INTRODUCTION
Ludhiana is the most centrally located district, which falls in the Malwa region
of the State of Punjab. For Administrative purposes it has been placed in the Patiala
Division. It lies between north Latitude 30o-34' and 31o-01' and east longitude 75o18' and 76o-20'.
Ludhiana city was founded in the time of Lodhi Dynasty which rule at Delhi
from 1451-1526 AD. The legend goes that two Lodhi Chief Yusuf Khan & Nihang
Khan were deputed by Sikandhar Lodhi (1489-1517 A.D.) to restore order in this
region. They camped at the site of present city of Ludhiana, which were plundering
the Doab and made a settlement at Sultanpur while Nihang Khan stayed back and
found the present city at the site of the village Mir Hota. The new town was originally
Known as "Lodhiana", which means the town of Lodhi. The name later corrupted to
the present name Ludhiana.
Ludhiana is the most centrally located district, which falls in the Malwa region
of the State of the Punjab. For Administrative purposes, it has been placed in the
Patiala Division. It is bounded on the North by river Satluj, which separates it from
Jalandhar District. The river also forms its northern boundary with Hoshiarpur and
Nawanshahr districts, on other sides it shares common boundaries with Roop Nagar
and Fatehgarh Sahib district in the East, Moga and Faridkot District in the west and
Sangrur and Fatehgarh Sahib districts in the South and South East respectively.
Ludhiana is one of the prime industrial and educational center of northern
India. The city is commonly known as the “Manchester of India”, the “hub of the
Indian Hosiery Industry” and "cycle part industry" and also as Industrial Capital of
small scale industry of the country.
Last Lok Sabha Elections for 07- Ludhiana Parliamentary Constituency was
held on 13.05.2009. There were 30 Contesting Candidates. Sh. Manish Tewari (Indian
National Congress) was elected on 16.05.2009.

DISTRICT SVEEP PLAN The SVEEP Project for Ludhiana District includes a planned strategy for targeted approach towards meeting the various gaps that exist in the field of registration and voting, besides spreading awareness about informed, un‐intimidated and inducement free voting under the boarder framework of civic education. This project also includes content development for literate and non‐literate groups and extra curricular activities in educational institutions as well as a targeted campaign on Women and Urban Youth. District Level & AC Level SVEEP Team have been constituted to implement SVEEP activities in the District. For Detail of District Level & AC Level SVEEP Team, see Annexure­E The District Core Committee formed for SVEEP comprises the following 1. ADEO 2. Co ordinator 3. Election Tehsildar 4. Treasurer Bharat Vikas Parishad Charitable Trust, Ldh (NGO) The committee has been holding regular meetings for drawing up a proper calendar of events, proper monitoring and follow up. The various activities undertaken under SVEEP are Our approach towards SVEEP includes the following 1. National Voters’ Day NVD functions are being celebrated annually on 25th January at District Level and AC Level as per ECI directions. NVD‐2014 was celebrated on 25‐01‐2014 at District Level by DEO and AC Level by ERO as well as PS Level by BLOs concerned. Wide publicity was also made through print & electronic media in order to aware the public/voters about celebration of 25th Jan‐2014 as National Voter's Day. District Level NVD function was organized on 25‐01‐2014 at Govt. College for Girls, Ludhiana where the EPIC were distributed by DEO to newly registered voters and prizes/certificate of participation presented by DEO were also distributed among those students who were winners in the essay writing competition, painting competition, poster making competition & debates on the matter of election and electoral roll. The Deputy Commissioner Sh. Rajat Agarwal said, "To cast the vote is our duty as well as a right. By making right use of vote, the youngsters can play an important role in the country and it is the need of the hour." On the occasion he handed over voter ID cards to 10 students of Ludhiana Vidhan Sabha constituency‐64. He also honored officers for doing their duty with dedication for making people aware about getting their voter ID cards prepared. The honored officers included SDM(East) cum ERO Ajay Sood, supervisor Dr Pankaj Singh, BLO Kulwinder Kaur and Nodal Officer cum Principal of Government College for Girl Gurminder Kaur. Worthy DC­cum­DEO Ludhiana Sh. Rajat Agarwal, IAS is being honored by Principal and staff of Govt. College for Girls, Ludhiana on National Voters’ Day ­ 2014 function. Audience taking pledge on National Voters’ Day­2014 A mobile van with audio visual equipment was used for promoting voter awareness. 