Mission • • • • • • Ship Inspections -The U.S. and foreign vessel inspection programs Commercial Fishing Vessel Safety reduces the threat of injury/death of fishermen Investigations – The Investigations Department is charged with identifying the causes of marine casualties and determining how to prevent them in the future. Investigations also detects and suppresses federal law violations. Waterways Management is responsible for processing all marine event permit applications, writing Security Zones, Safety Zones and other Regulated Navigation Areas, and hazardous bar management Shoreside Facility Inspections - Our Facility and Container Inspection Programs Aids to Navigation - USCGC BLUEBELL and Aids to Navigation Teams g y & numerous Kennewick,, WA and Astoria,, OR maintain the navigability channel markers on 500 miles of the Columbia, Willamette, and Snake Rivers. Domestic Vessel Inspections Inspection of U.S. Flag vessels for compliance with U.S. safety and security regulations. Recent Cases • Marine Casualty Investigation: ACOE DREDGE ESSAYONS/Grounding – The Dredge ESSAYONS grounded on Guano Rock in Coos Bay Bay, OR on August 17, 2013. – The underwater hull in three compartments was breached. The grounding caused approximately pp y $4M $ in damage. g – Causal factors and incident still under investigation • Marine Enforcement Investigation – Followed up on reported allision with pier – Found incident did not rise to the level of a reportable marine casualty – Ensured company was in compliance with licensing and drug testing regulations – Discovered one potential mariner credentialing problem • Still under investigation Waterways Management • Waterways Management develops policy and oversees multi-program alignment in the pursuit of a safe, secure, efficient and environmentally sound waterways system. – Waterways Management supports global maritime and intermodal transportation, and the Marine Transportation System. – Drafting and routing safety & security zones – Managing Aids to Navigation – Approving and tracking marine event permits – Recording R di andd monitoring it i the th derelict d li t vessels l in i the th area & provide policy for bar closures (local stations & COTP close the bars) – Harbor Safety Safet committee liaisons and other agency agenc outreach o treach Marine Events Annual July Columbia Cup Hydroplane Boat Races in Kennewick, WA. Large event, attracts 70K+ spectators. Annual Christmas Ships Parade that occurs almost every night for 3 wks in December on the Columbia and Willamette Rivers. Large involvement from CG AUX. Programs g w/ Partners Multiple derelict vessels in the area, include the LCI, Alert & Davey Crockett. Areas of the Columbia River that pose challenges for Make Way/Rule 9. Hazardous bar conditions on the OR & WA coasts are of increased concern. concern A new instruction is in place to increase safety on the bars in our AOR. Aids To Navigation Team Astoria • Responsible for the servicing and inspections of 315 Aids to Navigation in our AOR. • Area of responsibility: – Columbia River from the mouth to Vancouver, WA, Willamette River above Portland, OR to Rock Island – Pacific coast from the Cape p Flattery Lighthouse at the entrance to the Strait of Juan de Fuca, south to Tillamook Bay, OR.
