

country’s aging population and growing medical tourism. In 2010, about 400,000 health
tourists came to Malaysia and it is expected to hit 2 million by 2020.31 Here are more

There is only 1 dentist for every 6,000 Malaysians. In the next 7 years, we will need at
least 5,000 more dentists to achieve the target of 1 to 3,000.32
Similarly, there’s a shortage of pharmacists in the country. In 2013, there were 10,250
registered pharmacists. Currently, there is 1 pharmacist to 2,947 patients.33 The target
for 2016 is to improve the pharmacy-patient ratio to 1 to 2,000.

ICOM is a college ‘by musicians, for musicians’,
says Irene Savaree, CEO and President of
ICOM. “Because of this, our primary advantage

Getting in
To enter into ICOM’s programmes, students
are required to have the minimum statutory
requirements of five SPM credits for degrees,
three SPM credits for diplomas, and one SPM
credit for certificate level courses. There is
also an audition - students applying for
degree programmes must demonstrate their
performance skills on a principal instrument in
playing scales and arpeggios, improvising on a
12-bar blues piece, and performing in a range
of style idioms. The ability to read music
notation is not a prerequisite, as students can
learn during their course.

need to hire over 60,000 professionals including
engineers and geologists by 2020.48 Worldwide,
the Oil and Gas (O&G) sector needs to recruit
120,000 new employees over the next decade.49

Oil and gas production is valuable to Malaysia’s economic growth. In 2009, it contributed
20% of the country’s total income.50 With the help of the government as well as tax breaks,
many O&G companies have been established in the past two years. These companies are
pushing hard to attract both local and overseas employees to this interesting and well
remunerated industry.
The Petronas RAPID project in Pengerang, Johor will require 10,000 qualified and skilled
welders, 1,000 blasters and painters, and hundreds of specialised skilled engineers such as
corrosion engineers, piping engineers, welding engineers, designer engineers as well as
supervisors and technicians.

Petronas - is a national oil and gas company of Malaysia and is wholly-owned by the
government. It is also listed as a Fortune Global 500 company.
Highly-skilled jobs
Exxon Mobil - is a multinational oil and gas corporation and is the world’s largest refiner
with a daily production of 3.9 million barrels of oil.
There are jobs in the O&G industry that do not necessarily
require a university degree qualification. Those who are
new to the industry are usually provided with on-the-job
training by O&G companies through workshops and
seminars to develop skills that match the type of job they
seek.
The present graduates from local Malaysian universities
are unable to fulfil the requirements of the O&G industry.
The kind of skills required for the O&G sector tends to be
very specific with ample training and skills development.
Hence organisations such as the Institute of Materials
Malaysia (IMM) are developing more local skills in
metallurgy, corrosion, coatings and welding to provide
employers with highly skilled workers.
Jobs currently in-demand:
Welder – joins pieces of metal permanently through a
welding processes; they also repair metal parts.
Welding Inspector – conducts tests to find any defects
or cracks that can adversely affect the safety of the
structure.
Blaster/Painter – ensures that all the blasting and
painting equipment is kept in top working conditions.
Painter Supervisor – responsible for the supervision of
all painting and blasting activities, making sure that all
tasks are carried out safely.
Corrosion Technician – inspects, repairs and regulates a
metal pipeline’s structural integrity.
Corrosion Engineers – analyses engineered materials
and finds solutions that will stop or slow down the
effects of corrosion.
Skilled technicians can earn from RM3,000 to RM7,000 monthly upon securing their
technical certificates. Industry reports show a potential growth in the welding industry, with
oil companies desperate for experienced welders to repair and maintain rigs. Most
certification courses do not have entry requirements though being proficient in English is a
bonus in the O&G industry.