2. Engagement with various agencies – Government and Non Government (a) DEO (S) and DEO (P), Ludhiana  To ensure that eligible students applying for admission also fill in Form‐6 for registering themselves as voters in all Sr. Sec Schools in the District through their principals concerned. Specific activities may be carried out to ensure higher youth registration especially the young and first time voters.  Sponsor Youth Festival activities and prizes for various competions like Essay writing competition, Poster Making, Painting Competition, Rangoli competition in all higher secondary schools to promote voting awareness. As a part of voter awareness, various competitions were held at school level especially in January around National Voters’ Day. Following are the entries of prize winners in Drawing Competitions in various schools. (b) NGOs (Bharat Vikas Parishad Charitable Trust, Ludhiana)/CSOs  To educate the public, youth and female voters about importance of vote & voting and to attract the huge youth component in urban areas through activities such as marathons, rickshaw rallies and various competitions in higher secondary schools on subjects pertaining to voters’ awareness.  To carry out Voter education programmes, conduct voter awareness campaigns on its own clubbed with a special registration drive, conduct special awareness campaigns for old, excluded groups and communities and also for migrant labourers. Students participating in a Cycling Event to promote Voter Awareness Flash Mob for Voter Awareness (c) DPRO, Ludhiana  To make wide publicity through Print & Electronic Media to inform all the Heads of State/Central Govt Departments as well as State/Central Govt. PSUs falling in the District to motivate the employees working under their control to get registered and to cast their votes on poll day. Postal ballot for employees on election duty.  Other than the official machinery, NGOs and CSOs may also be roped in as partner organizations through possible media for implementation of various SVEEP activities at multiple levels from the District down to the polling stations. (d) Principals of various Colleges:­  To run awareness drives for youth voters on the voter registration process and to also aware them about importance of democracy, vote and voting.  Widespread publicity may also be given at the time of admissions for enrollment of youth.  Display of awareness messages through Hoardings/Poster/Banners in the college premises. (e)Nehru Yuva Kendras : District Nehru Yuva Kendra Coordinator entrusted with the responsibility of engaging youth through various youth clubs/associations. Similarly Nehru Yuva Kendra has been doing commendable work to spread consciousness about right to vote and ethical voting among the people especially the youth and people in rural areas and at sub division level. Exhibitions, Seminars, Rallies, Pledge Taking Ceremonies are conducted for the same. (f) Campus Ambassadors  Campus Ambassadors appointed in colleges to ensure direct engagement with students to drive home the importance of voter registration and turnout among the new and young voters. A Facebook page – www.facebook.com/sveep2014ludhianadistrict has been created. www.facebook.com/electionofficeludhiana" has also been created by District Election Office, Ludhiana in order to interact with youth, general public, voters and to aware them about importance of democracy, vote and voting.  Public announcements at major traffic junctions.  A mobile van with audio visual equipment is being sent to 10% Polling Stations with the lowest turnout in the last Lok Sabha elections. 'I Lead Campaign' in Association with “The Times of India” Seeking more and more participation of youth in the voting exercise, the District Administration is using every possible platform to bring about voter awareness. Kanu Thind, Coordinator, SVEEP attended the 'I Lead Campaign' of Times of India at Panjab Agricultural University on 19th March, 2014 and urged the youth to make their presence felt in the largest festival of democracy. She urged the participants to create a chain of awareness by making atleast three people aware of their right to vote and ethical voting. Participants at ‘I LEAD CAMPAIGN’ 5. Advertisements 

