Monday, July 22nd the VFW Post 9182 presented
Former Mayor Don Elder, Jr. the first ever honorary
Commander’s Medal for his support of the post. The
medal was framed with a proclamation and presented
to Elder as well as a medal for him to wear.
Alcohol Variance Granted to
AMC Theatre in Katy Mills
Monday, July 22nd at the Katy City Council meeting,
a variance was granted to allow AMC ITD, Inc., a
Subsidiary of American Multi-Cinema, Inc., to sell
alcoholic beverages in the AMC Theatres Katy Mills 20
Movie Theatres located in the Katy Mills Mall. Noel
MacDonald VP of Food and Beverages, told the city
council that other theatres such as Alamo Draft House
and the New Palladium Theatre are intense competition
for them as they serve the alcohol to their patrons. In
order for them to be able to compete this is a necessary
step in their growth. Jimmy Mendez was the first to show
concern over this with controlling the sale and
consumption of the beverage.

and the BIG hearts of the
West I-10/Katy community.
Through the grueling heat of
the days’ sun and the pounding
of the hot pavement by its
members, the Department
was able to set a new
departmental record for
collections.
This year’s collections
totaled $16,228.26 which
surpasses last year’s total of
$12,271.02. Yet again, the
members of the West I-10
Fire Department and the great
community we live in have
shown that they possess a
true sense of “Giving Back”.
Thanks to the members
who were able to participate
in this year’s event and to
those who had a true desire,
but were not able to and
equally as important, the
Giving Community that we
call home. Your efforts, time,
desires and generosity are
greatly appreciated.
The Houston City Council voted to approve incentives worth
a little more than a million dollars for Costco to build at I-10 and
the Grand Parkway, a deal that brings Costco to Katy but takes
sales taxes out of the area and into the big city next door. The
proposed Katy Costco would be part of a mixed used commercial
development
Costco will be provided with tax reimbursements for money
spent on infrastructure like road improvements. Houston will reap
millions of dollars in tax benefits over the life of the deal. The
official estimate is $8 million will be generated for the city’s
coffers, but some put the estimate much higher.
Because Costco will locate on land controlled by the city of
Houston, those who shop there will have to pay the 1% city of
Houston sales tax. The tax revenue will be split between Houston
and the Cimmaron Municipal Utility District which entered into an
agreement with Houston more than ten years ago that allows the
two entities to share taxes generated in these types of deals.
The money which goes to Houston will be spent for the benefit
of Houston. The Katy area will see no future benefit beyond what
goes to the Cimmaron MUD which represents a minority of
people who live in the Katy area.
Those who shop at the Katy area Costco will be paying a tax
to Houston for years to come for a store that would have been
located in the Katy area anyway.
Mayor Annise Parker says originally Costco planned to locate
on land outside of Houston’s control in the Katy area. Houston
would not have been allowed to levy its tax at those locations so
the city decided to meet with Costco and encourage a switch to
the current location. “There were two sites that they were trying
to move forward on and we said we’d rather have them
here,” Mayor Parker told Covering Katy. “Do we want the
sales taxes to go to the city of Katy or do we want the sales
taxes to go to the city of Houston,” Parker said. She says
Costco did not come to Houston looking for the incentive.
“Costco has three stores here in Houston and they’ve never
come to us with their hand out but when we learned they
wanted to go to Katy we met with them,” said Parker.
Only three members of Council voted against the deal,
C.O. Bradford, Andrew Burks and Larry Green. They
questioned why the city would enter into an agreement to
build a store outside Houston’s city limits.

Texas Sales Tax Holiday Aug. 9 - 11
Texas Comptroller Susan Combs reminds shoppers
they can save money on certain items priced under $100
during the state’s annual sales tax holiday. This year, the
sales tax holiday is scheduled for Friday, Saturday and
Sunday, Aug. 9 -11.
The law exempts most clothing, footwear, school supplies
and backpacks priced under $100 from sales tax, which
could save shoppers about $8 on every $100 they spend
during the weekend.
“Texas families can take advantage of the sales tax
holiday when doing their back-to-school shopping,” Combs
said. “The tax holiday applies to a variety of items ranging

Brittanee Groce Named Katy Elks Lodge
Vocational Scholarship Winner
The Katy Elks have long been known
for their annual youth scholarship awards
to local students; however, there is one
award about which little may be known in
our community.
This is our State
Vocational Grant program.
This year, Brittanee Groce, a graduate
of Morton Ranch HS received a $2000
grant /scholarship to aid in her studies at
HCC Downtown Campus in their VAST
(Vocational Advancement Social Skills
Training) Academy. “VAST Academy
provides
post-secondary
transition
programs and comprehensive support
services which lead to meaningful
credentials, employment and independence
for differently-abled individuals.”
As a child Brittanee couldn’t talk and
was taught sign language. Today she not
only has great mastery of the English
language, she has spent a lot of time
helping by reading to younger children.
She

Congratulations to the 7th grade Katy Cougars on winning the Prime Time Sports 2013 7 on 7 State Championship. The Cougars went undefeated throughout the tournament competing from all over Texas. The championship
game featured the undefeated De Soto Navy Seals 2019
who fell prey to the Katy Cougars in College Station on
July 13-14, 2013.

