PURPOSE AND MAJOR ISSUES The applicant seeks to rezone the property from C-l Neighborhood Commercial to R-l Single-Family Residential to construct a single-family home at the site. In addition, the applicant seeks to obtain a conditional use permit to operate an in home group day care at the premises. Lastly, the applicant further seeks a variance to construct her home on a non-buildable lot of record. The major issues associated with this request are: 1. 2. 3. 4. TRANSPORTATION & PARIilNG The subject property has frontage on Eagle Street and Lincoln Avenue.. IVI. INFRASTRUCTURE AND PUBLIC SERVICES Fire and water service will be handled by the City of Kankakee. V. REOUIREMENTS OF THE ZONING ORDINANCE The proposed rezoning requires Map Amendments (rezoning of land) require a public hearing before the Planning Board (Section 12.05, Subsection B, 1). Major Home Occupations accommodating group day carc require the issuance of a conditional use permit as identified in Section 4.04, Subsection D of the Zoning Ordinance. VII. PLANNING STAFF ANALYSIS : Based upon staff's analysis of the City's Comprehensive Plan, Chapters 8 & 12 of the Zoning Ordinance and the required zoning standards identified in section Vl (L,2,4,5,61 of this report, the Planning staff believes that the rezoning of the property would be consistent with the surrounding zoning. A lot consolidation of the two parcels would have to be completed prior to construction of a single-family home if new construction takes place. Such outdoor advertising signs shall be permitted on zoning lots designated on the Offrcial Zontng Map as I-l Light Industrial andl-2 Heavy Industrial. Outdoor advertising signs shall require a conditional use permit when located on zoning lots designated on the Official ZottngMap as C-l Neighborhood Commercial, C-2 Service Commercial and/or C-3 Central Commercial. In instances where such signs are located on zoning lots containing principal buildings and/or structures, such signs shall be considered as permitted accessory uses, subject to the above provisions. B. Sign Surface Area. Subject to the provisions of Section 71.02, the maximum sign surface area of an outdoor advertising sign shall not exceed three hundred (300) square feet per face, nor more than six hundred (600) square feet per sign, excluding such signs oriented towards an interstate highway, which shall be subject to the provisions of Section 11.07,C., ofthis Chapter.