Training & Collaborating with Partner Agencies Trainings were also imparted by ADEO‐cum‐Nodal Officer (SVEEP) to other stakeholders available in the District in the form of workshops and information sessions on voter education, importance of registration and voting in democracy. Ghanshyam Thori, IAS SDM Payal imparting training to Partner Agencies Some of the other categories of stakeholders who were trained were:  Nodal Officers in Higher Educational Institutions who are responsible for ensuring that eligible students applying for admission also register themselves as voters.  Hostel Wardens: in private accommodations for greater involvement of eligible students.  Political Parties: To orient them on importance of voter registration so they may also influence voters in their respective regions to do so.  NGOs/CSOs/RWAs: Meetings were held with the various organizations in many regions. They were oriented on importance and basic procedures/details of registration process; and awareness on importance and provisions for specials group therein. This district tied up with RWAs, CSOs in urban areas and they have been requested to educate the public, youth and female voters about importance of vote & voting. The NGOs and CSOs are being roped in as partner organizations for implementation of various SVEEP activities at multiple levels from the District down to the polling stations include  NSS  NCC  NYKS  V MAD We Making A Difference  Raahgiri  VBI Volunteers for Better India  RWAs  Lions/Rotary/Satluj/Gymkhana Club  NGOs  CSOs  Indian Red Cross Society  Indian Medical Association  Bar Association  Association of Diamond/Jewellery Industry  Co‐operative Societies  Housing Societies  Industrial Units Considering the importance of disseminating relevant information through hospitals, Primary Health Centres and Community Health Centres were made areas of focus. It was done through  Flex Banners set up at significant places  Stamping of OPD Slip with Slogans on voting  Students: Campus Ambassadors trained for direct engagement with students to drive home the importance of voter registration and turnout among the new and young voters.  Principals of Sr. Sec. Schools and Colleges: Principals of Sr. Sec. Schools and Colleges across the District were trained on the voter registration process and roped in SVEEP activities in the District.  Bankers: Banking officials of SBI, Axis, HDFC, BOI Banks were also trained so they could influence their customers and people who walk in their branches to register themselves on electoral rolls and to vote.  Government/Semi­government Departments: All the Heads of the Government/Semi‐government departments of State and Central Government Departments were also trained to get their Employees registered as voter and to cast their vote on poll day. Govt. Employees involved in election process were also trained on how to vote through postal ballot.  Aanganwadi Workers/Asha Workers: They were trained to identify missing voters and report to BLOs. Specific activities are being carried out to attract female voters to register, including activities informing them how married women can register, were taken up as part of SVEEP Plan. In this regard, Grassroots level workers under the Mid‐Day Meal Scheme, ASHA, and Aaganwadi Workers of the Integrated Child Development Scheme (ICDS) were also trained to facilitate registration of young female voters and increasing their electoral participation.  Labour Contractors: Meeting with labour contractors were also conducted within district and outside of districts.  Media Partners: All Media partners available in District were encouraged to involve youth to facilitate in developing content. 7. Outreach Activities The outreach activities have been planned based on the situational analysis: i. Forms 6, 7, 8 and 8A have been made available at all prominent places including Banks and Post Offices having large footfall besides in all Colleges and Universities, and also in High Schools for newly eligible electors. ii. Special registration camps in weekly haats, during festivals and through mobile vans have been conducted. iii. Corporates have been contacted so as to ensure registration of their employees. iv. Mass mobilization activities have been taken up close to elections to motivate people to participate in the electoral process v. Communication campaigns are being carried out through mass media, folk media and other mediavehicles besides direct people‐to‐people contact. vi. Special campaign is being carried out for promoting informed and inducement free voting vii. EVM familarisation activity combining with NOTA and VVPAT familarisation, where necessary. viii. Copies of Electoral Rolls are being provided to SLMA workers at Gram Panchayat besides partner CSOs and political parties. 