KCAM Grand Opening Moved to August 8th
Twenty four artists, the Katy Area EDC and the City of Katy are
partnering with the KCAA and KCAM to celebrate the opening of
the Katy Contemporary Arts Museum. The Grand Opening has
been rescheduled to Sunday, August 8th from 2 - 6 p.m.
The museum hours are Wednesday through Saturdays 10 a.m.
to 6 p.m., Sundays from Noon to 6 p.m. They will be closed
Mondays and Tuedays. Admission will be free. Volunteers can
sign up online, memberships and donations can also be completed
through the new website www.katycam.com.

a “Top Gun”-style bromance with Rinko Kikuchi, except
maybe it goes deeper than Maverick and Goose because she’s
a lady and all but we’ll never really know because “Pacific
Rim” is PG and the world needs saving (in Strangelovian
fashion, it turns out).
The other savvy twist is to set the movie in the mature middle
distance of this alien war. As stronger beasts have catapulted
out of the ocean, the jagers started losing. Governments cut
jager funding and opt instead to build the biggest boondoggle in
the history of bad ideas: a border wall around the entire Pacific.
It’s laughably ineffective measure that gives the aging jager
program the pluck of an underdog (and adds a wry touch in a
film written and directed by a Mexican national). As the corpses
of kaiju have accumulated over the years, cults have sprung up
around them, black markets have emerged for their various
parts (bone powder, we’re told by trafficker Ron Perlman, is
worth $500 a pound), and enough people have made them an
object of pop-culture worship (as with full-sleeve tattoos) that
the phrase “kaiju groupie” has become a pejorative. It’s a gentle
jab, of course -- shamelessly served up, like nearly everything
else in the film, for fans on both sides of the Pacific.

Plenty of directors have made movies better than “Pacific
Rim,” the giant-robots-vs.-giant-monsters kaboomapalooza
from Guillermo del Toro. Someone may have, at some point,
made a more visually impressive film -- but now we’re getting
into murkier guesswork. What “Pacific Rim” does as well as
pretty much any movie ever is to deliver on all its promises. If
what you want is to watch skyscraper-sized robots tangle with
humongous evil space dinosaurs, this may as well be your
“Citizen Kane.”
Without any household name among the cast (the closest
may be star Idris Elba, who was Stringer Bell in “The Wire”),
“Pacific Rim” plays to its inspiration, Japanese “mecha” anime.
Fans of the genre will recognize the tropes that launched a
gazillion Voltron and Ultraman toys. Humanity’s under threat
from monsters, called kaiju, so big and ornery that it takes
several days to fell them with jets and tanks. They slurk up
from the bottom of the ocean through some kind of glowing
portal to -- “another dimension,” I believe is how it’s explained,
sure, fine. The people of Earth respond by building and piloting
massive fighting robots, called jagers (pronounced like the
-meister). Those robots fight the monsters, often hip-deep in
ocean water, usually near a city, for maximum carnage; Hong
Kong, Sydney and San Francisco, among other expendable
hamlets, all catch the brunt of “Pacific Rim” brawls.
High-quality carnage results. The music and sound effects
and lighting effects and robot effects and monster effects all
are top-flight, befitting the director of “Pan’s Labyrinth.” The
fighting scenes echo the earliest Godzilla movies -- buildings
getting mashed, crowds fleeing in horror -- but are rendered so
seductively you forget you’re watching, in essence, a couple of
drawings locked in combat. Digital effects still can’t hurdle the
uncanny valley of human features (our brains are just too keen
to fool when it comes to what a person looks like). In the more
abstract realm of robots and monsters, though, we’ve arrived
at graphics so convincing that they suspend disbelief for you.
Beyond mere razzle-dazzle, “Pacific Rim” makes two

The 9U Katy Spartans Baseball team won the 2013
USSSA Global World Series held July 10-14, 2013 in
Gulf Shores, AL. The World Series involved 22 teams
from 8 states. The Spartans began bracket play on Friday,
July 12, with an opening 7-6 loss to the Hammond LA
Yankees. They then reeled off 5 straight victories to
clinch the Championship. Facing elimination in each
game, the Spartans defeated the Pasadena TX Cobras 9-1,
the Dacula GA Falcons 15-0, the Hammond LA Yankees
8-0, the Hammond LA Yankees again 7-6 in extra innings,
then the Logan Martin AL Landsharks 17-9 to close out
the Series. Solid pitching from Jared Schaeffer, Justin
Ashworth, Leighton Reddy, Jackson Pursley, Noah
Shipp, and Jack Little led the Spartans, while the entire
lineup provided outstanding defense and timely hitting.

