Ballisitcs Testing
All PACA ballistic models are pre-tested to comply with NIJ Standards for Levels IIA – IV and are required to
meet even higher internal requirements for V0 & V50 Testing and Full-Spectrum Projectile Rating for Special
Threats. Since our baseline ballistic limits are set far beyond NIJ requirements, our test results consistently
show a higher level of performance.
Level IIIA
Although vest models
can only be NIJ Certified
to the specific threats
listed in the NIJ Standard,
PACA tests some of their
models against the most
popular “special threats”
bullets. All special threats
testing are performed
at independent test labs
including, H.P. White,
Chesapeake Testing
or United States Test
Laboratories, all of which
are NIJ certified testing
facilities. Although there
is no claim of special
threats NIJ Certification,
these vests models
are tested to the exact
testing conditions and
protocol required for
actual certification. By
monitoring confiscated
weapons, these additional
special threat tests can
help an agency determine
if a particular model meets
the requirements for
their specific geographic
location and actual street
threat.

SPECIAL THREATS TESTING
The NIJ has set forth specific bullets and test velocities in the NIJ 0101.06 Standard. Currently NIJ does not
provide for testing and Certification to bullets outside of those listed in the standard. The continuing evolution
of bullet technology has resulted in a number of bullets that are more difficult to defeat than those listed in the
NIJ Standard. Some of these bullets have come to be known as “special threats.”

The V50 determines the highest velocity that results
in 50% of the bullets penetrating the vest.
S tandard industry test which offers qualitative
and quantitative data in measuring the
integrity and performance levels of ballistic
systems. (Breaking point of armor)
A ballistic panel is shot with a series of
penetrating and non-penetrating rounds at
given velocities according to its protection level.
P ACA’s protocol requires V50 to be
an average of 200 ft/s above NIJ referenced
velocities or standard factory rounds.

by The Federal Bureau of
Investigation (FBI), the risk of
fatal injuries for officers who do not
routinely wear body armor is 14 times
greater than for those who do. As a
company dedicated to serving the law

PACA’s stringent manufacturing standards are one

systems are specially designed to defeat specific
threats and to suit personal needs for comfort
and fit. All of our ballistic, spike and multithreat models are tested by National Institute of
Justice (NIJ) approved independent laboratories and
comply with NIJ Certification Standards.
Remember, body armor is designed to be worn. F.B.I.
statistics indicate that almost half of the officers
slain each year might have survived had they been
wearing lightweight, concealable, protective soft
body armor. Your body armor cannot protect you
against every threat you face. Some specially
designed Armor Piercing and Ultra-High-Velocity
handgun ammunition may or may not be defeated
by your soft body armor. For protection against
rifle or long gun ammunition, hard armor plates
must be worn in front of your soft armor panels.
Always refer to the label on your ballistic panel to
determine the protection level of your soft armor
vest. There should be no expectation of bullet
resistance in areas not covered by the ballistic
element. Remember, your vest is not bullet proof,
but bullet resistant. However, it can help reduce
the risk of fatal injury only if you wear it.