8. Outreach Material prepared at District level Relevant material to bring awareness among the youth, students, women and the public in general regarding the relevance of democracy and voting in general has been prepared. This includes a. Flex Banners and Posters b. Musical Jingle (Annexure H) which is being played regularly at traffic signals, Suwidha Centres etc. On 15th March, 2014 a music jingle and slogans on voter awareness to be played at traffic signals were released. c. Ludhiana District has 14 ACs and they have already completed the target of 100% PER and EPIC. Data Entry of Forms received are being done in ERMS Software by all EROs and acceptance/rejections of forms are also being done through Digital Signatures of EROs/AEROs of the respective ACs. One Desktop Computer Set has already been supplied by Election Department to each ERO for the work of Preparation of Electoral Roll and EPICs at ERO Level. Election Kanungos and Proof Readers have already been deployed at EROs office to conduct smooth work related to electoral roll. The various methods enumerated above are targeted at filling the gaps in voter turnout effectively. The Rural Gap in voter turnout is being addressed primarily in co‐operation with Nehru Yuva Kendra; the Urban Gap through schools, colleges and civil society organizations. The Gender Gap is being tackled in a big way by using Anganwadi workers to enlighten the women folk. After the Summary Revision of Electoral Rolls w.r.t 1‐1‐2014 as the qualifying date, lists were published on 6th January, 2014. After that continuous upgradation has been going on. The District received huge Number of Forms‐6, 6A, 7, 8 & 8A from the Public/Voters through BLOs at the time of special campaign date which was scheduled on 9th March, 2014. While 30217 Form6 were collected on 9th March, approximately 39869 Form6 applications have been received since 6th January, 2014. The EP Ratio has increased from 57.2% in 2011 to 60.6% in 2012 and is currently 65.5%. As a result of efforts of the Administration in collaboration with Partner Agencies, a perceptible change in attitude and consciousness of using their democratic right is evident among the electorate. 2.3 INNOVATIVE STRATEGY FOR LOK SABHA ELECTIONS 2014 With the elections looming closer, the administration had stepped up its activities on intensification of SVEEP campaign. The main steps to be undertaken include ‐ Musical gatherings by the Ishmeet Institute, flash mobs, street plays and Dramas at public places. ‐ A Mobile Van with audio visual equipment on voter awareness is being sent to booths which have witnessed low voter turnout in the previous election. ‐ Public Events like Candlelight marches in slum areas, Quiz Competition, Signature Campaigns and Voters' pledge taking ceremonies. ‐ Interaction with morning walkers in various parks. ‐ Tie ups with TV Channels, Radio, Gas Agencies, Eateries, Banks and Multiplexes to target the youth. ‐ Propagation through the Suwidha Centre by putting up posters, relevant stamping on documents, public address system and bulk SMS sytem. ‐ Posters on buses and engaging Art Academies/Painters to draw relevant Murals and Cartoons on public walls (DC Office, MC Office, Flyover Walls etc). ‐ Targeting agricultural mandis during procurement season. ‐ Involving Nehru Yuva Kendra for propagation in rural areas. ‐ Offering of discounts by Restaurants to voters on 30th April,2014. - The DEO has specifically coined the term ‘DUTY DAY’ for 30th April to appeal to the electorate to consider voting as a moral duty. The concept of Poll Day as Duty Day has caught on with the masses and the media as well. Participant at a Signature Campaign On 14th March, the Administration collaborated with V MAD (We Making a Difference) Group. It aims to motivate about 30,000 first time voters by campaigning in Colleges, Slums, Industrial Areas and various other areas in the city. V MAD's volunteers motivated approximately 2000 youngsters at Guru Nanak Engineering College to vote and also organized a March wherein college students participated very powerfully under the campaign "I EXIST”. It has been given permission to perform in various colleges and interact with students during free periods. A music jingle and slogans to be played at traffic signals were released. A musical show which included patriotic and entertaining songs interspersed with terse messages on voter awareness was used to bring home the point in an entertaining manner. Rajat Agarwal, IAS starting a Signature Campaign Artistes Performing at the Jingle Release Function RAAHGIRI DAY 16th March, 2014 The Deputy Commissioner exhorted the people to celebrate April 30 as "Duty Day" by exercising their right to franchise. This appeal was made while addressing voters during an awareness campaign launched in collaboration with "Raahgiri", an NGO. The event was held near Sacred Heart Convent School, Sarabha Nagar. The DEO cum DC said that the electorate must exercise their democratic right to vote. He stressed the significance of ethical voting and the new concept of NOTA (None of the above option). Some youths took a pledge to exercise their franchise in the presence of the administrative officers. Artists of Ishmeet Singh Musical Academy also appealed to the audience to vote consciously.