In 2012, 89 deaths were reported in Texas from the West
Nile Virus, a stark contrast from the two reported the year
before. With summer upon us, First Choice ER Executive
Medical Director, Dr. Mike Muzzarelli offers 10 tips for
West Nile prevention.
1. Always wear insect repellant with DEET: a paleyellow oil that repels mosquitoes, but does not kill them.
2. Wear closed toe shoes, long pants and long sleeves
when possible. If you are outdoors for long periods of
time, spray the outside of your clothing with insect
repellant to prevent mosquitoes from biting through thin
materials.
3. Keep your yard free of standing water. According to
MosquitoWorld.com, mosquitos can breed in as little as one
inch of standing water, which means there are many places
around a home that might attract them. At least once week,
change the water in your birdbaths, animal water bowls and
flowerpots and repair all outdoor leaking faucets.
4. Be extra careful at dusk and dawn – those are peak
mosquito biting times. For your morning jog or late night
barbecue, take extra precaution by selecting clothing that
will properly cover your arms, legs and feet.
5. During the summer months, steer clear of stagnant
water, including creeks and lakes.
6. Make sure to fix any broken screens on windows and
doors to keep mosquitoes out of your home.
7. Protect your newborn from bites, place mosquito nets
over infant carriers.
8. Report dead birds to local authorities. According to
the Centers for Disease, Control and Prevention, more
than 130 species of birds have been infected with the West
Nile Virus. Local agencies have different policies for
collecting and testing birds, so be sure to find information
specific to your area.
9. Organize clean up days for your neighborhood to ensure
there are no mosquito breeding areas in your local parks.
10. People over 50-years-old are at the highest risk and
need to take extra precautions, especially during dusk and
dawn. If you or someone you know shows sign of West
Nile such as fever, headache or fatigue, contact your
personal physician immediately.

1934 into a popular Richmond, Indiana

ethic. She graduated from Richmond
High School in 1953 and the Miami Valley Hospital School of
Nursing in Ohio. June worked as a registered nurse for decades,
fulfilling her dream by helping families and saving lives.
June is survived by: Husband, James Louis Carter, her
three sons, James Allen, David Thomas and Terrence
Robert; brothers Oren Dubois Samuels and Gordon Gene
Samuels; grandsons Robert James and Robert Thomas;
granddaughters Lori Michelle Heckeroth, Melinda Renee
Russell, Leah Maria Aguilar, Jennifer Rose and Anna Alexis.
June is also survived by seven great grandchildren.
She was married to James Louis Carter for 58 years. They
were married Dec. 18, 1954 in Richmond, Indiana at St.
Andrew's Church. The Carter family wishes to thank everyone
who loved June and those who joined the Carters at the funeral.

MacDonald stated that AMC currently operates over 50 locations, including Sugar Land location with strict alcohol serving
protocols. He went on to say that the beverage would have a separate purchase location away from the soft drinks, popcorn, etc.
“Every patron purchasing alcohol will have to show ID and will
not be able to purchase for someone else” MacDonald stated. He
went on to say, “The company has a zero tolerance policy for employees who do not check ID.” Any employee not checking will be
terminated. Alcoholic beverages will have a completely different
container than the soft drink beverages.
Mayor Hughes spoke to Police Chief Hastings asking whether
he had any concerns with granting the variance. The Chief said,
“If underage kids are going to drink in the mall, they have way to
bring it (alcohol) in on their own.” Chuck Brawner stated the need
for Katy to remain competitive with the other area businesses.
Larry Gore suggested that a one year stipulation be added in order
for City Council to re-evaluate the variance at that time.
In the end, the vote passed with Jimmy Mendez voting NO,
Chuck Brawner, Larry Gore and Bill Lawton voting YES. Steve
Pierson was not in attendance for the meeting due to a family emergency. Pierson was not present at the July 8th City Council Meeting
due to the same family emergency. Prayers go out to the family.

Tigers Well Respected
in Preseason Football

veryone in Katy remembers the last time the Katy
Tigers won state prior to 2012. That’s when the
Tigers completed a back-to-back state title epic in
2007 and 2008.
And what have Katy football fans been focused on since last
December, do you think? They are already dreaming of
consecutive titles. Fortunately the hope is based on an annual
goal that Katy consistently reaches.
Class 5A preseason state rankings agree the Tigers will return
to the state finals in December 2013 for a chance at state
championship number eight, which would tie for the most
championships in Texas history. Seven months ago,
the Tigers defeated Cedar Hill 35-24 to pull into a tie with
Abilene, Brownwood and Plano.
Dave Campbell’s Texas Football magazine listed Katy at
No. 3 in its 5A state preview behind Division I defending
champion Allen and Region IV power Cibolo Steele. No. 4
DeSoto, No. 5 Southlake Carroll, No. 6 Euless Trinity, No. 7
North Shore, No. 8 Austin Westlake, No. 9 Cedar Hill and No.
10 Houston Lamar also plan to make a serious bid, according to

The final regular-season golf tournament for Katy Area
Junior Golfer Tour participants was completed July 17 at
Meadowbrook Farms Golf Course.
In the boys’ varsity competition, Chase Ambrose fired
a solid 70 to win the tournament on the par-72, challenging
layout designed by Greg Norman. Robert Beautz shot 74
for second, edging Dustin Williamson’s 75 among a
competitive varsity field.
In the girls’ varsity play, Sarah Yi shot a sizzling 76 to win
by two shots over Megan Reyes. Madison Goldblum shot
an impressive 82 to take third, according to posted results.
The boys’ junior varsity division winner was Ryan
Phelps who shot 84. Dakota Coffey placed second with
an 89, and Daniel McCarty finished third with a 92.
Girls’ junior varsity division champion is Karah Reeves
who shot 71.
Boys’ junior high placers included Patrick Martin (43),
Blake Weber (55) and Hunter Anderson (59), according
to results.
Mini-Tournament finishers include Cristo Hayes who
shot a sparkling 29, Julia Jensen’s 35, Tyler Anton’s 37
and Eric Bryant’s 42.
Katy area junior golfers will compete once more on Aug.
1 in an event at Cypress Lakes called Ryder Cup vs. Beltway
8 Tours. After that, local golfers gear up for junior high or
high school golf team seasons beginning in August.

Michael Cotton is spending
this week on the national
stage in Truckee, California
with hundreds of North
America's top junior golfers.
Playing at an altitude of
nearly 6,000 feet on the
7,619-yard Martis Camp
Club, Cotton struggled to
an 82 on Monday's first
round. The Cinco Ranch
senior's challenges are as
much with distance control
and the design of the
Michael Cotton
Martis course as they are
with any other element.
After two 18-hole rounds
in the high altitude, the best scorers began match play on
Wednesday with the final match scheduled for Saturday. Cotton
teed off on Tuesday at 8:10 a.m. knowing he probably needed a
round in the 60s to reach the match play.
Cotton qualified for this national event by winning a 36-hole,
qualifying tournament held at Memorial Park Golf Course in early
June. Cotton finished 7-under-par after shooting 70-67— 137 on
the challenging Houston design.
Cotton averaged 73.37 in spring events for the boys' Cougar
golf team. He led the boys in shooting 301-291—592 at the UIL
State Golf Tournament. Cotton has verbally committed to play
golf at the University of North Texas in Denton.

Edible Plants Program
The Texas Master Naturalist Coastal Prairie Chapter is
excited to host Cody Dennison, Waller County Extension
Agent for Agriculture and Natural Resources and County
4-H Coordinator, as the speaker for their monthly program. Cody has a B.S. degree in Food Science, Texas
A&M, with a specialization in Meat Science and a M.S.
degree, Texas A&M, Kingsville in Soil Science. He is a
special friend to the Coastal Prairie Chapter having been
an integral advocate for the establishment of the chapter
as well as the Prairie Heritage Festival, now held annually at Seabourne Creek Nature Park in Rosenberg.
The topic for the August program is “Edible Plants”,
one for which Cody is uniquely qualified. Although he
will not be serving poke weed (also referred to as poke
salad or poke greens), which he says is now out of season
and poisonous, he will be serving up wild rice and dewberries, among some other surprises, for taste tests. So if
you’ve ever had a yen to go wild and learn some of the
culinary secrets of our native Texas plants, this is the
event for you. This program will take place on Thursday,
August 1, at 7 p.m. The meeting will be preceded by a
social at 6:30 p.m. and will be held at the Bud O’Shieles
Community Center located at 1330 Band Road, Rosenberg, 77471. The meeting is free and open to all interested persons.
